A number of religious scholars, journalists and political figures have recently lost their lives in targeted attacks in different parts of the country.

The Islamic Emirate has rejected such killings each time and labeled it detrimental for the country. It once again proclaims to both our compatriots and the world that such people are not included in our military target lists.

The Mujahideen of Islamic Emirate solely target enemy that is actively engaged in fighting or carrying out espionage activities.

Barring this, lethal action against other people is neither an objective nor in the interest of the future of our homeland.

The Islamic Emirate has had specific targets from the outset of its struggle and unfailingly accepted responsibility for those actions. The Islamic Emirate has never attacked non-military and unarmed personnel over the past two decades, hence allegations by the Kabul administration of baselessly implicating the Islamic Emirate in such attacks are unsubstantiated.

The Islamic Emirate calls on its fellow citizens and the world to identify elements and circles that are engaging in these activities at this critical juncture in order to muddy water and catch fish.

We believe these attacks are perpetrated by those whom oppose the establishment of peace and Islamic system in our homeland. They want to besmirch Mujahideen with such attacks and lay groundwork for the prolongation of occupation of the country.

During an interview with Tolo news yesterday, the Foreign Minister of Iran Dr. Javad Zarif made some comments that can be taken as open interference in the internal affairs of Afghanistan.

Such irresponsible and misconceived remarks by Iranian officials have the potential of harming relations between two friendly and neighboring countries.

The Islamic Emirate is not in any UN terror list and comments by Iranian Foreign Minister in this regard are based on faulty information. We urge Iranian officials to avoid aggravating Afghan sensitives with such irresponsible statements.

We have always sought and continue to seek positive relations with all neighboring countries including Iran and we expect the same from them, therefore we call on them to desist from such remarks in the future so that we are also not forced to respond.

Some twenty years ago when America launched its invasion of Afghanistan, the persecuted and defenseless Afghan nation – with fatwa from distinguished Afghan scholars and with bare hands but indomitable faith – was forced to pick up arms in defense of their right to freedom and to stave off collapse of their Islamic government.

This great worship accompanied by great hardships, trials, displacements, imprisonments, sacrifices and tribulations has been duly guided to this stage over a twenty-year period.

Now, the invading American forces have agreed to withdraw their forces but have yet to complete this process, and the individuals imposed on the Afghan nation who served the American invaders as civil servants to protect their interests are still in power.

The Afghan nation has endured immense spiritual blows in the framework of this imposed regime – immorality has reached a peak, administrative corruption has become a social norm, and looting, expropriation, bribery, embezzlement, usurping rights of people, and transgression and violation of private premises has become a daily routine.

On top of this it has imposed a foreign system on Afghans, tremendously harmed our religious values, and pushed Afghanistan towards polarization, prejudice, ethnic and sectarian hostility and a host of other problems.

As the Afghan Mujahid nation initiated their noble Jihad against the invaders for the establishment of a pure Islamic system and sacrificed hundreds of thousands of souls to that end, it is accordingly their inherent Islamic and legal right to pursue their lawful objectives through the apt use of Jihad and political means.

The aim of Jihad is to raise with word of Allah (pure Islamic system) – and until this Islamic aim is achieved, Jihad shall continue with all its legitimacy and glory, and no one is allowed to hinder or create obstacles for this great aspiration of the Afghan nation.

Recently, a number of supposed Ulama councils inside and outside the country, who have endured not a single day of hardship in Jihad nor have they any firsthand knowledge of the Afghan situation, have unfortunately issued fatwas (edicts) and ruled this great Jihad unlawful.

The majority of the Islamic Emirate, from its leadership all the way down to its last Mujahid, are pious citizens, religious scholars and Islamically informed individuals. If any scholar is skeptical about the legitimacy of the ongoing Jihad or lacks information, then they must desist from issuing void fatwas and must follow religious principles by foremost acquiring extensive knowledge about the situation, hearing the arguments of Mujahideen, and then passing judgments about issues.

A number of palace scholars of the Kabul administration that had no qualms about religion, country and principles over the course of twenty years but conversely made invalid justifications to siphon stipends from American invaders by considering themselves ‘weak and unable’, are now convening gatherings and issuing staged fatwas. This is cardinal and historic perfidy towards religion, Islamic teachings and the persecuted Afghan nation.

We understand full well that these plots are instigated, financed and promoted by enemy circles that shall not have the slightest effect on the ongoing Jihadic activity, Allah willing and nothing is hard for Allah.

US President Donald Trump has tweeted that they should have their remaining forces in Afghanistan at home by the end of the ongoing year.

Islamic Emirate welcomes these remarks and considers it a positive step for the implementation of the agreement signed between The IEA and the US.

IEA is also committed to the contents of the agreement and hopes for good and positive relations with all countries, including the US, in the future.

The US Department of Defense in its report to the congress stated that according to reports of other organizations, members of Al Qaeda organization continued to support the Islamic Emirate in attacks and other such allegations.

The Islamic Emirate strongly rejects this report and considers such remarks a campaign promoting specific and malicious objectives.

Our Mujahideen are strong enough to combat the enemy and are not in need of support from any foreign side or organization.

Such provocative reports only serve to make Afghans even more skeptical about US intentions for peace.

American officials, politicians and astute parties must not fall into the trap of baseless allegations and not become victims of false reports and information pushed by some warmongering circles present within the American military apparatus.

The Islamic Emirate has committed itself in the Doha agreement to preventing harm to the United States and its allies from Afghan soil.

We remain committed to the aforementioned agreement and have so far implemented and will continue to honor our part of the agreement.

