NOTE: The below video was recorded on October 9 and it was Dokku Umarov’s twenty-third decree as the Amir of the Caucasus Emirate. In it, he describes the reorganization of the armed forces structure in Nokhchicho [Chechnya/Ichkeria]. He also eliminated the South-Western Front and Eastern Front and ordered the commanders to renew their bay’at (pledge of allegiance) to him. In addition, he ordered the former Emir of Nokhchicho Province, Ḥusayn Gakayev, who rescinded his bay’at to Umarov, to hand over money and material resources, previously allocated for the Jihād. OMRA № 23 “On the reorganization of the Armed Forces of Nokhchicho Province”
In the Name of Allah, the Most Gracious, the Most Merciful!
Praise be to Allah, the Lord of the worlds. May peace and blessings be upon the Prophet Muhammad, his family, his companions and all those who followed his path till the Day of Judgment. To proceed:
I decree
1. to abolish the South-Western Front and Eastern Front of the Armed Forces of Nokhchicho Province.
2. to attach to the sectors of the abolished fronts a status of military sectors of the Armed Forces of Nokhchicho Province.
3. that former Emir of Nokhchicho Province Hussein Gakayev hands over the funds, previously allocated to him for the Jihad, to emirs of sectors of abolished fronts.
4. to instruct all emirs of the sectors of the abolished fronts update to renew their Bayat to the Emir of Caucasus Emirate.
5. to oblige the former Deputy Military Emir Muhannad to come within a month period to the base of the Caucasus Emirate Emir for a Sharia Court in connection with the fitna organized by him among the Mujahideen.

NOTE: Below is a video of three members (Emirs Aslambek, Tarkhan and Ḥusayn) of the Caucasus Emirate explaining why they rescinded their pledge of allegiance (bay’at) to the Emir of the Caucasus Emirate Dokku Umarov. Their main grievance was that Umarov suspended the Majlis al-Shūrā (Consultative Council). In the video they also announced their own Emir and they chose Ḥusayn as their Emir of Nokhchicho (Chechnya). They also assert that the Mujāhidīn in Chechnya support their decision. Interestingly, they say they are still part of the Caucasus Emirate, but do not recognize Umarov as the Emir.
This video continues the saga over the leadership in the Caucasus Emirate, which started at the end of July. For more on this see: here, here, here, here, here, here, and here. It does not look like this controversy will end just yet.

NOTE: On October 2, 2010, Shaykh Abū Basīr al-Ṭarṭūsī recorded an audio message that was subsequently made into a video that denounced the actions of Muhannad (Abū Anas) one of the four Arab Emir’s of the Caucasus Emirate for creating fitnah (disturbance; dissent; civil war).
It appears that there are still some issues with leadership in the Caucasus Emirate after the drama from this past summer (see here, here, here, here, here, and here). In late August, al-Ṭarṭūsī published a fatwā regarding his thoughts on the Caucasus Emirate and their Emir Dokku Umarov to show solidarity over the controversy of who was the Emir of the Caucasus Emirate.
al-Ṭarṭūsī is a Syrian Islamist who lives in London. al-Ṭarṭūsī is considered one of the most influential jihādī theorists. For instance, as highlighted by Vahid Brown on Jihadica, al-Ṭarṭūsī has 200 works in the jihādī text collection “A Mujāhid’s Bookbag.” Also, in the past al-Ṭarṭūsī has condemned Dr. Fadl for his revisions and Yūsuf al-Qaraḍāwī for a variety of what al-Ṭarṭūsī views as problematic rulings.

Praise be to Allah, and peace and blessings be upon His Messenger (pbuh).
Now I heard a word from our brother, the Emir of the Caucasus Mujahideen Dokku Abu Usman, may Allah preserve him, that he pointed out to a fitna, or discord, that had been committed by brother Muhannad and the consequences of this fitna and his (Muhannad’s) actions, which adversely affect the unity and the single word of the Mujahideen, about the results of his position, calling for division and separation, and withdrawal against the Emir of the Mujahideen of the Caucasus.
