All praise be to Allah. We praise Him and seek His help and forgiveness. We also seek His refuge from the evils of our inner selves and from our wicked deeds. Whoever is guided by Allah, there is none to mislead him and whoever is left by Allah in error, there will be none as guide for him (except Allah). I testify there is no God but Allah. Alone is He and has no associate, who honored is soldiers, helped His servant and defeated the confederates. And I testify that Muhammad is His Servant and Messenger, may peace and blessings be upon him, his family, and his companions.
فقد قال الله عزوجل: إِنَّا فَتَحْنَا لَكَ فَتْحًا مُّبِينًا ﴿١﴾ لِّيَغْفِرَ لَكَ اللَّهُ مَا تَقَدَّمَ مِن ذَنبِكَ وَمَا تَأَخَّرَ وَيُتِمَّ نِعْمَتَهُ عَلَيْكَ وَيَهْدِيَكَ صِرَاطًا مُّسْتَقِيمًا ﴿٢﴾ وَيَنصُرَكَ اللَّهُ نَصْرًا عَزِيزًا ﴿٣﴾
Verily, We have given you a manifest victory. That Allah may forgive your sins of the past and future, and complete His Favor on you, and guide you on a Straight Path. And that Allah may aid you with a mighty victory. (Surah Al-Fath, verse 1-3)
و ایضا قال الله عز وجل: إِنَّآ أَعْطَيْنٰكَ الْكَوْثَرَ ، فَصَلِّ لِرَبِّكَ وَانْحَرْ، إِنَّ شَانِئَكَ هُوَ الْأَبْتَرُ.
Verily, We have granted you Al-Khauthar. So turn in prayer to your Lord and sacrifice [to Him alone]. Indeed, your enemy is the one cut-off [from all goodness]. (Surah Al-Kauthar; verse 1-3)
و ایضا قال الله تعالی: قُلْ إِنَّ صَلَاتِي وَنُسُكِي وَمَحْيَايَ وَمَمَاتِي لِلَّهِ رَبِّ الْعَالَمِينَ ﴿١٦٢﴾ لَا شَرِيكَ لَهُ ۖ وَبِذَٰلِكَ أُمِرْتُ وَأَنَا أَوَّلُ الْمُسْلِمِينَ ﴿١٦٣﴾.
Say, “Indeed, my prayer, my sacrifice, my living and my dying are for Allah, the Lord of ‘Alamin (all that exists). He has no partner. And of this I have been commanded, and I am the first of the Muslims”. (Surah Al-An’am; verse 162-163)
To the Muslim and valiant people of Afghanistan, courageous Mujahideen and entire Muslim Ummah!
May peace and blessing of Allah be upon you all!
– I extend my felicitation to you all on the occasion of Eid-ul-Adha, and may Allah (SwT) accept all your sacrifices, Hajj pilgrimage, charity, prayers and good deeds.
I also sincerely congratulate all our compatriots, Mujahideen, the displaced, families of martyrs, prisoners, widows and orphans on the near complete withdrawal of foreign forces as well as the recent conquests and advancements. May Allah (SwT) accept all the sacrifices, hardships and travails endured by all strata in pursuit of freedom, establishment of pure Islamic system and raising high the Word of Allah (SwT), Amen O’ Lord of the ‘Alamin (all that exists).
– Dear Compatriots!
We are celebrating this Eid at a time when majority of American and other foreign forces – by the grace and mercy of Almighty Allah (SwT) – have evacuated our country and the remaining are following suit, numerous districts and large regions of our homeland have attained comprehensive security, and the Mujahideen, with the Help of Allah, have become stronger, better organized, well-equipped and more robust compared to past.
This success is not for the Islamic Emirate and vanguard Mujahideen alone, rather it is a shared triumph of the entire nation who have mutually endured every hardship with us over the course of two-decade Jihad so that our fellow compatriots are freed from foreign occupation.
– In spite of the military gains and advances, the Islamic Emirate strenuously favors a political settlement in the country, and every opportunity for the establishment of an Islamic system, peace and security that presents itself will be made use of by the Islamic Emirate, Allah willing.
