New interview from the Islamic Emirate of Afghanistan: "With the head of the ‘Economic Commission’"

In the current Jihad against the western infidel invasion over Afghanistan, on one side, it is a huge war from the involvement of human force and their casualties’ point of view and on the other side, this war is counted in the category of the largest and unparalleled wars of the world from the economic point of view.
The western alliance, headed by America, invaded Afghanistan at a time when the western invading countries were at the climax of their economic strength as compared to any other time. Particularly, the United States of America had made unprecedented economic growth and it was this economic development which made Gorge Bush so arrogant that he launched wars against the Muslim world.
It is a well-known fact that resistance against such a war, which enjoys a colossal economic strength behind, also needs a large amount of expenditure and financial sacrifices. The Islamic Emirate of Afghanistan, by the support and help of Allah Almighty, has been busy in Jihad for the last 11 years against the biggest economic powers. On one side, the Islamic Ummah has rendered unparalleled sacrifices and on the other side, their financial sacrifices and Jihad can be considered a historical and epoch making deed. This was due to the incomparable financial sacrifices of the Afghan Muslim Nation in particular and the whole Muslim Umma in general, which led the current Jihad to the point of success against the colossal economic powers of the world.
For having a better understanding of the financial system, economic programs and the needs of the Islamic Emirate, we have conducted an interview with the director of the ‘Economic Commission’ of the Islamic Emirate, Mulla Abu Ahmad. We would like to draw your attention towards it.
 
Question: First of all we welcome you. To begin, if you could give us information about the Economic Commission of the Islamic Emirate and shed some light over its setup.
Answer: الحمدلله رب العلمین ، والصلوة والسلام علی سیدالمرسلین محمد وعلی آله واصحابه اجمعین وبعد:
First of all, I would like to thank you for having me here. As far as your question is concerned, the ‘Economic Commission’ is in-charge and liable for financial and economic affairs in the official setup of the Islamic Emirate. It has the responsibility of managing and organizing all the financial affairs related to the Islamic Emirate.
In addition to its central bureau, it has representatives and setups in all provinces of Afghanistan. Similarly, it has its representatives and setups for collecting funds in all parts of the country, neighboring countries, Arab world and in most parts of the Muslim world. The financial support of the ordinary Muslim people with Mujahidin through which they participate in financial Jihad, reaches to the Economic Commission of the Islamic Emirate of Afghanistan through these representatives. The Economic Commission then distributes this money in various Jihadi activities through a well-organized and transparent program.
 
Question: If you could give us information about collecting the funds i.e. how can the ordinary people financially support the Islamic Emirate from inside the country or from any part of the world?
Answer: As I told you before that we have our representatives inside Afghanistan, the neighboring countries, the gulf countries and some other countries of the world. Let me explain one thing. Sometimes the enemy highly propagates that they are closely watching the transfer of Mujahidin’s funds and now they cannot collect money from various parts of the world or dispatch money. I would like to say that this is a hollow propaganda. Mujahidin are utilizing quite safe ways and resources for the collection and transfer of funds. Through this procedure neither the donator is endangered nor the one collector. Therefore, I can say with full confidence that the surveillance of the enemy has not affected our activities. Anyone in any part of the world can send his money to the Mujahidin of the Islamic Emirate through these safe and sound channels.
 
Question: You mentioned the organizational setup of the Economic Commission and the procedure of collecting funds, now if you tell us about the spending procedure of this commission i.e. in which portions does the Economic Commission spends its funds?
Answer: The Economic Commission is the in-charge department for all the financial affairs of the Islamic Emirate. The area of its work and expenditure is quite wide and large. We spend the funds mostly in the following portions:

  • The Military Commission of the Islamic Emirate. All the needs and requirements of Jihadi activities in all parts of Afghanistan are fulfilled through this commission.
  • Civilian Commissions of the Islamic Emirate which comprise of Cultural Commission, Educational Commission, Invitation and Absorption Commission etc. All these commissions need heavy expenditures.
  • Health Commission which is responsible for the treatment and looking after all the wounded persons. A large amount of fund goes to this commission.
  • Similarly, support and sponsorship of orphans, assistance and treatment of prisoners (assistance in release and treatment after release) assistance and sponsorship of those who are disabled in the war, these are the main portions which are financially supported by the Economic Commission of the Islamic Emirate.