The statement, which I heard from the leader, brother Emir of the Mujahideen Dokku Abu Usman, hurt and upset me at the same time, and forced me appeal to our brother Muhannad with the following words, demanding from him to be afraid of Allah in his relations with his brothers, in his relations with the Mujahideen.
The territory where the jihad is waged does not need such split and fitna, does not need such nonsense. The Mujahedeen united around the Caucasus Emirate under the leadership of Emir Mujahid Dokku Abu Usman, and your (Muhannad’s) duty is to be with Jamaat and with the majority, which obeyed and pledged the oath of allegiance to Abu Usman!
And it is also not permitted to you, even if you saw something in Abu Usman, something that you do not like, or that you hate, whether you’re right or not, even for some minor reason, it is not allowed you or others to call for a split in the ranks of the Mujahideen and demand from the Mujahideen to come forward against the Emir, or to do something like that!
In an authentic hadith, the Messenger of Allah (pbuh) said: “He who sees from his ruler something he dislikes, let him be patient with him, because, indeed, for he who removes his hand from obedience to the ruler (at least) by a handspan and then dies, dies a death of Jaahiliyyah (ignorance)”. (Al-Bukhari; Muslim)
And therefore, we must not demonstrate displeasure with the Emir (Dokku Abu Usman), or another Emir, and specifically, we must not be discontent with the leaders of the Jihad.
The leadership of the Jihad in the Caucasus is not a place, and not a cause to compete for power. On the contrary, it is a responsibility.
The person who rules this territory is being sought, he is a target and is wanted, and he suffers. So first, we should help him, help him in the first place, and not oppose to him.
The Prophet (pbuh) said: “Whoever harms a believer, then there is no Jihad for him!”.
And what is then the position of a person who harms the Mujahideen!?
What is the position of a person who harms the Mujahedeen and divides their word and unity!
Allah, the Glorious and the Exalted, commanded us to unite and be a Jamaat, or Assembly, “And hold firmly to the rope of Allah all together and do not become divided”, “And obey Allah and His Messenger, and do not dispute and [thus] lose courage and [then] your strength would depart; and be patient. Indeed, Allah is with the patient”.
That means to be patient, and if you see any mistakes or violations by this Emir or another, be patient. If suddenly the Emir made some minor mistakes, is it necessary to sow immediately fitna and to do other things?!
No …! It is necessary to correct mistakes. The reprehensible is forbidden and corrected, you cannot make a schism, dividing the ranks of the Mujahideen, and create an Emirate over another.
I say: Emir Dokku Umarov Abu Usman (may Allah reward him) received power and leadership over the Mujahideen today. This responsibility and suffering fell exactly on him, therefore do not help the Satan against him and do not distract him with such things, rather than to set him free to fight the enemies.
You distract him with such things, so he is now more worried about the ranks of the Mujahideen, how to unite these ranks and how to answer to all that.
The Emirate, and especially, the Emirate of the Jihad is an engagement, a duty and a great responsibility, and Abu Usman is a victim of harm coming from here and there, and everybody is attacking him, he receives no booty, no castle, no money. May Allah reward him.
He received this power, fear Allah and help him in doing good things.
Allah says: “And cooperate in righteousness and piety, but do not cooperate in sin and aggression”.
I say to brother Muhannad: Follow the example of those who were before you- our brother Khattab (may Allah sends His mercy upon him) and Abu al-Walid al Ghamidi, and our other brothers and Mujahideen.
We do not know about a fitna coming from them, and we do not know about their harm to the Mujahedeen. On the contrary, they were loved by the Mujahideen.
It’s a sad situation that Emir of Mujahideen reports about fitna of a man, one of the Arabs, who is in their ranks.
The situation has already reached the stage when the Emir of the Mujahedeen talks about fitna of an Arab Emir, who is in their ranks.
I say this to our brother Muhannad … it is not in your favor that you are mentioned in such a situation, and our brothers Mujahideen are dissatisfied with you, and you were a cause of fitna and division, and you call for action against the Emir Abu Usman.
