New statement from the Islamic Emirate of Afghanistan: “Regarding the Dispute Between Tajikistan and Kyrgyzstan”

Recently tensions have arisen between our neighboring country Tajikistan and Islamic country Kyrgyzstan pushing both countries to the brink of war.

The Islamic Emirate calls on both Islamic and brotherly countries to resolve their disputes through dialogue.

We have the most extensive experience about the destruction of war. Starting a war may perhaps seem easy, but the practical course of war and ensuing catastrophe and damages far outweigh the losses incurred by both sides in the event of an understanding.

Therefore, and on the basis of our own experiences, we call on the leaders of both countries to take into account the long-term interests, peace and security of their respective nations and find a sensible and reasonable solution to the dispute through dialogue and understanding. Such will prove beneficial for both countries and nations, Allah willing.

New statement from the Islamic Emirate of Afghanistan's Zabīh Allah Mujāhid: "The Mujahidin Have No Problem With Anyone On the Tajikistan Border"

A Russian news outlet Sputnik published a report a while back stating that the Mujahideen of Islamic Emirate have clashed with Tajikistan border forces in the country’s northern Kunduz province. Our report in this regard – following an investigation – revealed that about 15 days ago, a group of smugglers tried to move banned substances into Tajikistan border via Kunduz but were engaged by Tajik border troops. This incident has no ties with the Islamic Emirate and neither are the Mujahideen of Islamic Emirate allowed to create problems with border troops of neighboring countries. We strongly reject these reports delivered by whatever source and assure all our neighboring countries that the Islamic Emirate does not have any intention of harming its neighboring nations. However the border area between Kunduz and Tajikistan is very dense and can be misused by smugglers. The Islamic Emirate will try its utmost to fulfill its obligation in preventing illegal trafficking in the area. New statement from the Islamic Emirate of Afghanistan’s Zabīhullah Mujāhid: "Remarks Regarding the Transfer of 4 Border Guards to Tajikistan"


Mujahideen of Islamic Emirate had detained 4 border guards of the neighboring country of Tajikistan that had crossed over the border in the month of September 2014.
The Islamic Emirate, due to good neighborly relations, Islamic brotherhood with the people of Tajikistan and for strengthening future relations, last week handed over the 4 border guards in good health to the neighboring country of Tajikistan with intermediation by the country of Qatar without receiving anything in exchange.
This step by the Islamic Emirate of Afghanistan based upon Islamic compassion and human empathy shows that the Islamic Emirate wants good relations with the world especially its neighboring countries. And as its Islamic and national responsibility it strives to establish relations with its neighbors and countries of the world which are beneficial for Islam and the country.

New statement from Jamā'at Anṣār Allah Tājīkistān: "On the Martyrdom of Amīr Mullo Abdullo"

