In the name of Allah, the Most Merciful, the Most Compassionate

All praise be to Allah. We praise Him and seek His help and forgiveness. We also seek His refuge from the evils of our inner selves and from our wicked deeds. Whoever is guided by Allah, there is none to mislead him and whoever is left by Allah in error, there will be none a s guide for him (except Allah). I testify there is no god but Allah. Alone is He and has no a sociate and I testify that Mohammad is His Servant and Messenger.

Allah (SwT) says: Indeed, We have given you [O Muhammad] a manifest victory (1) That Allah may forgive you your sins of the past and the future, and complete His Favour on you, and guide you on the Straight Path (2) And Allah may Help you with a mighty victory (3) – Surah Al-Fath

To the believing Afghan Mujahid nation, vanguards of the battlefronts and the entire Muslim Ummah!

May peace and blessing of Allah be upon you all!

I extend my heartfelt felicitation to you all on this auspicious occasion of Eid-ul-Fitr, may Allah (SwT) accept your fast, tarawih and all other forms of worship.

May Allah (SwT) accept the martyrdom of the martyrs, reward Mujahideen and the Mujahid nation for their services and hardships, bestow quick recovery upon the injured and provide provisions for the rescue and freedom of captives.

I pray to Allah (SwT) to grant the families, relatives and children of the martyrs’ patience, immense rewards and fulfilment of their pure aspirations.

Believing Compatriots!

I would like to clarify the policy and objectives of the Islamic Emirate concerning the current state of affairs and recent developments in the country.

1 – The objectives of our Jihad are to gain the pleasure of Allah (SwT), freedom of our country and to establish an Islamic system. The sacrifices, hardships and tribulations endured by the people and Mujahideen in this great cause (Jihad) are not hidden from anyone; therefore to attain and safeguard these objectives and to avert any fitnah (corruption) and threats, I call upon all our compatriots specifically all the officials and battlefront Mujahideen of the Islamic Emirate to pay close attention to your objectives, consolidate your ranks and might, maintain your unity and obedience and further regulate your administrative structure.

2 – As the Islamic Emirate is the shared home of all fellow Afghans and is struggling to attain (the fruits of) our forty-year sacrifices and aspirations hence all the noble scholars, spiritual leaders, teachers, tribal elders, writers, poets, academics and influential personalities of our homeland must expand their cooperation towards the establishment of an Islamic system, peace, rehabilitation, unity and a sovereign Afghanistan. You must use all your capabilities to enlighten your students, associates and communities about the realities, to inform them about our proud history and to fight off all forms of bigotry, prejudice, discord, moral corruption and all other elements detrimental to our holy religion, national unity and sovereignty. These notable personalities must strive even harder for the Islamic identity of Afghanistan, Jihad, struggle for truth and inspiring future generations so that the spirit of sacrifice in the defense of our Islamic and national values is reinforced and strengthened even further in our homeland.

3 – Political relations of the Islamic Emirate with regional and world countries have broadened tremendously compared to the past as trust and confidence is built based on the Islamic Emirate clarifying its stance and policy to others. On the basis of our policy – we seek to have brotherly relations with Islamic countries, neighborly relations with our neighbors and strengthening of constructive relations with all regional and world countries in order that obligations be discharged vis-à-vis regional and global economic prosperity, security and communal life. And we hope that other countries reciprocate and take similar steps.

4 – To those sides and individuals that have reservations about the future political system following the end of occupation – the Islamic Emirate once again assures everyone that it does not have a monopolist policy, every male and female member of society shall be given their due rights, none shall feel any sense of deprivation or injustice and all work necessary for the welfare, durability and development of society will be addressed in the light of divine Shariah law.

5 – Some circles seeking nefarious goals and power through a plan given to them by foreign intelligence networks to promote hatred and bigotry under linguistic, tribal, sectarian and other titles and to threaten and endanger the unity of our country must understand that the Afghan nation and the Islamic Emirate will not permit such undertakings. Just as it rescued our homeland from such dangers in the past, it still (Allah willing) retains such capabilities, hence, it would be better for the perpetrators of such activities to review their approach and refrain from troubling this nation with such evil actions and ideas.

6 – The signing of the historic agreement with the United States of America and the resultant termination of occupation is an extraordinary accomplishment for the Islamic Emirate and the entire Afghan Mujahid nation that can prove beneficial for all sides if implemented sincerely. The Islamic Emirate is committed to the agreement signed with America and urges the other side to honor its own commitments and not allow this critical opportunity go to waste. The implementation of this agreement can prove to be a powerful instrument for bringing an end to the war between America and our country and for establishing peace and an Islamic system in our homeland.

I urge American officials to not afford anyone the opportunity to obstruct, delay and ultimately derail this internationally recognized bilateral agreement between us and you. The text of the agreement is explicit and constitutes a promising framework beneficial for both our nations and for problem resolution that must be fully implemented. Let us move forward with the implementation phase so that a path is paved for the withdrawal of your forces and for peace and security to take hold in Afghanistan and the region.

7 – Detainees are languishing in harsh and difficult conditions in the prisons of the Kabul administration. Humanitarian organizations and various charitable groups and individuals should feel a sense of responsibility in this regard and must take all necessary steps for the safe and quick release of prisoners.

8 – We are offering general amnesty to all those standing in the opposition ranks if they choose to renounce their enmity. We urge everyone to take full advantage of this amnesty by ending their opposition and not becoming an impediment for the establishment of an Islamic government which is the aspiration of millions of martyred, wounded, disabled, orphaned, widowed and suffering Afghans.

9 – The Islamic Emirate is genuinely concerned about civilian casualties in the country and has thus tasked a special commission for the safety and protection of civilians so that they are not harmed by Mujahideen during battles. And God forbid, if such an incident was to occur then the case would be fully probed and the culprits punished.

However, it is absolutely disturbing that civilians and their homes continue to be deliberately targeted in the airstrikes and artillery fire of the opposition, therefore, we urge all domestic and foreign parties to take effective steps for the prevention of civilian casualties on humanitarian grounds.

