New statement from the Islamic Emirate of Afghanistan: “Regarding the Inauguration of al-Fataḥ Jihādī Operations”

الحمد لله و کفی و الصلوة والسلام علی عباده الذین اصطفی، امابعد: فقد قال الله تبارک و تعالی: انا فتحنالک فتحا مبینا….. و ایضا قال تعالی انفروا خفافا وثقالا وجاهدوا بأموالكم وأنفسكم في سبيل الله ذلكم خير لكم إن كنتم تعلمون(التوبه ۴۱)صدق الله العظیم Allah (SwT) says: Verily, We have given you a manifest victory… and Allah (SwT) says: March forth, whether you are light or heavy, strive hard with your wealth and lives in the cause of Allah. This is better for you, if you but knew. (At-Taubah: 41) Our believing countrymen and Mujahid brothers! Armed Jihad has been ongoing against the foreign invaders and their supporters for the past eighteen years in our homeland Afghanistan. This Jihadi struggle is yet another proud chapter in the history of Islam and Afghanistan that guarantees the welfare, values, sovereignty and honor of our future generations and holds the keys to our spiritual survival. If our nation had desisted from raising their Jihadi swords against the British, Soviets and current American invaders, today we would have also been like other colonized nations deprived of honor and self-determination and our future generations would have been led astray and alien to our own faith. But it is the Divine Mercy of Allah (SwT) on our people that He bestowed success upon us in these testing times, blessed our nation with the strength to combat and resist the invaders and rescued us from everlasting spiritual decline and downfall. Mujahid Countrymen! Our Jihadi obligation has not yet ended. Even as large parts of our homeland have been freed from the enemy yet the foreign occupying forces continue exercising military and political influence in our Islamic country. They not only maintain political control of our homeland but daily bomb our fellow countrymen from large military bases, carry out raids with the aid of their domestic mercenaries, inflict human and material losses and oppress our people in a multitude of ways. Moreover, they used the Kabul administration to continue killing Afghans, extending occupation and preventing an Islamic system by announcing Khalid military operations on 1st Hammal 1398 (Hijri Solar). This itself bears testimony that the enemy still seeks to attain its malicious objectives through the use of force and is creating artificial barriers for a complete Islamic system. As defending one’s religion, homeland, life, property and honor is compulsory and complete independence of an Islamic country from the clutches of foreign occupation a Jihadi obligation hence for the fulfillment of this responsibility, the Islamic Emirate declares Al-Fath Jihadi Operations with the arrival of the new solar year and draws attention to the following points: – Orders of coordinated launch of Al-Fath Operations throughout the country have been given and as intentions are the basis of all worship, all Mujahideen brothers are requested to launch the Jihadi Operation with complete sincerity and pure intentions. Your objective should solely be for gaining the pleasure of Allah (SwT) by eradicating occupation, cleansing our Muslim homeland from invasion and corruption, establishing an Islamic system along with defending and serving our believing fellow countrymen. – Mujahideen are required to observe the principles of obedience during Al-Fath Operations. Your Jihadi actions should conform to Jihadi rule books and in the light of guidance of your superiors. All decrees and recommendations issued by the Military Commission and other related departments of the Islamic Emirate should be strongly adhered to, be they related to daily Jihadi activities or other affairs such as prevention of civilian casualties, precautionary measures, regulations, internal-coordination and ethics. – As (all praise belongs to Allah) the Mujahideen possess unbreakable Jihadi determination and benefit from armed experience, new tactics, public support, influence inside enemy ranks and advanced weapons therefore we are hopeful that with Help from Allah (SwT), large areas including townships and other centers shall be cleansed from enemy presence. Mujahideen brothers must protect themselves from treachery, theft, treason and other prohibited actions in Jihadi affairs. Protecting lives and property of fellow countrymen and guarding public reserves and welfare projects are also part of your responsibilities. – A key part of Al-Fath Operations is peeling away of countrymen serving in the military ranks of army, police and militias and being used by invaders for their own objectives. The Islamic Emirate prefers that they protect their lives and wealth by joining the ranks of truth (Islamic Emirate) instead of dying in the ranks of falsehood. On this basis we again call on troops working in enemy ranks to shun senseless hostility and futile resistance, to join the Mujahideen and gain guarantees of safeguarding life and wealth. – To end we call on our Mujahideen brothers to inaugurate Al-Fath Operations with complete seriousness, sincerity, trust, lofty resolve and high spirits and heal the hearts of the believers yearning for peace and an Islamic system with waves of spirit-raising conquests. Understand that we are followers of truth and Al-Fath (Victory) is always bestowed upon the truthful. Keeping in mind the promises of Allah (SwT), the day is near that the Jihadi aspirations of our martyrs, wounded, prisoners, migrants and oppressed people are fulfilled, an Islamic system established and our homeland cleansed from American occupation and evil elements through ultimate Al-Fath (Victory). Allah (SwT) says: و نرید ان نمن علی الذین استضعفوا فی الارض و نجعلهم ائمه و نجعلهم الوارثین(۵) سورة القصص، صدق الله العظیم And We wished to do a favor to those who were weak (and oppressed) in the land, and to make them rulers and to make them the inheritors (Al-Qasas: 5) Islamic Emirate of Afghanistan 07/08/1440 Hijri Lunar 23/01/1398 Hijri Solar 12/04/2019 Gregorian