We, the Mujahideen of Tajikistan, address to the Muslims of Tajikistan in regard to the martyrdom of Mullo Abdullo. First of all, we want to tell our believing brothers and sisters not to grieve.
Our brother Emir Mullo Abdullo has fought against the enemies of Allah for 19 full years, and now Allah returned him to Himself. We ask Allah to accept his martyrdom and to put him into the gardens of paradise.
We would also like to address to non-believers and hypocrites and to tell them that they should not rejoice about the capture of Ali Bedaki or the martyrdom of Mullo Abdullo. In our ranks, there are many more brothers prepared to sacrifice their lives for the sake of Allah, Allah willing, and you will soon feel their force through your slave’s clothing.
It is time for the Muslims to stand up and throw off the chains of Emomali Rakhmonov and his wretched inner circle.
How long can the Muslims endure injustice and humiliation?
The Muslims have been blatantly robbed of their money for the construction of the Rogun hydroelectric power station (even children and teenagers in schools and similar institutions). Even if the hydroelectric power station is ever built, it will only benefit the family of Rakhmonov and nobody will see anything good from it.
The Rogun hydroelectric power station will cost around 1,5 billion dollars. Emomali could have built, not just one, but several Rogun hydroelectric power stations with the money he stole from the people and international organizations.
The “caring government” builds toll roads for the people, robbing the drivers even from nearby villages. The company which collects toll money (registered abroad) is also owned by Rakhmonov.
During the winter, electricity is sold abroad or goes straight to the aluminum factory from which profits go directly to Rakhmonov. And Muslims witnessed that during an exceptionally harsh winter of 2008, hundred of children died in hospitals and villages from the cold.
Rakhmonov’s Tajikistan is a state parasite, headed by a stupid, greedy leader who has not honor or dignity.
Emomali does nothing but only travels around the world with an outstretched hand, not hesitating to beg for pennies under various pretexts, such as help with natural disasters etc.
The people of Tajikistan are the people of “self-reliance.” Who lives among the people of Tajikistan on his salary from the government?
Almost everyone has a relative who went to infidels of Russia to work as a farm hand. The little pittance they earn, they can send back to their relatives, and that is the money that they live on.
The main source of income of this country is the money sent by guest workers and the money from narco-trafficking that thrives in our country.
An army of mindless government officials from the cities, regions and local authorities as well as hordes of cops from the Interior Ministry gang, which hand in hand scalp the people and rob from them their there last penny, so they are left destitute, also need to be mentioned.
At the airports in Tajikistan, every crooked cop, customs agent and border guard thinks that his duty is to snatch up and rob every last cent from young men who go to work as farm hands in Russia.
Muslims abandoned Jihad, so Allah will humiliate Muslims worse than the apostates in Tajikistan or the non-believers in Russia do.
Tajiks in Russia are constantly drunk. Russian infidels (who get drunk and fall asleep in their own urine) have filmed a TV series called “Ravshan and Dzhamshuda.” Is it not a disgrace when the people, who gave to the Umma such scholars as Imam Al-Bukhari, Imam Al-Tirmizi, Imam Darimi Al-Smarkandi and many others, make such TV serials?
Now this greedy little pharaoh Emamali, seeing such “patience” among the Muslims went even further. He wants take away the last thing that remains – the ruminants of the religion.
He banned our sisters, daughters and mothers to wear the hijab, because, being a servant of Satan, he hates the hijab.
In his efforts to build a “civilized” state based on Western model, he decided to force Muslim women to undress. This monster believes that openness and accessibility of Muslim women is a sign of “civilization and progress.”
The devil’s whispers led to a decision by the tyrant Emamali to ban children aged less than 18 years to attend the mosques. They allegedly skip school lessons because of the prayers. Although, the only prayer time that coincides with school classes is the Zuhur prayer, held when they all have lunch.
Then why didn’t he ban children from going to gaming arcades and dens of inequity, where kids sit for hours all days long? He does not hide his hostility to the religion of Allah at all, he threatened parents of those who are studying at Islamic schools abroad with jail sentences or fines of up to 35 thousand dollars.
