al-Qā’idah in the Arabian Peninsula's al-Malāḥim Media releases Inspire Magazine Issue #2

UPDATE 3: Below is an Arabic translation of the second issue of Inspire Magazine via Anṣār al-Mujāhidīn Arabic Forum, which was released in English on October 11. It took two and a half months between the release of the first Inspire Magazine and it being published in Arabic. This time, it only took a month and a half. Not sure if it means anything, but thought it should be mentioned.

NOTE: al-Malāḥim Media, al-Qā’idah in the Arabian Peninsula’s (AQAP) media outfit, released the second issue of the English language magazine called “Inspire,” which features an essay by Samīr Khān titled “I am proud to be a traitor to America” as well as a new article from Anwar al ‘Awlaqī titled “The New Mardin Declaration.” This for all intents and purposes confirms that Khān is behind the magazine, which many individuals believed when the first issue was released June 30. The first issue featured interviews with the amīr (leader) of AQAP Abū Basīr (Nāṣir al-Wūḥayshī) and Anwar al ‘Awlaqī. After the magazines success, it was translated into Arabic September 10. Unlike the first issue, there was no corruption in the file when the second one was released.
The release of a second magazine further illustrates the rising influence of Americans in al-Qā’idah in the Arabian Peninsula as well as their continued outreach to the English-language Muslim world. Further, it shows the diversity of content released by al-Malāḥim Media. In the past month for example, al-Malāḥim Media has released a new biography in their martyrs series, a new video (“By the Lord of the Ka’abah, I Triumphed [Part 2]”) that highlighted ‘Abdullah Haṣan al-’Asīrī, who attempted, but failed to kill Saudi Arabian prince Muhammad bin Nayef in August 2009, who is in charge of the de-radicalization of jihadists, and an audio tribute by Shaykh Ibrāhīm bin Sulaymān al-Rubaysh for Zayyid al-Daghārī al-’Awlaqī. For more on al-Malāḥim Media, read Christopher Anzalone’s recent analysis of it in comparison to al-Qā’idah Central’s media outlet As-Saḥāb. When I get the chance to read Khān and ‘Awlaqī’s articles as well as anything else of interest, I will try and provide some analysis. For now, below is the second issue of Inspire Magazine.

New interview with the Islamic Emirate of Afghanistan's Laghman province Military Commander, Mawlawī Najībullah Haqqānī

