As Kavkaz Center news agency got to known, some time ago, the Caucasus Emirate Emir Dokku Abu Usman received a proposal to consider a question of the official language of the Caucasus Emirate.
This proposal was received in connection with intensive discussions among the Mujahideen and Muslims of the Caucasus Emirate on the matter of public institutions of the CE, a system of administrative management, national language, political and administrative, and legal terminology databases and other important aspects of building of a nation.
It is assumed that the choice will be made between two languages – Ottoman and Arabic. Both options have their arguments, advantages and disadvantages.
Thus, supporters of the Ottoman language indicates that an introduction of this language would be more effective and faster for the peoples of the Caucasus Emirate who historically absorbed in their own languages many words and terms from the Ottoman language. In addition, a part of North Caucasus peoples are Turk-speaking.
The Ottoman language, as is known, is an Arabized (80%) language of Ottoman Turks who established the Islamic Caliphate which existed for almost 500 years and had an enormous impact on the peoples belonged to the Caliphate, or had relations and contacts with them.
Despite the fact that after the destruction of the Caliphate and coming to power of atheists/nationalists, the Ottoman language has undergone a total re-turkazation (the Arabic script was replaced by Latin alphabet, a huge number of new Turkish words were invented which replaced Arabisms and Islamic terms, also the words and terms of European languages were introduced), new authorities were never unable to completely replace the Ottoman language from everyday use. Turkish nationalists were forced to retain it in legal science and law. Without the Ottoman language, the state machine of the new Turkish Republic could simply not function.
Supporters of the Arabic language as the official language of the Caucasus Emirate defend their position by the fact that it is the language of Islam and Muslims who are obliged to learn the language of the Koran.
KC sources do not exclude that the issue of the official language of the Caucasus Emirate will be submitted by the Emir Dokku Abu Usman for special deliberations. Kavkaz Center

In the Name of Allah, Most Gracious, Most Merciful!
May peace and blessings of Allah be upon you, Muslims brothers and sisters.
We had no particular wish to tell about events that are happening, but today we just have to do it, and we have to appear often in front of the camera in order to give necessary explanations for waking some people from their slumber.
Today, Iblis, or the Devil, is particularly active; he uses all his armies from amongst the infidels. Iblis also carries out his work through hypocrites. As we know, they (apostates) arranged concerts called “congresses” to deceive Muslims in Poland and here in Nokhchicho, or Chechnya, Province.
The concert in Poland was directed by Zakayev, so let us begin, perhaps, with this concert.
The Soros Foundation allocated $ 10 million to conduct the Zakayev’s concert in Poland under the name of a “congress”. Zakayev received that money.
What is the motivation for the allocation of this money? On the radio, they said money was allocated for “the congress” and for “achieving peace through political means”.
In other words, there is and there will be no use for the Jihad and Muslims from those 10 million, and no Barakat, or Blessings, from Allah will be there.
Muslims will never be allowed to establish the word of Allah on this earth by peaceful means. This was proved by the Prophet (peace and blessings be upon him), when he (pbuh) moved to Medina.
When they gave a fight (to mushrikeen, or polytheists), people began to speak about them as a force. There were scarcely more than 300 Mujahideen with him in the first Battle of Badr.
And when the Prophet Muhammad (pbuh) returned to Mecca, the Mujahideen had 10 000 people, and polytheists met them with heads bowed low, which proves to us that the infidel does not recognize anything, any peaceful means, except force.
“The search for peaceful means” is carried out by them (the hypocrites and apostates) at a time when Allah is testing us (Mujahideen) with hunger and other deprivations. Enemies have seen that some of the Mujahideen are tired and deceived through preaching about a possibility of holding peace talks.
They (the hypocrites) are trying to deceive Muslims, leaning for support precisely on those (commanders who violated the pledge of allegiance), who organized here the fitna, the discord, which was announced at their Polish “congress”.