Question: As the head of the Economic Commission of the Islamic Emirate, if you tell us the sources of this commission i.e. what are the present financial resources of this commission?
Answer: The economy of the Islamic Emirate is based upon the financial support the Muslim masses of Afghanistan in particular and the world Muslim community in general. By the grace of Allah Almighty, the Islamic Emirate has managed to get special place and reverence in the hearts of the common people throughout the Muslim world through its prolonged, transparent determination and steadfastness. Not only the people of Afghanistan and her neighboring countries but also the ordinary Muslim masses of the Muslim countries of the world including the Arab countries have a deep longing for a pure Islamic government for several years. The implementation of Islamic Sharia, true Jihad against a tyrant and Islamic System of life are their aspirations. They have special reverence for the Islamic Emirate due to the above mentioned objectives.
For the further clarification of the topic, I would like to add something more in this regard.
You might have heard the propaganda of the enemy that some particular governments or setups are financially supporting the Islamic Emirate and Mujahidin are sustaining their Jihad through this financial support. But if we become a bit attentive, we find that the current Jihad inside Afghanistan is expensive and protracted war from the financial point of view. Even the American economy has failed in its further sustainability. It has weakened and crippled other economically well-off governments of the world. But, by the grace of Allah Almighty, no signs of weakness or financial deficit can be seen on Mujahidin’s side. The main reason behind this fact is that the economy of the Islamic Emirate is not dependant or co-related with some particular country or system. Neither the backward or developing countries of the region are in a position to support or shoulder this kind of protracted war from economic point of view. The economy of the Islamic Emirate is actually backed by the donations and collections of the one and half billion Muslims of the world who are very sincere and committed people and they even share their morsel with Mujahidin. They rely upon the one half and send the other half to assist Mujahidin.
Apart from Afghanistan, we have such examples of sacrifices of financial Jihad which remind us the incidents of our glorious past and the beginning of the Islamic era. Even today, a large number of Muslims endow a substantial portion of their economy for Jihad and Mujahidin. Particularly the women folk of the Muslim Ummah are playing a vital role in the financial Jihad. Here, I would like to furnish one or two examples so that you realize sincerity of the common Muslims of the world who donate their share in the financial Jihad.
A Muslim brother, who identity will not be disclosed, suddenly came up with a large amount of money as aid for Mujahidin. When he was asked about it, he said that someone briefed him about the financial needs and requirements of Mujahidin but I did not have enough money to support them. The requirements of Mujahidin and my insufficiency badly affected me. When I entered my home in this condition, my spouse apprehended my gloominess and asked me the reason for it. I hold her that Mujahidin are in dearth need of money which made me gloomy. At this time when she came to know about the prevailing condition of Mujahidin, she got up and fetched her necklace which was fully made of precious gold and she used to keep it with great care and attention. She told me that she wanted to give this necklace as endowment in the path of Allah. She asked me to sell it in the market and whatever you get in its return, send it to Mujahidin so that they could fulfill their requirements with it.
Similarly, I am the personal witness of another incident. We were sitting with some economically well-off people in a far flung area. We were there to collect their aids for Mujahidin. The owner of the place, where we were sitting, was digging a well with the help of some laborers. Amongst them was a white-bearded worker who was getting a small paycheck amounting to only 2000 rupees. He came out of the well in a totally exhausted condition. He came near us while he was tired and wet. When he realized that we are the members of the economic commission and collecting money for Jihad, he told his master or owner of the place that wanted to give his wages of 2000 in the path of Allah. He asked the master to hand his wages to us in advance so that we could spend it the path of Jihad for the sake of Allah.
These donations which are made by our Muslim brothers and sisters with great sincerity, secrecy and only for the sake of Allah’s pleasure are full of great blessings. Allah Almighty has made them a source for the sustainability of the Jihadi

New statement from the Islamic Emirate of Afghanistan: "Regarding Baseless Accusations by Karzai Concerning the Political Office of the Islamic Emirate of Afghanistan"