We have opened a Political Office for ease of negotiations and political track, have appointed an authoritative negotiations team and are committed to finding a resolution through talks on our part, but unfortunately, the opposition parties are still wasting time. Our message remains that instead of relying on foreigners, let us resolve our issues among ourselves and rescue our homeland from the prevailing crisis.
– We seek good and strong diplomatic, economic and political relations in the framework of reciprocal interaction and mutual agreements with all world countries including America following the withdrawal of all foreign forces, and consider such beneficial for all sides.
– We fully assure neighboring, regional and world countries that Afghanistan will not permit anyone to pose a security threat to any other country using our soil.
And we similarly urge other countries to refrain from all interference in our own internal affairs.
– We assure all foreign diplomats, embassies, consulates, humanitarian organizations and investors that they will not face any problems from our side, rather we will exert all efforts for their protection and security. Their presence is a need of our country that cannot be ignored hence they should continue their work with a peace of mind and not feel a sense of apprehension from the advances and rule of Mujahideen.
– We call on all internal parties that we are not looking for enmity with anyone and our arms remain open for all. Afghanistan is our shared home and if they accept our demand for a pure Islamic system, we will also accept all their rights and lawful demands, and will make good use of their capabilities in the rehabilitation of the homeland.
– Our message to soldiers and various new military formations standing in opposition ranks is to cease fighting and resistance, to join us akin to the thousands of other soldiers who made use of the opening provided by the Islamic Emirate and experienced dignified treatment, so that you may also be safeguarded from dangers of this world and the hereafter, and no longer be a cause for the destruction of our country.
The amalgamation of thousands of Kabul administration troops in various provinces and districts across the country with the Mujahideen in a fraternal atmosphere is a step worth commending. We hope that all those pushed towards war and ensnared in enmity with their own kin also awaken and utilize the available amnesty offer to return to peaceful lives. The Islamic Emirate will arduously fulfill its commitments made to troops that have joined us, will protect their lives, property and honor, and will not allow anyone to oppress or do them harm.
– As the amalgamation process of opposition fighter with the Islamic Emirate is proceeding, I instruct the Military Commission to give special attention to the protection and safe return to homes of those soldiers.
– We call on circles encouraging and exploiting individuals for war under the name of uprisings to learn lessons from past experiences. When you failed to gain anything with the support of tens of thousands of foreign forces, aircrafts and advanced weaponry and technology, you will similarly fail to do anything by yourself, Allah willing. Therefore, it is better you end hostilities and instead support the establishment of an Islamic system.
– None should have reservations about the future. The Islamic Emirate as a representative of its nation is well aware of the problems afflicting our people. Our foremost efforts and priority are geared towards finding a resolution through dialogue and understanding for all outstanding matters, and our belief remains that the general public will no doubt continue to robustly back the Islamic Emirate. The steps of those scholars, tribal elders and sincere figures are commendable whose effective intermediation and acuity led to a large number of opposition troops and fighters defecting to our side. We urge these leaders to continue their efforts and assist the Islamic Emirate in establishing peace and security.
– People play a pivotal role in shaping governments and developing nations. The Islamic Emirate will also provide an opportunity for its people to play an equivalent positive role so that we can build our war-torn homeland together and live in harmony and prosperity under the shade of an Islamic government.
– The Islamic Emirate gives significant attention to literacy programs. If our nation fails to improve educationally, we will fail to advance both socially and economically. Keeping educational institutes operational for economic independence and self-sufficiency, training our children in all educational fields, and especially teaching and training them in religious affairs and advancing in modern sciences are elements the importance of which the Islamic Emirate acknowledges and strives to promote.
Our instruction to the Mujahideen in this regard is to place special focus on religious and scientific programs in areas under the control of Islamic Emirate, to keep madrasas, schools, high schools and universities functional, to help make things easier, to respect teachers of modern sciences, university lecturers and learnt individuals alongside religious scholars, to understand their vital role in society and to assist them in meeting their needs to the best of your abilities.
