One hundred and five years ago, through the grace of Allah, the devout Afghan Mujahideen engaged in a holy war against the British intruders, guided by the counsel and fatwas of esteemed scholars. Through divine assistance, they repeatedly vanquished the British invaders, forcing them to retreat from our sacred land.

The unwavering jihadi efforts of our Mujahid forefathers against British occupation not only resulted in the expulsion of the occupiers from Afghanistan but also brought about victories against colonial forces in neighboring regions and across the globe.

The Islamic Emirate extends congratulations to all Mujahid Afghans and fellow Muslim brethren on the milestone of the 105th anniversary of the defeat of British forces.

Praise be to Allah, the Afghan people, carrying forward the legacy of their predecessors, continue to embody the spirit of triumph and anti-occupation sentiments after a century, successfully liberating Afghanistan from yet another form of subjugation.

The enduring jihadi legacy of our ancestors has ensured that our populace remains steadfast in upholding their religious and Afghan principles.

Through unwavering faith, courage, and jihad, Afghans have, with the divine aid, triumphed over the Western invasion led by the United States, akin to their victories against the British and Soviet incursions. The flag of victory has been raised once more. All praise be to Allah.

Islamic Emirate of Afghanistan — On the Third Anniversary of Afghanistan’s Liberation From American Occupation

Three years ago today, on the 24th of Asad (solar calendar), Afghanistan was liberated from the American occupation, with the center of Kabul being successfully conquered. All praise be to Allah almighty.

This day has been etched into the annals of Afghanistan as a momentous and proud occasion known as the Day of Victory, marking the end of two decades of occupation and oppression.

The immense and arduous sacrifices made by our Mujahideen and the people led to the realization of this day. Through jihad, struggle, patience, and perseverance, our Afghan brethren, with the aid of the Almighty, vanquished the formidable oppressor of the time, culminating in the triumph of our jihad efforts. Alhamdulillah.

We extend our congratulations to our esteemed believers and Mujahideen comrades on this significant triumph, acknowledging and honoring their sacrifices on the path of Jihad and struggle.

The twenty years of relentless foreign occupation, along with the martyrdoms and sacrifices of our people, have imparted invaluable lessons that must be preserved for our future generations.

We affirm that the establishment of the Islamic system has been attained amidst the profound weariness of the Afghan populace, under its umbrella the divine religion of Allah reigns and Sharia law has been enforced. Tranquility and stability have ensued, the populace has found solace, and a platform for the material and spiritual advancement of the nation has been laid. We will safeguard and uphold it at all expenses.

Every Afghan should cherish this great blessing—the conquest and establishment of the Islamic system—regard it as a treasure, and remain perpetually prepared to shield and uphold it.

The primary aim of Jihad was to elevate the Word of Allah and establish the religion of Allah as the governing force in the land. The Islamic Emirate regards the enforcement of Allah’s religion and Sharia as its fundamental duty and top priority, seeking the success and support of the Almighty, along with the assistance and ongoing cooperation of its people in this endeavor.

We beseech the Almighty to grant success to the leadership of the Islamic Emirate, as well as all officials and individuals shouldering this monumental responsibility. Just as He bestowed a momentous victory upon our Mujahideen, may He instill within them unwavering commitment to the Sharia, shielding them from all forms of malevolence and thwarting any plots and conspiracies.

Since the beginning of the year, counterterrorism and law enforcement efforts have zeroed in on the Islamic State’s Khorasan “province” (ISKP). This is unsurprising given that governments have connected ISKP to recent large-scale attacks and plots in IranTurkeyRussia, and Europe. Yet other provinces in the IS global network have also been involved in external operations planning—albeit unsuccessfully until the July 15 mass shooting against Shia worshippers in Oman, the first jihadist attack in that country’s history. For this reason, it is more important than ever to understand that IS today has a multipronged strategy to target its enemies, and this strategy is coordinated via its General Directorate of Provinces—individual “provinces” do not have independent strategies.

In the first half of 2024, there have been eight IS external plots and attacks unrelated to ISKP and seventeen related to ISKP. Regarding the successful attacks in Iran, Turkey, and Russia, governments disclosed the ISKP connection, but IS itself did not claim any of them for ISKP. The Turkish incident was designated as a Turkey “province” attack. Of the plots not related to ISKP, three have been connected to the IS province in Iraq (two in Germany, one in Kuwait), two were connected to the Syria province (in Israel and France), and the others were connected to the Somalia and Pakistan provinces (in Sweden and India, respectively). Given the frequency of such plots since January, more can be expected by year’s end.

With the Oman attack, it is still too early to know how it unfolded or what planning was behind it. Most likely, however, it was connected to IS-Yemen. From 2017 to 2019, IS leaders in Iraq and Syria asked the Yemen province to plan attacks in Oman targeting the embassies of countries that participated in the global coalition fighting the organization in Iraq and Syria. Hopefully, the Omani government will be transparent in its investigation and enable a better understanding of the network behind the incident, with Washington providing any necessary assistance based on its strong signals intelligence capabilities. Either way, the foiled plots not related to ISKP can help shed light on the Islamic State’s global plans.
