New statement from Jamā’at at-Tawḥīd wa-l-Jihād: "Da'wah for Jihād With Money"

Praise is to Allah, the Lord of the worlds, and peace and blessings of Allah on the seal of the prophets and messengers, to proceed
Money is the spine of Dawah and Jihad in the way of Allah, so just as Jihad requires men it also requires money, and for this reason, the glorious Quran and the pure prophetic Sunnah has incited upon spending in the way of Allah, to such an extent that the glorious Quran has stated misery and refrain from spending money in Jihad as a form of destruction from which the believers have been restrained “And spend in the way of Allah and do not throw [yourselves] with your [own] hands into destruction [by refraining]. And do good; indeed, Allah loves the doers of good.
And from the greatest ways of spending in the way of Allah is to spend on Jihad in the way of Allah, for spending includes Jihad with the money, and it is an obligation like Jihad with the body, and it contains great benefit in strengthening the Muslims, and vexing the disbelievers and its people, and establishing the religion of Allah and glorifying it, for Jihad in the way of Allah is not established except on the basis of spending, for spending for it is like soul, without which it cannot exist, and in leaving spending in the way of Allah, is leaving Jihad, and imposition of the enemies, and increase in their harm, for the saying of Allah “and do not throw [yourselves] with your [own] hands into destruction
So Jihad in the Quran has never been mentioned except being coupled with money and self Allah the Almighty says “And spend in the way of Allah and do not throw [yourselves] with your [own] hands into destruction [by refraining]. And do good; indeed, Allah loves the doers of good.” and this secret in coupling Jihad of money and self is in several verses because Jihad in all its forms is impeded if Jihad with money is not fulfilled in abundance, and if the people of ease did not perform the duty of spending in the way of Allah, and the wisdom of Allah has been in giving precedence of mentioning Jihad with money on Jihad with self in all the verses and in its being coupled with it except in one instance in the Quran and this is an evidence of the importance and greatness of Jihad with money
And the Quran mentions in several instances inciting to spend money in the way of Allah, and has given strict warning against those who hoard their money from spending in the way of Allah, the Almighty says “Here you are – those invited to spend in the cause of Allah – but among you are those who withhold [out of greed]. And whoever withholds only withholds [benefit] from himself; and Allah is the Free of need, while you are the needy. And if you turn away, He will replace you with another people; then they will not be the likes of you.” So Jihad with money in relation to an individual is purification for the believing person from the calamity of stinginess, and that is the first step in the way of victory and success. Allah the Almighty says “And whoever is protected from the stinginess of his soul – it is those who will be the successful.”
And Jihad with money is a divine obligation and a prophetic guidance in which several verses have been revealed and several ahadeeth have been stated. The Prophet (peace be upon him) said “Fight the polytheists with your money and selves and tongue” Related by Ahmad and Abu Daud
And Shawqani has said in Nail Al Atwaar: In it are evidences for the obligation of doing Jihad against the disbelievers with money and hands and tongue. It has been evident from the Quran in several instances concerning the obligation of Jihad with selves and money, and the apparent is, that the matter is an obligation
And we at this station issue a call to all our Muslim brothers to send their Zakah and charity to their Mujahedeen brothers in Bat Al Maqdis reminding the general Muslim populace and the supporters of Jihad especially that if they have missed Jihad with their selves then they can still do Jihad with their money, the Prophet (peace be upon him) said “He who prepares a Ghazi (going in Allah’s Cause) is given a reward equal to that of) a Ghazi; and he who looks after properly the dependents of a Ghazi going in Allah’s Cause is (given a reward equal to that of) Ghazi” Sahih Bukhari
Sheikh Al Islam Ibn At Taymiyyah- May Allah have mercy on him- said in (Al Ikhtiyaraat) “And the one who is incapable of doing Jihad with his self, and is capable of doing so with his money, then Jihad with money becomes obligatory upon him. So those who are able should spend in the way of Allah. And based on this: women should do Jihad with their money if they possess, and similarly in the money of the minors if it is required and spending and Zakah are also obligatory. If the enemy attacks, then there is no scope for difference, for repelling their evil from the religion and self and honor is an obligation by consensus”
And we say to the Ummah of Islam that the sons of Tawheed in Bait al Maqdis are in the greatest of need for your helping hand and aid, and you should not give us away to the Jews who have gathered against us, for who shall support us if our beloved Ummah abandons us? And is it not the right of the Mujahedeen on their Ummah to help them with money and ammunition at a time when the Mujahedeen are spending themselves and their blood cheap and presenting their bodies in the way of Allah
Know our precious Ummah that we are in the phase of basing and planting the pegs of Tawheed on this blessed land we require various and different kinds of preparations in the way of Allah, which is an obligation that has been prescribed upon us by Allah, The Almighty says “And prepare against them whatever you are able of power and of steeds of war”. And because preparations require money, and what is a requirement for fulfilling the obligation is also an obligation, so spending and giving money to the Mujahedeen is also an obligation on the Ummah as a whole until the Mujahedeen have enough of what aids them in the matter of preparation and stationing and Jihad, and we have put our trust in Allah and have good faith in our Ummah that it will not abandon us by the aid of Allah the Almighty
It must not escape us, concerning the role that the truthful sisters can play in this door of great goodness, for we know that several of them burn in longing to get the reward of Jihad in the way of Allah. The greatness of the reward of Jihad with money has been stated above, and its allying instead its precedence in mentioning in the Quran on Jihad by the self. So show your valiance O the grand daughters of the companions. And in the end we call the Muslims to utilize what is remaining of this blessed month in which rewards are multiplied and good deeds are cultivated to spend in the way of Allah and Jihad in His way with their money and we say to them: before you is an open market for trade with Allah the Almighty so spend and give and compete… So for this let the competitors compete
O you who have believed, shall I guide you to a transaction that will save you from a painful punishment? (10) [It is that] you believe in Allah and His Messenger and strive in the cause of Allah with your wealth and your lives. That is best for you, if you should know. (11) He will forgive for you your sins and admit you to gardens beneath which rivers flow and pleasant dwellings in gardens of perpetual residence. That is the great attainment. (12) And [you will obtain] another [favor] that you love – victory from Allah and an imminent conquest; and give good tidings to the believers. (13)
(And to Allah belongs [all] honor, and to His Messenger, and to the believers, but the hypocrites do not know.)