– Concentrate even more on (protecting) civilian lives during clashes and firefights. The Islamic Emirate has assigned duties to a designated commission so that no one faces harm from Mujahideen during fighting. The Islamic

Peace, Mercy and Blessing of Allah be upon you all!
Before anything else, I would like to extend by felicitation to you all on the occasion of Eid-ul-Adha. I pray to Allah (SwT) to accept your sacrifice, Jihad, migrations and struggles for Islam. May Allah (SwT) accept the martyrdom of the martyrs, free the captives from prisons, turn the sorrow of grieving families to joy and may Allah (SwT) provide quality provisions for the good care and healthy upbringing of the orphans, Ameen O’ Lord of the Universe.
Mujahid Brothers!
Consider the protection of your compatriots and defending their life, property, honor and interests your functional obligation. Treat civilian life with utmost care. Exert efforts in facilitating courts and related organs with resolution of civil dispute cases. Pay serious attention to the security of main roads and highways and extend assistance to merchants in the transport of goods and treat them with good manners.
As we are on the threshold of establishing an Islamic government due to the Help of Allah and your selfless sacrifices, Allah willing and that is for Allah not difficult, hence you must further strengthen and organize your ranks and solidify internal bond and cohesion because all of this (achievements) is due to unity and solidarity. Give greater attention to obedience and taqwa (piety and fear of Allah), be thankful to Allah and refrain from all talk and action that can become a cause for the displeasure of Allah (SwT) and change success into failure.
Afghan Mujahid Nation!
Our Jihad was and continues to be for ending the occupation and establishing a pure Islamic government, therefore, we reassure our Mujahid and persecuted nation that their aspirations will not be betrayed, Allah willing. Our clear message remains that we are not looking for monopoly over power because all the diverse Afghan tribes and ethnicities are in need of one another – rather the consummation, sovereignty and power of an Islamic system is tied with the unity and oneness of Afghans. Islam orders us all towards Islamic brotherhood, honesty and bestowing responsibility upon those qualified. Every individual in society is entitled to exercise all the rights and privileges of life and have their political and social status determined on the basis of merit and piety.
Afghanistan is the shared home of all Afghans and it is the responsibility of every Afghan to develop this home, protect its religious and national interests and defend its sovereignty and borders.
Our ongoing struggle is a tool for achieving the above objectives. If these goals can be achieved through talks and understanding then we completely support it and consider sincere and serious dialogue one of the fundamental ways for finding a resolution.
We do not hold personal vendetta against anyone but have raised arms to defend the sovereignty of our homeland and establish a pure Islamic government. We seek a peaceful life with everyone once those objectives have been met.
Intra-Afghan Negotiations:
The Islamic Emirate has fulfilled its obligations regarding signing an agreement with the United States in Doha and efforts towards launching intra-Afghan negotiations.
It is now up to the other parties to determine how they utilize this opportunity at hand.
Exchange of prisoners which served as a reason for the joy and assurance of thousands of grief-stricken families was a key development which should not have been delayed by the other side. As we are taking steps towards peace, the prisoner release process plays a big part in building trust and shortening our path towards that end.
Domestic parties should immediately remove all obstacles obstructing intra-Afghan dialogue and give priority to the greater interests of our homeland over division of smaller interests so that the Afghans may jointly eliminate all internal and potential causes of war and conflict, restore peace to our homeland and reach an understanding among themselves over future Islamic government.
Foreign Forces:
It is good progress that the Americans and their allies have begun implementing the Doha agreement by initiating the withdrawal of their forces, evacuating five bases and preparing to withdraw all the remaining military and non-diplomatic personal in line with their obligations in the Doha agreement.
The Islamic Emirate remains committed to the agreement signed with the United States. The civilian and military organs of the US government and their allies must also honor the agreement signed with the Islamic Emirate and not create obstacles for ending of the longest war in American history with unwarranted remarks and propaganda.