Thus, the main purpose of this “congress” was a split among the Mujahideen, a deepening of this split, taking advantage of the situation in which they (the Mujahideen) are … And there is no doubt about that.
No doubt because slogans that are used today by some brothers who arranged this fitna, such as – “we have no ray of hope”, “we have no tomorrow”, “we will not survive the winter”, “all of us were proclaimed terrorists”, and what is now told by Zakayev come from the same source.
From the same source and from the same pen, and there is no doubt about that.
I say that even if Zakayev gives today these $ 10 million or $ 100 million to the Mujahideen, they would evaporate, scatter, and there will be no use for the Muslims from it because no Soros Foundation will ever give money so that there will be some use for Islam from it. This is clear and needs no proof.
They never gave and will never give a penny for the benefit of Islam. Even if some of the money allocated by them (by the Soros Foundation and others like that) is used , for example, for building of mosques, it will be allocated only after they are convinced that the “worship” in them brings no real benefit for Islam.
The second concert of the enemies of Allah, following the first one, was held in the city (now Jokhar, formerly known as Grozny). This concert, directed by their chief “embodiment of justice”, gathered “smart” professors who made “smart” speeches, so that it might seem from aside that these people really said smart things!
One of them says that our people needs to acquire knowledge, that we need to attract knowing men for that, and makes other proposals that do not seem to be bad.
All this is good, but look! These proposals are made at a time when our people is being annihilated and abased, our men are killed, our women are kidnapped. Here is just a recent example: two women were kidnapped, and it goes on on daily basis when at least two or three women disappear not only here (in Nokhchicho), but also elsewhere in the Caucasus.
And they (the apostates/participants of the “congress”) make their “smart” speeches, when here, and all over the world we have Islam trampled, Muslims everywhere are suffering from abuse and humiliation!
This can be compared with such a picture – a man is drowning, and we stand on the bank and discuss how to help him best: maybe, this way, maybe, another way? But what is the use of our intelligent reasoning for the drowning man, if he is already drowned?
I appeal again to brothers and sisters, and especially to the Mujahideen with a call and a warning to be vigilant. And I swear by Allah, they (apostates) went out only in order to weaken us …
I will give you a short example: in 1996, somewhere in August, the first negotiation process started. The mediator was Tim Guldeman, an OSCE representative. There were about 15 field commanders among us, as they called us at that time. The fate of these commanders was different…
Zelimkhan Yandarbiyev just came. There was Shamil (Basayev) there, who stood up and addressed to all of the “field commanders”, and said, referring to the OSCE:
“Do not be fooled! These people didn’t gather today here out of solidarity with us.
These people arranged these negotiations only in order to save the infidels, defeated by the Muslims. Our demands should be: their (Russian) complete disarmament and withdrawal of troops from the Caucasus. We take an obligation to let the unarmed go”.
Our reaction (the former field commanders’) was unequivocal: I remember that all 15 men were ready to rush on Shamil, and I swear by Allah, I was among them!
At that time, we all thought he was crazy, because the war had to be finished…
Today, time showed how right he (Shamil) was, and we could obtain that from the enemy when it was really crushed and helpless!
Subsequent events showed that it was really so, because even at that time, the victory from Allah
for the Mujahideen who fought in Nokhchicho, could be only the hope in the Almighty, the Tawakkul. However, their (OSCE) mission was only to conceal and lower the significance of victorious achievements of the Mujahideen through negotiations.
In order to create an impression that they allegedly achieved a cease fire, these people (the OSCE) tried, as mediators, to impose in every possible way “free elections” and everything else, which subsequently led to a division among brothers, a split and a feud. And those who yesterday fought side by side, shoulder to shoulder, became enemies to each other. It is for this purpose that those mediators were engaged.
So I say today to the Mujahideen, and I swear by Allah that the “congress” in Poland, and the proposals for “peaceful means”, etc. – it is not true, brothers, it is a lie! We know about Bosnia, Kosovo, about everything what is happening today in the Islamic world.