10 – Coronavirus is a global pandemic. Allah (SwT) afflicts humankind with such tribulations when transgression against Allah Almighty’s religion, nature and human norms reaches its peak. We must seek forgiveness from Allah (SwT), re-evaluate our actions, stop violating the commands of Allah (SwT) and readjust our lives in accordance with the guidelines laid out by Islam so that we may be rescued from this deadly torment and trial.

To control the aforementioned disease, the Health Commission of the Islamic Emirate has been instructed to exert efforts to the best of their abilities by providing medical facilities to the people and not sparing anything at their disposal. Our advice to the general public is that they also pay close attention to all legal and medical measures to protect themselves from this disease so that, God forbid, no harm touches them.

We call on all international health organizations and NGOs to aid our countrymen even further in combatting this disease and to provide them with all the necessary tools available. The Islamic Emirate stands ready to provide every type of assistance to NGOs in the transfer and transparent distribution of aid material.

11 – I instruct all the Mujahideen of Islamic Emirate at this critical juncture to treat the general public with compassion, empathy and kindness, not become a cause for their grievance and annoyance, not engage in arrogance and cruelty, not abuse power and resources to harm the people, strictly refrain from entertaining any sense of privilege, ambition and superiority and to consider every Afghan a brother and show them respect.

To end, I would like to remind everyone that in these blessed days and nights of Eid when all the people of our country are facing severe problems due to the coronavirus outbreak and lack of employment opportunities for the poor and needy; our businessmen and wealthy brothers must show compassion to the poor, take special care of the families of martyrs, orphans, widows and their relatives and not withhold sympathy and aid from anyone in need.

In the name of Allah, the Most Merciful, the Most Compassionate

Allah is the Greatest, praise be to Allah in abundance, and glory be to Allah at the beginning and end of day.

Praise be to Allah, He fulfilled His promise, Helped His slave, Strengthened His forces and He alone defeated the Ahzab (confederates). And peace and blessings be upon the one whom has no prophet after him and, on his descendants and companions who spread his religion:

On the 7th of October 2001 after the allied forces led by America transgressed against our homeland, the Islamic Emirate representing the Afghan nation, with the Divine Help of Allah (SwT), finally reached an agreement about the termination of occupation of Afghanistan following nearly nineteen years of Jihad and struggle.

This victory is the collective victory of the entire Muslim and Mujahid nation – of our fellow brothers and sisters who presented monumental and extraordinary sacrifices of life and wealth for nearly two decades.
The accord about the complete withdrawal of all foreign forces from Afghanistan and never intervening in its affairs in the future is undoubtedly a great achievement.

The Islamic Emirate extends its heartfelt felicitation to all strata of society specifically to the Mujahideen, the families of martyrs, the imprisoned, wounded, maimed, displaced and the nation as a whole on the occasion of this tremendous accomplishment and considers this great victory a product of Divine Help of Allah, the heroics of Mujahideen and the sincerity, efforts, struggles and sacrifices of its nation.

Following this great achievement, I wish to turn the attention of Mujahideen and the entire nation to these points concerning the forthcoming state of affairs:

– This accord with the United States about the termination of occupation that shall deliver our people from subjugation is a significant milestone and a special Beneficence, Help and Reward from Allah (SwT). Therefore, we must not label this accomplishment the work of a particular individual or group but consider it a Reward from Allah and the product of the sacrifices of the entire Mujahid nation.

– The agreement between the Islamic Emirate and United States drafted in compliance with Islamic principles and conforming with International standards is a pledge that must be honored by all Mujahideen and Afghans. No official or individual of the Islamic Emirate nor anyone from the general public must violate these terms and everyone must deem it an obligation because Islam does not have any room for treachery and deceit and classifies such an act a great sin. However, if the other party does oppose or violate the agreement then the entire nation must maintain robust defense capabilities.

– The believing Afghan nation specifically the Mujahideen must thank Allah (SwT) for the achievements gained and must commit themselves even further to Taqwa (fear of Allah), truthfulness and sincerity while strictly refraining from arrogance, pride, superiority and meritorious behavior because such things are in conflict with the spirit of Jihad and victory.

– Successful negotiations with the United States prove that solutions can be found for all seemingly complex issues. The success of these negotiations relays a message from the Islamic Emirate to all internal actors that we are ready for a rational and just solution. Come, let us find a solution to our problems in light of the religious and national values of our people and let the Kabul administration end its opposition towards this nation.

– The Islamic Emirate believes in maintaining positive bilateral relations with the world and especially with the regional countries and is committed to the principle of good neighborly relations with its neighbors.

– We assure our oppressed people that all male and female compatriots shall be given their due rights under the shade of a just and true Islamic government.

– Anyone who partook in hostilities against the Islamic Emirate or anyone with reservations about the Islamic Emirate is forgiven and pardoned for all past actions and we seek for them Islamic brotherhood, national unity and a prosperous life.

– The Islamic Emirate shall work towards providing quality (religious and scientific) education, employment, trade opportunities, development and growth in all public sectors because this is the basic right of all Afghans and a fundamental need for our national progress, prosperity and wellbeing.

– The Mujahideen of Islamic Emirate must further solidify, organize and bolster their ranks so that they can attain their objective of establishing an Islamic government and bringing prosperity to their fellow brethren following the end of occupation while simultaneously preventing future unfortunate events, protecting Islamic government, maintaining combat readiness against all potential threats to peace and security and being at the service of people.

– The Islamic Emirate calls on the all strata of our faithful nation – the noble scholars, tribal elders, spiritual leaders, intellectuals, teachers, students and the general public to preserve their unity and cooperation in finding solutions to our domestic issues just as they worked diligently with their Mujahideen brothers in ending the occupation so that this phase also attains success and Afghanistan is blessed with peace and a just Islamic government.