An Analysis of the Jaysh Khalid bin al-Waleed Military Database

Introduction

It is with great pleasure that I commence this project of the Islamic State Archives in collaboration with Aaron Zelin by presenting an internal database of military personnel for the Islamic State’s southern Syria affiliate Jaysh Khalid bin al-Waleed(“The Army of Khalid bin al-Waleed”- JKBW).

As an introduction for readers, JKBW was formed in May 2016 as a merger between three Syrian jihadi groups: Liwa Shuhada’ al-Yarmouk (“The Yarmouk Martyrs Brigade”), Harakat al-Muthanna al-Islamiya (“The Islamic al-Muthanna Movement”) and Jama’at al-Mujahideen (“The Group of Mujahideen”). The “Khalid bin al-Waleed” aspect of JKBW’s name refers to the Muslim conqueror Khalid bin al-Waleed, who defeated the Byzantines at the Battle of the Yarmouk, a key engagement that resulted in the Muslim conquest of the Levant in the 7th century CE.

The group’s name becomes understandable when one notes that the formation of JKBW took place in the Yarmouk Basin region…

Eye On Jihadis in Libya Weekly Update: April 9

IS in Action

On 9 April, IS claimed responsibility for an attack on the town of Fuqaha, in the southern Jufra region. Arriving in as many as 15 vehicles, IS cut off communications to the town, burnt down several houses and executed the head of the municipal guard. Three civilians who had been released from captivity in Ghaduwwa were killed in the incident. In their claim of responsibility, IS said the attack was a part of the “battle of revenge for al-Sham.”

On 1 April, the Misrata Security Directorate reported that its Bomb Disposal Unit had disposed of four tonnes of unexploded ordinances (UXOs) planted by IS in east Sirte in 2016. On 28 March, the Mayor of Sirte, Mukhtar al-Madani, met with representatives of the Danish De-mining Group (DDG) to establish teams to inspect former conflict zones associated with the 2016 IS conflict in order to detected UXOs. On 28 March, a Libyan news media outlet published the testimony of a civilian kidnapped by IS fighters late last year and held captive in a ‘prison’ on a farm in the Ghaduwwa area before being rescued by security forces. The individual recounts being taken in vehicles through the Harouj area and stopping throughout the journey to bury mines. The captive identified the leader of the IS group that kidnapped them as being a ‘Yemeni emir’ who has vowed to launch more raids on Fuqaha. On 25 March, the Sabratha Security Directorate reported it had arrested a suspected IS member. The individual is to be prosecuted but no other information is available at this time.

Other Jihadi Actors

On 9 April, unconfirmed reports suggest Abrek Maazak, also known as “Abrek the Egyptian,” has been released from prison and is participating in the clashes in Tripoli. Maazak is a founding member of Ajdabiya Revolutionaries Shura Council, an Islamist brigade formerly linked with Ansar Al-Sharia and the Benghazi Revolutionaries Shura Council. Maazak had been arrested, along with Saadi Abdullah Abukzim al-Noufali, in October 2017 by Misrata security forces. On 29 March, two al-Qaeda members from Derna were reported to have been arrested in Misrata. The individuals are said to have participated in fighting in Syria with Katibat al-Batar.

Tech Against Terrorism Press Release: April 10, 2019 – Launching An Updated Version of Jihadology

Over the past 12 months, Tech Against Terrorism has worked with the academic website Jihadology.net to update it so that particularly sensitive content is only accessible by users with registered academic/research, governmental, journalistic, or humanitarian  email addresses. The purpose of this work is to ensure that individuals can still access important primary research material whilst ensuring that jihadis and individuals vulnerable to recruitment are prevented from viewing and downloading the most sensitive content. The update to the website was sponsored by the Global Internet Forum to Counter Terrorism, a tech coalition founded by Twitter, Microsoft, Facebook, and YouTube to responsibly address the spread of terrorist content online.

Background to Jihadology

Jihadology is highly regarded as the internet’s most comprehensive “clearinghouse for jihadiī primary source material and original analysis” and as such Jihadology is considered to be an essential resource for academia and terrorism researchers. Jihadology contains more than 13,000 articles. In total, this amounts to around 750 GB of video.

