Some twenty years ago when America launched its invasion of Afghanistan, the persecuted and defenseless Afghan nation – with fatwa from distinguished Afghan scholars and with bare hands but indomitable faith – was forced to pick up arms in defense of their right to freedom and to stave off collapse of their Islamic government.

This great worship accompanied by great hardships, trials, displacements, imprisonments, sacrifices and tribulations has been duly guided to this stage over a twenty-year period.

Now, the invading American forces have agreed to withdraw their forces but have yet to complete this process, and the individuals imposed on the Afghan nation who served the American invaders as civil servants to protect their interests are still in power.

The Afghan nation has endured immense spiritual blows in the framework of this imposed regime – immorality has reached a peak, administrative corruption has become a social norm, and looting, expropriation, bribery, embezzlement, usurping rights of people, and transgression and violation of private premises has become a daily routine.

On top of this it has imposed a foreign system on Afghans, tremendously harmed our religious values, and pushed Afghanistan towards polarization, prejudice, ethnic and sectarian hostility and a host of other problems.

As the Afghan Mujahid nation initiated their noble Jihad against the invaders for the establishment of a pure Islamic system and sacrificed hundreds of thousands of souls to that end, it is accordingly their inherent Islamic and legal right to pursue their lawful objectives through the apt use of Jihad and political means.

The aim of Jihad is to raise with word of Allah (pure Islamic system) – and until this Islamic aim is achieved, Jihad shall continue with all its legitimacy and glory, and no one is allowed to hinder or create obstacles for this great aspiration of the Afghan nation.

Recently, a number of supposed Ulama councils inside and outside the country, who have endured not a single day of hardship in Jihad nor have they any firsthand knowledge of the Afghan situation, have unfortunately issued fatwas (edicts) and ruled this great Jihad unlawful.

The majority of the Islamic Emirate, from its leadership all the way down to its last Mujahid, are pious citizens, religious scholars and Islamically informed individuals. If any scholar is skeptical about the legitimacy of the ongoing Jihad or lacks information, then they must desist from issuing void fatwas and must follow religious principles by foremost acquiring extensive knowledge about the situation, hearing the arguments of Mujahideen, and then passing judgments about issues.

A number of palace scholars of the Kabul administration that had no qualms about religion, country and principles over the course of twenty years but conversely made invalid justifications to siphon stipends from American invaders by considering themselves ‘weak and unable’, are now convening gatherings and issuing staged fatwas. This is cardinal and historic perfidy towards religion, Islamic teachings and the persecuted Afghan nation.

We understand full well that these plots are instigated, financed and promoted by enemy circles that shall not have the slightest effect on the ongoing Jihadic activity, Allah willing and nothing is hard for Allah.

The title of this release is in reference to Qur’anic  verse 7:176. Here it is in full: “And if We had willed, we could have elevated him thereby, but he adhered [instead] to the earth and followed his own desire. So his example is like that of the dog: if you chase him, he pants, or if you leave him, he [still] pants. That is the example of the people who denied Our signs. So relate the stories that perhaps they will give thought.”