– To end, I express my gratitude to the state of Qatar and its honorable Emir – Sheikh Tamim bin Hamad Al Thani – for facilitating these negotiations and earnestly aiding this process. I also thank and extend best wishes to the states of Pakistan, Uzbekistan, China, Iran, Russia, Indonesia, Turkmenistan, Kyrgyzstan, United Arab Emirates and all others that helped in this process.

قال الله عزوجل:إِنَّمَا الْمُؤْمِنُونَ الَّذِينَ آمَنُوا بِاللَّهِ وَرَسُولِهِ ثُمَّ لَمْ يَرْتَابُوا وَجَاهَدُوا بِأَمْوَالِهِمْ وَأَنفُسِهِمْ فِي سَبِيلِ اللَّهِ أُولَئِكَ هُمُ الصَّادِقُونَ. الحجرات ۱۵.
Allah Almighty says: Only those are the believers who have believed in Allah and His Messenger, and afterwards doubt not but strive with their wealth and their lives for the Cause of Allah. Those! They are the truthful. (Al-Hujuraat : 15).
To the entire Muslim Ummah and the Afghan Nation!
Asalamoalaikum wa Rahmatullahi wa Barakatuhu
(Peace, mercy and blessing of Allah be upon you all)
I extend my felicitation on this auspicious occasion of Eid-ul-Adha and pray that Allah (SwT) accept all your worships, sacrifices and good deeds.
May Allah (SwT) bestow victory upon the Mujahidin and accept martyrdom of the martyrs, grant complete recovery to the wounded of Jihad, swift release of the imprisoned, immense patience and great rewards for the bereaved families and may Allah (SwT) facilitate an opportunity for the healthy upbringing of the orphans.
Afghan Mujahid Nation!
This year Eid-ul-Adha approaches us as our Jihadi struggle against the American occupation is on the threshold of victory due to the help of Allah Almighty. The infidel invading forces have lost all will of combat, their strategy has failed, advanced technology and military equipment rendered useless, sedition and corruption-sowing group defeated and the arrogant American generals have been compelled to bow to the Jihadic greatness of the Afghan nation…
قُلْ بِفَضْلِ اللَّهِ وَبِرَحْمَتِهِ فَبِذَٰلِكَ فَلْيَفْرَحُوا هُوَ خَيْرٌ مِّمَّا يَجْمَعُونَ (58) یونس.
Say: “In the Bounty of Allah, and His Mercy – therein let them rejoice”. That is better than what they amass. (Yunus : 58)
Therefore it is incumbent upon us to show our appreciation of Divine Help and Jihadi victories with further Jihadic efforts and services and with further rectification of our intentions and deeds in order to become even more deserving of Allah Almighty’s help and assistance because righteous actions produce firmness and steadfastness in Jihad. Combat is conducted with the blessing of righteous deeds, meaning righteous deeds are an integral part of combat and righteous deeds are a sign of sincerity before Jihadi battles.
وقال ابو الدرداء: انما تقاتلون باعمالکم ـ رواه البخاري. باب عمل صالح قبل القتال
Abu Darda (RA) narrates: Without a doubt, you fight with your (good) deeds (Reported by Bukhari in chapter: Righteous deeds before battle)
Respected Countrymen!
Bringing peace and security is from among the highest priorities of the Islamic Emirate, but peace will remain elusive during an occupation and neither is salvation possible without the establishment of an Islamic authority.
Our nation has given unprecedented sacrifices for the establishment of an Islamic system and independence of our homeland and under no circumstance is compromising on these lofty principles ever possible nor should anyone hope for such.
Seventeen years earlier when the American invaders were busy building an international alliance to occupy Afghanistan, the Islamic Emirate urged them to adopt the path of dialogue and wise politics instead of war. However the American president chose ineptitude and entered a war that has come at a great cost for the American people.
This war that is has been called the longest, costliest and most futile war in American history, plunged the entire region and the world including Afghanistan into insecurity and chaos.
A war that has cost Americans loss of security, prestige and mental wellbeing globally and even inside America itself.
But the Islamic Emirate continues to call America towards understanding and sound logic instead of force and points them towards options that can guarantee the secession and end of this long war, and that lone option is to end the occupation of Afghanistan and nothing more.
The regime based in Kabul and forced upon the Afghan people at the expense of huge American military, financial and human loss has disappointed American officials and they have lost all trust in the regime due to corruption, incompetency, impotence and failure.
The leadership of this corrupt regime has been given to a figure who has spent all his time in power squabbling with officials of his government, battling his chief executive, battling his deputy, battling his cabinet and even battling his governors.
Now as the time for supposed elections process to decide future power has approached, it is marred by so much scandal and corruption that even the officials of this corrupt regime themselves believe its implementation to be impossible.
The Islamic Emirate – heading the resistance against occupiers in defense of their religion and homeland – has (all praise be to Allah) won on the battlefield militarily, possesses full control over the political and organizational structure of the resistance and has even managed to reassure its neighboring and regional countries.
To prove our claim it is enough to cite that the well-equipped American and NATO armies along with their entire military and technical might themselves admit that we have control over half of Afghanistan.
In presence of these distinctive characteristic of the Jihadi resistance, even if America were to end the occupation of Afghanistan today, tomorrow we would be ready to assure everyone including America about halting disorder, establishing security and with the Help of Allah (SwT), preventing any complications from taking root.