I say: Have fear of Allah, the enemies are around you, on all sides and everywhere, on all four sides, and today you are alive, but tomorrow, maybe, you will die, and even the Emir Abu Usman, maybe, will die tomorrow or the day after tomorrow. Because you are not united, you are not calm, and are not in peace, enemies attack you while you are discussing and persuading the Mujahideen and divert them with such things (fitna).
I say: Be afraid of Allah! Fear Allah, and keep yourself out of that, and know that these words of mine are also the words of all brothers and sheikhs, whom you know, who support the jihad in Chechnya and in the Caucasus, and in all the countries of the Muslims.
These are not just my words. I first ask our brother Muhannad that he fears Allah in relations with his brothers Mujahideen, and feels responsible, and do not split the unity!
And you know that the Messenger of Allah (pbuh) said: “If someone comes to you while your case is united around one person, and he wishes to split you and divide your group, then behead him!”
But we are not referring to the meaning of this hadith, since we think that your intentions are good, and that you want goodness.
But, unfortunately, you are mistaken with the path and the means. And if you find a mistake, it is not proclaimed in such a way. Everybody makes mistakes … All the sons of Adam make mistakes.
And are we to kill now, to act against the Emir, to cause divisions and splits in the Jamaat for every mistake? Fear Allah, O our brother Muhannad! This is my admonishment to you!
And I would also say the following: Our brother Muhannad, Insha Allah, will consider and benefit from these words, but if he refuses, and insists, then let him be isolated and kept away from the Majlis al-Shura, and
UPDATE – 9/11, 9:45 AM: Thanks to the commenter below, Mr. Orange, who posted a link from RFE/RL explaining Dokku Umarov’s inconsistency with regard to the position of the Emir of the Caucasus Emirate. Here is the important part:
Umarov explains that at a meeting of Chechnya-based fighters and commanders, he was subjected by rank-and-file fighters and the two Chechnya-based emirs present to a barrage of criticism. He said they specifically reproached him for having claimed responsibility for the most recent “special operation” in Russia, meaning the Moscow subway bombings in March, even though those same emirs and fighters had upbraided him one year earlier for not taking responsibility for other such operations elsewhere in Russia. The fighters also accused him of not doing enough in terms of securing provisions and arms supplies. Umarov acknowledges that the latter criticisms were justified.
Umarov then says that in light of that criticism, he “sincerely” proposed to step down as commander, providing that the commanders of the other fighting units approved that decision. A video address announcing his decision to step down was then prepared for distribution, and entrusted to Umarov’s newly appointed deputy, Aslambek Vadalov.
Vadalov, however, violated the oral agreement between them and prepared additional video footage in which other emirs, including Khusein Gakayev and the Arab Mukhannad, presented Umarov’s resignation as a done deed and expressed approval of Umarov’s imputed request to swear loyalty to Vadalov as his chosen successor.
In light of that move, Umarov explained, he decided that he should not relinquish his duties as commander — hence the vide clip posted just days later in which he denounces the original video as a fabrication.
NOTE: This video was originally recorded on August 30. One of the online jihādīs thinks this video deals with the controversies of the past summer, but since it is in Russian neither him nor I can confirm this. Praise be to Allah, who favored us with Jihad, giving us an opportunity to win the highest degree of Paradise of Allah the Firdaus!
Peace and blessings be upon the Messenger of Allah Muhammad (pbuh), his family, companions and all those who followed this path until the Day of Judgment, and then:
Peace be unto you and so may the mercy of Allah and His blessings!
Peace and prosperity of Allah to al Muslim brothers in the Caucasus and beyond!
Dear brothers and sisters, I felt it necessary to make some additions to what has been said by some of our brothers, about the actions that go beyond the Sharia.
The first statement of the CE Emir Abu Usman (AKA Dokku Umarov) is clearly made under pressure from those who have previously accused him of that he allegedly firmly holding the power of Emir. In the video clip being discussed among the brethren, also obvious that he addressing to the Caucasian Emirs for their opinion how they perceive such a decision (?).
Dokku Abu Uaman did not resign from the post of Emir of the Caucasus Emirate but he delivered his proposal to resign, and then only in the case if other Emirs of provinces of the Caucasus Emirate support this decision.