In the Name of Allah, the Most Beneficent, the Most Merciful.
Laghman province is located in the East of the country. To the north are Panjsheer and Nooristan. To the east in Kunar, to south is Nangarhar and to the west are Kabul and Kapisa provinces. Laghman’s provincial capital is Muhtarlam City and it has 4 other districts namely Qarghaye, Daulat Shah, Alishang and Alingar. Laghman has a name for its beauty and has strategically important location. It has a mountainous landscape which is covered with trees and jungles.
Jihadi Military Commander
Mauli Najeebullah Haqqani is the Jihadi Military Commander of Laghman province under The Islamic Emirate of Afghanistan. He was born in Moni Village of Shigal district located in Kunar to a Religious and Jihad loving family on 1348 H.S. He did his early education in his village mosque but then immigrated to Pakistan during the Russian led coup, where he studied until 8th grade. Then he began his religious studies and graduated in 1996 (Goergian Calender) from the prestigious Darul Uloom Haqqaniya Akora Khatak.
He was with the Islamic Emirate from its humble beginnings where he participated in the victorious campaigns of Gerishk, Dalaram and Farah province. His first official duty was in Farah Bank and then worked in the Departments of Intelligence, Finance and Information in Kabul. He was the Jihadi military commander in Kunar after the American led invasion and has also done his Islamic duty of Jihad in Nooristan until his appointment at the current position.
Alemarah: Hounarable Mauli Sahib, Asalamalaikum and the warmest of welcomes. Could you please tell our audience the Jihadic situation in Laghman at the moment?
Mauli Najeebullah Haqqani: Walaikumsalam
All praise is due to Allah and may his peace and blessings be on the leader of Mujahideen, Muhammad SAW and on his companions. For what follows:
Firstly I would also like to extend by Kindest of regards to the Mujahideen working for Alemarah and its readers and am pleased to have this opportunity to speak to the Momin and Mujahid Ummah about situation of Laghman province. Alhamdulillah the Jihadic situation in Laghman province is very good and according to our expectations. Mujahideen have bases and heavy presence in Muhtarlam City, Qarghaye, Daulat Shah and Alishang districts.
Qarghaye district, in which a large part of Jalalabad-Kabul main highway goes through, is mostly under Mujahideen control just like before. The enemy cannot enter Tor Ghar area of this district, Badpeeh area of Muhtarlam is also under our complete control. Similarly the area in and around the province center is always coming under Mujahideen bombings and assaults. The districts of Alishang and Daulat Shah are under Mujahideen’s complete control. The enemy only has its presence is the district centers. As for Alingar, Mujahideen activity is not as strong and therefore is using guerilla tactics so far.
So Mujahideen are always going forward in their Jihadi activities in Laghman. We have appointed governors and commissions for the various districts and so far don’t have any serious problems regarding our Jihadic progress.
Alemarah: Could you give us information about the presence of invaders in Laghman?
Mauli Najeebullah Haqqani: American’s are based in Laghman, just like in other eastern provinces. They have a base in Muhtarlam city and Alishang district center. They also have a PRT in Kala Gosh area between Laghman and Nooristan provinces. They are now busy in building a new base in Kambere area of Qarghaye district.
Alemarah: How many Mujahideen are there in Laghman?
Mauli Najeebullah Haqqani: I will not be able to tell you the exact figures due to them being military secrets but can say that Alhamdulillah we have enough of a presence in all the districts that if the enemy tries to come out of their base on patrol or for an operation, Mujahideen can confront and stop them and similarly we have enough logistics to properly equip our Mujahideen and so far don’t have any serious problems in that area.
Alemarah: A very recent event which requires our attention is the operation which was carried out against ANA in Badpeeh area. This is an event which the enemy tried to hide and hasn’t said anything about it till now but an article published in NY times called this a historic victory for the Mujahideen. Could you please tell us about the operation and how Mujahideen were able to cause such damage to the enemy?
Mauli Najeebullah Haqqani: Just like you mentioned, this event really was a historic win due thanks to Allah’s help. Recently Mujahideen focused their operations on Jalalabad-Kabul main highway which goes through Laghman. Mujahideen targeted the enemy convoys and patrols which caused the enemy great distress. So the enemy decided to carry out an operation in Badpeeh, where Mujahideen have a big presence. Another important point about this event was that, American’s wanted to test their puppets in order to see if they could carry out a successful operation about which the puppet regime boasted.
So the enemy entered the area on Tuesday, 3rd August 2010 after fully equipping themselves with about 41 armored and other military vehicles which had more than 350 ANA puppets. When the enemy entered the area in the morning, Mujahideen contacted me and said that they do not have enough supplies to combat them but did so anyway only trusting in the help of Allah. This fierce battle started in the morning and lasted until dusk when the enemy was defeated. Out of the 41 vehicles, only 18 were left which the Mujahideen took as war booty.
Similarly, 75 puppets were left on the battle field after being killed and 25 others were taken as captives but in all this fighting, only 2 of our brothers were Martyred. The Mujahideen who participated in the battle say that they saw the help of Allah SWT because with all the military might of the enemy and the weak state of Mujahideen, they still won the battle and Allah made that day so cloudy that the enemy airpower was rendered useless. Earlier Mujahideen had complained about not having enough supplies and weapons but by the end, they had so many that they asked me what to do with them. So Allah SWT clearly showed them his help and gave them victory after fear of a defeat.
Alemarah: How are other operations going in the other areas?
Mauli Najeebullah Haqqani: Alhamdulillah operations are going forward very fast in the areas. Jalalabad-Kabul main highway is always targeted and enemy check posts are also coming under constant assaults. Similarly enemy patrols come under IED attacks and their bases under missile strikes in Alishange. Enemy check posts and bases in Laghman provincial capital are also coming under Mujahideen assaults which you might have heard about through media.
Alemarah: How is the locals help with Mujahideen in Laghman?
Mauli Najeebullah Haqqani: The locals of Laghman are a Mujahid people. They have given us places in their homes. The reason why the enemy cannot weaken the Mujahideen resistance is a clear manifestation of their help and we are thankful of Allah for this and are show immense pride in the help of locals.
Alemarah: To end, as a Commander of Laghman province, do you have a message to the Afghan population, similarly to Mujahideen and the enemy as well in which we can help to reach your voice?
Mauli Najeebullah Haqqani: To Mujahideen: Make your focus only to Allah’s and make his happiness your first and foremost goal. Listen and obey your leaders and treat the people with a good manner. Be very patient with the Muslims population and forgive them for we need their help because any Islamic movement which has succeeded or is succeeding, it’s due to the help of the local Muslims.
To the Mujahid Afghan people: Do not be fooled by the so called democracy and nation building lies of the enemy. Just like how you have given a place to the Mujahideen in your breasts, similarly help out physically and financially.
To the puppet ANA: Do not fight for the wrong group who only use you as for their stingy goals. Think. We captured 25 of your ANA puppets and asked the invaders for a swap of prisoners but to our surprise, they did not only want to do a prisoner swap but told us to kill the ones we have. But we released them as a favor. You must know that with all the sacrifices you make, you still don’t have any importance to your masters.
To the invaders: You should look at the realities, read the history of this nation and then revisit your strategy. They should know that with all their might they will not succeed in subduing us through your illegitimate invasion. Today or tomorrow you will be forced to flee just like your predecessors the USSR. And a message to their leaders is, to stop wasting your money on failed operations here and instead use that money on your people and their development. Leave us alone so we can live in peace under Islam Sharia.