Everyone is aware that the Islamic Emirate of Afghanistan arose to protect the nation’s religious values and national interests at a time when insecurity, anarchy and federalism had endangered the country’s Islamic, national and historical identity. It was this Islamic Emirate which united the country, uprooted the lingual, tribal and regional prejudice from amongst the people, established calm and security in the entire country and presented unmatched sacrifices in this path, a clear example of which is the bloody and inhumane incident of Dasht Laila, and is still presenting unparalleled sacrifices against the invaders to preserve the religious values of its people as well as unification and independence of its country by the backing of its zealous and valiant nation.
With the onset of the occupation and Karzai, the country was once again gripped in disgusting paws of federalism and anarchism. In these eleven years, everyone practically witnessed that the Kabul administration does not hold full authority even in Kabul. Every area has its own kingpin in the crumbling administration of Kabul and every kingpin has direct contact with the invaders. The administration in Kabul has only been erected to trick the people, a clear example of this reality are the recent incidents in the north and west of the country.
What is amazing is that Karzai considers the political office of Islamic Emirate of Afghanistan in the Islamic country of Qatar, which is inaugurated to protect the country’s independence and national unity and secure peace and security, to be a conspiracy to disintegrate the country. This despite the fact that formerly and currently, the Islamic Emirate with the backing of its nation has presented countless sacrifices in every corner of the country, from Badakhshan to Kandahar, from Khost to Hairatan and from Tor Ghondi to Torkham, to preserve the nation’s religious values and protect its sovereignty and nation unity.
The Islamic Emirate shall never under any circumstance allow anyone to play with destiny of its religion, people and land. Karzai, whose carpet is now rolling up from under his feet, wants to hide his failures, insufficiency, corruption and deceits and especially to let the invaders stay behind as well as to kill peace and security and to extend his powerless authority, is resorting to such white lies and baseless propaganda to divert the attention of the people from his subordination.
Without a doubt, the independence of the country is in the interest of the entire nation however Karzai believes it to be a loss for his own self interest and is therefore creating obstacles for this process under various pretexts. On September of 2011, he also created obstacles during the Bonn conference for the process of independence of the country and has now again turned towards white lies and propaganda that there are talks of the independence and permanent peace. Karzai and his group are never in favor of the sovereignty of the country and security for its people hence they will also try to block the way of peace and tranquility in the future! Therefore the world, which has now understood the reality, must not be fooled by the guile, deception and ploys of the said person and must answer positively to the demands and determination of the Afghan people in light of the ground realities.
Just as the Islamic Emirate has said in its previous statements and especially in the Eid messages of the esteemed Amir ul Momineen, Mullah Muhammad Omar Mujahid (may Allah protect him), it once again clearly and loudly reiterates to its people and the world that the Islamic identity, independence and unification of its nation are from amongst its principle goals. The Islamic Emirate shall never allow and give an opportunity to anyone to fulfill the vile ambition of the country’s disintegration.

New statement from the Islamic Emirate of Afghanistan's Muḥammad Suhayl Shāhīn: "Our Stance Concerning the Flag and Name Remains Unchanged"

That some news outlets sourcing the Associated Press and attributing a quote to me which states that the presence of foreigners can also be a part of the agenda then this allegation is completely false. I have not been asked this question and neither have I answered as such. Similarly, the said news agency and some other outlets have also written that the Islamic Emirate has shown consent with the removal of the name and flag of Islamic Emirate of Afghanistan from its political office then this is also a baseless and fabricated allegation. I must state that we have not even conducted an interview with anyone in the past few days.
After this baseless report, I contacted the Associated Press which responded by saying that you have not said such a thing however we assumed as such. Therefore it is hoped the Associated Press corrects its report and desists from attributing quotes on bases of assumption while I here also reject this report.  Journalists must adhere to the ethics of Journalism and not attribute fabricated quotes to people.

The flag of The Islamic Emirate which is decorated with the Islamic creed of “لا اله الا الله محمد رسول الله ”, “There is no god but Allah and Mohammad (peace be upon him) is the Messenger of Allah”, is still hoisting there.
On Tuesday, 18th June, the office of the Islamic Emirate was officially inaugurated inside Qatar. It was widely welcomed by the Afghan Nation. A large number of our countrymen sent their messages of felicitations through the Alemara website and other social media and have considered this office as the sign of Mujahidin’s success and the end of occupation; but on the other side the Kabul administration has shown their strong opposition with the inauguration of this office particularly with the name and white flag of the Islamic Emirate, therefore, if you, the spokesman of the political bureau of the Islamic Emirate of Afghanistan in Qatar, Dr. Mohammad Naeem, could please answer the following questions of the Alemara website! We will be thankful to you.
Alemara: Dr. Mohammad Naeem, the spokesman of the official bureau of the Islamic Emirate of Afghanistan in Qatar, how would the Islamic Emirate make use of this office?
Answer: First of all, I would like to say that the inauguration of the political bureau of the Islamic Emirate of Afghanistan in Qatar is great news, specially for the brave and courageous Mujahidin because whatever we possess, is just due to their persisting sacrifices that after 11 years, at last, the occupiers realized that the Islamic Emirate is a fact and a ground reality which can never be overlooked; while 11 years ago, the members of the Islamic Emirate had no right to live on the surface of earth, but today, it is recognized as a political force on the international level.
Now let me answer your query. This office will be used, as announced in the declaration which was read out on the first day of the inauguration of this office and was published through the Alemara website, for five main objectives:

  1. Negotiations and understanding for improving the relations with the world countries.
  2. Supporting a political solution which could guarantee the end of Afghanistan’s occupation and establishing an independent Islamic system of life there which is the aspiration and demand of the entire nation.
  3. Meetings with the Afghans in accordance with the need of time.
  4. Making contacts with the United Nations, international and regional organizations and non-governmental organizations.
  5. Issuing political statements regarding the existing political situation and providing them to the media.