The United States of America must show seriousness, urgency and prudence in the implementation of such a significant and vital process, make use of experiences gained over the past nineteen years and then properly execute its obligations. For example – extending the ten-day prisoner exchange process to four months, the continuing existence of black lists and carrying out frequent drone strikes, bombardments, raids and artillery attacks on unjustifiable grounds do not serve the interests of anyone nor can such actions play a role in winning the war. Rather such actions are counterproductive and only birth more complications, hence, it becomes imperative that both the United States and the international community take this issue seriously and stop creating further problems.
The biggest issue at hand that needs addressing by the international community is the subject of a very small group unaware of the pains and demands of society being imposed upon the economic resources, reserves and seat of power, whom care not for the higher national interests of Afghanistan, are engaged in a struggle for short-term interests and power, do not give importance to the long-term success and prosperity of the country, delay and obstruct national and other key processes and continually endanger the greater interests of our homeland.
International Relations:
Bringing peace and security to Afghanistan is in the interest of the entire world including the neighboring and regional countries.
The Islamic Emirate is in favor of good relations with all countries of the world. It seeks to maintain relations with Islamic countries in the framework of brotherhood and on the basis of cooperation, emphasizes upon creating an atmosphere of goodwill and trust with neighboring countries, does not seek interference in the internal affairs of others and also wants others to not interfere in our domestic affairs because only such constructive interaction can prove beneficial in security, economic and social spheres for both our and their countries.
Reconstruction:
Following the withdrawal of foreign forces, the Islamic Emirate wants serious steps to be taken for the reconstruction and development our homeland under the shade of a pure Islamic government.
Treasury must be used appropriately and with complete transparency, exceptional plans must be made to rehabilitate the foundations of our ruined nation and pathways must be paved for international economic investment in line with the greater interests of our homeland so that our devasted and war-torn country can take swift strides towards reconstruction, comprehensive development and economic self-sufficiency; our cities and villages can prosper; our compatriots can find employment and be rescued from impoverishment, hardships, emigration and suffering in other countries; can live a bright, happy and self-reliant life under the shade of an Islamic legal system and breathe a sigh of relief in an atmosphere of bliss and security.
Education and Learning:
Education and learning are vital necessities of life. The new generation and youth must adorn themselves with knowledge and wisdom, focus on acquiring education and not waste their precious time.
Delivering education to every corner of the country is a central pillar of our objective. That is why the Islamic Emirate has instructed all Mujahideen to pay extra attention to the education of children of the nation and to facilitate and fully cooperate in the construction of educational institutes, madrasas (religions seminaries) and schools.
Opposition Fighters:
Our message again to individuals and opponents fighting in the opposition ranks is to end your fight and resistance. The door of amnesty of the Islamic Emirate remains open for them. We do not want their families to be left without a caretaker. Our efforts shall focus on convincing them about joining the Mujahideen and safeguarding their lives and that is why we have a Call and Guidance, Recruitment Commission in our structure.
Observing Code of Conduct and Principles:
The officials, Mujahideen and workers of the Islamic Emirate should do their utmost to strengthen and maintain their administrative discipline and unity of rank by implementing the rules and procedures outlined in the code of conduct booklets along with decrees and directives issued by the leadership for all localities because by doing so, it ensures that both our rights and the rights of citizens are secured, security established, national cohesion reinforced and national interests protected.
As the blessed days of Eid-ul-Adha are for spreading joy and sympathizing with the needy, all our wealthy and well off compatriots must aid and extend help to the best of their abilities to those in need especially to the orphans, widows and poor families so they too can at least be free from destitution in these days of Eid.
To end, I once again extend my felicitation to you all on this auspicious occasion of Eid-ul-Adha and may all your obedience and worship be accepted.

I extend my heartfelt felicitation to you all on this auspicious occasion of Eid-ul-Fitr, may Allah (SwT) accept your fast, tarawih and all other forms of worship.