بسم الله الرحمن الرحيم{انْفِرُوا خِفَافًا وَثِقَالًا وَجَاهِدُوا بِأَمْوَالِكُمْ وَأَنْفُسِكُمْ فِي سَبِيلِ اللَّهِ ذَٰلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنْتُمْ تَعْلَمُونَ} 
|| دَعوةٌ للجِهَادِ بِالمَال ||
الحمد لله رب العالمين والصلاة والسلام على خاتم الأنبياء والمرسلين، أما بعد: إن المال عصَبُ الدعوة والجهاد في سبيل الله، فكما يحتاج الجهاد للرجال يحتاج للمال، من أجل هذا حث القرآن الكريم والسنة النبوية المطهرة على الإنفاق في سبيل الله، حتى جعل القرآن الكريم الشح وعدم الجهاد بالمال تهلكة ينهى عنها المسلمون {وَأَنْفِقُوا فِي سَبِيلِ اللَّهِ وَلا تُلْقُوا بِأَيْدِيكُمْ إِلَى التَّهْلُكَةِ وَأَحْسِنُوا إِنَّ اللَّهَ يُحِبُّ الْمُحْسِنِينَ}. ومن أعظم أوجه الإنفاق في سبيل الله هو الإنفاق في الجهاد في سبيل الله، فإن النفقة فيه جهاد بالمال، وهو فرض كالجهاد بالبدن، وفيها مصالح العظيمة من الإعانة على تقوية المسلمين، وتوهية الشرك وأهله، وإقامة دين الله وإعزازه، فالجهاد في سبيل الله لا يقوم إلا على ساق النفقة، فالنفقة له كالروح، لا يمكن وجوده بدونها، وفي ترك الإنفاق في سبيل الله، إبطالٌ للجهاد، وتسليطٌ للأعداء، وشدة تكالبهم، فكان قوله تعالى: {وَلا تُلْقُوا بِأَيْدِيكُمْ إِلَى التَّهْلُكَةِ}. ولذلك فإن الجهاد في القرآن الكريم ما ذُكر إلا وقُرن بالمال والنفس، يقول الله تبارك وتعالى: {انْفِرُوا خِفَافاً وَثِقَالاً وَجَاهِدُوا بِأَمْوَالِكُمْ وَأَنْفُسِكُمْ فِي سَبِيلِ اللَّهِ ذَلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنْتُمْ تَعْلَمُونَ}، وهذا السر في اقتران الجهاد بالمال والنفس في كثير من الآيات لأن الجهاد بكل أنواعه يتعطل إذا لم يتحقق الجهاد المالي بسخاء، وإذا لم يقم أهل اليسر بواجب الإنفاق في سبيل الله، وكانت حكمة الله تعالى أن يُقدم جهاد المال على جهاد النفس في كل الآيات التي اقترنا فيها إلا موضع واحد في القرآن، وفي ذلك دليلٌ على أهمية وعِظم ومكانة الجهاد بالمال. والقرآن الكريم في مواضع عديدة حض على بذل المال في سبيل الله، وشدد الوعيد لمن بخل بماله في سبيل الله، قال الحق سبحانه و تعالى: {هَا أَنْتُمْ هَؤُلَاءِ تُدْعَوْنَ لِتُنْفِقُوا فِي سَبِيلِ اللَّهِ فَمِنْكُمْ مَنْ يَبْخَلُ وَمَنْ يَبْخَلْ فَإِنَّمَا يَبْخَلُ عَنْ نَفْسِهِ وَاللَّهُ الْغَنِيُّ وَأَنْتُمُ الْفُقَرَاءُ وَإِنْ تَتَوَلَّوْا يَسْتَبْدِلْ قَوْمًا غَيْرَكُمْ ثُمَّ لَا يَكُونُوا أَمْثَالَكُمْ}، فالجهاد بالمال فيما يتعلق بالفرد هو تطهيرُ الإنسان المؤمن من آفة الشُّح، وهو الخطوة الأولى في طريق الفوز والفلاح. قال الباري جل جلاله: {وَمَنْ يُوقَ شُحَّ نَفْسِهِ فَأُولَئِكَ هُمُ الْمُفْلِحُونَ}. والجهاد بالمال فرض رباني وهدي نبوي تعددت في ذكر فرضيته الآيات وتواترت في الحض عليه الأحاديث، قال صلى الله عليه وسلم: (قاتلوا المشركين بأموالكم وأنفسكم وألسنتكم) رواه احمد وأبو داود. قال الشوكاني في (نيل الأوطار) : “فيه دليلٌ على وجوب المجاهدة للكفار بالأموال والأيدي والألسن. وقد ثبت الأمر القرآني بالجهاد بالأنفس والأموال في مواضع ، وظاهر الأمر الوجوب” أ.ه. وإننا في هذا المقام نبعث بنداء لكل إخواننا المسلمين لتقديم زكواتهم وصدقاتهم لإخوانهم المجاهدين في أكناف بيت المقدس مُذكرين عموم المسلمين وأنصار الجهاد خاصة أنه إن فاتهم الجهاد بالنفس فدونهم جهاد المال، قال صلى الله عليه وسلم (من جهز غازيًا في سبيل الله فقد غزا ومن خلف غازيًا في سبيل الله بخير فقد غزا) صحيح البخاري. قال شيخ الإسلام ابن تيمية رحمه الله في (الاختيارات) :“ومن عجز عن الجهاد ببدنه وقدر على الجهاد بماله وجب عليه الجهاد بماله ، فيجب على الموسرين النفقة في سبيل الله. وعلى هذا : فيجب على النساء الجهاد في أموالهن إن كان فيها فضل ، وكذلك في أموال الصغار إن احتيج إليها كما تجب النفقات والزكاة . فأما إذا هجم العدو فلا يبقى للخلاف وجه ، فإن دفع ضررهم عن الدين والنفس والحرمة واجب إجماعاً “. أ.