New statement from the Islamic Emirate of Afghanistan: "Rejoinder About the Recent Report of the UNAMA Regarding the Civilian Casualties"

As usual, a report has been prepared and published by the UNAMA office in Kabul on the American demands which is totally biased. The Islamic Emirate reacts as following:
1- The UNAMA office inside Kabul has tactically shared this report just a few hours prior to its publication. The Islamic Emirate was not given enough time for its analysis and discussion with the UNAMA. This step was taken by them just to have a reference that they had shared this report with us which is itself an attempt to mislead the people.
2- Just like previous year, 16% increase in civilian losses has been claimed this year in which 74% responsibility has been assigned to Mujahidin without furnishing any proofs. Some of the incidents were alluded to in which people related to Kabul admin, Arbakis and workers of some other detrimental organs were plainly called as civilians. No explanation is given about the reason of these incidents which itself produces doubts about the authenticity of this report. It shows that the above mentioned report is in consonance with the Americans’ attitude and is an attempt of propaganda against Mujahidin.
3- The interesting point is that a part of the report says that the Islamic Emirate has admitted the responsibility of 52 such incidents through its websites, spokesmen and emails; resulting in civilian casualties in which 571 ordinary people have lost their lives. These attacks are martyrdom attacks, landmines and complex assaults carried out by Mujahidin. This statement is made by UNAMA while the Islamic Emirate has not a single incident in which civilian people have been targeted in these attacks. The incidents claimed by us are all the losses of our enemy and calling them civilians is UNAMA’s own judgment which is used for making the report more acceptable for Americans. Secondly, all the news broadcasted from the address of the Islamic Emirate, are simultaneously shared with media and the loss of 571 civilians is totally baseless and an unproven news. Yes! If UNAMA considers officials of Kabul admin, police, soldiers, intelligence workers and employees of other sensitive and detrimental organs as civilians, then their own analysis is inaccurate which means nothing but a baseless propaganda.
We never consider those people as civilians who are directly involved in our country’s occupation and work with sensitive organs of the enemy. On the other side, thousands of defenseless civilian people are martyred, wounded in imprisoned by Americans in their raids and bombings; but UNAMA, while speaking on behalf of Americans, terms all these people either militants or related with them in its reports !!!
Only 9% casualties have been attributed jointly to the invaders and the Kabul admin which has no resemblance with the American brutalities on the daily basis, their raids, bombing and all the cruelties of the Arbakis and workers of other security organs who have made the life the people unbearable in each and every corner of the country. It is another evidence that this report has been filtered by the Americans and has been attributed to UNAMA.
The Islamic Emirate considers the civilians as its own people. It has undertaken this huge, hazardous and painstaking resistance just for the emancipation of its own civilian countrymen. The Islamic Emirate has established an influential committee in its organizational setup for the prevention of civilian losses which has resulted in substantial reduction of these losses as per our calculation.
As we have said earlier, UNAMA prepares its report on the directions and recommendations of the American embassy inside Kabul whose sole aim is to mislead the people’s mentality against Mujahidin. We strongly reject this unfounded report and ask UNAMA that it will not succeed in this process of propaganda. The people are observing everything with their own eyes. The precautionary measures undertaken by the Islamic Emirate for saving the civilian lives, in such a huge and unbalanced war, have been unparalleled on the international level today as well as in the past.

New interview from the Islamic Emirate of Afghanistan: "With the Head of the ‘Educational Commission’ Moulvi Mohammad Iqbal"

Dear readers, in the series of interviews, this time we have conducted a special and detailed interview with the head of the ‘Educational Commission’ Al-Haj Moulavi Mohammad Iqbal, about the activities of this commission and other related issues, due to the importance of education and training in the present circumstances. Here we would like to draw your kind attention for its reading.
Question: First of all we welcome you. If you could give us information about the organizational setup of the Educational Commission, similarly if you could brief us about the duties and responsibilities of this commission, we will be grateful to you.

