A Tribute to Jihadology – The Islamic State Police in Wilayat Halab

There are few specialists in the realm of jihadism studies who can claim to have not relied on Jihadology at some point in the course of their research. Over ten years, the website has grown to be the Internet’s most important repository for primary jihadist source material. At a time when social media sites are cracking down more vigorously than ever on dissemination of jihadist videos and writings, Jihadology proves the vital resource for those of us who simply lack the time to trawl through and save all of those materials on our computers.

I first came to notice Jihadology in late 2012, partly on account of my curiosity at the time about jihadist anashid. At the time I was an undergraduate student at Oxford University and had not yet become deeply involved in primary research on jihadism, but that rapidly changed as the Syrian civil war continued to develop and the Islamic State in Iraq and al-Sham (ISIS) was announced in April 2013. Soon I began rigorously looking for all the primary materials I could find on ISIS’ evolution in Syria. I had the privilege of coming to write a column for Jihadology that primarily focused on ISIS in Iraq and Syria. After ISIS officially declared itself the Caliphate, my research angle shifted somewhat away from the group’s official propaganda and began examining internal administrative documents that emerged in the open source realm, which I started to compile in an archive on my own site. As I began to procure my own collections of Islamic State documents primarily coming out of Syria, I started a new column on Jihadology under the title of The Archivist in order to feature some of those documents with select analysis.

Throughout my years of research, I have always admired Aaron Zelin’s philosophy underpinning Jihadology: that is, making source materials available for other researchers to use. This philosophy partly drove my own approach in showcasing administrative documents with translation (my other inspiration lay in the handbooks of Latin and Greek epigraphic materials that were most useful to me in my undergraduate studies in Classics with Oriental Studies). I have also shared Aaron’s philosophy in other realms, such as making primary interviews I have conducted accessible in raw format on my site, as well as the original texts in my Arabic translations of excerpts from Old English and Gothic writings.

Though the era of completely open access to the primary source materials on Jihadology has now come to an end for security reasons, the site continue to remain accessible to those with genuine research purposes. If all Jihadologists were like Aaron in their approach to archiving primary materials and assisting fellow researchers in finding those materials, the field would be certainly be much healthier and happier!

So, in short, without wishing to prolong this panegyric, here is for many more decades of success for Jihadology! Or, as I might say in Latin to Aaron: Deus te benedicat! Et nunc et semper prospere geras!

To commemorate the tenth anniversary of the site, I have decided to feature some exclusive documents with translation on the structure of the Islamic State’s ‘General Police’ as it existed in Wilayat Halab (‘Aleppo province’). It would appear that the ‘General Police’ was the reconstituted ‘Islamic Police’. Regrettably, some of the pages of the original publication appear to be missing from the surviving copy I have. Nonetheless, I showcase some of these documents to illustrate (though in a very partial sense) how the Islamic State organized its police apparatus in the later stages of its territorial control in a region of Syria. Note that in the translation, any parenthetical insertions in square brackets are my own.

Amir of the General Police: he is the official before God responsible for tracking and overseeing and supervising the divisions of the police in Wilayat Halab and conveying the orders from the wali.

Amir of the Special Police: he is the official before God responsible for tracking, overseeing and supervising the divisions of the military police in the wilaya and conveying the orders from the amir of the general police in the wilaya.

Amir of the Police in the Sector: he is the official before God responsible for tracking and overseeing all of the stations in the sector and conveying the orders from the amir of the sector and the amir of the police in the wilaya to all the stations in the sector.

Amir of the Police in the Station: he is the official before God responsible for arranging and organizing the station he is entrusted with by the amir of the police in the sector.

Amir of the Intelligence: he is the official responsible before God for gathering the information in terms of security and criminal matters and referring them to the amir of the general police.

Amir of the Security of the Routes: he is the official responsible before God for making clear the presence of the Islamic State and managing security in the areas that are behind the ribat [frontline manning] lines.

Note: in the event that there occurs a disagreement between the amir of the general police and the amir of the sector, the orders of the amir of the sector are to be implemented until referral of the matter to the wali [provincial governor].


Note: the checkpoints should be affiliated either with the sector or the amir of the police in the wilaya, and that will vary.