Look here, brothers, a good example for that is Sudan, which is being openly divided into different parts, and nothing is asked from the authorities of the country. Southern Sudan is separated from the country by so-called “peacekeepers”.
The Koran says that disbelievers will not leave us alone until we do not follow their religion, may Allah preserve us from this! There is no sense for us to wait for help from them till the moment when we abandon our religion and follow their passions.
Therefore, brothers, I urge you to be vigilant, and I swear by Allah, those who arrange today the fitna here are deceived by those who lie from abroad, and this is evident from their similar demands: “allow us create a cabinet of ministers, open a ministry of foreign affairs, give us the right to negotiate” and so on.
Brothers, all that is not real, there is no “cabinet of ministers”, and there are no “negotiations”. The infidel is weakening and this is confirmed when he starts talking about “cabinets of ministers” and “negotiations”.
We do not need such negotiations, as we need no mediators, and no Western institutions. And if there is the will of Allah, we will do ourselves, Insha’Allah, everything which is necessary to do in this case. And you, brothers, strengthen your iman, or faith, your patience, rely on Allah and do not let be deceived.
This is my appeal to you! Brothers, beware, because the spread of the fitna comes from the emirs who have been earlier great emirs, and this fitna has a direct relationship with the fitna that comes from abroad.
The fitna which they arranged abroad came here, and so I ask you: do not let yourself turn into a speechless tree.
At this point, I conclude my speech. May Allah direct us to the true path and establish justice between us.

Five mujahedeen, including the Emir of the Dagestan Front of the Caucasus Emirate and Supreme Judge of the CE Seyfullah of Gubden, were blocked today in one of the houses in the village of Gunib, Gunib District, Province Dagestan, a source of the Guraba website reports.
A young Mujahid, son of a martyr (Insha’Allah) Abdulgafur Zakaryayev, Salahuddin Zakaryayev, was also in the house together with the Mujahideen. He contacted the source of the website by cell phone.
During the last call at about 9:12 a.m., he said that their group had left the house and went towards the infidels who blocked the house. He also said that Emir Seyfullah was among them.
And the last words of our brother were: “I am wounded, I am wounded… I’m going to Heavens!”
It is to be mentioned that in several conflicting reports about the battle in Gubden, Russian invaders reported first about one Mujahideen blocked in a house, and then about three.
According to the infidels, a fire broke out during the battle with the Mujahideen in the besieged house. The battle began at dawn and lasted until noon.
The occupiers said that one of the killed Mujahideen had been identified as Emir of Dagestan, Seyfullah. Kavkaz Center
NOTE: As reported last week (here and here) there was controversy over whether Dokku Umarov the Emir of the Caucasus Emirate was resigning as leader. It seems like there has been more fall out from this since below are two statements, which clarify matters. In the first statement, the Qāḍī (Legal Judge) of Wilāyah Dagestan, Sayfullah Gubdensk, declares that Dokku Umarov is the only legitimate Emir of the Caucasus Emirate. While in the second statement, Aslambek Vadalov resigned from his post of deputy Emir of the Caucasus Emirate after supposedly taking over last week. No doubt this was a way for Dokku Umarov to shore up his ranks and not to sow doubt within the organization. I, the Qadi (Supreme Judge) of the Caucasus Emirate, Seyfullah of Gubden, appeal to the Muslims of the Caucasus, and particularly, to the chosen among Muslims, the Mujahideen of the Caucasus Emirate.
I’m making this statement in connection with the situation regarding our Emir Abu Usman. Since early days, there were numerous questions sent to me, but I did not take any hasty decisions, because any Sharia decision is based on specific facts and reliable information. Just yesterday, I received information about the event, sufficient to make a decision and for publication in the media.
I declare the following: The sole legitimate ruler of the Muslims of the Caucasus today is and remains the Emir Abu Usman.
The Mujahideen of the Caucasus swear allegiance to him, and nobody has the right to violate his Bayat, change his mind or not obey to him as long as he does not make a clear kufr (kufrunbavah).