Last week, news agencies around the world reported that a plot hatched in the Pakistani tribal regions was aiming to conduct a “Mumbai-style” attack in London and major cities in France, Germany, Italy, and Belgium. Since then, each day has brought new revelations about its extent and scope. In the past, jihadists targeting the West have used spectacular, carefully synchronized suicide bomb attacks on various modes of transportation or in highly populated areas. But the reported plan to mimic the 2008 Mumbai attack, in which Pakistani gunmen shot at civilians in “soft” targets such as hotels and restaurants, reveals an important shift for al-Qaeda. Pressured by the increased effectiveness of Western governments’ counterterrorism efforts and learning from its string of recent failed bomb attempts, al-Qaeda is adapting its tactics.
Since the July 7, 2005, attack in London, in which coordinated suicide bombings targeted commuter buses and trains, there has not been a large-scale jihadist attack on Western soil. (The obvious exception, the March 2010 suicide bombings in Moscow subways, was more about Chechen separatism than global jihadism.) The U.S. and European leadership have adjusted their counterterrorism measures by enacting new laws to better prosecute terrorists, sharing more intelligence, monitoring terrorist cells more effectively, disrupting training camps in the Pakistani tribal areas, just to name a few. Since then, though the terrorists are still plotting, the success rate for their attacks has dropped precipitously.

New statement from the Islamic Emirate Of Afghanistan: "On The Ninth Anniversary Of American Invasion Of Afghanistan"