First of all I would like to say the Islamic greetings of “Assalam-o-Alaikum”, “Peace be upon you” to all of you.
Regarding your first question, I would to say that the organizational setup of the Educational Commission is as follow:
– Director General of the Commission.
– Members of the Commission comprising 23 persons.
– Admin Director.
– Board of Studies comprising 16 excellent scholars.
In the same way the ‘Educational Commission’ has the directors of education in all the provinces and in-charge of educational affairs in all the liberated districts including those districts where the circumstances are favorable for education and training. The number of provincial directors is 34 and the number of district in-charges is 308 persons. In the same way an additional educational deputy head is appointed on the provincial level. Their number also reaches to 34 according to the number of provinces inside our country. In this way the number of our activists or workers reaches to hundreds.
According to the rules and regulations of the ‘Educational Commission’, our duties are specified as follow:
1- The completion of the essential setups of the commission.
2- Building of madrassas and schools in the rural areas for primary and secondary education.
3- Building of boarding madrassas for higher religious studies.
4- Building of Dar-ul-Huffaz (places where the Holy Quran is learnt by heart).
5- Making arrangements for contemporary studies.
6- Supervision of the Higher Studies Institutes.
7- Making Dar-ul-Iitams (places where orphans are kept).
8- Preparation of courses for Judges and Mufties (those who issue the verdict).
Question: If you could provide us information about the important activities of the ‘Educational Commission’ during the last few years?
Answer: You understand that we are passing through severe warring conditions which naturally hamper the normal educational activities or programs. Still we are grateful to Allah Almighty that we have achieved a lot in the field of education, in view of our present possibilities. Some of our activities are as follow:
1- The Rural Schools:
As most of population live in rural areas which are deprived from most of the educational facilities. So it is one of the top priorities of the Educational Commission to build rural schools for departing primary education and necessary religious studies. Important steps have been taken with the following specifications in this regard:
A- The rural Imams (scholars) have been assigned to allocate at least 2 to 2½ hours to teach the children of the village inside the mosque or a house.
B- They should teach them the customary subjects till the preparation of curriculum e.g. the alphabets, the Holy Quran, Shuroot Salat (the prerequisites of the prayer) Qudoori, Panj Ganj (five treasures) and the books of the first three classes of that curriculum which was prepared for Mujahidin.
C- The above mentioned books and other stationary like pen, notebooks etc. are provided by this commission.
D- We are extending our co-operation even to those people who are living in migration camps so that their children are left without education.
E- For these rural madrassas, we have prepared a course syllabus or curriculum according to their needs and the prevailing circumstances which is ready to be sent to the press.
2- Boarding madrassas for Religious Studies:
A- An outline consisting of 20 articles has been drafted by the commission, in accordance with the views and recommendations of various madrassas for the better organizations of madrassas, for the improvement of teaching methodology and for the elevation of moral standards of students. This draft has been sent to all related madrassas and is under implementation. In this draft, the duration of educational year, schedule and discipline of examinations, educational and moral principles and rules and regulations for speeches and educational competitions have been elaborated.
B- In the light of above mentioned draft, this year, on 3rd, 4th and 5th of Rabi-u-Thani (the fourth lunar month) 1434 A.H. corresponding to 14th, 15th and 16th of February 2013, a speech competition was arranged among the students of 6th Grade who had come from several madrassas. By the grace of Allah Almighty, this contest was conducted with full discipline and organization and it was a great and successful step forward in this direction. Interesting speeches in Arabic, Persian and Pashto languages were delivered in this contest which were greatly admired by the audience. At the end, substantial awards were distributed among the winners as well as the organizational committee for their excellent performance.