الحمد لله والصلاة والسلام على رسول الله وعلى آله وصحبه ومن والاه وبعد أسبق البعض ممن سيقول، بل سيقول البعض، كيف تخطّ خطّاً في تأييد الشيخ المقدسيّ، وأنت من قال فيه، ثم قال، ثم قال؟! أهذا تلوّن أم نفاق؟! فأقدم رديّ أولاً. قلت: دعوني يا أهل الملامة إنني قد كنت دوما للحق تبّاعا نعم، قامت بيني وبين الشيخ المقدسيّ مناحرة شديدة، ما أردت إثارتها وقتها إلا لبيان حقٍ رأيته ولا زلت، وإظهار خطئ بيّن لديه، ولا زلت، في موضوع تصنيف الخوارج، لما رأيته وقتها من أهمية هذا الأمر في معركة كانت قائمة، تراق فيها دماء المسلمين، وتُقيّد أيديهم بفكرة أنهم بغاة مسلمون، فيترددوا في قتالهم. ثم انتهى الأمر بانتهاء واقعه … وقضى الله على بؤرة السوء كلها، والحمد لله ربّ العالمين. وصَفَتْ نفسي، التي ما عكّرها، وأخرجها عن أمثل ما فيها حيناً، إلا أمرا شرعيّا محدداً، استخدمت فيه كافة الأسلحة المتاحة، لرده عن المسلمين. ويشهد الله لم يعد في قلبي للشيخ إلا الاحترام والتقدير لما بّذَلَ، كما أقدّر دور كل من بذل صادقاً في سبيل الله يوماً، منذ أن بدأت مسيرتي قرابة نصف قرنٍ مضى. وأعود إلى سبب هذه الكلمات، وهي الهجوم على الشيخ المقدسيّ بسبب جلدِه للهيئة الظالمة الفاسقة، الخارجة عن حدود الله. وما يرميه به الشاب مظهر لويس، الذي أمّلنا فيه يوما، حين كان يخاطبنا بالتوقير والاحترام، ويطلب تقديماً لكتابه عن الخوارج، لمّا علم لمن السبق في تمهيد هذه المسألة وطرح معضلاتها وإظهار حقيقتها. أمّا عن تصرفات الهيئة، فقد كنت قد أبديت تشككي، ثم استيائي ثم هجومي الشديد عليها، منذ سبتمبر 2017. وهذا مدوّنٌ في كتاب “أحداث الشام” . فهو ليس بأمر وليد الساعة، ولا الأحداث الأخيرة المروّعة، التي بيّنت طبيعة ذلك التنظيم الإجراميّ المتسيّب عقدياً، المنحرف حركياً. ولا داعي لذكر تفاصيلها، إذ كررتها مرات تلو مرات، وشهد بها واقعها الأليم الحسير مراتٍ تلو مرات. لكن ما جدّ هو ذلك الاتهام الذي لا دليل عليه البتة للشيخ المقدسيّ بعمالته للمخابرات الأردنية! هذا جديد، وحقير وساقط في آن واحد … وهذا ما يجب دفعه من حيث يسبب سابقة في الرمي بالكفر العينيّ، تضاهي ما فعله الخوارج مع خصومهم. إن قال أحدّ بالشك، بل باليقين، بأنّ هناك تنسيق على أعلى مستوٍ بين الهيئة وقياداتها وبين الأتراك ومخابراتهم، فهذا أمرٌ عليه دلالة الواقع على أرض إدلب خاصة! وكيف يُنكر هذا والأمور تسير وفقاً لخارطة معينة تجعل القرار التركيّ هو الأسبق والأحق بالاتباع من أي قرارٍ آخر، سواء مصدره الشريعة أو العقل المستنير؟! القرارات التي تُنفّذ، والدوريات التي تُنسّق، والبيوتات والإخوة الذين يعتقلون ويُسلّمون، أليسوا بدليل كافٍ على التواطئ؟! هذه أفعال، لا أقوال وشبهات … وليس يصح في الأذهان شيء إذا احتاج النهار إلى دليل لكن، في المقابل، يقال إن سكوت الشيخ المقدسي عن إنكار ما حوله من كفريات النظام الأردنيّ، دليلٌ، أو قرينة، أو شبهة على تواصله وتنسيقه وموالاته لهم، فهذا إجرام سافر، غير مُقنّع، وجهل بمعني الدليل والقرينة في الشرع والعقل. فالخطر الواقع على داعية ما، يتغيّر بالنسبة إلى الأفراد حسب أماكن تواجدهم، وحسب وضعهم في ذلك المكان. ويكون لذات الأمر الواحد حكمان، أحدهما يوجِبُ والآخر يَحْظُر، أو يَكْرَه. كذلك بعدٌ آخر، وهو المماثلة بين ما هو واجب ومستطاع بالنسبة لجماعة مسلحة، على ما هو واجبٌ أو مستطاع بالنسبة لفرد أعزل. وقد انحرفت رويبضات الهيئة في تقدير كلا الأمرين معا. لا يمكن للشيخ المقدسيّ، الفرد الأعزل، الذي لا تحميه جماعة ولا يحمل سلاحاً اصلاً، ولا هو مُطالبٌ شرعاً بنقد النظام الأردنيّ ومخابراته، وهو وعائلته يعيشون تحت قبضة ذاك النظام المجرم السفاح. فإن في ذلك مفسدة حالّة واقعة حاضرة يقينية. ولو أن الشيخ المقدسيّ نصر ذاك النظام بكلمة تأييد، لقلنا، تجاوز حدّ المتاح له لدرء المفسدة، وتعدى إلى جلب مصلحة. لكن الرجل صمت. ولا يُنسب لصامتٍ قول كما في القاعدة الشرعية. وصمتُه هذا سلبيّ، محمول على وضعه الأمني الشخصي، الذي هو مقدّم على مصلحة الجماعة، إن تعارضتا، كما هو في الأصول “راجع الموافقات”. فلو أنّ إماما سُئل أن يعلّم الناس، ومنعه ذلك العمل من تحصيل قوت عياله، وعجوت الجماعة عن إمداده بالعيش، لامتنع عن ذلك شرعاً بلا خلاف، من بابين، درأ المفسدة مُقدّم على جلب المصلحة، ثم المصلحة الخاصة الحاضرة اليقينية مقدّمة على المصلحة العامة المفترضة الآجلة، إن تعارضتا. ولا استشهد بطريقة الرد السلبيّ المضاد، أي “لو صحّ هذا لكان الكثير من الدعاة عملاء”! فهذا آخر وأضعف أدوات الاستدلال، وإن صحّ.