About negotiations process with America:
Since the ongoing war in Afghanistan is the birth-child of American occupation therefore we have and continue to insist on direct talks with America to bring it to an end.
But in order to avoid responsibility for this war, the Americans propose options other than constructive negotiations that are neither rational nor practical; rather it is these same propositions that prolong this war for America, make it costlier and nudge it towards failure.
Even now if they show readiness for direct dialogue with the Islamic Emirate by accepting the ground realities of Afghanistan, we will view it as a sound step by America.
Sincere, transparent and result-oriented negotiations are an important part of our policy. But negotiations must be sincere and productive free from any fraud and deception and must revolve around the core issue and not be used for propaganda or misleading the common thinking.
We reassure our people and all the Muslims that during negotiations, only those decisions will be satisfactory and acceptable to us that preserve our Islamic goals, sovereignty of our homeland and insure an end to the war.
About Military, Political and Social pressures by America:
It is an open reality that America has left no stone unturned over the past seventeen years to persecute the Afghans and prolong the war during their tyrannical occupation of Afghanistan.
But on top of that, they have currently launched efforts or laid the groundwork to try and weaken the resistance by creating corruption sowers and irresponsible armed groups, convening religious conferences under the name of Ulama (Islamic Scholars), deceiving some naïve people under the slogans of peace movements and forming factional, ethnic and regional based coalitions under the name of political parties to divide the people and the country.
While believing in the truthfulness of our Jihadi resistance, we are confident that these pressures are an indication of their military defeat and failure on many other levels and can never, with the Help of Allah (SwT), stop or negatively affect the just Jihadi path of the Afghan nation from reaching its destination.
Afghans have lived alongside each other as brothers for centuries, have lived as united Muslims and Afghans and have called Afghanistan our shared home. Protection of this home, protecting the unity of this home and preventing all open and secret plots is the duty of every Afghan so that Allah forbid, doors of further corruption are not opened following the end of occupation and do not become a cause for ills of our society. The Mujahideen of Islamic Emirate are committed to preventing corruption with the help of Allah (SwT) and through their own strength however the common people must fully support them and every wise individual of this nation must aid them.
About latest conferences in Kabul, Makkah and Jeddah:
In the series of religious pressure exerted by America and following the emergency conference in Kabul attended by Palace Scholars, I would like to mention a few points about the conference in Makkahtul Mukarramah and Jeddah cities of Saudi Arabia convened by the Organization of Islamic Cooperation in which the religiously sanctioned Jihad of the Afghan nation against the American occupation was labelled a civil war amongst Afghans.
It is very unfortunate that a religious organization named Islamic Cooperation – an organization founded for the protection of the rights of the Muslims worldwide and the founders of which include Malik Faisal (may Allah have mercy on him) – would heedlessly and carelessly issue a statement at such a sensitive time of transgression and cruelty being carried out by the enemies against the Muslim Ummah, carrying a message of support for the transgressing infidel enemies of Islam instead of defending the rights of the oppressed Muslims.
I, with complete respect for the status of Islamic Scholars and appreciation for the services rendered by the Organization of Islamic Cooperation throughout recent history, consider the statement issued about the current Afghan Jihad in Kabul and about the obligation of Jihad against a transgressing enemy by the said conference as completely in conflict with clear-cut texts of the Holy Quran and as an insult against the said organization and its noble founders.
I ask the following questions from the gentlemen who issued the statements in the name of Ulama:
Do you have any knowledge about the invasion launched against the sanctified land of Afghanistan by the then American president Bush under the banner of a Crusade?
If you are unaware of this crusade (invasion) of Bush against Afghanistan and have issued a statement against the religiously sanctioned Jihad of the Afghan nation then this indicates your ignorance concerning the oppressed which nullifies your decision on religious and scientific grounds.
But if you are aware of this fact (American invasion of Afghanistan) and still consider the Jihadi resistance of the Afghans against the invaders as impermissible (Allah forbid) then how do you religiously and scientifically justify your ruling in light of these clear-cut Quranic texts?
(۱): وَقَاتِلُوا فِي سَبِيلِ اللَّهِ الَّذِينَ يُقَاتِلُونَكُمْ وَلَا تَعْتَدُوا ۚ إِنَّ اللَّهَ لَا يُحِبُّ الْمُعْتَدِينَ (۱۹۰) البقره.
And fight in the Way of Allah those who fight you, but transgress not the limits. Truly, Allah likes not the transgressors (Al-Baqarah: 190)
(۲): … فَمَنِ اعْتَدَىٰ عَلَيْكُمْ فَاعْتَدُوا عَلَيْهِ بِمِثْلِ مَا اعْتَدَىٰ عَلَيْكُمْ ۚ وَاتَّقُوا اللَّهَ وَاعْلَمُوا أَنَّ اللَّهَ مَعَ الْمُتَّقِينَ (۱۹۴) البقرة.
…Then whoever transgresses the prohibition against you, you transgress likewise against him. And fear Allah, and know that Allah is with the Al-Muttaqun (pious) (Al-Baqarah: 194)
(۳): وَلَا تَرْكَنُوا إِلَى الَّذِينَ ظَلَمُوا فَتَمَسَّكُمُ النَّارُ وَمَا لَكُم مِّن دُونِ اللَّـ