C- After a good deal of discussion and deliberation, on 25th of Rajab 1433 A.H. corresponding to 15thJune 2012, a unified and standardized curriculum was organized and ratified which consists of primary, middle and eleven grades. All necessary subjects according to the need of time, have been included in it. This curriculum has been sent to all the madrassas, it has been warmly accepted by the teachers and has been implemented to a great extent in the first year.
D- Three examinations were conducted this year i.e. quarterly, mid-term and annual exams. In the annual term, a combine exam of previous and final years were given to the graduates of these classes. Although this was the very first time and the beginning year, therefore we were facing a lot of difficulties. In the future, this procedure will get much more improved. The commission is of the view to confer official certificates to those students who have participated in this exam.
E- Religious boarding madrassas are always a great asset for our homeland. The good news is that this series has always supported by our nation and ordinary people. Even today, in the prevailing tough circumstances, religious boarding madrassas are working. Outside the country, in the camps of migrants, our vigilant and heedful Ulemas i.e. scholars have established a lot of madrassas which are normally operating. Following steps have been taken for their better organization and co-ordination:
a- The principals and heads of madrassas are invited periodically for the improvement and progress of the educational system. Joint sessions are held with them for overcoming the obstacles lying ahead.
b- An educational council comprising of 16 excellent scholars is set up for survey and control of the boarding madrassas. This council observes the implementation of rules and regulations. They are also assigned to check the curriculums of these madrassas.
c- For the better organization and survey of madrassas in various areas, we have appointed our representatives amongst the Ulema i.e. the scholars. Their duty is to supervise all the madrassas in their related areas and if needed, arrange meetings with the heads of these madrassas.
3- Contemporary Educational Institutions:
Efforts are underway for providing better opportunities to the extent of our possibilities. A draft comprising 19 articles has been prepared to have a better supervision and surveillance of these schools. For example:
a- Their curriculum is being constantly observed by a group of Ulema and necessary amendments have been made through them. These amendment paper have been sent to all the schools which are followed by the persons in-charge.
b- Educational program for the schools has been arranged by this commission in which religious and other necessary subjects have been added and have been given due attention in the timetable.
c- Scholars and Qaris (those who can pronounce the Holy Quran in due accent) have been appointed as per need in each and every school so that religious subjects and the Holy Quran could be properly taught by them.
d- For the elevation of moral and ethical standards of the students, daily, fortnightly and quarterly seminars and conferences are under consideration so that so the students could get proper awareness about their religion.
e- Unwanted people who have either political or ideological association with the stooge admin against the Islamic norms and rules are kept under close watch and if proved, they are discarded from the institutions concerned.
f- Unlawful and non-Afghan uniform is totally forbidden.
g- Fictional and party-based activities which create differences among the Muslims are forbidden as well.

In the current Jihad against the western infidel invasion over Afghanistan, on one side, it is a huge war from the involvement of human force and their casualties’ point of view and on the other side, this war is counted in the category of the largest and unparalleled wars of the world from the economic point of view.
The western alliance, headed by America, invaded Afghanistan at a time when the western invading countries were at the climax of their economic strength as compared to any other time. Particularly, the United States of America had made unprecedented economic growth and it was this economic development which made Gorge Bush so arrogant that he launched wars against the Muslim world.
It is a well-known fact that resistance against such a war, which enjoys a colossal economic strength behind, also needs a large amount of expenditure and financial sacrifices. The Islamic Emirate of Afghanistan, by the support and help of Allah Almighty, has been busy in Jihad for the last 11 years against the biggest economic powers. On one side, the Islamic Ummah has rendered unparalleled sacrifices and on the other side, their financial sacrifices and Jihad can be considered a historical and epoch making deed. This was due to the incomparable financial sacrifices of the Afghan Muslim Nation in particular and the whole Muslim Umma in general, which led the current Jihad to the point of success against the colossal economic powers of the world.
For having a better understanding of the financial system, economic programs and the needs of the Islamic Emirate, we have conducted an interview with the director of the ‘Economic Commission’ of the Islamic Emirate, Mulla Abu Ahmad. We would like to draw your attention towards it.
