A conference about Afghanistan will be held on 9th of November 2018 in Moscow, the capital of Russia.

As a five-man delegation of the Islamic Emirate (Al Haj Muhammad Abbas Stanikzai, Mawlawi Salam Hanafi, Sheikh-ul-Hadith Mawlawi Shahabuddin Delawar, Mawlawi Zia-ur-Rahman Madani & Al Haj Muhammad Sohail Shaheen) will partake in the conference, there are a few points worth mentioning:

1 – The representatives of Islamic Emirate will clarify the policy of Islamic Emirate about ending the occupation of Afghanistan to the participants.

2 – This conference is not about holding negotiations with any party whatsoever; rather it is about finding a peaceful solution to the issue of Afghanistan.

3 – There will not be any sort of negotiations taking place with the delegation of Kabul administration.

4 – This conference will not be chaired by the Kabul administration.

5 – With participation in the meeting, the international status of the Islamic Emirate will be strengthened even further.

6 – Such diplomatic efforts of the Islamic Emirate showcase the active, clear and independent diplomacy and policy of the Islamic Emirate in the political field.

Eye On Jihadis in Libya Weekly Update: November 6

IS in Action On 3 November, IS fighters clashed with the Libyan National Army’s 128th Battalion near the al-Mabrouk oilfield south of Sirte. No causalities were reported. Other Jihadi Actors On 4 November, the Libyan National Army spokesperson, Brigadier General Ahmed al-Mesmari, stated that investigations into al-Qaeda affiliated Egyptian terrorist Hisham Ashmawi were ongoing. The spokesperson also denied that Ashmawi had been transferred to Egypt. Coordinated and nationwide attacks were carried out during the bogus elections process amid Al Khandaq operations.
407 attacks were recorded across the country until dusk time today, causing the enemy heavy human and material losses, destroying and closing down polling stations, killing and wounding tens of police and soldiers, leaving dozens of vehicles destroyed, election material from multiple sites falling into Mujahideen hands and up to a hundred electoral commission workers being detained. Additionally, most of the polling sites were closed down due to attacks and except for a few cities, most people refrained from participating in all the provinces and districts.
Even as the media tasked by the enemy tried to depict the electoral process as a success the entire day, but what the valiant Afghan nation witnessed themselves was a complete boycott by the people except for participation by regime workers and coerced city dwellers.
The Mujahideen of Islamic Emirate also created obstacles for the enemy polling sites in all districts and provincial capitals, killing security personnel and disrupting the process.
Holding supposed elections in countries under occupations are only meant at deceiving the public because everything is financed, ordered and works for the interests of occupying forces, and that is not acceptable to any Afghan with the slightest bit of conscious.
All details about today’s attacks and incidents were documented and published in written, video and image formats by the news sources of Islamic Emirate and on social media, clearly exposing the censored and fabricated material of the enemy media and revealing failure of the election process.
The Mujahideen of Islamic Emirate proved their determination of becoming an obstacle for this sham process and will never allow the occupying forces to properly enact this theatrical drama no matter the cost.

New statement from the Islamic Emirate of Aghanistan’s Zabīh Allah Mujāhid: "Enemy Electoral Process Fails Nationwide, 166 Attacks Carried Out So far"

Amid the ongoing crushing Al Khandaq operations, today’s sham and theatrical electoral process of the enemy has mostly failed or is in shambles.
From early morning till midday today, a total of 166 attacks have been carried out by Mujahidin on enemy polling sites, checkpoints, bases and military fortifications throughout the country, resulting in tens of enemy intelligence personnel, police and soldiers killed and wounded.
Hundreds of polling centers have either been shut down, have zero turnout or a small number of votes been casted by regime workers.
Looking at the operations by the Mujahideen of Islamic Emirate up until noon time today, we can confidently say that this electoral process was a merely a regime process with only regime workers participating. The rest of the nation announced a boycott and the Mujahideen have also been successful in neutralizing the enemy plot.
The reports, video clips and publications by news sources of Islamic Emirate clearly shows that the theatrical election process has been halted and the enemy is left disappointed.

The negotiation team of the Political Office of Islamic Emirate of Afghanistan – comprising the head of the Political Office the respected Al Haj Sher Muhammad Abbas Stanikzai, deputy of Political Office the respected Mawlawi Abdul Salam Hanafi and members of the Political Office Sheikh Shahabuddin Delawar, Qari Deen Muhammad Hanif, Al Haj Muhammad Zahid Ahmadzai and Muhammad Sohail Shaheen – met with the US negotiation team headed the US special representative for Afghanistan, Dr. Zalmay Khalilzad, on 12th October 2018 in Doha where they held a discussion about ending occupation and working towards finding a peaceful resolution to the Afghan conflict. The representatives of the Islamic Emirate identified presence of foreign forces as the greatest obstacle obstructing true peace and solving problems, adding that Afghanistan is an Islamic country and has its own Islamic values and culture. Keeping that in mind, efforts must be made towards a true and intra-Afghan solution. At the end both sides agreed to continue holding meetings in the future.

Eye On Jihadis in Libya Weekly Update: October 9

IS in Action Throughout last week the Sirte Protection Force (SPF) was on a state of alert following reports of the presence of IS fighters near Sirte. Several days before, the SPF posted photos of their manned checkpoints on the outskirts of the city. Other Jihadi Actors On 8 October, the spokesperson for the Libyan National Army (LNA), Ahmed Mesmari, stated that the Libyan National Army (LNA) had captured former Egyptian Special Forces officer turned Egyptian jihadist, Hisham al-Ashmawy, in the al-Maghar neighborhood of Derna. Al-Ashmawy was captured with a suicide vest on, which he had failed to detonate. Photos published by the LNA show al-Ashmawy bloodied and receiving treatment following his arrest. Following his capture, Egyptian security officials have called for his extradition. Described by some security officials as Egypt’s most wanted man, Al-Ashmawy (also known as Abu Omar Al-Muhajir) joined the Egyptian Armed forces in the 1990s and became a member of the Egyptian Special Forces in 1996, before eventually being expelled from the military for his radicalization. He then joined a north Sinai militant group, Ansar Beit al-Maqdis. However, when this group pledged its allegiance to IS in July 2014, Ashmawy split from the group and established his own group that became linked with al-Qaeda. Al-Ashmawy led the al-Qaeda front groups al-Mourabitoun and later Jama’at Ansar al-Islam. Al-Ashmawy is thought to have been using Derna as a safe haven from which to springboard into Egypt to launch attacks. Al-Ashmawy is accused of several attacks in Egypt including an assassination attempt on then Interior Minister Mohamed Ibrahim in 2013 and killing a leading Egyptian public prosecutor by car bombing in 2015. Al-Ashmawy was captured along with the wife and sons of Omar Rifai Sorour, the alleged Mufti of the Derna Mujahedeen Shura Council who was killed in June of this year. He was also arrested with Bahaa Ali and Merai Abdefattah Khalil Zoghbi. Zoghbi is listed by the UN Security Council and Interpol as a member of the Libyan Islamic Fighting Group (LIFG), al-Qaeda, and Ansar al-Islam. The jihadist is said to have escaped from Italy to Turkey in 2009 where he was provided political asylum. He is thought to have returned to Libya in 2011, fighting with LIFG members amongst the Rafa’a al-Sahti Brigade that would eventually become part of Ansar al-Sharia in Libya.