هِ مِنْ أَوْلِيَاءَ ثُمَّ لَا تُنصَرُونَ ( ١١٣) هود
And incline not toward those who do wrong, lest the Fire should touch you, and you have no protectors other than Allah, nor you would then be helped (Hud: 113)
Under what argument do you call the ongoing Jihad against the invaders in Afghanistan as an intra-Afghan war?
If your reasoning considers this an intra-Afghan war then how do you interpret the military command of American General Nicholson and the tens of thousands of warring soldiers fighting against this resistance?
I remind the gentlemen who issued these statements under the name of Ulama (Islamic scholars) that this rightful obligatory Jihad against warring infidels in Afghanistan is being led by the religiously sanctioned leadership of the Scholars of Truth. That America and NATO, with all their might and force, is incapable of fighting this Jihad, the fundamental reason behind it is the truthfulness of this Jihad, submission of Mujahideen to religious texts and commitment of Mujahideen to their implementation.
I understand that you are neither ignorant about this crusade (invasion) of Bush against Afghanistan nor do you hold beliefs contrary to Quranic texts but you have made these decisions due to material necessities. So fear Allah (SwT) and ask Him (SwT) to free you from these constraints that you may not be used as hired tools against clear-cut Quranic texts.
My counsel to the Saudi officials is that the people of Saudi Arabia and Afghanistan have strong religious and Islamic bonds, a bond which obligates the people and government of this Muslims country to aid the Afghans in repelling this infidel invasion. Therefore I advise the Saudi officials about hosting such conferences with a quote from the second Caliph of Islam, Hazrat Umar (may Allah be pleased with him):
(نحن قوم أعزنا الله بالإسلام فإن ابتغينا العزة بغيره أذلنا الله).
We are a nation that Allah has honored through Islam, if we search for honor in other than Islam, Allah will disgrace us.
Hence true honor of Muslim lies in following Islamic commands, if they look for it through any other medium, Allah will disgrace them.
Many Saudi youth sacrificed themselves here due to their Islamic obligation during the previous Jihad against the Soviet invasion, mixing their pure blood with the blood of the Afghan martyrs, and that (sacrifice of those martyrs) should be enough of a reason for you to aid our Jihad!
Engagement of other nations in this American war:
This year America tasked the head of the Kabul administration to announce a set of proposals to the Islamic Emirate in the name of a peace process but militarily, America focused all its military might to battle it out with the Islamic Emirate to the extent that during the last NATO meeting in Brussels, it asked member states along with the United Arab Emirates and Qatar to send troops to Afghanistan to fight against the Mujahideen.
We consider this request by NATO at the behest of America from the United Arab Emirates and Qatar as a sign of their military defeat and failure. As Muslim countries, we point out to the United Arab Emirates and Qatar that America seeks to drag you into this futile war in order to transfer the negative military, economic, human affects to your developed countries. If the number one military force in the world (America) and the most advanced military alliance in the world (NATO) failed to achieve anything substantial in this war, what could your twenty and hundred troops possibly achieve?
So be vigilant of getting stuck in a quagmire which has entrapped America herself!
About welfare of Nation:
The Islamic Emirate considers the economic development, reconstruction, investment and other economic strategies as a fundamental aspect of life and welfare of upcoming livelihoods of our nation. The wealthy and educated strata of society hold a larger share of responsibility than other Afghans in regards to thinking about positive and constructive plans about the future of our country. This country will develop through your hands, this country will become your place of rest and prosperity, this country is our shared home and each one of us has a responsibility towards it.
To officials of Islamic Emirate:
As more areas of the country fall under the control of the Islamic Emirate, the larger the responsibility of Mujahideen becomes. All the military and civilian officials must become true models of Islamic governance, must observe all rights of the servants of Allah (SwT), must safeguard themselves from oppression, transgression and misbehavior, withhold the hands of the oppressor, and not hold back from any sacrifice in protecting the lives, wealth, honor and every other right of the Muslim nation.
In the end we again ask Allah (SwT) to bestow His mercy on the Islamic Ummah through His Grace. May Allah help the Muslims wherever they are facing oppression of the enemy, may Allah free the first Qibla of the Muslims from the grip of the Jews in the occupied Palestine and may He grant unity and harmony to the Muslims.
We pray to Allah that He (SwT) free Afghanistan from the American occupation, end the long tragedy of the valiant Afghan people through His Bounty, safeguard the Muslim Afghan nation from all enemy plots through their unity and bless them with an Islamic government on their own soil, of their own choice and choosing.
To end I call upon those people who have sacrificed (sacrificial animals) or are well-off to not forget the families of the martyrs, prisoners, poor and needy Muslims in these auspicious days. Lend them a helping hand so that they may also partake in these Eid festivities. It is with this hope that I once again extent my felicitation on these blessed days of Eid; Eid Mubarak and may your worships be accepted.