And if Emir orders or acts against the Koran and the Sunnah, then scholars tell him about it and correct him.
Umar bin al-Khattab (r.a) asked his companions: “What will you do if I act against Sharia? They replied: “We will correct you by our swords”. On what Umar thanked Allah that there are such Muslims.
And I do not know any act or order given to Muslims by Emir Dokku Abu Usman, which contradicts the Koran and the Sunnah. And I urge all scholars of the world, if they know anything, then let them it present it to us and explain, based on the Koran and the Sunnah, what actions of Emir Dokku Abu Usman actually contradict the Koran and the Sunnah of the Prophet (pbuh), as the companions of Prophet (pbuh) did, (AsSalyaf AsSalih).
We know our Emir as a humble servant of Allah, and he always asks scholars to correct him if he mistakenly violates the Sharia. And if Emir does not listen to scholars, and remains in his delusion, then there is a need to convene a shura, or council, of people of Ahlul Halli wal Akdi (i.e., people having knowledge in Sharia and military affairs – Military Emirs, or rulers, and scholars) from all the representatives of the provinces of the Caucasus and not just from one single province.
Praise be to Allah, the Shura of the Caucasus Emirate exists today, and it has not been convened on this issue. Each province of the Caucasus Emirate also should also have such a shura of the people of Ahlul Halli wal Akdi, to solve the problems of this province. And any single province of the Caucasus Emirate has no right, according to Sharia, to appoint or remove the Emir of the Caucasus Emirate, and if they try to do so, they become bugats and sinners.
We also ask our beloved brother Emir Abu Usman to remain at his post for the following reasons:
With all respect to our brothers Emirs, we do not know any more reputable and experienced Emir than our brother Abu Usman, who was the cause for the proclamation of the Islamic State of Caucasus Emirate, long-awaited by the unitarians of the whole Caucasus.
I personally wrote to Emir Abu Usman in 2007, before the proclamation of the Caucasus Emirate, a few months before that. I sent him a request to abolish the presidency of Ichkeria and the flag, because we, thousands and thousands soldiers of Allah from different peoples of the Caucasus, did not fight for Ichkeria, for the president, for democracy and parliaments, and especially under the flag of the wolf.
Allah said in his Koran: “Fight them until there is no [more] fitnah (tumult) and [until] worship is [acknowledged to be] for Allah”.
(The Holy Quran, Surah 2. “The Cow”, verse 193)
If the reason for Emir’s leaving is his health, then this leaving is not necessary, we need his head, experience, wisdom and his authority. Regarding those two video clips, where, in the first one, our Emir Abu Usman resigns from the post of the Emir, and in the second, where he cancels the first statement, I would say the following:
Even if both video clips are authentic, then I would say this: Even if there are two hadiths which contradict each other, and they are both authentic – we look at tarih (sequence), and the later cancels the previous (nasih wal mansuh) – the cancelled one, even if it was authentic, has no force .
I, Emir of the Mujahideen of Dagestan Province, on behalf of all Mujahideen of Dagestan, say that we are still faithful to oath given to Emir Abu Usman, Emir all the Mujahideen of the Caucasus Emirate, as long as he remains Muslim and follows the Koran and the Sunnah.
And the claims of infidels and hypocrites in the person of Zakayev, Kafyrov (AKA Kadyrov), Yevkurov and other devils that Abu Usman supposedly lost credibility and trust among the Mujahideen – it’s just a dog’s barking.
Dogs bark, but the caravan goes. Praise be to Allah, the Jihad continues!
I say more, our respect to Emir of the Caucasus Emirate multiplied and his credibility rose even higher among believing Muslims.
May Allah make it easy for our Emir of the Caucasus Emirate, strengthen his iman and health, give forces and patience.
I urge all of my brothers in Islam in the Caucasus to obey the Caucasus Emirate Emir Dokku Abu Usman. Be faithful to him in your oath to the end and do not to succumb to seditions of hypocrites. And may Allah help us, strengthen our foot against the unfaithful people.