The checkpoints are divided into:

a) Firm checkpoints: their number is 8 brothers and they are the officials before God responsible for recording entry and exit from and to the sector or wilaya over the course of 24 hours and they are situated at the main entry to the wilaya and sector. They also track the wanted people and catch them if they try to pass through the checkpoint, prevent smuggling of people to outside the lands of the Dawla [Islamic State], and arrest the slackers from the soldiers of the Dawla and hand them over to the military police. Also the amir of the firm checkpoints is the amir and official responsible for the flying checkpoints.

b) Flying checkpoints: their number is 6 brothers from the inhabitants of the area, their work being in undefined places and times. They also arrest those who try to flee from the firm checkpoint and they are affiliated with the firm checkpoint. Their amir is one and their base is one.

In the name of Allah, the Most Merciful, the Most Compassionate

All praise be to Allah. We praise Him and seek His help and forgiveness. We also seek His refuge from the evils of our inner selves and from our wicked deeds. Whoever is guided by Allah, there is none to mislead him and whoever is left by Allah in error, there will be none a s guide for him (except Allah). I testify there is no god but Allah. Alone is He and has no a sociate and I testify that Mohammad is His Servant and Messenger.

Allah (SwT) says: Indeed, We have given you [O Muhammad] a manifest victory (1) That Allah may forgive you your sins of the past and the future, and complete His Favour on you, and guide you on the Straight Path (2) And Allah may Help you with a mighty victory (3) – Surah Al-Fath

To the believing Afghan Mujahid nation, vanguards of the battlefronts and the entire Muslim Ummah!

May peace and blessing of Allah be upon you all!

I extend my heartfelt felicitation to you all on this auspicious occasion of Eid-ul-Fitr, may Allah (SwT) accept your fast, tarawih and all other forms of worship.

May Allah (SwT) accept the martyrdom of the martyrs, reward Mujahideen and the Mujahid nation for their services and hardships, bestow quick recovery upon the injured and provide provisions for the rescue and freedom of captives.

I pray to Allah (SwT) to grant the families, relatives and children of the martyrs’ patience, immense rewards and fulfilment of their pure aspirations.

Believing Compatriots!

I would like to clarify the policy and objectives of the Islamic Emirate concerning the current state of affairs and recent developments in the country.

1 – The objectives of our Jihad are to gain the pleasure of Allah (SwT), freedom of our country and to establish an Islamic system. The sacrifices, hardships and tribulations endured by the people and Mujahideen in this great cause (Jihad) are not hidden from anyone; therefore to attain and safeguard these objectives and to avert any fitnah (corruption) and threats, I call upon all our compatriots specifically all the officials and battlefront Mujahideen of the Islamic Emirate to pay close attention to your objectives, consolidate your ranks and might, maintain your unity and obedience and further regulate your administrative structure.

2 – As the Islamic Emirate is the shared home of all fellow Afghans and is struggling to attain (the fruits of) our forty-year sacrifices and aspirations hence all the noble scholars, spiritual leaders, teachers, tribal elders, writers, poets, academics and influential personalities of our homeland must expand their cooperation towards the establishment of an Islamic system, peace, rehabilitation, unity and a sovereign Afghanistan. You must use all your capabilities to enlighten your students, associates and communities about the realities, to inform them about our proud history and to fight off all forms of bigotry, prejudice, discord, moral corruption and all other elements detrimental to our holy religion, national unity and sovereignty. These notable personalities must strive even harder for the Islamic identity of Afghanistan, Jihad, struggle for truth and inspiring future generations so that the spirit of sacrifice in the defense of our Islamic and national values is reinforced and strengthened even further in our homeland.

3 – Political relations of the Islamic Emirate with regional and world countries have broadened tremendously compared to the past as trust and confidence is built based on the Islamic Emirate clarifying its stance and policy to others. On the basis of our policy – we seek to have brotherly relations with Islamic countries, neighborly relations with our neighbors and strengthening of constructive relations with all regional and world countries in order that obligations be discharged vis-à-vis regional and global economic prosperity, security and communal life. And we hope that other countries reciprocate and take similar steps.