Alemara: Will the Islamic Emirate pursue negotiations only with Americans through the office in Qatar or they will follow the policy of negotiations with other occupiers of Afghanistan?
Answer: Talks will be conducted with all sides involved in Afghanistan. Americans are mentioned mostly because they are on the top and in point of fact, the occupation was started by them; others supported it. 
Alemara: Mr. Mohammad Naeem, if you could explain the agenda of the forthcoming meeting with Americans; in this meeting, only the issue of exchange of prisoners will be discussed or other issues will also be brought under consideration; if the issue of exchange of prisoners will be discussed, what kind of prisoners, those who are kept inside the country or those who are abroad?
Answer: Let me clarify first that the Islamic Emirate has postponed that meeting which was under consideration due to various reasons. Whenever it will take place, it will be the first such meeting between the Islamic Emirate of Afghanistan and America as known to all; and usually, in preliminary meetings, both sides exchange their views only, therefore, specific points of the agenda cannot be pointed out now. As far as the issue of prisoners is concerned, it is quite crucial and will definitely be discussed. The Islamic Emirate has determined to have discussions about all the prisoners of the Afghan Nation and endeavors for the release of all of them. As far as, the response of the other side is concerned, it will be seen later by all of us. 
Alemara: Mr. Dr. Naeem! Does the Islamic Emirate intend sooner or later to discuss the points of mutual interest for getting its relations better with the neighbouring countries of Afghanistan?
Answer: Why not! As the first paragraph of the declaration says, the Islamic Emirate will make the use of this office for improving its relations with all countries of the world and the neighbouring countries will be on the top of the list. 
Alemara: Does the Islamic Emirate want or anticipate to discuss the termination of Afghanistan’s occupation through this political office in Qatar with the Islamic Conference, the United Nations, Arab League, European Union and the Shanghai Pact?
Answer: In this regard, I would like to say that as the declaration say, the Islamic Emirate will make contacts with the United Nations and other international and regional and non-governmental organizations and will share its viewpoint for solving the issues of the people of Afghanistan. 
Alemara: The office of the Islamic Emirate in Qatar will remain on its previous stance over discussions with the Kabul admin or it has some plans under consideration, if you could explain?
Answer: As the Islamic Emirate has openly expressed in its declarations that the dilemma of Afghanistan has two main aspects; one is external which is related with the foreigners and the other is internal which is related with Afghans. Until the issue of the external aspect is not solved with the occupiers, it is useless to tackle the internal aspect. The third paragraph says that meetings with Afghans will also be held in accordance with the developments. 
Alemara: Whether the office in Qatar will hold negotiations with parties and political and intellectual figures inside Afghanistan apart from the dependent regime of Kabul?
Answer: As we told you earlier that the third paragraph of the declaration clearly says that meetings will be held with all Afghans according to the exigency of situation. It is worth mentioning that all this will take in the light of Islamic principles and keeping in mind the national interests of Afghans. 
Alemara: Our last question is about the rumors in media that due to the opposition and disappointment of the Kabul regime, the white flag and sign-board bearing the name of the Islamic Emirate are removed, if it is right, whether it is the infringement of the agreement regarding the inauguration of office or not?
Answer: It is a reality that the hoisting of flag and the sign-board of the Islamic Emirate troubled the Kabul administration. Let me say that the flag which was hoisted there, only the Islamic creed of “لا اله الا الله محمد رسول الله ” was written there and this the creed which cannot be denied by any Muslim.
In my opinion, if someone calls himself a Muslim, how can he oppose this creed and if someone opposes it then how can he call himself a Muslim. This creed should be accepted by each and every Muslim from the core of his hearth and I am sure that every Muslim does believe it and has a reverence for it. Allah Almighty says in His Holy Quran that “وکلمة الله هی العلیا”, “The creed of Allah is always superior.” One, who opposes this creed, is in fact opposing Allah Almighty and His Messenger, Mohammad (peace be upon him).
The flag of the Islamic Emirate which is embellished with “لا اله الله محمدرسول الله” is still waving there. Rumors of its lowering are only propaganda and the sign-board is changed neither, it is only shifted from one wall to the other.
From legal point of view, the Islamic Emirate has the right to hang a sign-board of its own inclination, because now it is the property of the Islamic Emirate and no one else has the right to make or dictate any alteration in it.