The Kavkaz Center editorial staff received via e-mail a statement from the Caucasian Martyrs’ Brigades Riyad-us-Saliheen. The statement says that recent explosion in front of the Gazprom HQ in Moscow was a deliberate demonstration of capabilities of this sabotage unit.

Praise be to Allah, the Lord of the worlds, peace and blessings be upon the Prophet Muhammad, his family, his companions and upon those who followed them in Jihad until the Day of Judgment.
And then:
Under the order of Doku Abu Usman, Emir of Caucasus Muslims, the Mujahideen of the Martyrs’ Brigades Riyad-us-Saliheen carried out an operation in Moscow against the central office of Gazprom, within the framework of the general spring-and-summer actions on the territory of Russia.
The aim of this operation was to show Kremlin businessmen of Russia, and the leaders among them, represented by the leadership of the largest Russian company that, despite assurances of Russian leadership of a victory in a so-called “anti-terrorist operation” that the war is not over, but on the contrary, it has come to your homes and your comfortable offices.
Despite attempts by your authorities to attribute it to banal hooliganism, you know perfectly well that hundreds of bolts in a directed blast came exactly to your office.
Your Kremlin bosses blatantly lie, trying to attribute this explosion to gangster feuds, as they lie about fires that, which covered the entire central Rusnya, occur by themselves.
We remind you that until Russia and your bosses leave the Muslims of the Caucasus alone, sabotages (explosions, fires, etc.) in Russia will continue, Insha’Allah.
Our aim in this operation was not to kill people. We just showed that we can carry out sabotage operations against well-protected areas, and that we can strike almost anywhere in Russia.
The whole central Russia is now declared a zone of our counter-terrorist operation, and if checkpoints in Moscow are now placed only on the outskirts of the city and around it, then we intend to force you to place checkpoints and declare curfews inside your most important city.
So that Muscovites feel in their own skins how Muslims in the Caucasus live for many years. We suspect that it would exert a “good” influence on attractiveness of investments in Russia.
We would also like to warn again all Muslims and all sympathizers of the struggle of Caucasian peoples, living in Moscow and other cities Rusnya, to leave them because it will be only get worse in the future, Insha’Allah. Fires and strikes on all economy targets helping the Kremlin murderers in remain in power will increase.
Everybody who owns even a most miserable apartment in Moscow could sell it and buy a property in almost every country in the world. Moreover, anyone who rents an apartment in Moscow could comfortably live for that money almost anywhere in the earth:
We remind Muslims the hadiths of the Prophet Muhammad (pbuh) about life among unbelievers: “I have nothing to do with a Muslim living among the polytheists”.
(Sahih Bukhari) “I am free from any Muslim who lives among polytheists. The fire of each group should not be visible to the other”.
(Abu Dawud) “He who lives among the polytheists is one of them”.

Moscow and St. Petersburg are the nerve centers of Russian economy, and we intend, this way or another, to continue to attack these centers until Russia ends its occupation of the Caucasus.
Following this warning, we do not want to hear any more accusations that innocent people and especially Muslims suffer from sabotages, because we have repeatedly warned you about the need to leave this cursed place.
Ordinary Russian people should know that all these misfortunes fell upon them because of ambitions of one person – Putin, who has been offered in due time an honorable peace and security for the southern borders of Russia, but he chose to make ordinary people pay in blood for his ambitions, hiding himself behind a whole army of body-guards and tons of armor.
It is obvious for any fair-minded person that the Mujahideen of the Caucasus are a force that is fighting not only for the liberation of the Caucasus, but actually brings freedom to Russian people from the slavery to the KGB yoke.
While Russians die out by 1.5 million people per a year, bank accounts of the ruling regime and controlled oligarchs are only growing, despite the crisis. KGB agents and their business proteges grow fat, while the masses get poorer, and even crumbs from master’s table are destroyed by inflation.