May Allah (SwT) accept the martyrdom of the martyrs, reward Mujahideen and the Mujahid nation for their services and hardships, bestow quick recovery upon the injured and provide provisions for the rescue and freedom of captives.
I pray to Allah (SwT) to grant the families, relatives and children of the martyrs’ patience, immense rewards and fulfilment of their pure aspirations.
Believing Compatriots!
I would like to clarify the policy and objectives of the Islamic Emirate concerning the current state of affairs and recent developments in the country.
1 – The objectives of our Jihad are to gain the pleasure of Allah (SwT), freedom of our country and to establish an Islamic system. The sacrifices, hardships and tribulations endured by the people and Mujahideen in this great cause (Jihad) are not hidden from anyone; therefore to attain and safeguard these objectives and to avert any fitnah (corruption) and threats, I call upon all our compatriots specifically all the officials and battlefront Mujahideen of the Islamic Emirate to pay close attention to your objectives, consolidate your ranks and might, maintain your unity and obedience and further regulate your administrative structure.
2 – As the Islamic Emirate is the shared home of all fellow Afghans and is struggling to attain (the fruits of) our forty-year sacrifices and aspirations hence all the noble scholars, spiritual leaders, teachers, tribal elders, writers, poets, academics and influential personalities of our homeland must expand their cooperation towards the establishment of an Islamic system, peace, rehabilitation, unity and a sovereign Afghanistan. You must use all your capabilities to enlighten your students, associates and communities about the realities, to inform them about our proud history and to fight off all forms of bigotry, prejudice, discord, moral corruption and all other elements detrimental to our holy religion, national unity and sovereignty. These notable personalities must strive even harder for the Islamic identity of Afghanistan, Jihad, struggle for truth and inspiring future generations so that the spirit of sacrifice in the defense of our Islamic and national values is reinforced and strengthened even further in our homeland.
3 – Political relations of the Islamic Emirate with regional and world countries have broadened tremendously compared to the past as trust and confidence is built based on the Islamic Emirate clarifying its stance and policy to others. On the basis of our policy – we seek to have brotherly relations with Islamic countries, neighborly relations with our neighbors and strengthening of constructive relations with all regional and world countries in order that obligations be discharged vis-à-vis regional and global economic prosperity, security and communal life. And we hope that other countries reciprocate and take similar steps.
4 – To those sides and individuals that have reservations about the future political system following the end of occupation – the Islamic Emirate once again assures everyone that it does not have a monopolist policy, every male and female member of society shall be given their due rights, none shall feel any sense of deprivation or injustice and all work necessary for the welfare, durability and development of society will be addressed in the light of divine Shariah law.
5 – Some circles seeking nefarious goals and power through a plan given to them by foreign intelligence networks to promote hatred and bigotry under linguistic, tribal, sectarian and other titles and to threaten and endanger the unity of our country must understand that the Afghan nation and the Islamic Emirate will not permit such undertakings. Just as it rescued our homeland from such dangers in the past, it still (Allah willing) retains such capabilities, hence, it would be better for the perpetrators of such activities to review their approach and refrain from troubling this nation with such evil actions and ideas.
6 – The signing of the historic agreement with the United States of America and the resultant termination of occupation is an extraordinary accomplishment for the Islamic Emirate and the entire Afghan Mujahid nation that can prove beneficial for all sides if implemented sincerely. The Islamic Emirate is committed to the agreement signed with America and urges the other side to honor its own commitments and not allow this critical opportunity go to waste. The implementation of this agreement can prove to be a powerful instrument for bringing an end to the war between America and our country and for establishing peace and an Islamic system in our homeland.
I urge American officials to not afford anyone the opportunity to obstruct, delay and ultimately derail this internationally recognized bilateral agreement between us and you. The text of the agreement is explicit and constitutes a promising framework beneficial for both our nations and for problem resolution that must be fully implemented. Let us move forward with the implementation phase so that a path is paved for the withdrawal of your forces and for peace and security to take hold in Afghanistan and the region.