New statement from the Islamic Emirate of Afghanistan's Dr. Muḥammad Na'īm: "Remarks Concerning a Report By ‘Asharq al-Awsat’ Newspaper"

Yesterday on the 21/06/2013, Asharq Al-Awsat newspaper published a report regarding the use of the name and flag of Islamic Emirate of Afghanistan on its political office in Qatar. The said report quotes the U.S Secretary of State John Kerry as saying that they had signed an agreement with the leaders of Islamic Emirate regarding the use of flag and name ‘Political office of The Islamic Emirate of Afghanistan’ on their political office while in reality, no such agreement has been signed nor does such an agreement exist although documents have been exchanged between the Islamic Emirate and the Qatari government regarding conditions of the office.
The raising of the flag and the use of the name of Islamic Emirate were done with the agreement of the Qatari government. The statement which states that by using the name and raising the flag, the Islamic Emirate somehow violated an agreement, then this allegation is completely false while the discord which arose due to panic by the Kabul administration is not related to the Islamic Emirate.

New statement from the Islamic Emirate of Afghanistan: "Regarding the Inauguration of the Political Office in Qatar"

Everyone is aware that the Islamic Emirate of Afghanistan has been waging Jihad and working tirelessly to bring an end to the invasion of Afghanistan and establish in it an independent Islamic government and has always utilized every legitimate method to achieve this goal.
The Islamic Emirate of Afghanistan has both military as well as political objectives which are confined to Afghanistan. The Islamic Emirate does not wish to harm other countries from its soil and neither will it allow others use Afghan soil to pose a threat to the security of other nations! The Islamic Emirate of Afghanistan wants to have cordial relations on basis of mutual respect with all the countries of the world including its neighbors and desires security for its nation as well as security and justice on international level.
Undoubtedly the Islamic Emirate of Afghanistan considers it its religious and national obligation to free its country from occupation and has used every legitimate method for this goal which it will keep on doing in the future. Similarly, it considers the struggle of every oppressed nation working for their due rights and independence to be their legitimate right because every nation deserves to secure freedom from imperialism and attain their rights.
It is due to these objectives that the Islamic Emirate considered it necessary to open a political office in the Islamic country of Qatar for the following reasons:
 

  1. 1.To talk and improve relations with the international community through mutual understanding.
  2. 2. To back such a political and peaceful solution which ends the occupation of Afghanistan, establishes an independent Islamic government and brings true security which is the demand and genuine aspiration of the entire nation.
  3. 3.To have meetings with Afghans in due appropriate time.
  4. 4.To establish contact with the United Nations, international and regional organizations and non-governmental institutions.
  5. 5.To give political statements to the media on the ongoing political situation.

 
We also thank the government of Qatar and its Emir ‘Sheikh Hamad bin Khalifa Al Thani’ to have agreed with inaugurating the political office of Islamic Emirate and to have made everything easy in this regard.

New statement from the Islamic Emirate of Afghanistan’s Qārī’ Muḥammad Yusuf Aḥmadī: "Remarks Regarding Visits to the Islamic Republic of Iran by Delegations of the Islamic Emirate"

The Islamic Emirate confirms reports published by Fars news agency regarding visit by a delegation of Islamic Emirate of Afghanistan to the Islamic Republic of Iran.
A delegation headed by the chief of political office of Islamic Emirate of Afghanistan went on a three day visit to the capital of Islamic Republic of Iran, Tehran, a while ago where issues of mutual interests were discussed by both sides after which the delegation returned.
Similarly, high ranking officials of Islamic Emirate also made another visit in the recent past to the Islamic Republic of Iran after a formal invitation by the said country where the delegation of Islamic Emirate participated in an international Islamic conference which was convened in the capital Tehran.
The delegation delivered a speech in which it furnished all the participants with general information about the legitimate demands of Islamic Emirate and made clear its policy concerning key Afghan and international issues.
In this visit, which took place due to a formal invitation by the government of Iran, the delegation of Islamic Emirate made heard the voices and demands of its people and Mujahideen to the emissaries of various countries, gave information about the current ongoing situation and also held positive talks with high ranking officials of Islamic Republic of Iran about multiple issues especially about the subject of Afghan refugees who are living inside Iran. They asked the Iranian government to give special consideration to solving the problems faced by these refugees and to prevent sour incidents from occurring.
The Islamic Emirate has also previously made heard its policy to the world by participating in conferences in Japan and France, the outcomes of which have been positive.
We should mention that the Islamic Emirate has always strived to keep relations with the neighboring countries and countries of the world based upon mutual respect and it shall continue doing so.