Where would these poor peasants get that kind of money? Who is the filth that would make such laws?! Even in infidel constitutions of infidel countries such laws do not exist.
In his effort to serve his masters in Russia and America, this dog surpassed many renegades.
Now this regime began demolishing mosque under the pretext that they were built “illegally.” But mosques are the houses of Allah, and everything on Earth belongs to Allah the Most Glorious and High. He gave it to us for use by the Muslims as an imanat, and such an imanat is in dire need by all of us.
Today, it is clear to what the signing of the “peace treaty” in 1997 led. Any agreement with Satan is forbidden. Some emirs were tempted by leather seats of ministerial posts, and the others were promised government posts and abandoned the Jihad.
Where are today the poisoned Said Abdullo Nuri, Merzoi Ziyo and many others? They are either dead or in prison. Punishment awaits in both worlds those who have gone over to the apostates.
Let’s look at those who helped to bring this Dzhanobi Kholi to power: where are Gafur Sedoy, Yakub Salimov and others who brought him to power and without whom this dog would be nothing?
While Muslims may not remove these bloodsuckers and parasites from their own necks, humiliation will not continue. Everybody from us will be asked on the Day of Judgment what he did when Rakhmonov was demolishing the houses of Allah, when he did not allow kids and teenagers to go to the mosques and when their parents were put trial.
Allah will ask, Allah willing, what did we do when the minister of education Abdudzhabbor Rakhmonov called monkeys the mothers of the students that wear the hijabs? We will all be asked this question, Allah willing.
Muslims should stand up for each other and fight the tyrants and their servants who set up their infidel laws and want to force the Muslims to live by those laws.
Attack the cops and the government employees that fight against Islam! And those who do not fight against Islam and consider themselves Muslims – let them leave their doggish jobs.
Dzhanobi Pasti Emamali decided to act against the religion of Allah. Allah willing, he and his dogs will be subjected to even more humiliation in this world. Do not let them demolish the houses of Allah. Demolish their own houses! Remove this filth from around your necks. All power and authority belong only to Allah.
Today, the fighting in the ranks of the Mujahideen is not carried out only the brothers from Rasht and Badakhshan, as it was in the 1990’s. Today, our mujahid ranks include brothers from all the corners of Tajikistan: from Khatlon, from Sugda, from Dushanbe and Gissar.
Today, the Mujahideen, fighting in our ranks, have firm faith, they do not fight for power or positions in the society, they only want to make supreme the world of Allah.
Many of us had good business and a good position in society, but after Allah opened our hearts to the truth, we abandoned this world, and, Allah willing, strive for the appeasement of Allah.
We do not need expensive cars or positions in society, as we already had all of that before, and we left it all for the sake of Allah. We want to raise the world of Allah in our land and liberate the people from slavery and humiliation, which were brought to them by the enemy of the Tajik people, the servant of the infidels – Emamali.
We appeal to you, dear brothers and sisters of Tajikistan! Are you not prepared to leave this world, what do you fear and what are you waiting for?
Rise up, the peoples of Dushanbe, Khatlon and Badakhshan, Sugda and Rasht!
Is there not a single decent man among you who has not bowed his head before the non-entities that is headed by alcoholic Emamali?
Look, where is now the president of Egypt Hosni Mubarak? Where is now the president of Tunisia? What is now happening to the president of Libya? Allah (SWT) is punishing them in this world and humiliating them in front of the whole world.
These “servants of the people” sat on their thrones as long as the good people did not “ask” them to leave, they never even thought about that. Why do you not “ask” Emamali to leave? Is this former director of a collective farm any better than Mubarak or Ben Ali?
Do not be indifferent to the religion of Allah. Believers are forbidden to tolerate disbelief, humiliation and injustice. Allah’s punishment is more severe than police batons and prison cells.
Do not leave for police arbitrariness your friends and families who have decided to stand up against Satan. Do not submit to the apostates who have forbidden your children from going to the mosques and do