Question: First of all we welcome you. To begin, if you could give us information about the Economic Commission of the Islamic Emirate and shed some light over its setup.
Answer: الحمدلله رب العلمین ، والصلوة والسلام علی سیدالمرسلین محمد وعلی آله واصحابه اجمعین وبعد:
First of all, I would like to thank you for having me here. As far as your question is concerned, the ‘Economic Commission’ is in-charge and liable for financial and economic affairs in the official setup of the Islamic Emirate. It has the responsibility of managing and organizing all the financial affairs related to the Islamic Emirate.
In addition to its central bureau, it has representatives and setups in all provinces of Afghanistan. Similarly, it has its representatives and setups for collecting funds in all parts of the country, neighboring countries, Arab world and in most parts of the Muslim world. The financial support of the ordinary Muslim people with Mujahidin through which they participate in financial Jihad, reaches to the Economic Commission of the Islamic Emirate of Afghanistan through these representatives. The Economic Commission then distributes this money in various Jihadi activities through a well-organized and transparent program.
Question: If you could give us information about collecting the funds i.e. how can the ordinary people financially support the Islamic Emirate from inside the country or from any part of the world?
Answer: As I told you before that we have our representatives inside Afghanistan, the neighboring countries, the gulf countries and some other countries of the world. Let me explain one thing. Sometimes the enemy highly propagates that they are closely watching the transfer of Mujahidin’s funds and now they cannot collect money from various parts of the world or dispatch money. I would like to say that this is a hollow propaganda. Mujahidin are utilizing quite safe ways and resources for the collection and transfer of funds. Through this procedure neither the donator is endangered nor the one collector. Therefore, I can say with full confidence that the surveillance of the enemy has not affected our activities. Anyone in any part of the world can send his money to the Mujahidin of the Islamic Emirate through these safe and sound channels.
Question: You mentioned the organizational setup of the Economic Commission and the procedure of collecting funds, now if you tell us about the spending procedure of this commission i.e. in which portions does the Economic Commission spends its funds?
Answer: The Economic Commission is the in-charge department for all the financial affairs of the Islamic Emirate. The area of its work and expenditure is quite wide and large. We spend the funds mostly in the following portions:
- The Military Commission of the Islamic Emirate. All the needs and requirements of Jihadi activities in all parts of Afghanistan are fulfilled through this commission.
- Civilian Commissions of the Islamic Emirate which comprise of Cultural Commission, Educational Commission, Invitation and Absorption Commission etc. All these commissions need heavy expenditures.
- Health Commission which is responsible for the treatment and looking after all the wounded persons. A large amount of fund goes to this commission.
- Similarly, support and sponsorship of orphans, assistance and treatment of prisoners (assistance in release and treatment after release) assistance and sponsorship of those who are disabled in the war, these are the main portions which are financially supported by the Economic Commission of the Islamic Emirate.
Question: As the head of the Economic Commission of the Islamic Emirate, if you tell us the sources of this commission i.e. what are the present financial resources of this commission?
Answer: The economy of the Islamic Emirate is based upon the financial support the Muslim masses of Afghanistan in particular and the world Muslim community in general. By the grace of Allah Almighty, the Islamic Emirate has managed to get special place and reverence in the hearts of the common people throughout the Muslim world through its prolonged, transparent determination and steadfastness. Not only the people of Afghanistan and her neighboring countries but also the ordinary Muslim masses of the Muslim countries of the world including the Arab countries have a deep longing for a pure Islamic government for several years. The implementation of Islamic Sharia, true Jihad against a tyrant and Islamic System of life are their aspirations. They have special reverence for the Islamic Emirate due to the above mentioned objectives.
For the further clarification of the topic, I would like to add something more in this regard.