In the Name of Allah, the Most Beneficent, the Most Merciful.
Nine years ago, the brutal Americans attacked Afghanistan in contradiction of all human and moral norms, under the leadership of the most disgustful president G. W. Bush in the name of furthering the Crusade. At the outset, no one believed that the Afghans, who had already passed through hardships because of long wars, would ever be able to confront the attack launched by the most arrogant and highly-trained forces of the 21st century.
Based on these predictions, former US Secretary of Defense, Donald Rumsfield, who was wallowing in his wishful delusions due to his arrogance, announced the end of the American military operations after six months of the invasion, thinking that the Afghans’ capability to face the invaders have come to and end.
But today, 9 years after that announcement, the strongholds of Jihad and resistance against the invading Americans and their allies are as strong as ever. Every day, tens of foreign invaders lose their lives. Throughout the past nine years, neither they have been able to implement their empty slogans nor could they stop the Jihadic activities of the Muslim Afghans. During that period, the invading Americans spent hundreds of billions of dollars in order to continue this illegitimate war; lost thousands of soldiers, with tens of thousands of them being injured, and faced heavy losses in terms of military hardware, but now after all that, they have only reached the conclusion to admit to the American public and to the public of the world that the current year 2010 was the most fatal year for the foreign forces. Nothing new they offered.
The invading Americans and their coalition allies have put to use all their military and economic capability to maintain their brutal occupation over Afghanistan and bring it to a successful end. Even they implemented different strategies; appointed the most sophisticated and veteran generals and launched various conspiracies with the help of their surrogates to stymie the popular resistance but, all that notwithstanding, we can make a cursory comparison regarding the achievements of both sides of the wars on this occasion of the ninth anniversary of the Americans invasion of Afghanistan as under:
1. All American rulers including Obama are disappointed of the results of the war in Afghanistan.
2. Internal differences have arisen among the rulers of the White House regarding the poor results of the failed Afghanistan war.
3. A number of coalition countries have pulled out of the military mission in Afghanistan because of the prolongation of the failed nine-year long war and the emergence of the atmosphere of lack of confidence.
4. All Americans and NATO military strategies have failed in face of the resistance of the Mujahideen.
Last but not least, the American arrogance and reputation plummeted at world level in view of the fact that the highly-trained American and NATO forces failed to wipe out the resistance of the empty-handed Afghan Mujahideen. Similarly, the American economy faced unprecedented melt-down.
Now the Achievement of the Mujahideen:
1. Mujahideen have control over 75% of land in Afghanistan according to the admission made by the Americans.
2. Mujahideen are able to target all American military bases, ranging from the gates of the presidential place to the Bagram military Base, to Kandahar and Nangarhar airports etc.
3. The public of the world, particularly the people of Afghanistan, have enhanced their support to the current Islamic resistance against the invaders.
4. Mujahideen now control all high ways of the country.
5. Mujahideen have obtained (new) military experiences and capability in killing and wiping out the American invaders.
On the basis of the above comparative statement, now every one can predict the Americans and their allies chance of success in Afghanistan. Only the confused rulers of the White House, due to their arrogance and stubbornness, are bent on continuing the occupation of Afghanistan and adding to the sufferings of the miserable Afghans.
Considering defense of the territorial integrity of the Islamic country and Jihad against the invading Americans as an Islamic obligation, the Islamic Emirate of Afghanistan advises the confused American rulers: come to yourselves and have mercy on your people by immediately pulling out of Afghanistan. The Mujahid Afghans consider every sacrifice including martyrdom at the strongholds of Jihad and defense as a pride, even now after nine years of continuous Jihad and resistance. However, the American people will not have the patience to see corpses of their dead soldiers who have lost their lives for the protection of the personal interests of the American capitalists.
“Those who have done wrong, will soon know how ( bad) come-back they will have (at the doomsday)” Al-Quran.

Jāma’at Tawḥīd wal-Jihād is a Palestinian global jihadist group based in the Gaza Strip that sympathizes with the al-Qā’idah worldview. In September, Jāma’at Tawḥīd wal-Jihād also claimed responsibility for a rocket attack against Israel.

NOTE: This video is the second part of a series titled “By the Lord of the Ka’abah, I Triumphed.” The first part was released June 26, 2009. As Christopher Anzalone mentioned on twitter yesterday, the first part highlighted two suicide bombers — ‘Abd al-Raḥman bin Mahdī (Abū ‘Ubaydah bin al-Jarrāḥ) & Khāled al-Ṣan’aānī — prior to their attack against South Korean tourists and their guide in Shibam in Yemen’s southern Hadramut province. In the second part, it features ‘Abdullah Haṣan al-‘Asīrī, who attempted, but failed to kill Saudi Arabian prince Nayef in August 2009, who is in charge of the de-radicalization of jihadists. Also, in the second part, Qāsim al-Raymī, a deputy commander in AQAP, threatened another attempt on Nayef’s life: “I advise you to check before going to bed that there’s no suicide bomber or bomb in the room.”
In addition, in case one was wondering, the first half of the title of the video Lord of the Ka’abah (the black cube-shaped building in the middle of the Grand Mosque in Makka) is a reference to God, which originated from Qur’ānic sūrāt (chapters) al-Fīl (the elephant) and Quraysh (the tribe of the Muslim prophet Muḥammad). Sūrah al-Fīl describes how God saved the Ka’abah from destruction, while Sūrah Quraysh describes God as Lord of the Ka’abah. The title could also be construed as a snub to the Saudi royals as well. Since 1986, Saudi Arabian kings have designated themselves as the “Custodian of the Two Holy Mosques.” Therefore, by referencing the Lord of the Ka’abah, AQAP is reiterating that the Saudi rulers are not the true sovereign over the two holy mosques in Makka and Medīnah and further delegitimizing their rule.