al-Zawahiri’s Line of Succession

When a U.S. drone strike killed Ayman al-Zawahiri in Kabul almost a year ago, al-Qaida was left yet again to find a new emir, eleven years after the death of its founding leader Usama bin Ladin. Al-Zawahiri had long prepared his organization for this moment though. Back in late November-December 2013, he had sent a missive to Jabhat al-Nusra, then al-Qaida’s Syrian affiliate, conveying that “he would be absent for a time from contact for his security circumstances.” In this message, the Egyptian, anticipating his prolonged absence, devised a formal chain of succession in the event of his demise to prevent a void in al-Qaida’s leadership.

Though dated, al-Zawahiri’s succession plan is still the best primary document to study when reflecting on the outlook of al-Qaida’s leadership as it offers invaluable insight into the mindset of the late emir of al-Qaida regarding his replacement. This transitional period appears especially challenging for al-Qaida. After Bin Ladin’s killing, there was no question that al-Zawahiri was his legitimate heir, whereas today the group does not have such an obvious candidate. Further, public calls to “dissolve al-Qaida” have multiplied within the militant milieu over the past few years, therefore making al-Zawahiri’s replacement even more critical to the Central organization in its quest to keep its affiliates’ loyalty and maintain its global reach.

al-Zawahiri’s Chosen Ones

When he outlined how al-Qaida should handle his demise in 2013, al-Zawahiri had no less than four names in mind for his succession, which he ranked as follows: Abu al-Khayr al-Misri; Abu Muhammad al-Misri; Sayf al-Adl; and Nasir al-Wuhayshi. His first three choices were all fellow Egyptians with a decades-long history in jihad, which stretched back to Afghanistan in the 1980s. A member of al-Qaida’s Shura Council since 2001, Abu al-Khayr had previously acted as “the main coordinator” between al-Zawahiri’s Egyptian al-Jihad group and al-Qaida. He had long been highly regarded and trusted by al-Qaida’s leaders, including Bin Ladin, to the point that he was privy to the 9/11 plotting. For their part, Abu Muhammad and al-Adl held leading roles in al-Qaida’s training, military, security, and external operations committees and were serving in al-Qaida’s Shura Council since the early 1990s. Finally, al-Wuhayshi was the then leader of al-Qaida in the Arabian Peninsula (AQAP).

Although al-Zawahiri’s succession plan seemed very Egyptian-centric, it is worth noting that his hierarchy was no different from Bin Ladin’s. In a letter written in September 2010, the latter stated that “Shaykh Abu al-Khayr and Shaykh Abu Muhammad are above our brother (…) Sayf al-Adl”. The difference with al-Zawahiri was that, while Bin Ladin considered that al-Adl had “efforts that would benefit the jihad and the mujahidin […] in the military work”, he did not see al-Adl fit to become the “general manager” or even the deputy manager of al-Qaida, let alone its emir.  

At the time al-Zawahiri was crafting his short list, his first three choices were detained in Iran. He had thereby to rely on his fourth candidate, al-Wuhayshi. Since then, “all the branches of al-Qaida know that [al-Wuhayshi] was deputy to Shaykh Ayman, and practiced his competencies entirely because of the absence of Shaykh Ayman,” according to al-Nusra. The release of an Iranian diplomat held hostage by AQAP in Yemen in March 2015 came to revitalize al-Qaida’s top leadership. Indeed, in exchange for their diplomat’s release, Tehran freed six senior al-Qaida figures, including al-Zawahiri’s three successors. Following his subsequent relocation to Syria, Abu al-Khayr shared with al-Nusra “a letter making clear through it that [he] was the successor to Shaykh al-Zawahiri.” As for Abu Muhammad and al-Adl, the duo remained in Iran, as they “were barred from departing [the country],” all the while overseeing al-Qaida’s affairs.

Five years later though, al-Zawahiri had lost three of his potential successors: al-Wuhayshi was killed in al-Mukalla, Yemen, on June 12, 2015; Abu al-Khayr was killed in Idlib, Syria, on February 26, 2017; and Abu Muhammad was gunned down in Iran’s capital Tehran on August 7, 2020. Al-Adl is thus the only remaining successor picked by al-Zawahiri back in 2013 and the best positioned to take over, at least on paper. In practice, al-Adl’s ascension appears compromised by al-Qaida’s own protocols, as al-Zawahiri specified that his heir must be “in Khurasan or one of the branches of the group.” Besides, al-Adl’s murky status in Iran has already caused his leadership to be contested internally. In Syria, al-Nusra rebuffed what they viewed as the excessive influence of al-Adl and Abu Muhammad precisely because the duo was “present in an enemy country (Iran),” whereas the “organizational principles for al-Qaida itself stipulate that no one can enjoy competencies so long as he is not in one of the branches.” In the aftermath of al-Zawahiri’s death, it was reported that the potential nomination of al-Adl was facing a “large number of opponents” inside the al-Qaida camp, a defiance mostly motivated by his longstanding presence in Iran, which is viewed as highly suspicious within jihadi circles. 