You might have heard the propaganda of the enemy that some particular governments or setups are financially supporting the Islamic Emirate and Mujahidin are sustaining their Jihad through this financial support. But if we become a bit attentive, we find that the current Jihad inside Afghanistan is expensive and protracted war from the financial point of view. Even the American economy has failed in its further sustainability. It has weakened and crippled other economically well-off governments of the world. But, by the grace of Allah Almighty, no signs of weakness or financial deficit can be seen on Mujahidin’s side. The main reason behind this fact is that the economy of the Islamic Emirate is not dependant or co-related with some particular country or system. Neither the backward or developing countries of the region are in a position to support or shoulder this kind of protracted war from economic point of view. The economy of the Islamic Emirate is actually backed by the donations and collections of the one and half billion Muslims of the world who are very sincere and committed people and they even share their morsel with Mujahidin. They rely upon the one half and send the other half to assist Mujahidin.
Apart from Afghanistan, we have such examples of sacrifices of financial Jihad which remind us the incidents of our glorious past and the beginning of the Islamic era. Even today, a large number of Muslims endow a substantial portion of their economy for Jihad and Mujahidin. Particularly the women folk of the Muslim Ummah are playing a vital role in the financial Jihad. Here, I would like to furnish one or two examples so that you realize sincerity of the common Muslims of the world who donate their share in the financial Jihad.
A Muslim brother, who identity will not be disclosed, suddenly came up with a large amount of money as aid for Mujahidin. When he was asked about it, he said that someone briefed him about the financial needs and requirements of Mujahidin but I did not have enough money to support them. The requirements of Mujahidin and my insufficiency badly affected me. When I entered my home in this condition, my spouse apprehended my gloominess and asked me the reason for it. I hold her that Mujahidin are in dearth need of money which made me gloomy. At this time when she came to know about the prevailing condition of Mujahidin, she got up and fetched her necklace which was fully made of precious gold and she used to keep it with great care and attention. She told me that she wanted to give this necklace as endowment in the path of Allah. She asked me to sell it in the market and whatever you get in its return, send it to Mujahidin so that they could fulfill their requirements with it.
Similarly, I am the personal witness of another incident. We were sitting with some economically well-off people in a far flung area. We were there to collect their aids for Mujahidin. The owner of the place, where we were sitting, was digging a well with the help of some laborers. Amongst them was a white-bearded worker who was getting a small paycheck amounting to only 2000 rupees. He came out of the well in a totally exhausted condition. He came near us while he was tired and wet. When he realized that we are the members of the economic commission and collecting money for Jihad, he told his master or owner of the place that wanted to give his wages of 2000 in the path of Allah. He asked the master to hand his wages to us in advance so that we could spend it the path of Jihad for the sake of Allah.
These donations which are made by our Muslim brothers and sisters with great sincerity, secrecy and only for the sake of Allah’s pleasure are full of great blessings. Allah Almighty has made them a source for the sustainability of the Jihadi

IN THE NAME OF ALLAH THE MOST MERCIFUL AND BENEFICENT
Peace to those who follow the guidance Miss Malala Yousafzai I am writing to you in my personal capacity, this may not be the opinion or policy of Tehreek e Taliban Pakistan or other jihadi faction or group. I heard about you through the BBC Urdu service for the first time, when I was in Bannu prison, at that time I wanted to write to you, to advise you to refrain from anti-Taliban activities you were involved in. But I could not find your address and I was thinking how to approach you with real or pseudo name, my all emotions were brotherly for you because we belong to same Yousafzai tribe.
Meanwhile the prison brake happened and I was supposed to be in hiding when you were attacked, it was shocking for me. I wished it would never happened and I had advised you before. Taliban attacked you, was it Islamically correct or wrong, or were you deserved to be killed or not, I will not go in this argument now, let’s we leave it to Allah Allmighty, He is the best judge. Here I want to advise you, as I am already late, I wish I would have advised you in my prison time and this accident would never happened. First of all, please mind that Taliban never attacked you because of you going to school or that you were an education lover, also please mind that Taliban or Mujahideen are not against the education of any men or women or girl.