7 – Detainees are languishing in harsh and difficult conditions in the prisons of the Kabul administration. Humanitarian organizations and various charitable groups and individuals should feel a sense of responsibility in this regard and must take all necessary steps for the safe and quick release of prisoners.
8 – We are offering general amnesty to all those standing in the opposition ranks if they choose to renounce their enmity. We urge everyone to take full advantage of this amnesty by ending their opposition and not becoming an impediment for the establishment of an Islamic government which is the aspiration of millions of martyred, wounded, disabled, orphaned, widowed and suffering Afghans.
9 – The Islamic Emirate is genuinely concerned about civilian casualties in the country and has thus tasked a special commission for the safety and protection of civilians so that they are not harmed by Mujahideen during battles. And God forbid, if such an incident was to occur then the case would be fully probed and the culprits punished.
However, it is absolutely disturbing that civilians and their homes continue to be deliberately targeted in the airstrikes and artillery fire of the opposition, therefore, we urge all domestic and foreign parties to take effective steps for the prevention of civilian casualties on humanitarian grounds.
10 – Coronavirus is a global pandemic. Allah (SwT) afflicts humankind with such tribulations when transgression against Allah Almighty’s religion, nature and human norms reaches its peak. We must seek forgiveness from Allah (SwT), re-evaluate our actions, stop violating the commands of Allah (SwT) and readjust our lives in accordance with the guidelines laid out by Islam so that we may be rescued from this deadly torment and trial.
To control the aforementioned disease, the Health Commission of the Islamic Emirate has been instructed to exert efforts to the best of their abilities by providing medical facilities to the people and not sparing anything at their disposal. Our advice to the general public is that they also pay close attention to all legal and medical measures to protect themselves from this disease so that, God forbid, no harm touches them.
We call on all international health organizations and NGOs to aid our countrymen even further in combatting this disease and to provide them with all the necessary tools available. The Islamic Emirate stands ready to provide every type of assistance to NGOs in the transfer and transparent distribution of aid material.
11 – I instruct all the Mujahideen of Islamic Emirate at this critical juncture to treat the general public with compassion, empathy and kindness, not become a cause for their grievance and annoyance, not engage in arrogance and cruelty, not abuse power and resources to harm the people, strictly refrain from entertaining any sense of privilege, ambition and superiority and to consider every Afghan a brother and show them respect.
To end, I would like to remind everyone that in these blessed days and nights of Eid when all the people of our country are facing severe problems due to the coronavirus outbreak and lack of employment opportunities for the poor and needy; our businessmen and wealthy brothers must show compassion to the poor, take special care of the families of martyrs, orphans, widows and their relatives and not withhold sympathy and aid from anyone in need.

Allah is the Greatest, praise be to Allah in abundance, and glory be to Allah at the beginning and end of day.
Praise be to Allah, He fulfilled His promise, Helped His slave, Strengthened His forces and He alone defeated the Ahzab (confederates). And peace and blessings be upon the one whom has no prophet after him and, on his descendants and companions who spread his religion:
On the 7th of October 2001 after the allied forces led by America transgressed against our homeland, the Islamic Emirate representing the Afghan nation, with the Divine Help of Allah (SwT), finally reached an agreement about the termination of occupation of Afghanistan following nearly nineteen years of Jihad and struggle.
This victory is the collective victory of the entire Muslim and Mujahid nation – of our fellow brothers and sisters who presented monumental and extraordinary sacrifices of life and wealth for nearly two decades.
The accord about the complete withdrawal of all foreign forces from Afghanistan and never intervening in its affairs in the future is undoubtedly a great achievement.
The Islamic Emirate extends its heartfelt felicitation to all strata of society specifically to the Mujahideen, the families of martyrs, the imprisoned, wounded, maimed, displaced and the nation as a whole on the occasion of this tremendous accomplishment and considers this great victory a product of Divine Help of Allah, the heroics of Mujahideen and the sincerity, efforts, struggles and sacrifices of its nation.