4 – To those sides and individuals that have reservations about the future political system following the end of occupation – the Islamic Emirate once again assures everyone that it does not have a monopolist policy, every male and female member of society shall be given their due rights, none shall feel any sense of deprivation or injustice and all work necessary for the welfare, durability and development of society will be addressed in the light of divine Shariah law.

5 – Some circles seeking nefarious goals and power through a plan given to them by foreign intelligence networks to promote hatred and bigotry under linguistic, tribal, sectarian and other titles and to threaten and endanger the unity of our country must understand that the Afghan nation and the Islamic Emirate will not permit such undertakings. Just as it rescued our homeland from such dangers in the past, it still (Allah willing) retains such capabilities, hence, it would be better for the perpetrators of such activities to review their approach and refrain from troubling this nation with such evil actions and ideas.

6 – The signing of the historic agreement with the United States of America and the resultant termination of occupation is an extraordinary accomplishment for the Islamic Emirate and the entire Afghan Mujahid nation that can prove beneficial for all sides if implemented sincerely. The Islamic Emirate is committed to the agreement signed with America and urges the other side to honor its own commitments and not allow this critical opportunity go to waste. The implementation of this agreement can prove to be a powerful instrument for bringing an end to the war between America and our country and for establishing peace and an Islamic system in our homeland.

I urge American officials to not afford anyone the opportunity to obstruct, delay and ultimately derail this internationally recognized bilateral agreement between us and you. The text of the agreement is explicit and constitutes a promising framework beneficial for both our nations and for problem resolution that must be fully implemented. Let us move forward with the implementation phase so that a path is paved for the withdrawal of your forces and for peace and security to take hold in Afghanistan and the region.

7 – Detainees are languishing in harsh and difficult conditions in the prisons of the Kabul administration. Humanitarian organizations and various charitable groups and individuals should feel a sense of responsibility in this regard and must take all necessary steps for the safe and quick release of prisoners.

8 – We are offering general amnesty to all those standing in the opposition ranks if they choose to renounce their enmity. We urge everyone to take full advantage of this amnesty by ending their opposition and not becoming an impediment for the establishment of an Islamic government which is the aspiration of millions of martyred, wounded, disabled, orphaned, widowed and suffering Afghans.

9 – The Islamic Emirate is genuinely concerned about civilian casualties in the country and has thus tasked a special commission for the safety and protection of civilians so that they are not harmed by Mujahideen during battles. And God forbid, if such an incident was to occur then the case would be fully probed and the culprits punished.

However, it is absolutely disturbing that civilians and their homes continue to be deliberately targeted in the airstrikes and artillery fire of the opposition, therefore, we urge all domestic and foreign parties to take effective steps for the prevention of civilian casualties on humanitarian grounds.

10 – Coronavirus is a global pandemic. Allah (SwT) afflicts humankind with such tribulations when transgression against Allah Almighty’s religion, nature and human norms reaches its peak. We must seek forgiveness from Allah (SwT), re-evaluate our actions, stop violating the commands of Allah (SwT) and readjust our lives in accordance with the guidelines laid out by Islam so that we may be rescued from this deadly torment and trial.

To control the aforementioned disease, the Health Commission of the Islamic Emirate has been instructed to exert efforts to the best of their abilities by providing medical facilities to the people and not sparing anything at their disposal. Our advice to the general public is that they also pay close attention to all legal and medical measures to protect themselves from this disease so that, God forbid, no harm touches them.

We call on all international health organizations and NGOs to aid our countrymen even further in combatting this disease and to provide them with all the necessary tools available. The Islamic Emirate stands ready to provide every type of assistance to NGOs in the transfer and transparent distribution of aid material.

11 – I instruct all the Mujahideen of Islamic Emirate at this critical juncture to treat the general public with compassion, empathy and kindness, not become a cause for their grievance and annoyance, not engage in arrogance and cruelty, not abuse power and resources to harm the people, strictly refrain from entertaining any sense of privilege, ambition and superiority and to consider every Afghan a brother and show them respect.

To end, I would like to remind everyone that in these blessed days and nights of Eid when all the people of our country are facing severe problems due to the coronavirus outbreak and lack of employment opportunities for the poor and needy; our businessmen and wealthy brothers must show compassion to the poor, take special care of the families of martyrs, orphans, widows and their relatives and not withhold sympathy and aid from anyone in need.