Taliban believe that you were intentionally writing against them and running a smearing campaign to malign their efforts to establish Islamic system in Swat and your writings were provocative. You have said in your speech yesterday that pen is mightier than sword, so they attacked you for your sword and not for your books or school.
There were thousands of girls who were going to school and college before and after the Taliban insurgency in Swat, would you explain why only you was on their hit list???
Now to explain you the second point, why Taliban are blowing up schools?
The answer to this question in that not only Taliban in KPK or FATA are blowing up the schools, but Pakistan Army and Frontier Constabulary is equally involved in this issue. The reason for this action is common between them that is turning of schools into hide outs and transit camps, once it comes under control of either party Pakistan Army or Taliban. In 2004 I was in Swat, I was researching on the causes of failure of the first revolution attempt by Sufi Muhammad. I came to know that FC was stationed in the schools of Swat in Tehsil Matta and FC was using schools as their transit camps and hideouts. Now tell me who to blame??? Dozens of schools and colleges are being used by Pakistan Army and FC as their barracks in FATA, you can find out easily if you like. So when something sacred is turned lethal it needs to be eliminated, this is the policy of Taliban.
Blowing up schools when they are not using strategically is not the Taliban job, some black sheep of local administration may be involved to extract more and more funds in the name of schools to fill their bank accounts.
Now I come to the main point, that is EDUCATION. It is amazing that you are Shouting for education, you and the UNO is pretending that as you were shot due to education, although this is not the reason, be honest, not the education but your propaganda was the issue and what you are doing now, you are using your tongue on the behest of the others and you must know that if the pen is mightier than the sword then tongue is sharper and the injury of sword can be healed but the injury of the tongue never heals and in the wars, tongue is more destructive than any weapon.
I would like to share with you that Indian sub-continent was highly educated and almost every citizen was able to read or write before British invasion. Locals used to teach British officers Arabic, Hindi, Urdu and Persian. Almost every mosque was acting as school too and Muslim emperors used to spend a huge sum of money on education. Muslim India was rich in farming, silk, and jute and from textile industry to ship building. No poverty, no crises and no clashes of civilization or religion. Because the education system was based on noble thoughts and noble curriculum. I want to draw your attention to an extract from the minute written by Sir T.B Macaulay to British parliament dated 2nd February 1835 about what type of education system is required in Indian sub-continent to replace the Muslim education system.
He stated “We must at present do our best to form a class who may be interpreters between us and the millions whom we govern, — a class of persons Indian in blood and color,but English in taste, in opinions, in morals and in intellect”
This was and this is the plan and mission of this so called education system for which you are ready to die, for which UNO takes you to their office to produce more and more Asians in blood but English in taste, to produce more and more Africans in color but English in opinion, to produce more and more non English people but English in morale. This so called education made Obama, the mass murderer, your ideal. isn’t it? Why they want to make all human beings English? Because Englishmen are the staunch supporters and slaves of Jews. Do you know Sir Syed Ahmed Khan, the founder and symbol of English education in India was a Freemason. You say a teacher, a pen and a book can change the world, yes I agree with that, but which teacher, which pen and which book? It is to be specified, Prophet Muhammad Peace be upon him said: “I am sent as a teacher”, and the book He sent to teach was Quran. So a noble and pious teacher with prophetic curriculum can change the world not with satanic or secular curriculum.
You have given the example that once a journalist asked a student that why a talib afraid of this education, he replied, that a talib didn’t know what was in this book. The same I say to you and through you to the whole world that why are they afraid from the book of Allah because they don’t know what is in it. Taliban want to implement what is in the book of ALLAH and UNO want to implement what they have in man-made books. We want to connect the world to their creator through the book of Allah and UNO want to enslave the world to the few evil creatures.