US President Donald Trump has tweeted that they should have their remaining forces in Afghanistan at home by the end of the ongoing year.

Islamic Emirate welcomes these remarks and considers it a positive step for the implementation of the agreement signed between The IEA and the US.

IEA is also committed to the contents of the agreement and hopes for good and positive relations with all countries, including the US, in the future.

New release from Iḥsān Allah Iḥsān: “U.S.-Ṭālibān Peace Deal: What Will Be the Future of Other Jihādī Organizations In the Region?”

The Afghan people’s hopes for peace were revived when an agreement was reached between the United States and the Taliban in Qatar, according to which the prisoner exchange was to be completed in ten days to pave the way for intra-Afghan peace talks. It took several months for the exchange of prisoners to take place, which further prolonged the wait of the Afghan people. The process has begun, thus fulfilling the aspirations of the Afghan people for peace, one step closer, although the process of intra-Afghan negotiations will be extremely difficult and lengthy because of the factors of war, including the formation of a new system and government. All issues related to prevention and future will be discussed. As the dialogue progresses, the parties’ priorities and future policies become clearer, but there are many challenges along the way, especially the Islamic Emirate of Afghanistan (Afghan Taliban). The challenge for the Taliban will be to deal with non-Afghan mujahideen and organizations in the future because the Taliban have assured the United States in the Qatar Agreement that they will not allow their territory to be used against any other country and that al Qaeda and others International jihadist organizations will end their ties, but it will not be easy because the Islamic Emirate of Afghanistan will have to face two major organizations (Al Qaeda and Tehreek-e-Taliban Pakistan) with which they have had very close ties in the past. These organizations not only supported the Islamic Emirate as supreme but also played the role of Ansar during the fall of the Taliban in Afghanistan especially when some migrated to Pakistan and needed assistance. Al-Qaeda is the only organization for which Amir al-Mu’minin Mullah Muhammad Omar Mujahid (may God have mercy on him) ended his government. He did not hand over leader, Osama bin Laden to the United States, as the US refused to provide proof of involvement in 9/11 which was requested by Islamic Emirate. In the current situation, the leadership of the Islamic Emirate will face a major test because if we look at the manifesto of Al Qaeda and Tehreek-e-Taliban Pakistan, then Al-Qaeda is a global jihad while Tehreek-e-Taliban Pakistan is a believer in jihadi activities inside Pakistan. It would be unacceptable for the Afghan Taliban to abandon these activities or to impose any rules and regulations to limit their activities if these organizations show loyalty and are supported by the Islamic Emirate. The day-to-day rules for their stay in Afghanistan may be accepted, but it will be impossible for them to back away from their goals. The Islamic Emirate of Afghanistan recently sent a delegation to the Tehreek-e-Taliban Pakistan. This was to brief the TTP leadership on the upcoming situation and the newly formulated principles that the Afghan Taliban had formulated for foreign fighters and organizations in which these organizations were to have a complete record of all their fighters, collecting their personal identification details and photo. Included in the new rules were the following, do not use a man against any other country, adhere to the organizational policy and charter of the Islamic Emirate, do not recruit new fighters, stay in the place designated by the Afghan Taliban and tell the Taliban about your movements. There were a number of other strict conditions, including alerting the intelligence wing.