Following this great achievement, I wish to turn the attention of Mujahideen and the entire nation to these points concerning the forthcoming state of affairs:
– This accord with the United States about the termination of occupation that shall deliver our people from subjugation is a significant milestone and a special Beneficence, Help and Reward from Allah (SwT). Therefore, we must not label this accomplishment the work of a particular individual or group but consider it a Reward from Allah and the product of the sacrifices of the entire Mujahid nation.
– The agreement between the Islamic Emirate and United States drafted in compliance with Islamic principles and conforming with International standards is a pledge that must be honored by all Mujahideen and Afghans. No official or individual of the Islamic Emirate nor anyone from the general public must violate these terms and everyone must deem it an obligation because Islam does not have any room for treachery and deceit and classifies such an act a great sin. However, if the other party does oppose or violate the agreement then the entire nation must maintain robust defense capabilities.
– The believing Afghan nation specifically the Mujahideen must thank Allah (SwT) for the achievements gained and must commit themselves even further to Taqwa (fear of Allah), truthfulness and sincerity while strictly refraining from arrogance, pride, superiority and meritorious behavior because such things are in conflict with the spirit of Jihad and victory.
– Successful negotiations with the United States prove that solutions can be found for all seemingly complex issues. The success of these negotiations relays a message from the Islamic Emirate to all internal actors that we are ready for a rational and just solution. Come, let us find a solution to our problems in light of the religious and national values of our people and let the Kabul administration end its opposition towards this nation.
– The Islamic Emirate believes in maintaining positive bilateral relations with the world and especially with the regional countries and is committed to the principle of good neighborly relations with its neighbors.
– We assure our oppressed people that all male and female compatriots shall be given their due rights under the shade of a just and true Islamic government.
– Anyone who partook in hostilities against the Islamic Emirate or anyone with reservations about the Islamic Emirate is forgiven and pardoned for all past actions and we seek for them Islamic brotherhood, national unity and a prosperous life.
– The Islamic Emirate shall work towards providing quality (religious and scientific) education, employment, trade opportunities, development and growth in all public sectors because this is the basic right of all Afghans and a fundamental need for our national progress, prosperity and wellbeing.
– The Mujahideen of Islamic Emirate must further solidify, organize and bolster their ranks so that they can attain their objective of establishing an Islamic government and bringing prosperity to their fellow brethren following the end of occupation while simultaneously preventing future unfortunate events, protecting Islamic government, maintaining combat readiness against all potential threats to peace and security and being at the service of people.
– The Islamic Emirate calls on the all strata of our faithful nation – the noble scholars, tribal elders, spiritual leaders, intellectuals, teachers, students and the general public to preserve their unity and cooperation in finding solutions to our domestic issues just as they worked diligently with their Mujahideen brothers in ending the occupation so that this phase also attains success and Afghanistan is blessed with peace and a just Islamic government.
– To end, I express my gratitude to the state of Qatar and its honorable Emir – Sheikh Tamim bin Hamad Al Thani – for facilitating these negotiations and earnestly aiding this process. I also thank and extend best wishes to the states of Pakistan, Uzbekistan, China, Iran, Russia, Indonesia, Turkmenistan, Kyrgyzstan, United Arab Emirates and all others that helped in this process.

هِ مِنْ أَوْلِيَاءَ ثُمَّ لَا تُنصَرُونَ ( ١١٣) هود
And incline not toward those who do wrong, lest the Fire should touch you, and you have no protectors other than Allah, nor you would then be helped (Hud: 113)
Under what argument do you call the ongoing Jihad against the invaders in Afghanistan as an intra-Afghan war?
If your reasoning considers this an intra-Afghan war then how do you interpret the military command of American General Nicholson and the tens of thousands of warring soldiers fighting against this resistance?
I remind the gentlemen who issued these statements under the name of Ulama (Islamic scholars) that this rightful obligatory Jihad against warring infidels in Afghanistan is being led by the religiously sanctioned leadership of the Scholars of Truth. That America and NATO, with all their might and force, is incapable of fighting this Jihad, the fundamental reason behind it is the truthfulness of this Jihad, submission of Mujahideen to religious texts and commitment of Mujahideen to their implementation.