In the name of Allah, the Most Merciful, the Most Compassionate
All praise be to Allah. We praise Him and seek His help and forgiveness. We also seek His refuge from the evils of our inner selves and from our wicked deeds. Whoever is guided by Allah, there is none to mislead him and whoever is left by Allah in error, there will be none as guide for him (except Allah). I testify there is no god but Allah. Alone is He and has no associate and I testify that Mohammad is His Servant and Messenger, peace be upon him and his family and companions, and those who follow his footsteps and cling to his Sunnah until the Day of Reckoning.
Allah the Almighty says: And when the believers saw Al-Ahzab (the Confederates), they said: “This is what Allah and His Messenger (Muhammad ) had promised us, and Allah and His Messenger (Muhammad ) had spoken the truth, and it only added to their faith and to their submissiveness (to Allah) – (Al-Ahzab: 22)
 
Honorable Muslims, believing countrymen and Mujahideen

First of all, I would like to extent my felicitation to you all on this auspicious day of Eid-ul-Fitr and wish you a blessed Eid! May Allah (SwT) accept in His Sight your fasting, worship and all good deeds, Ameen!
I also congratulate you all on the latest Jihadi conquests in these joyous days of Eid-ul-Fitr. Following the launch of Al-Khandaq Operations, the Mujahideen have liberated many district centers and vast areas around the country. All praise belong to Allah, Allah (SwT) blessed the Mujahideen with steadfastness and perseverance in the face of all enemy offensives and defeated the ruthless and murderous strategy of the American invaders. May Allah (SwT) accept in His Sight the struggles, sacrifices and martyrdom of martyrs of the believing nation and Mujahideen, may He (SwT) grant the wounded a swift recovery and may He (SwT) bring about the means for the rescue and freedom of the imprisoned Mujahideen, Ameen O Lord of the Worlds!
My Muslim Brothers and Sisters!
Our Jihad against the occupation follows and conforms will all the principles of our religious, intellectual and humanitarian laws. The summary of our outlook is that our Muslim nation reserves the right to live a free life under the shade of an Islamic government that adheres to their Islamic ideology. But the arrogant Idol of today (America and her allies) seek to force their own ideology upon us, retain our country as a military garrison through the means of occupation and usurp our most fundamental right of life (freedom). The American invaders have not desisted from any brutality and severity in pursuit of subduing our nation. They bomb our villages, cities, mosques, madrassas and other events, murder innocent civilians, forcibly displace them and torment thousands of Afghans through unimaginable torture in prisons. And they have afforded themselves judiciary exemption as well so that they may not be held accountable to anyone. On top of this, they want to spread new provocations, immorality, discrimination and conflicts in the country, loot our precious mineral wealth, create new armed groups for their own colonial goals and seek to use our homeland as a rival post against our neighbors and the entire region in general. If the American invaders were given the opportunity to succeed in implementing this dangerous policy then the entire region and specifically our own country and people would be embroiled in such misery and hostilities that all pathways of salvation would be lost.
The only path to rescuing ourselves from all these calamities is for all American and other occupying forces to leave our country and for an independent, Islamic, intra-Afghan government to take root. Our Jihad began for this exact purpose and in conjunction to our armed Jihad, we have kept the doors of understanding and negotiations open to reach this objective and appointed the Political Office of the Islamic Emirate as the exclusive avenue of activity in this regard.
If the American officials truly believe in a peaceful end to the Afghan imbroglio then they must directly present themselves to the negotiation table so that this tragedy (invasion) – the destructive effects of which mainly harm the American and Afghan people – can be resolved through talks. The biggest mistake on part of the American officials is that they approach every problem with stubbornness but force cannot yield results in every case.
We as a Muslim nation reserve the right to force the invaders out of our homeland through every means necessary. If our Jihad against the British and Soviets was deemed legitimate yesterday then our Jihad against the American occupation is similarly lawful and legitimate. There is no logical reason to reject the occupation of yesterday and accept the occupation of today.
My message specifically to the Ulama (religious scholars) of Afghanistan is that America and her allies have been defeated in nearly every aspect of this war therefore they are currently seeking to use the name of Ulama (scholars) for their vested interests. They want to stain the unblemished reputation and history of scholars and damage the honorable status that occupies a special place in the hearts and minds of our people. Hence the noble scholars must remain vigilant and (Allah forbid) do not give them the luxury of misusing your participation in international conferences to divert attention from the occupation of an Islamic land and distort sacred Jihad derived from the texts of Quran and Hadith as civil war.
Afghan Mujahid Nation!
Since the occupying enemy is facing defeat in every battlefront against you, it has therefore kept propaganda war alive against the Mujahideen through their media. They sometimes label the Mujahideen as terrorists and at others attribute our rightful struggle to foreign parties however the constant reality remains that Mujahideen are your own brothers and sons and the protectors of your religion and land. No matter what the enemy media continues to propagate, the reality must be crystal clear as you remain witnesses to everything. Do not believe what the media says rather rely on your own intellect and acumen. The Mujahideen of Islamic Emirate only want that your lives are radiant with the commands of the Holy Quran and you are provided with quality education, Shariah based system, freedom, dignity, honor, peaceful life and the future generations rescued from the damning effects of the disbelieving occupation. We consider both religious and modern sciences essential for the success of Afghans and Afghan society. With the help of Allah (SwT), we have established exemplary peace in areas under our control and have taken steps for the ease, education and progress of the people with all available means at our disposal. And we also assure our nation about a bright future for our country accompanied by peace and prosperity, Allah willing.
In order that our country becomes self-sustainable, job opportunities increase, local economy strengthens and avenues of earning a halal (lawful) living multiply, we invite all our wealthy countrymen and brethren businessmen to promote agriculture and livestock farming and build factories throughout Afghanistan, specifically in areas under Mujahideen control and in return, the Islamic Emirate shall aid you in every endeavor.
The Islamic Emirate treats the matter of civilian casualties as a serious and fundamental issue. We reassure our nation that we have done our utmost in its prevention and will continue to do so in the future.
Taking the life of an innocent human being is the gravest sin in Islam after disbelief, and no person of Iman (faith) would ever willfully commit such an evil. Our Mujahideen – who have chosen the harsh life Jihad for the pleasure of Allah (SwT) – will never deliberately perpetrate a crime that draws the deep displeasure of Allah Almighty. The reality of the matter remains that nearly all civilian tragedies are deliberately carried out by the invaders or by groups that work under the shadow of occupation and are created and funded to weaken and defame the Jihadic struggle. Therefore the people should remain vigilant and ponder deeply over the nature and modality of events and not lend any attention to enemy propaganda.
Our message to all the soldiers, civilian and military personnel working with the enemy is that you are the sons of this land and all your parents and predecessors were Muslims and the followers of Quran and Islam. There is no legal basis for you to fight your own Mujahid nation under the command of the most ardent enemies (invaders) of our religion Islam and Quran who have occupied our land and are committing atrocities against our people. Our only contention with you is on this point. If you abandon aiding the invaders, you are our brothers. Mujahideen – just as they daily welcome soldiers leaving enemy ranks throughout the country and look after and medically tend to prisoners of war – will also assure protection of your life and property. Hence you must also begin taking steps for the salvation of your worldly and eternal life. Peel away from the ranks of the invaders before losing your lives in the service of the Americans.
The transfer of US embassy to the city of Baitul Muqaddas (Jerusalem) is a move that only serves to further expose the absolute hatred of American officials towards Islam, the Islamic Ummah (nation) and Islamic sanctities. We condemn this action in the strongest of terms, consider the issue of the first Qibla (Al Aqsa mosque) of Muslims as an issue of the entire Islamic Ummah and believe that the city of Baitul Muqaddas will continue to remain an integral part of the Islamic world.
My final message directed towards the Mujahideen and local leaders is that you must conduct your responsibilities – whether military or civilian – with complete passion and sincerity.
All areas of the country where Mujahideen administration is active is a crucial test for the Mujahideen of whether or not you will establish Islamic Justice and help the nation in accordance with your slogans and claims.
All of us are held responsible in the Sight of Allah (SwT) because each one of us will be answerable for our own duties and conduct towards subjects under our jurisdiction. Allah (SwT) is Al-Khabeer (The Acquainted) and nothing escapes His knowledge. Our dealings must purely be for Allah (SwT) and should serve the creation of Allah (SwT) purely for His (SwT) sake in the most beautiful fashion possible. Like courteous manners, lenient behavior, humility and softness towards the people should be adopted as our main traits.
The Prophet Muhammad (peace be upon him) told Ma’az ibn Jabbal (may Allah be pleased with him):
إتق الله حيثما كنت, إتبع السيئة الحسنة تمحها و خالق الناس بخلق حسن. رواه ترمذي وقال حدیث حسن
Fear Allah wherever you may be. Do good after every bad to erase it, and deal with people in a courteous manner – Tirmidhi and classified as Hassan
All those in authority should view service and giving due rights to their subjects as their responsibility. The Prophet Muhammad (peace be upon him) has said:
كلكم راع وكلكم مسئول عن رعيته، فالإمام راع وهو مسئول عن رعيته، والرجل راع في أهله وهو مسئول عن رعيته – رواه البخاری، و مسلم
Each one of you is a shepherd and responsible for his flock. Imam (leader) is a shepherd and will be asked about his subjects. A man is a shepherd of his family and will be asked about his subjects. (Bukhari and Muslim)
To end, I once again extend my felicitation on the occasion of Eid-ul-Fitr and call on all the Mujahideen and common people to not forget about their poor neighbors, the orphans, widows, needy Muslims and families of prisoners during the celebration of Eid. Extend a helping hand towards them so that they may also participate in Eid and not feel excluded from these festivities.