TTP leadership, after listening to these conditions and after a brief consultation, rejected them as unworkable and informed the delegation of the Islamic Emirate of its decision. Although Taliban spokesman Zabihullah Mujahid denied this after my tweet on the subject, But I have all the necessary evidence to substantiate my claim.
I think this is the first time that TTP leadership has refused to obey the orders of the Islamic Emirate(if they had accepted these conditions) it would have had to abandon the military struggle against Pakistan, which is its main objective and the first part of its manifesto. In this way, the existence of TTP would be jeopardized and its very purpose of survival lost. On the other hand, there are groups and commanders within TTP who have a very strong stance against Pakistan and have never been in favour of negotiation. The stance has always been that they will not hesitate to revolt and continue their struggle.  Recent developments and discussions have also reinforced the statement within the Pakistani Taliban that the imposition of conditions by the Islamic Emirate is at the behest of Pakistan. Some commanders believe that the Pakistani military is rapidly re-engaging operations inside Pakistan and the institutions are worried, so they are using the Afghan Taliban as a tactic to silence TTP. If this impression persists, it will create more distance between TTP and the Islamic Emirate in the long run. Until then, ideologically, we think that the relationship between the two great powers will not improve in any way. What are the options for the leadership of the Islamic Emirate and the TTP in this complex situation and what should they do to get out of this situation? I think the first option might be to try to mediate between TTP and the government of Pakistan as a mediator after peace in Afghanistan and after the Islamic Emirate comes to power or joins Afghanistan. It should try to find a peaceful solution and persuade TTP to become part of Pakistan’s political system as is now being developed for peace in Afghanistan. The second option may be that after the Taliban comes to power, all foreign fighters and organizations should be offered Afghan citizenship and offered to become a peaceful part of Afghan society. In addition efforts should be made to create a good atmosphere at the international level to make the world aware of the delicacy and seriousness of this issue. Also, the countries whose fighters are in Afghanistan should be responsible for all the needs and expenses incurred in this regard if this option is implemented. Al-Qaeda’s case is different from the TTP’s. Their front and ideology is global jihad, so they will try to manage themselves. It is possible that al-Qaeda will call its fighters to the fronts where they have some degree of rule. In addition, if Afghan Taliban try to eliminate or silence other groups by force, their own reputation could be negatively affected, especially in jihadi circles. The situation would turn into a stalemate, in which case Afghanistan will witness a new war. This is a time of change, so what is to come will likely be very challenging and difficult in terms of the need to proceed with caution in order to ensure real peace in Afghanistan. We look forward to a positive time ahead with the hope that good decisions are made.

وقد أثنى الكثير من مشايخ المجاهدين! ، بل ومشايخ القاعدين والمنافقين! ، بل وحتى جميع الدول في العالم على مختلف ألوانها ومشاربها ،، برها وفاجرها ،، مسلمها وكافرها ،، صالحها وطالحها .. ورحبوا بالمفاوضات إلا صاحبنا البرقاوي فلم يعجبه ذلك ولم يرق له!!