In fact, any sane Russian should strongly support the Mujahedeen of the Caucasus and oppose the KGB junta with arms, as guerrillas in Maritime Territory (in Russian Far East – KC) do, and other guerrilla groups repeat in other parts of Russia.
Any sane Russian must also understand that the attempt to keep the Caucasus under the occupation is an Utopian and totally hopeless task, and that these attempts are only destroying their country from within.
Your leaders are spending billions of your money for the preserving puppet regimes, like that of Kadyrov, etc., rather than to increase salaries and pensions. However, sabotages and fires across Russia are only increasing.
Your rulers can not intelligibly explain why the Caucasus should be a part of Russia, despite the fact that Caucasians, religiously and ethnically, fundamentally differ from Russians, and also have a long history of a fierce fighting against Russian invaders?
After all, even your brothers in faith and blood, the Slavs, Ukrainians and Belarusians, do not want to have anything to do with you, except oil and gas, which you also actually steal from the peoples of Siberia and the Caucasus.
And do not be deceived by the number of so-called Kadyrovites and other traitors and puppets, who sold their faith and their homeland for cars and money. They betrayed their own people and their religion, and they will betray you, as soon as conditions are ripe for betrayal, and you know it.
In conclusion, we gave praise to Allah, the Lord of the Worlds, the Creator of all things, by Whose Will everything happens on earth and in heaven, and for Whom we took the path of Jihad, to extol His Word.
We also congratulate all Muslims with the upcoming holy month of Ramadan, we wish all the strengthening of their Iman and acceptance of their worship. O Muslims, we took the path of Jihad! ПРЕДИСЛОВИЕ
Амир муджахидов Абу Усман Докку Умаров выступил с заявлением, в котором отрекся от любых проявлений идолопоклонства, и утвердил для своих подчиненных исламскую систему правления. Это означает, что он официально объявил о своей непричастности к закону тагута – Конституции ЧРИ 1992 года, вторая статья которой гласит:
«Народ Чеченской Республики Ичкерия является единственным источником всей власти в государстве. Народ осуществляет принадлежащую ему суверенную власть непосредственно и через систему создаваемых им органов законодательной, исполнительной и судебной власти, а также посредством органов самоуправления».
Заявление нашего амира означает, что он считает единственным источником власти не народ, а Аллаха Всевышнего, который ниспослал нам лучший закон и руководство через посланника Своего Мухаммада, да благословит его Аллах и приветствует. Он также отказался от противоречащих исламу названий, таких как: республика, парламент, президент и т.п.
Его заявление является отказом от демократической системы правления и связанных с ней языческих убеждений и доктрин. Права человека, международное право, референдум, свобода слова и вероисповедания, волеизъявление народа – все эти несовместимые с нашей религией понятия больше не имеют отношение к муджахидам Кавказа.
Сегодня некоторые люди пытаются внушить нам, что это решение было принято амиром Докку спонтанно и неожиданно. Кто-то даже выдвинул версию о заговоре российских спецслужб, сумевших подослать к амиру своего гипнотизера, который заставил его «отказаться от чеченской государственности». Это напоминает слова мекканских язычников в адрес нашего пророка, да благословит его Аллах и приветствует. Они, зная его порядочность и честность, не могли обвинить его во лжи, поэтому решили, что пророк заколдован. Называлось даже имя колдуна, якобы заставившего пророка пойти против собственного народа.
«А те, которые не уверовали в истину, когда она явилась к ним, говорят: «Это – всего лишь очевидное колдовство». (Саба 34:43)
Разумеется, колдовство здесь не причем. А спецслужбы кафиров хотели как раз обратного. Ими управляют шайтаны, которые знают, что главным залогом победы мусульман является строгое, неукоснительное следование таухиду (единобожию). Таухид – это цель нашей жизни, ради нее мы сражаемся и готовы умереть. Цель кафиров и мунафиков – лишить нас истинной веры и сделать неверными.