A few months ago, a report from the U.N. Analytical Support and Sanctions Monitoring Team asserted that al-Adl was now “operating as the de facto and uncontested leader of the group.” The aforementioned al-Qa‘ida regulations and criticism about al-‘Adl are no minor hurdles though and should thus warrant caution regarding this claim. Besides, it would not be the first time that he was erroneously labeled as such. Back in 2011, after the death of Bin Ladin, media reports had already claimed that al-‘Adl had been appointed as the new leader of al-Qa‘ida, even though he was then still detained in Iran. The latest U.N.’s report on Afghanistan alleges that al-Adl may have recently relocated to Afghanistan, a development which would significantly help his case. This claim is far from making consensus though. If al-Adl were still in Iran with limited freedom of movement, this would likely be viewed as too problematic by the Central organization for him to be the permanent leader, regardless of his seniority or military acumen.

The Shura Council

Since the death of al-Wuhayshi, Abu al-Khayr and Abu Muhammad between 2015 and 2020, al-Zawahiri has had plenty of time to find new candidates (besides al-Adl) for his replacement. To be sure, operational security has at times hampered al-Zawahiri’s ability to communicate with the outside world. Yet, his private correspondence with his aides, from Syria to Yemen, and his numerous public statements before his killing suggest that his courier network was functional enough for him to relay a new succession plan during that time frame. It is thus doubtful that al-Adl was the only designated successor when al-Zawahiri was killed last year. 

While the latter’s updated short list has been kept secret, it is clear that the members of al-Qaida’s Shura Council will play a pivotal role in this transition. Indeed, the organizational guidelines set up by al-Zawahiri state that if none of his options could take over, then “the brothers in the Shura of the general command are to choose a new amir.” Further, it is most likely within this top al-Qaida’s body that al-Zawahiri took new candidates (besides al-Adl) for his replacement. Here, it is worth remembering that the first three choices of al-Zawahiri for his succession were all part of the Shura, even though their role had long been limited owing to the restrictions they faced in Iran.

Between March and June 2014, each member of al-Qaida’s Shura took an oath to follow al-Zawahiri’s initial succession plan. Today, only two of these six figures appear to be alive: Abd al-Rahman al-Maghribi and Hamza al-Ghamidi.

A former software programming student, al-Maghribi, a Moroccan national, lived in Krefeld, western Germany, before traveling to Afghanistan together with a small group of friends in mid December 1999. Recommended by Karim Mehdi, a German-based Moroccan veteran of al-Qaida’s camps in Afghanistan, al-Maghribi was sent straight to Bin Ladin’s headquarters in Kandahar while his companions were dispatched to a training camp. In Kandahar, al-Maghribi mixed with other jihadis formerly based in Germany, including 9/11 coordinator Ramzi bin al-Shibh and the German convert Christian Ganczarski. Most importantly, al-Maghribi began his longtime career in al-Qaida’s propaganda effort. Described as an “expert in computers” by a close jihadi friend, al-Maghribi was tapped for his background by al-Qaida’s leadership to be part of the group’s media arm al-Sahab, alongside 9/11 mastermind Khalid Shaykh Muhammad (KSM), who headed al-Sahab, and 9/11 facilitator Mustafa al-Hawsawi, among others.

Honorable Prime Minister of the Islamic Emirate of Afghanistan, venerable Deputy Prime Ministers, esteemed members of the Cabinet, representatives of world countries, academics, experts and all those present!

May Peace, Mercy and Blessing of Allah be upon you all

I am overjoyed that following positive developments in Afghanistan, we are able to convene such a high-level economic conference for the very first time.