غريب!! .. غريب حقاً!!
ولا أدري هل الذي أثار حفيظة صاحبنا نصر الاسلام وعز المسلمين ؟؟!
أم انسحاب جميع قوات الاحتلال بذل ومهانة من آخر شبر من أفغانستان ؟
أم تمريغ أنف المحتلين على ثرى غزني وبكتيا وهلمند وقندهار ؟؟!
أم اعتراف جميع الدول بقوة الطالبان وحضورها الدولي وأقدامها الثقيلة على الأرض ؟؟!
أم تصريح الملا برادرآخند أعزه الله بكل جلاء ووضوح أن أراضي أفغانستان أراضي إسلامية وذات هوية إسلامية ويجب أن تحكم بالشريعة الإسلامية ؟؟!

ومع كل ذلك الوضوح .. إلا أن البرقاوي عاد للطمياته الكربلائية ،، وأخذ يعرض ويشكك بأن هذا الاتفاق فيه “مساس بثوابت التوحيد” و “حاكمية الشريعة” وأن مخرجاته المخفية تثير مخاوف وتوجسات من سقوط طالبان!!

ياللعجب! ،، ياللعجب! ،، ومن أمن العقوبة أساء الأدب!

فاعوذ بالله من الشیطن الرجیم، بسم الله الرحمن الرحیم

(و اعتصموا بحمبل الله جمعیا ولا تفرقو) الاية 

و ایضا قال الله تعالی:

يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّـهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنكُمْ ۖ فَإِن تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّـهِ وَالرَّسُولِ إِن كُنتُمْ تُؤْمِنُونَ بِاللَّـهِ وَالْيَوْمِ الْآخِرِ ۚ ذَٰلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًا ﴿٥٩﴾

First and foremost, to the participants of this great gathering!

May peace, mercy and blessings of Allah be upon you all.

I am pleased to be partaking in the inaugural ceremony of intra-Afghan negotiations aimed at ending the forty-year Afghan conflict and establishing an Islamic government following the signing of the historic agreement between the Islamic Emirate of Afghanistan and the United States of America.

The ongoing peace process can only attain success with the complete implementation of the Doha agreement.

The Islamic Emirate has implemented and will continue to honor its commitments outlined in the Doha agreement.

Therefore, we strongly urge the other side to also implement their part of the agreement so that the peace process may proceed in a proper manner without running into complications or delays.

I urge both teams present in this gathering to give precedence to the higher interests of our sacred religion of Islam and homeland during their deliberations and decisions and not sacrifice this objective for their personal or group interests.

The negotiation process will most certainly hit snags but we ask for patience and tolerance during discussions and to deal with all topics in good-faith.

The Islamic Emirate of Afghanistan reassures its oppressed nation that we shall proceed with sincerity in these intra-Afghan negotiations in order to afford our Muslim nation an opportunity to live a peaceful, tranquil and prosperous life.

Moreover, we assure the world that we will strive to our utmost ability in order for the intra-Afghan negotiations to attain a successful outcome.

We seek an Afghanistan that is independent, sovereign, united, developed and free – an Afghanistan with an Islamic system in which all people of the nation can participate without discrimination and live harmoniously with each other in an atmosphere of brotherhood.

We seek a future Afghanistan that has positive, respectful and good relations with all its neighboring, regional and world countries.

To end, I wholeheartedly thank the honorable Amir, foreign minister, government and people of the host country Qatar along with all the other countries that have and to continue to comprehensively supported us in our pursuit of peace.

New statement from the Islamic Emirate of Afghanistan’s Dhabīḥ Allah Mujāhid: “Reaction Regarding the Report By the U.S. Defense Department”

The US Department of Defense in its report to the congress stated that according to reports of other organizations, members of Al Qaeda organization continued to support the Islamic Emirate in attacks and other such allegations.

The Islamic Emirate strongly rejects this report and considers such remarks a campaign promoting specific and malicious objectives.

Our Mujahideen are strong enough to combat the enemy and are not in need of support from any foreign side or organization.

Such provocative reports only serve to make Afghans even more skeptical about US intentions for peace.

American officials, politicians and astute parties must not fall into the trap of baseless allegations and not become victims of false reports and information pushed by some warmongering circles present within the American military apparatus.

The Islamic Emirate has committed itself in the Doha agreement to preventing harm to the United States and its allies from Afghan soil.

We remain committed to the aforementioned agreement and have so far implemented and will continue to honor our part of the agreement.