«Они (мунафики) хотят, чтобы вы стали кафирами, подобно им, и чтобы вы оказались равны». (Ан-Ниса 4:89)
«Они не перестанут сражаться с вами, пока не отвратят вас от вашей религии, если только смогут». (Аль-Бакара 2:217)
Известно, что система правления – неотъемлемая часть нашей религии. Известно также, что отказ от какой-либо части религии означает отказ от всего ислама. Именно этого и добиваются сегодня кафиры.
Они силой пытаются заставить нас отказаться от исламской системы правления и насаждают нам свою, тем самым принуждая нас к неверию. Мы встали на защиту своей веры и наш джихад уже давно перешел из стадии защиты жизни и имущества в стадию возвышения слова Аллаха.
Оставалось только открыто объявить об этом. «… дабы погиб тот, кто погиб при полной ясности, и дабы жил тот, кто выжил при полной ясности». (Аль-Анфаль 8:42)
К этому решению муджахиды шли давно. Ниже я расскажу о том как развивались события и какое участие в принятии этого решения принимал автор этих строк.
КРАТКАЯ ПРЕДЫСТОРИЯ
Война с Россией идет уже больше 13 лет. После победы в первой войне случилась смута, огонь которой продолжает тлеть до сих пор. По сей день, у немногих, оставшихся в живых участников той смуты все еще сохраняется взаимная неприязнь. Разобраться сегодня в том кто был тогда прав, а кто виноват практически невозможно. Сегодня очевидно одно: если мы не сделаем правильных выводов из того что случилось, все это может повториться вновь.
Вопрос о том, каким должно быть чеченское государство поднимался не раз. В рядах сражающихся были сторонники светской системы власти (смеси ислама и народных обычаев на базе демократии) и сторонники шариата. Маджлис 2002 года был попыткой положить конец разногласиям среди участников сопротивления, но его результатом стало лишь формальное объединение муджахидов Кавказа.
Некоторые братья признали свои прошлые ошибки, но по многим важным вопросам так и не пришли к одному мнению.
Сложилась такая ситуация, что у нас было только два выбора, каждый из которых неизбежно приводил к катастрофе. Первый – разрубить узел противоречий сразу, не дожидаясь окончания войны. На это не решился никто, потому что было ясно, что это приведет к расколу в рядах муджахидов и может стать причиной поражения.
Другой выбор – отложить решение спорных вопросов до окончания войны или перемирия. Но все понимали, что если даже война и общий враг не смогли сплотить муджахидов, то в мирных условиях сделать это будет практически
Хвала Аллаху, Которого мы восхваляем и молим о помощи и прощении. К Нему мы прибегаем от зла наших душ и от наших скверных деяний.

Я обращаюсь к сражающимся моджахедам Кавказа и угнетенным мусульманам Идель-Урала, Сибири и других регионов оккупированных Руснёй.
Хочу напомнить факт, которые многие мусульмане склонны забывать: наши земли оккупированы русскими кафирами и нам длительное время навязывают свинский образ жизни. Это наказание Аллаха за то, что мы отошли от его пути, потому что ничто в мире не может произойти без воли Аллаха, хвала Ему Всевышнему.
Подумайте, насколько мы прогневали Аллаха, если Он наслал на нас этот народ, самый презренный и низкий даже среди кафиров.
Наши славные предки вели Джихад против этих врагов, и сегодня Аллах испытывает наше поколение, как он испытывает наших отцов. Все повторяется. Джихад выявляет веру и неверие. Сегодня, как и в прежние времена люди разделились на моджахедов, лицемеров и вероотступников.
О коренных кафирах я не говорю – это обнаженная ложь и грязь в человеческом обличье. Это собаки, псы Ада, которых Аллах спускает на мусульман, когда они отходят от своей религии.
Мы, муджахиды, вышли сражаться с неверными не ради сражения, а для того, чтобы восстановить Шариат Аллаха на нашей земле.