New statement from the Islamic Emirate of Afghanistan: "Directives of the Leader for the Mujāhidīn During ‘Īd Days"

In order that our countrymen participate in Eid prayers and other festivities with complete confidence during the joyous days of Eid, the Mujahideen of Islamic Emirate must strictly comply with the following directives:
1 – All Mujahideen are directed to cease all offensive operations against the domestic opposition forces during the first, second and third day of Eid however if Mujahideen are attacked, they must defend with their utmost capability.
2 – Foreign occupiers are excluded from the above order. Continue your operations against them and target them wherever and whenever you find an opportunity.
3 – The Military Commission officials and provincial governors should mark inmates in their prisons and send findings to the leadership office about those who are able to find guarantors that they will not rejoin the enemy ranks and fight against the Mujahideen so that the leader may decide about their release.
4 – All the inmates present in the prisons of the Islamic Emirate – be they criminal or political – should be provided with facilities for Eid celebrations and be given meetings with their families and loved ones if possibilities arise.
5 – The Mujahideen should not participate in civilian congregations where there could be a danger of airstrikes so that our inhumane enemy will not be able to use it as an excuse for their blind bombardments and civilian tragedies.

Praise be to Allah, the All Strong and the All-Mighty. Surely, Strong is His Grip and Strong His Rope (religion), speedy is His victory. He does what He intends. We praise Him as He is praised by the gratefuls and ask for His forgiveness as the sinners do ask His forgiveness and for His bountiful blessing. We testify that Mohammad is His Servant and Messenger, peace and blessing be upon him and on his descendants and companions and his followers until the Day of Resurrection.
Allah, the Almighty says:
“Let him that hopes to meet his Lord do what is right and associate none as partner in the worship of his Lord.” (Chapter 18, Verse 110)