New statement from Shaykh Abū Basīr al-Ṭarṭūsī: "Either repent and obey Emir Abū 'Usmān [Dokku Umarov] or leave the Caucasus and go home"

NOTE: On October 2, 2010, Shaykh Abū Basīr al-Ṭarṭūsī recorded an audio message that was subsequently made into a video that denounced the actions of Muhannad (Abū Anas) one of the four Arab Emir’s of the Caucasus Emirate for creating fitnah (disturbance; dissent; civil war).
It appears that there are still some issues with leadership in the Caucasus Emirate after the drama from this past summer (see here, here, here, here, here, and here). In late August, al-Ṭarṭūsī published a fatwā regarding his thoughts on the Caucasus Emirate and their Emir Dokku Umarov to show solidarity over the controversy of who was the Emir of the Caucasus Emirate.
al-Ṭarṭūsī is a Syrian Islamist who lives in London. al-Ṭarṭūsī is considered one of the most influential jihādī theorists. For instance, as highlighted by Vahid Brown on Jihadica, al-Ṭarṭūsī has 200 works in the jihādī text collection “A Mujāhid’s Bookbag.” Also, in the past al-Ṭarṭūsī has condemned Dr. Fadl for his revisions and Yūsuf al-Qaraḍāwī for a variety of what al-Ṭarṭūsī views as problematic rulings.