Background to Tech Against Terrorism

Tech Against Terrorism is an initiative launched by the United Nations Counter Terrorism Executive Directorate (UN CTED) in April 2017 and implemented by the UK-based NGO QuantSpark Foundation. We support the global technology sector in responding to terrorist use of the internet whilst respecting human rights, and we work to promote public-private partnerships to mitigate this threat. Specifically, we work across three pillars: outreach, knowledge-sharing, and technical and operational support. As a public-private partnership, the initiative is supported by the Global Internet Forum to Counter Terrorism and the governments of Spain, Switzerland, and the Republic of Korea.

We work with a broad range of internet platforms that are susceptible to being used by terrorists. We focus on analysing what terrorists want through their use of the internet, with our analysis clearly indicating that an entire tech eco-system is being exploited by terrorists and violent extremists, often in combination. Therefore our work is tech-agnostic and works with companies across all types of technologies, with an explicit focus on supporting smaller tech companies with fewer resources to adequately address the urgent threat of terrorist exploitation. This partnership between Tech Against Terrorism and Jihadology shows the value of providing technical support to smaller internet platforms like Jihadology who do not necessarily have the technical resources to make these changes on their own.

Why are we doing this?

Jihadology is widely regarded as an essential resource for those conducting research on jihadi groups, thanks to its collation of extensive amounts of primary source material produced by such groups. However, there have been concerns that the site is used by jihadis who exploit the fact that material on the site is publicly available. As such, Jihadology wanted to find a way to password protect the most sensitive material. In order to make the site more secure whilst ensuring that the site can remain open and continue to increase understanding of jihadism, we have updated the site with the aim of denying jihadis and those vulnerable to recruitment easy access to the most sensitive content hosted on the site

What are the changes to the updated version?

The updated version of Jihadology restricts access of the primary sources for those that do not have a formal affiliation with an academic/research, governmental, journalistic, or humanitarian institution. Third-party researchers can request special permission to access the password-protected part of the site on a case-by-case basis. The analysis part of the website remains open to anyone.

How do users register?

To ensure that this registration system is used by legitimate researchers, the registration system will accept registrations from recognised email domains only (.edu, .gov, .ac.uk, .gov.au etc). Since researchers with legitimate interest in using Jihadology who do not have such email addresses should still have access to the site, an override function will allow for Jihadology to accept registrations from other email addresses at their discretion. Tech Against Terrorism has also developed warning interstitials to be displayed when accessing harmful content, and restricted visibility of original source URLs and imagery for non-registered users. Jihadology will remain the sole administrator over the website and will not be sharing any data regarding registration with Tech Against Terrorism, the Global Internet Forum to Counter Terrorism, or any governments.

What does this achieve?

This update allows for Jihadology to continue to serve its purpose as the world’s largest clearinghouse for jihadi primary source material and original analysis whilst increasing the site’s capacity to safeguard against exploitation by jihadis. In our view, protecting certain sensitive content whilst making it accessible for research purposes is the best way to do this, and demonstrates that options for responding to terrorist online content do not only consist of removal or complete access.

A New Era Begins: Changes To Jihadology

For those that know me or have spoken to me about the origins of this website, the original purpose was to assist graduate students in accessing jihadi primary source material. I started the site in May 2010, but the idea had been germinating with me through the process of writing my M.A. thesis beginning in the fall of 2009. At the time, jihadis released their content on password-protected forums and many did not know how to access them, as well as many individuals were worried about viruses or malware. There were also not many university courses on jihadism at the time and there were no professors (or very few) teaching how to access this content for research. Therefore, through the process of writing my M.A. thesis I had issues getting primary sources and figured, if I was having troubles, I’m sure other graduate students were as well. This was why I created this site. Through the process of doing my M.A. thesis I had a better grasp of attaining this content for research and continued to improve my understanding over the first six months or so of this website being created.

Times have changed, however. Now, there are many courses on jihadism and many professors have risen up the ranks and also now teach students how to access this content. Therefore, the added-value of the site remaining open to anyone has passed its expiration date. That being said, the website is not dying. Rather, to gain access to the primary sources you will need to register. I will still remain the sole administrator of the website. The website is open to those with academic/research, governmental, journalistic, or humanitarian email addresses. Third-party researchers can request special permission to access the password-protected part of the site on a case-by-case basis. The original analysis, guest posts, and side features like my ‘Articles of the Week,’ ‘Eyes on Jihadis in Libya,’ or whatever comes up in the future will remain open to anyone.

I am sure some will be disappointed by this, but it has not been an easy decision. It is something I have mulled over for some time. I would like to thank the folks at GIFCT and Tech Against Terrorism for assisting in this process over the past year. I look forward to Jihadology continuing to be a vital resource for many interested in doing research and better understanding this phenomenon.