Mujahideen of the all provinces have already expressed their attitude to this proposal with the words of supreme judge of the Caucasus Emirate Seyfullah, pointing to the insolvency of the very reasons for the resignation for health reasons: “We need your experience and your head!”.
Abu Usman, and is now also ready to resign, but only in the case if such a wish expressed by the Emirs of other provinces of the Caucasus Emirate. And as the qadi, supreme judge, of the Caucasus Emirate Seyfullah said and has been confirmed by other Emirs of CE Provinces, such questions concerning the role of the CE Emir is decided by the Shura or Council of the Caucasus Emirate, but not by the Shura of a single province.
And if some of the mujahedeen in the provicnes of Nokhchicho (AKA Chechnya / Ichkeria) believe that they have a right to decide the status of the Emir of the Caucasus Emirate only on the grounds that he is their own congener, and also because the Jihad started in Nokhchicho, then they are clearly mistaken.
The Messenger of Allah (pbuh) said: He who calls to asabiyya (nationalism) is not from us, he who fights for asabiyya is not from us, and he who shows his anger because of asabiyya is not from us”.
(Muslim)
The Messenger of Allah (pbuh) said: “Indeed, an Arab has no superiority over a non-Arab nor a non-Arab has any superiority over an Arab; also a black has no superiority over white, nor a white has any superiority over black, except by piety”.
This hadith says that no one has any superiority over others, we are all equal before Allah.
I fought beside Aslambek in the first war, and we have brothers with us fought together with him in the second war in the detachment of Emir Khattab (may Allah have mercy on him) and, as everyone knows, this detachment was consisted of representatives of many nations of the Caucasus, and its backbone was consisted of Dagestanis.
Emir Rabbani (may Allah have mercy on him), which fought 7 years in the provinces of Nokhchicho, said that over the years, he personally counted up to a thousand Dagestanis who martyred, Insha’Allah, in Chechnya. They fought to the death with infidels, defending their fellow Muslims in Chechnya.
Praise be to Allah, today the number of Mujahideen in Dagestan Province is not less than the number of Mujahideen in the Province of Nokhchicho. And the combat actions are most active outside the Nokhchicho, and for this reason, the main forces of Russian infidels, are directed to the provinces of Dagestan, Ghalghaycho, Kabarda, Balkaria and Karachai. Allah alone knows how much strength we have managed to put off from our brothers in the province of Nokhchicho.
We, the Mujahideen of Shamilkala sector of the Armed Forces of the Caucasus reiterate: Mujahideen of Dagestan, following the Sharia of Allah, are still faithful to the oath given by us to the Caucasus Emirate Emir Dokku Abu Usman.

Хвала Аллаху, Которого мы восхваляем и молим о помощи и прощении. К Нему мы прибегаем от зла наших душ и от наших скверных деяний.
Кого Аллах направил на прямой путь, того никто не введет в заблуждение, а кого Он сбивает с него, того никто не поведет верным путем. Свидетельствую, что никто не достоин поклонения, кроме Аллаха, Единого, у которого нет сотоварищей, и что Мухаммад – Его раб и посланник, (алейхи салату вассалам). И затем…
Я обращаюсь к сражающимся моджахедам Кавказа и угнетенным мусульманам Идель-Урала, Сибири и других регионов оккупированных Руснёй.
Хочу напомнить факт, которые многие мусульмане склонны забывать: наши земли оккупированы русскими кафирами и нам длительное время навязывают свинский образ жизни. Это наказание Аллаха за то, что мы отошли от его пути, потому что ничто в мире не может произойти без воли Аллаха, хвала Ему Всевышнему.
Подумайте, насколько мы прогневали Аллаха, если Он наслал на нас этот народ, самый презренный и низкий даже среди кафиров.
Наши славные предки вели Джихад против этих врагов, и сегодня Аллах испытывает наше поколение, как он испытывает наших отцов. Все повторяется. Джихад выявляет веру и неверие. Сегодня, как и в прежние времена люди разделились на моджахедов, лицемеров и вероотступников.
О коренных кафирах я не говорю – это обнаженная ложь и грязь в человеческом обличье. Это собаки, псы Ада, которых Аллах спускает на мусульман, когда они отходят от своей религии.