Praise be to Allah, and peace and blessings be upon His Messenger (pbuh).
Now I heard a word from our brother, the Emir of the Caucasus Mujahideen Dokku Abu Usman, may Allah preserve him, that he pointed out to a fitna, or discord, that had been committed by brother Muhannad and the consequences of this fitna and his (Muhannad’s) actions, which adversely affect the unity and the single word of the Mujahideen, about the results of his position, calling for division and separation, and withdrawal against the Emir of the Mujahideen of the Caucasus.
The statement, which I heard from the leader, brother Emir of the Mujahideen Dokku Abu Usman, hurt and upset me at the same time, and forced me appeal to our brother Muhannad with the following words, demanding from him to be afraid of Allah in his relations with his brothers, in his relations with the Mujahideen.
The territory where the jihad is waged does not need such split and fitna, does not need such nonsense. The Mujahedeen united around the Caucasus Emirate under the leadership of Emir Mujahid Dokku Abu Usman, and your (Muhannad’s) duty is to be with Jamaat and with the majority, which obeyed and pledged the oath of allegiance to Abu Usman!
And it is also not permitted to you, even if you saw something in Abu Usman, something that you do not like, or that you hate, whether you’re right or not, even for some minor reason, it is not allowed you or others to call for a split in the ranks of the Mujahideen and demand from the Mujahideen to come forward against the Emir, or to do something like that!
In an authentic hadith, the Messenger of Allah (pbuh) said:
“He who sees from his ruler something he dislikes, let him be patient with him, because, indeed, for he who removes his hand from obedience to the ruler (at least) by a handspan and then dies, dies a death of Jaahiliyyah (ignorance)”.
(Al-Bukhari; Muslim)
And therefore, we must not demonstrate displeasure with the Emir (Dokku Abu Usman), or another Emir, and specifically, we must not be discontent with the leaders of the Jihad.
The leadership of the Jihad in the Caucasus is not a place, and not a cause to compete for power. On the contrary, it is a responsibility.
The person who rules this territory is being sought, he is a target and is wanted, and he suffers. So first, we should help him, help him in the first place, and not oppose to him.
The Prophet (pbuh) said:
“Whoever harms a believer, then there is no Jihad for him!”.
And what is then the position of a person who harms the Mujahideen!?
What is the position of a person who harms the Mujahedeen and divides their word and unity!
Allah, the Glorious and the Exalted, commanded us to unite and be a Jamaat, or Assembly, “And hold firmly to the rope of Allah all together and do not become divided”, “And obey Allah and His Messenger, and do not dispute and [thus] lose courage and [then] your strength would depart; and be patient. Indeed, Allah is with the patient”.
That means to be patient, and if you see any mistakes or violations by this Emir or another, be patient. If suddenly the Emir made some minor mistakes, is it necessary to sow immediately fitna and to do other things?!
No …! It is necessary to correct mistakes. The reprehensible is forbidden and corrected, you cannot make a schism, dividing the ranks of the Mujahideen, and create an Emirate over another.
I say: Emir Dokku Umarov Abu Usman (may Allah reward him) received power and leadership over the Mujahideen today. This responsibility and suffering fell exactly on him, therefore do not help the Satan against him and do not distract him with such things, rather than to set him free to fight the enemies.
You distract him with such things, so he is now more worried about the ranks of the Mujahideen, how to unite these ranks and how to answer to all that.
The Emirate, and especially, the Emirate of the Jihad is an engagement, a duty and a great responsibility, and Abu Usman is a victim of harm coming from here and there, and everybody is attacking him, he receives no booty, no castle, no money. May Allah reward him.
He received this power, fear Allah and help him in doing good things.
Allah says:
“And cooperate in righteousness and piety, but do not cooperate in sin and aggression”.
I say to brother Muhannad: Follow the example of those who were before you- our brother Khattab (may Allah sends His mercy upon him) and Abu al-Walid al Ghamidi, and our other brothers and Mujahideen.
We do not know about a fitna coming from them, and we do not know about their harm to the Mujahedeen. On the contrary, they were loved by the Mujahideen.
It’s a sad situation that Emir of Mujahideen reports about fitna of a man, one of the Arabs, who is in their ranks.
The situation has already reached the stage when the Emir of the Mujahedeen talks about fitna of an Arab Emir, who is in their ranks.
I say this to our brother Muhannad … it is not in your favor that you are mentioned in such a situation, and our brothers Mujahideen are dissatisfied with you, and you were a cause of fitna and division, and you call for action against the Emir Abu Usman.
I say: Have fear of Allah, the enemies are around you, on all sides and everywhere, on all four sides, and today you are alive, but tomorrow, maybe, you will die, and even the Emir Abu Usman, maybe, will die tomorrow or the day after tomorrow. Because you are not united, you are not calm, and are not in peace, enemies attack you while you are discussing and persuading the Mujahideen and divert them with such things (fitna).
I say: Be afraid of Allah! Fear Allah, and keep yourself out of that, and know that these words of mine are also the words of all brothers and sheikhs, whom you know, who support the jihad in Chechnya and in the Caucasus, and in all the countries of the Muslims.
These are not just my words. I first ask our brother Muhannad that he fears Allah in relations with his brothers Mujahideen, and feels responsible, and do not split the unity!
And you know that the Messenger of Allah (pbuh) said:
“If someone comes to you while your case is united around one person, and he wishes to split you and divide your group, then behead him!”
But we are not referring to the meaning of this hadith, since we think that your intentions are good, and that you want goodness.
But, unfortunately, you are mistaken with the path and the means. And if you find a mistake, it is not proclaimed in such a way. Everybody makes mistakes … All the sons of Adam make mistakes.
And are we to kill now, to act against the Emir, to cause divisions and splits in the Jamaat for every mistake? Fear Allah, O our brother Muhannad! This is my admonishment to you!
And I would also say the following: Our brother Muhannad, Insha Allah, will consider and benefit from these words, but if he refuses, and insists, then let him be isolated and kept away from the Majlis al-Shura, and