I understand that you are neither ignorant about this crusade (invasion) of Bush against Afghanistan nor do you hold beliefs contrary to Quranic texts but you have made these decisions due to material necessities. So fear Allah (SwT) and ask Him (SwT) to free you from these constraints that you may not be used as hired tools against clear-cut Quranic texts.
My counsel to the Saudi officials is that the people of Saudi Arabia and Afghanistan have strong religious and Islamic bonds, a bond which obligates the people and government of this Muslims country to aid the Afghans in repelling this infidel invasion. Therefore I advise the Saudi officials about hosting such conferences with a quote from the second Caliph of Islam, Hazrat Umar (may Allah be pleased with him):
(نحن قوم أعزنا الله بالإسلام فإن ابتغينا العزة بغيره أذلنا الله).
We are a nation that Allah has honored through Islam, if we search for honor in other than Islam, Allah will disgrace us.
Hence true honor of Muslim lies in following Islamic commands, if they look for it through any other medium, Allah will disgrace them.
Many Saudi youth sacrificed themselves here due to their Islamic obligation during the previous Jihad against the Soviet invasion, mixing their pure blood with the blood of the Afghan martyrs, and that (sacrifice of those martyrs) should be enough of a reason for you to aid our Jihad!
Engagement of other nations in this American war:
This year America tasked the head of the Kabul administration to announce a set of proposals to the Islamic Emirate in the name of a peace process but militarily, America focused all its military might to battle it out with the Islamic Emirate to the extent that during the last NATO meeting in Brussels, it asked member states along with the United Arab Emirates and Qatar to send troops to Afghanistan to fight against the Mujahideen.
We consider this request by NATO at the behest of America from the United Arab Emirates and Qatar as a sign of their military defeat and failure. As Muslim countries, we point out to the United Arab Emirates and Qatar that America seeks to drag you into this futile war in order to transfer the negative military, economic, human affects to your developed countries. If the number one military force in the world (America) and the most advanced military alliance in the world (NATO) failed to achieve anything substantial in this war, what could your twenty and hundred troops possibly achieve?
So be vigilant of getting stuck in a quagmire which has entrapped America herself!
About welfare of Nation:
The Islamic Emirate considers the economic development, reconstruction, investment and other economic strategies as a fundamental aspect of life and welfare of upcoming livelihoods of our nation. The wealthy and educated strata of society hold a larger share of responsibility than other Afghans in regards to thinking about positive and constructive plans about the future of our country. This country will develop through your hands, this country will become your place of rest and prosperity, this country is our shared home and each one of us has a responsibility towards it.
To officials of Islamic Emirate:
As more areas of the country fall under the control of the Islamic Emirate, the larger the responsibility of Mujahideen becomes. All the military and civilian officials must become true models of Islamic governance, must observe all rights of the servants of Allah (SwT), must safeguard themselves from oppression, transgression and misbehavior, withhold the hands of the oppressor, and not hold back from any sacrifice in protecting the lives, wealth, honor and every other right of the Muslim nation.
In the end we again ask Allah (SwT) to bestow His mercy on the Islamic Ummah through His Grace. May Allah help the Muslims wherever they are facing oppression of the enemy, may Allah free the first Qibla of the Muslims from the grip of the Jews in the occupied Palestine and may He grant unity and harmony to the Muslims.
We pray to Allah that He (SwT) free Afghanistan from the American occupation, end the long tragedy of the valiant Afghan people through His Bounty, safeguard the Muslim Afghan nation from all enemy plots through their unity and bless them with an Islamic government on their own soil, of their own choice and choosing.
To end I call upon those people who have sacrificed (sacrificial animals) or are well-off to not forget the families of the martyrs, prisoners, poor and needy Muslims in these auspicious days. Lend them a helping hand so that they may also partake in these Eid festivities. It is with this hope that I once again extent my felicitation on these blessed days of Eid; Eid Mubarak and may your worships be accepted.