Мы, муджахиды, вышли сражаться с неверными не ради сражения, а для того, чтобы восстановить Шариат Аллаха на нашей земле.
Аллах говорит, что Он не изменяет состояние людей, пока они его сами не изменят.
Сегодня, как и во все времена, состояние можно исправить только с оружием в руках. Если бы религию Аллаха можно было бы утвердить на земле другим способом, то наш Пророк (да благословит его Аллах и приветствует) не участвовал бы в 27-ми сражениях.
Нет силы и мощи кроме Аллаха, и при этом Аллах говорит, чтобы делали причину и приготовили силы для ведения войны, сколько можем.
Сколько можем – не означает столько, сколько у кафиров. Это невозможно на данном этапе, и пусть никто не заблуждается и помнит: победа мусульман придет, иншаАллах, не из-за количества воинов и изобилия оружия, а придет по причине нашей богобоязненности. А богобоязненность, это такое состояние души и такое поведение мусульманина, когда он страшится нарушить границы дозволенного и запретного, которые определил Аллах.
Самый главный запрет содержится в самой формуле веры: Ля иллаха илляЛлах!
Повторять эти великие слова, как это делает большинство мусульман, легко и просто, но претворять эти слова в жизнь не легко, и не просто, потому что завоевать Рай не легко и не просто.
Всевышний Аллах предупреждает в Коране, что Он не простит ширк (придавание Ему сотоварищей), а может простить все, что меньше этого, если пожелает.
Мусульмане должны страшиться этого всегда, на протяжении всей своей жизни. Поэтому мы, муджахиды, отказываемся от любых законов, правил, установлений, которые идут не от Аллаха.
Джихад против русских кафиров, который никогда не прекращался, возобновился 16 лет назад в Чеченистане, когда лидером чеченского народа был выдвинут, по воле Аллаха, Джохар Дудаев (да смилостивится над ним Аллах). За это время сменилось несколько лидеров. Мы просим Аллаха благословить их Газават, и всех братьев опередивших нас.
Какие бы политические лозунги с тех пор не поднимались, какими бы словами дела не облекались, все кто выходил на борьбу с русскими кафирами говорили только о Джихаде и смерти на пути Аллаха.
Всем воздастся по их намерению, иншаАллах.
Каждый предводитель Джихада говорил и поступал сообразно тому, как он понимал религию и ситуацию. Мы, иншаАллах, их не осуждаем и не критикуем, а просим Аллаха смилостивиться над нами и над ними.
По воле Аллаха, хвала Ему Всевышнему, удел возглавить Джихад выпал мне. Видит Всевышний, я не искал, не стремился к этой ответственности и никогда не думал, что такая ноша взвалится на мои плечи. Но раз мне было это предначертано, я буду возглавлять, организовывать Джихад сообразно тому пониманию, которое вложил в меня Всевышний Аллах.
Я объявляю всем мусульманам, что веду войну с неверными под знаменем Ля иллаха илляЛлах.
Это означает, что я, Амир муджахидов Кавказа, отрицаю все, что связано с Тагутом. Я отрицаю все кафирские законы, которые установлены в мире.
Я отрицаю все законы и системы, которые неверные установили на земле Кавказа.
Я отрицаю и объявляю вне закона все те названия, которыми неверные разделяют мусульман.
Объявляю вне закона этнические, территориально-колониальные зоны под названием «Северо-кавказские республики», «республики Закавказья», и тому подобное.
Официально объявляю о создании Кавказского Эмирата.
Все кавказские земли, на которых ведут Джихад муджахиды, давшие мне Байат (Присягу), я объявляю вилаятами Кавказского Эмирата.
Не считаю нужным определять границы Кавказского Эмирата.
Во-первых, потому что Кавказ оккупирован кафирами и вероотступниками и является Дар-уль-харб (территорией войны), и наша ближайшая задача превратить Кавказ в Дар-ус-салам (территорию мира), утвердив на его земле Шариат, изгнав кафиров.
Во-вторых, и после изгнания кафиров, мы должны отвоевать все исторические земли мусульман, а эти границы выходят за пределы