To begin, I would like to express my gratitude to the Prime Minister for calling this meeting and to the Finance Minister and his team for preparing this vital conference.

Excellencies,

Over the last five months since the new government came to power in Afghanistan, entire focus of the Ministry of Foreign Affairs has been centered around opening a new chapter of relations between Afghanistan and its neighboring, regional and world countries.

It was the need of hour that we present a real picture of Afghanistan and the Islamic Emirate to the international community following a two-decade propaganda war against us. Over the course of this period, we managed to hold meetings with foreign ministers and senior officials of neighboring, regional and world countries, as well as to travel to different states. Moreover, we also held the honor of hosting representatives and dignitaries of various countries and international organizations right here in Kabul.

These meetings and travels resulted in the opening of a new chapter of relations between Afghanistan and the world, clarifying to all that Afghanistan is now the owner of a responsible and committed political actor that believes in mutual respect and mutual interests. We were able to reduce negative perception about Afghanistan in our meetings, and build mutual trust and confidence.

Esteemed participants,

Economy has a distinct and key role in our new foreign policy. We believe in a neutral, balanced and economic-centric foreign policy. We are witnessing geo-political approaches being replaced by geo-economic approaches on regional and international stages. We believe that an economic-centric foreign policy has the potential of isolating conflict and bringing governments closer on the basis of mutual interests.

Objective of an economic-centric foreign policy is to both establish relations with the world based on mutual economic interests, and to transform Afghanistan into a hub of regional economic connectivity. We invite leading international governments and investment companies to invest in various sectors of Afghanistan. Moreover, with security taking hold in Afghanistan and with the advent of a responsible and corruption-free government, an opportunity has presented itself for us to play a pivotal role in regional economic connectivity. The time is nigh to turn this ambition to reality. Afghanistan from now onwards shall serve as an arena of cooperation, as opposed to competition, between governments.

With unremitting efforts, Uzbekistan and Tajikistan are now connected with South-Asia via Afghanistan and Afghanistan is now regularly being utilized as a short transit route between these countries.

Another trilateral Turkmenistan-Afghanistan-Pakistan transit agreement is also under works and all shall witness its materialization very soon. Our pursuit of becoming a transport transit center shall not end here, rather negotiations are underway to connect Russia, Kazakhstan and ultimately entire Central-Asia with South and South-West Asia. This shall on the one hand become a source of uninterrupted revenue for Afghanistan, and on the other, bind stability in Afghanistan with the economic interests of the region.

Excellencies,

Another key agenda of our foreign policy was attracting emergency humanitarian assistance, salvaging banking and monetary systems, and business growth regarding which we held consecutive technical meetings with related departments of various countries in our foreign travels and inside the country.

Attracting humanitarian assistance and working on changing international mindset to delink economic and humanitarian assistance from politics, easing sanctions on banking and financial systems and reaching agreements with neighboring and regional countries about increasing Afghan exports are elements that demonstrate our economic-centric policy.

Honorable participants,

We must not forget that the two-decade regime, endemic corruption, neglect of basic infrastructure and imposed wars resulted in our people facing a humanitarian catastrophe. Availing this opportunity, I would like to wholeheartedly thank all those countries and relief organizations that have extended humanitarian assistance to the most vulnerable in our hour of need.

I, however, must add that humanitarian assistance may address short-term problems, but for Afghans to stand on their own feet and not become a burden for others or be forced to migrate from their homeland, we must pave the way for implementation of major economic projects in order to attain national self-sufficiency.

The Afghan government will exert its best efforts towards creating an even more secure environment for foreign and domestic donors and investors in investment and basic infrastructure projects. To end, I again avail this opportunity to call on the United States of America to unfreeze the assets of Afghanistan’s Central Bank and to remove all impediments for relief organizations and Afghans in money transfers to Afghanistan. We hope that world countries will also raise their voices for this pure human issue.

May Allah make this conference a source of economic progress for our beloved homeland.