I would like to, first of all, extend you my felicitation on the occasion of the auspicious Eid-ul-Adha, and wish you a blessed Eid. May Allah (SwT) accept in His Sight all your worships and sacrifices – in soul or equipment, the Hajj (pilgrimage) of those who have been able to perform it and the toil, struggle and dedication of all Mujahideen who happen to be serving in any field against the Falsehood, especially, may Allah (SwT) accept the martyrdom of the martyrs, bestow earlier recovery on the injured and procure swift release of the prisoners. Ameen.
My Respectful Countrymen!
The Eid of Offerings reminds us the story of Abraham, the Arch-prophet of Allah (peace be upon him) and his son Ishmael (peace be upon him), drawing our attention to this very hard fact that a Muslim’s steadfastness to remain committed to his principles is not an easy task. The path of Allah entails trials, tribulations and sufferings. We believe the more trials become severe, the more victory and help of Allah (SwT) come closer. Allah (SwT) says:
“When the true believers saw the Confederates, they said: This is what Allah and His Apostle have promised us: surely, Allah and His Apostle had spoken the truth. And this only increased their faith and submission.”
(Chapter 33, Verse 22)
We also believe that Allah (SwT) doesn’t waste an iota of deeds and sufferings of anyone who did it sincerely or went through it self-lessly for the sake of Allah (SwT) as Allah (SwT) says:
“He was not to make your faith fruitless.” (Chapter 2, Verse 143)
Allah, the Almighty will reward them forever good deed on the Day of Judgment. The reward is increased to 10 and 700 times or increased beyond calculation.
Allah, the Almighty says:
“Whosoever brings a good deed shall have ten (times) the like of it; and whosoever brings evil deed, shall be punished only for it. None shall be wronged.” (Chapter 6, Verse 160)
Allah, the Almighty (further) says:
“The likeness of those who give their wealth for the cause of Allah is as the likeness of a grain of corn which brings forth seven ears, each bearing a hundred grains. Allah multiplies to whom He wills; He is Munificent and All-knowing.” (Chapter 2, Verse 261)
As the rewards (in the world to come) have been mentioned in the above verses, in the same manner, Allah (SwT) bestows exaltation and success in this world as well. As such, we are assuring our oppressed people that with the blessing and help of Allah (SwT), the time has reached for obtainment of the results of our sacrifices, with our country having an independent,  Afghan-inclusive and prosperous Islamic system. Our enemies are trying to smash the hope of our people regarding the future, creating baseless apprehensions that anarchy and chaotic situation will prevail in Afghanistan, should the invaders leave and that discrimination based on ethnicity and religion shall sprout up; the Taliban will form a government of monopoly of power or (they claim) Mujahideen of the Islamic Emirate will try to take revenge on their internal opponents. The people should realize that these elements who spread such misinformation are, in fact, the invader’s recruited preachers who are trying to make our countrymen come around to the very view that continuation of the occupation is a necessity. But currently as we have administration over more than half of the country, we have practically proved that we are not harboring any intention to take revenge on any one. Neither, we have any discriminatory conduct nor we want to have monopoly of power. We believe an inclusive and representative system that stands for aspirations of the people is the one in which all strata and ethnicities of a society see their participation.
The main obstacle in the way of peace is the occupation. Peaceful solution of the Afghan issue is the main pillar of the policy of the Islamic Emirate, should the occupation come to an end. To this end, the political office has been tasked to find a peaceful solution.
We urge the regional governments and those of the Islamic world to know our policy and position before announcing any unilateral stance or leveling accusation (against us) and don’t view us from the angle of our enemy. The Islamic Emirate doesn’t have any intention to harm anyone.
We also would like to say that the same applies to those governments of the world who, because of wrong impression, view our presence in Afghanistan as being a danger for them, we want to tell them that our policy is based on this basic principles:
“There is neither harm (in Islamic rules) nor a (Muslim) should commit a harmful act.”
Therefore, the world should remain assured that the Islamic Emirate has no ill intention against any one. Similarly, all the countrymen and public of the world should know this unimpeachable fact that the Islamic Emirate has thwarted growth of very horrendous dogmas; prevented unfathomable gruesome incidents and contributed to security and stability of the whole region. Currently, life, property and honor of people are safe in areas under the control of the Islamic Emirate and every effort is being made to ensure no harm is posed to the neighboring countries and the world from these areas.
I am deeply upset over the terrible situation in the Islamic world, particularly, the relentlessly resentful developments in the Middle East. I urge all Muslims – both rulers and people – to try their utmost to end their mutual differences and defend the oppressed; try to resolve their issues through mutual understanding, so our enemies shall not be able to extend their hands in order to harm us.
I would like to mention that we want a free, independent and progressive Afghanistan. As for as this is concerned, I call on our people not to wait for the foreigners (to build) because their (claim of) building is limited merely to slogans.
Therefore, the Afghans should gird up their loins to work for reconstruction and development of their country and spend their financial and manpower inside the country, particularly, the brothers of the business community should make investment in the country to end the unemployment and save our countrymen from turning to dangerous immigration, hard work and deviation.
If the businessmen are afraid from kidnappers and the usurpers in cities, they may build plants and factories and make investment in different sectors in areas under our administration as well as work for expansion of agriculture. The Islamic Emirate not only encourages them entirely but supports every measure that shall benefit our people and country.
We have set up an exclusive commission tasked with monitoring and protecting projects of roads, bridges, water dams, educational institutions, health centers, production factories and every kind of projects of infrastructure in every part of the country.
We call on NGOs that are intending to carry out works of pubic benefits while observing the rules of the Islamic Emirate, to help in health, educational, agricultural and other social sectors in areas under the administration of the Islamic Emirate. I direct all Mujahideen of the Islamic Emirate to pave the way for works intended for public welfare and prosperity and consider it your responsibility to provide cooperation for (their) activity and security because welfare and prosperity of people is one of the main goals of our Jihad.
We say to those soldiers who are standing in the ranks and files of the enemy that the way you have chosen is no more than spoiling of your life in this world and the world to come. You are fighting against your believing people under the command of the invaders. If you lose your life in this way, your death is a waste and if you are alive and still bent on continuing, then the load of your sins become heavier with the passage of each moment.
The devious slogans of defense of the country and protection of borders are aimed at deceiving you because those who train or equip you do not care about the defense of the country and its borders. So have mercy on yourselves and believe that the Islamic Emirate wants only good for you. We are not against your persons. Rather we are against your deeds.
I call on the educated strata and the notables of the country to consider the Mujahideen of the Islamic Emirate as your brothers for their being representative of your pure aspirations and as freedom-fighters. Socialize with them and draw their attentions to their responsibilities and give them good advice of scholarly and national nature. Our land will surely liberate with the help of Allah (SwT). The future belongs to you and to these freedom-fighters. Insha Allah.
The help of Allah (SwT) lies in piety and in implementation of the sacred Sharia. We should fully pay attention to the implementation of Sharia and abide by it; should perform prayers regularly and, if possible, to perform them in congregation; should not remain ignorant of supplication and the remembrance of Allah (SwT); keep company of religious scholars and pious people and listen to their good advice and act upon them. Should respect and honor the families of martyrs and never ignore them and render them every kind of assistance. Give priority to the treatment of the injured and must keep ourselves well-informed about the situation of prisoners and try to solve their problems and remain in touch with their families and help them to solve their problems. Similarly, should pay attention to the problems of the orphans and the handicapped; consolidate harmony, unity, love and fraternity among yourselves and strictly avoid discord, differences, discriminatory conduct and ethnical, geographical and lingual discrimination.
Grant duty and responsibility on the basis of merit and talent not on the basis of friendship and nepotism.
My Mujahid Brothers,
Behave with the prisoners that you hold in the best manner and don’t keep them in detention without the order of courts. Make arrangement for their education and moral training; obey your superiors in affairs of Sharia and have a good conduct with Mujahideen under your command as you have conduct with your own children. Use them for a target that you shall use your children. They are amazingly pure (dedicated) Mujahideen. Allah forbid, alas if they are used for illegitimate targets or any valueless target. Pay attention to their education and training and moral refinement and to their rights as well as to the implementation of Sharia; to education and training in the liberated areas. Carry out the work of promotion of virtues and prevention of vices through wisdom and good sermon and start it from applying it to yourselves in the beginning. Respect orders of courts and pay attention to their implementation and try to remain obedient to the courts and to the people’s rights and try hard to prevent civilian casualties and comprehensively cooperate with the DPCC (Department of Prevention of Civilian Casualties) in the cause of civilian casualties prevention.
To end, I call on all countrymen, particularly, the wealthy people to offer a share of their festivities of Eid to the miserable countrymen, the families of the martyrs and prisoners and extend them a hand of help.