New release from the Islamic Emirate of Afghanistan’s Dhabīḥ Allah Mujāhid: “Remarks Concerning the Completion of the First Phase (135 Days) Since Signing of the Agreement”

As 135-days since signing of the Doha agreement between the United States of America and Islamic Emirate of Afghanistan come to a close, we would like to communicate the following points:

– It is a welcome and positive step that the United States and its foreign allies have reduced the number of their forces and vacated five bases in accordance with their commitments under the agreement.

– The delay in the completion of the first condition of the agreement – the prisoner release process – in this period is very unfortunate due to it becoming a cause for the delay of intra-Afghan negotiations and comprehensive peace. There should currently have been even more prisoners released alongside the provided list.

– The issue of blacklisting of the leaders of the Islamic Emirate remaining unresolved is also a cause for concern that must be given serious consideration and practical steps taken.

– No attacks have been recorded against foreign forces by the Mujahideen of Islamic Emirate following the agreement which shows that the Islamic Emirate is committed to the contents of the agreement.

– It is unfortunate that although there is an explicit provision in the agreement that halts all types of military movements outside active combat zones, the American forces and their internal supporters over the course of these 135 days have frequently carried out bombings in non-combat zones, offensive operations by the Kabul administration forces have been supported and Kabul administration aircrafts have been flown by American pilots to carry out airstrikes against civilians, Mujahideen and public infrastructure.

In just the past ten days, the Americans and their internal supporters have repeatedly carried out drone strikes and bombings in Logar, Badghis, Maidan Wardak, Ghani, Zabul, Uruzgan, Helmand and Kandahar and carried out two raids. These all are blatant violations of the agreement and a deliberate attempt at provoking the Mujahideen towards large-scale attacks. The Islamic Emirate condemns all these attacks and demands its immediate suspension.

– Yesterday’s attack in Samangan and similar escalation of violence in other areas are a reaction to the launch of operations by the Kabul administration, ruthless attacks on civilians like in Sangin district of Helmand and the violations committed by the American forces. These cannot be classified as actions but as reactions.

– The Islamic Emirate again calls on America and related sides that the swift and complete implementation of the Doha agreement is in the interest of everyone. This opportunity must sincerity be taken advantage of, the process not obstructed nor delayed and the situation stopped from spiraling towards further mistrust, peril and problems.

The American side must not afford a very small specific circle an opportunity to muddy water and catch fish, rather the interest, views and demands of the entire nation must be respected.

A report by the US Department of Defense (Pentagon) compiled for the congress stated that the Islamic Emirate continues to support Al Qaeda in the Indian Subcontinent.

We strongly reject this report and consider it propaganda and unsubstantiated for the following reasons:

– The Islamic Emirate, in line with its own policy, does not interfere in the affairs other countries hence it does not seek to support anyone working outside the borders of Afghanistan in India or any other country.

– Afghanistan is under the direct occupation of America and its allies for the past nineteen years and the Afghans under the leadership of the Islamic Emirate are fighting a great war of independence and establishment of an Islamic government. How is it then possible that we support anyone outside our borders when we ourselves are engaged in such a burdensome war?

– The Islamic Emirate signed an agreement with the United States on the 29th February 2020 and is currently using all means at its disposal for its implementation and bringing comprehensive peace to Afghanistan.

On the aforementioned grounds, the Islamic Emirate does not support any foreign organization in the Indian Subcontinent or any other place.

It is very unfortunate the defense department has published such an irresponsible report or propaganda is conducted to confuse common thinking in such a sensitive time.

We call on American officials to remain committed to the Doha agreement, end propaganda based on false information and stop individuals in the US military apparatus from propaganda who still possibly seek war in Afghanistan for their own personal interests or the interests of defense companies.

A number of western media outlets have published reports alleging that the Mujahideen of Islamic Emirate received payments from Russia for killing American troops and other such rumors.

We strongly reject this allegation. The nineteen-year Jihad of the Islamic Emirate is not indebted to the beneficence of any intelligence organ or foreign country and neither is the Islamic Emirate in need of anyone in specifying objectives.

The Islamic Emirate has made use of weapons, facilities and tools in its nineteen-year Jihad that were already present in Afghanistan or are war spoils frequently seized from the opposition in battles.

The American forces suffered most of their losses from simple plastic bottles that were filled by the Afghans in their own homes with their own homemade explosives.

These rumors are being circulated to create hurdles for the departure of American troops, to weaken and confuse advocates of peace in America and to attribute the great heroism and achievements of the Afghans to foreigner circles.

We reassure our nation and the entire world that the Islamic Emirate is not a tool of anyone nor is it employed for foreign agendas rather it has sacrificed to protect its religion, land and greater interests and has accomplished everything with its own hands and initiative.

Such rumors can never change the stance of the Islamic Emirate. We believe that implementation of the agreement signed with the United States of America will ensure the goal of achieving comprehensive peace and we remain committed to it in the future just as we have completely acted upon it so far.

We welcome the statement by the European Council backing the peace efforts in Afghanistan, however, this statement contains phrases that violate the right of sovereignty of Afghans. It must be said that foreign imposed systems have always produced war and devastation in our homeland and have never been accepted by Afghans. We have constantly shown commitment to non-interference in the internal affairs of others in our statements and on the basis of this international principle, we also expect others to not interfere in our internal affairs nor complicate the issue of Afghanistan even further.

On the basis of the agreement with the United States, American allies are also bound to the commitment of non-interference in the internal affairs of Afghanistan. The future governance system shall be chosen by the Afghans in intra-Afghan negotiations and this is a legitimate right reserved by the Afghans. It is hoped that all parties will honor their commitments, adhere to the international principle of non-interference and not harm the peace process.