ه ونقول لأمة الإسلام أن أبناء التوحيد في أكناف بيت المقدس في أمَس الحاجة لأن تمدوا لهم يد العون والمساعدة، وأن لا تُسلموهم لأعدائهم اليهود الذين تكالبوا عليهم، فمن ينصرنا إن تخلت عنا أمتنا الحبيبة؟ وأليس من حق المجاهدين على أمتهم أن تدعمهم بالمال والعتاد؟ في الوقت الذي يبذل المجاهدون أنفسهم ويُرخصون دمائهم ويُقدمون أشلائهم في سبيل الله. واعلمي يا أمتنا الغالية أننا في ظل مرحلة التأسيس وإرساء دعائم منهج التوحيد في هذه الأرض المباركة نحتاج لمراحل متعددة ومتنوعة من الإعداد في سبيل الله، الذي هو فرضٌ أمرنا الله تعالى به، قال تعالى: {وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ}، وبما أن الإعداد يحتاج إلى المال، وما لا يتم الواجب إلا به فهو واجب، فالإنفاق ودفع المال للمجاهدين هو واجبٌ على الأمة بأسْرها إلى أن يكتفي المجاهدون بما يعينهم على أمر إعدادهم ورباطهم وجهادهم،

ونحن على ثقة بالله عز وجل وحسن ظنٍ بأمتنا أنها لن تتخلى

In the aftermath of the “Arab Spring,” many analysts proclaimed that it was the death knell of al-Qa`ida and its ideology, while others warned that it would open space for al-Qa`ida to exploit and even potentially take over a government similar to the 1979 Iranian Revolution. These two narratives miss the point. Indeed, jihadist ideology has been marginalized and has opened space for other schools of thought to counterbalance it. Yet, at the same time, in societies such as Tunisia where religion has been suppressed at the hands of a dictatorial government, it has created new opportunities for individuals to organize at the local level, including non-violent political Salafists who sympathize with intellectual aspects of jihadist ideology. One such Salafist group is known as Ansar al-Shari`a in Tunisia (AST), and its media outlet al-Qayrawan Media Foundation (QMF). It is not clear whether AST was organized prior to the fall of former Tunisian President Ben Ali’s regime, but if it existed beforehand it would have been highly covert due to the repressive environment under the previous government. Regardless, since April 2011 the group’s activities are increasingly public, holding rallies and even creating Facebook pages. AST has garnered the attention of online jihadists at Ansar al-Mujahidin and al-Jahad al-`Alami, two of the most popular Arabic-language jihadist forums. This article chronicles the rise of AST, showing how the group is a product of the new openness in Tunisian society as well as the liberation of the “public square” in the Arab world as a whole. This new commons has featured a rise in Salafist movements, creating challenges for Western states that want to establish diplomatic relations with new actors in transitioning Arab societies. To navigate the maze of new actors, it is crucial for Western governments to go beyond understanding the old Islamist parties linked to the Muslim Brotherhood (as well as the secular and liberal trends), but also the growing prominence and broader trend of Salafist movements in Tunisia and the Arab world.