Аллах говорит, что Он не изменяет состояние людей, пока они его сами не изменят.
Сегодня, как и во все времена, состояние можно исправить только с оружием в руках. Если бы религию Аллаха можно было бы утвердить на земле другим способом, то наш Пророк (да благословит его Аллах и приветствует) не участвовал бы в 27-ми сражениях.
Нет силы и мощи кроме Аллаха, и при этом Аллах говорит, чтобы делали причину и приготовили силы для ведения войны, сколько можем.
Сколько можем – не означает столько, сколько у кафиров. Это невозможно на данном этапе, и пусть никто не заблуждается и помнит: победа мусульман придет, иншаАллах, не из-за количества воинов и изобилия оружия, а придет по причине нашей богобоязненности. А богобоязненность, это такое состояние души и такое поведение мусульманина, когда он страшится нарушить границы дозволенного и запретного, которые определил Аллах.
Самый главный запрет содержится в самой формуле веры: Ля иллаха илляЛлах!
Повторять эти великие слова, как это делает большинство мусульман, легко и просто, но претворять эти слова в жизнь не легко, и не просто, потому что завоевать Рай не легко и не просто.
Всевышний Аллах предупреждает в Коране, что Он не простит ширк (придавание Ему сотоварищей), а может простить все, что меньше этого, если пожелает.
Мусульмане должны страшиться этого всегда, на протяжении всей своей жизни. Поэтому мы, муджахиды, отказываемся от любых законов, правил, установлений, которые идут не от Аллаха.
Джихад против русских кафиров, который никогда не прекращался, возобновился 16 лет назад в Чеченистане, когда лидером чеченского народа был выдвинут, по воле Аллаха, Джохар Дудаев (да смилостивится над ним Аллах). За это время сменилось несколько лидеров. Мы просим Аллаха благословить их Газават, и всех братьев опередивших нас.
Какие бы политические лозунги с тех пор не поднимались, какими бы словами дела не облекались, все кто выходил на борьбу с русскими кафирами говорили только о Джихаде и смерти на пути Аллаха.
Всем воздастся по их намерению, иншаАллах.
Каждый предводитель Джихада говорил и поступал сообразно тому, как он понимал религию и ситуацию. Мы, иншаАллах, их не осуждаем и не критикуем, а просим Аллаха смилостивиться над нами и над ними.
По воле Аллаха, хвала Ему Всевышнему, удел возглавить Джихад выпал мне. Видит Всевышний, я не искал, не стремился к этой ответственности и никогда не думал, что такая ноша взвалится на мои плечи. Но раз мне было это предначертано, я буду возглавлять, организовывать Джихад сообразно тому пониманию, которое вложил в меня Всевышний Аллах.
Я объявляю всем мусульманам, что веду войну с неверными под знаменем Ля иллаха илляЛлах.
Это означает, что я, Амир муджахидов Кавказа, отрицаю все, что связано с Тагутом. Я отрицаю все кафирские законы, которые установлены в мире.
Я отрицаю все законы и системы, которые неверные установили на земле Кавказа.
Я отрицаю и объявляю вне закона все те названия, которыми неверные разделяют мусульман.
Объявляю вне закона этнические, территориально-колониальные зоны под названием «Северо-кавказские республики», «республики Закавказья», и тому подобное.
Официально объявляю о создании Кавказского Эмирата.
Все кавказские земли, на которых ведут Джихад муджахиды, давшие мне Байат (Присягу), я объявляю вилаятами Кавказского Эмирата.
Не считаю нужным определять границы Кавказского Эмирата.
Во-первых, потому что Кавказ оккупирован кафирами и вероотступниками и является Дар-уль-харб (территорией войны), и наша ближайшая задача превратить Кавказ в Дар-ус-салам (территорию мира), утвердив на его земле Шариат, изгнав кафиров.
Во-вторых, и после изгнания кафиров, мы должны отвоевать все исторические земли мусульман, а эти границы выходят за пределы
