New statement from the Islamic Emirate of Afghanistan: "Concerning Its Political Affairs"

The Islamic Emirate of Afghanistan regularly undertakes reforms in its organizational structure and officials’ capacities to further its political objectives. Such organizational reforms have been the norm in Islamic Emirate’s policies since the Islamic Movement’s inception.
On this basis, from now onwards all of Islamic Emirate’s foreign and internal political affairs are entrusted to the Islamic Emirate’s Political Office as their sole responsibility. The Political Office has full capacity and agency powers to conduct or postpone, in light of Islamic principles and national interests, negotiations with internal and foreign parties wherever and whenever it deems suitable.

الحمدلله الذي أمرنا بأن نقول الحقيقة في كل حال، والصلاة والسلام على النبي صلى الله عليه وسلم الذي علمنا بأن نكون صادقين.
السلام عليكم يا إخوة الإسلام! أيها المجاهدون الأعزاء الذين قاموا بالجهاد في سبيل الله في كل بلدان العالم.

الحمدلله، اليوم المسلمين يستيقظون بناء على العقيدة الصحيحة في كل أنحاء العالم ويستفيقون من الأغلال التي في أعناقهم منذ قرنين. وقد شهدنا هذه الفرحة في بلاد ما وراء النهر، وخراسان، وجزيرة العرب، والعراق والشام، ومصر، وغيرها من دول شمال أفريقيا، والقوقاز، والصومال، ومالي، ونيجيريا والبلقان، إضافة إلى قارتي أوروبا وأميركا وغيرها من أنحاء العالم. ونحن فرحنا بشدة من أخبار إقامة الخلافة الإسلامية في أرض الشام والعراق وتعيين أخونا أبو بكر البغدادي خليفة للأمة المسلمة.

بعون الله، أود هنا أن أعلمكم بحقيقة مهمة جدا في الأمة المسلمة التي لا يستطيع العديد من المسلمين أن يتحدثوا عنها علانية أو ليسوا واعين بها. وأريد أن أشدد أن الحركة الإسلامية لأوزبكستان لم تعرف هذه الحقيقة مؤخرا، بل منذ وقت طويل وقد انتظرنا لوقت كاف راجين أن يقول هذه الحقيقة أهله. وقد أسفنا أنهم لم يعلنوا بذلك رسميا.

لذلك اليوم أتخذت قرارا بأن أعلن الحقيقة الكبرى المهمة للأمة إلى المسلمين. لأن الله الحكيم أمر المؤمنين بقوله:
(يا أيها الذين آمنوا اتقوا الله وقولوا قولا سديدا -70- يصلح لكم أعمالكم ويغفر لكم ذنوبكم ومن يطع الله ورسوله فقد فاز فوزا عظيما -71-) سوة الأحزاب
الحقيقة التي هي مهمة جدا للأمة في هذه الأيام – عن حقيقة وضع أمير المؤمنين الملا محمد عمر. فالمسلمون يجب أن لا يعيشوا تحت سياسة الكذب والوهم. فإذا أردنا أن نعيش وفقا للشريعة الإسلامية يجب أن نتوقف عن الكذب على أنفسنا لأن هذا مخالف لشريعتنا الربانية.
فلقد مضى أكثر من إثنى عشر عاما منذ سقوط إمارة أفغانستان الإسلامية وبحمدالله وفضله الحركة الإسلامية لأوزبكستان تجاهد ضد الصليبيين في العديد من ولايات أفغانستان بدأ من معركة قلعة جانغي وشاهي كوت، الحمدلله. والذين كانوا أطفالا في زمن الإمارة الإسلامية أصبحوا شبابا مجاهدين غيورين وهم مستمرون في الثورة والجهاد الذي بدأه أستاذهم الشهيد كما نحسبه محمد طاهر “فاروق” رحمه الله. ونسأل الله أن يكون راضيا عن مجاهدينا وأن يتقبل تضحياتنا خلال هذه الأوقات الصعبة.

نحن نأسف بشدة، أنه منذ ثلاث عشرة عاما لم نستطع أن نجد أميرنا الحبيب الملا محمد عمر صاحب الذي ضحى بحكومته وإمارته ليحفظ بيضة الإسلام بقوله: “لن أسلم مسلما إلى الكفار”. بالرغم من خلال هذه الأعوام قمنا بكل ما بإستطاعتنا لنبحث عنه وفي كل مرة تتحول آمالنا إلى أوهام. والذين يقولون “ملا صاحب لا يزال حيا!” لم يقدموا دليل دامغ على ذلك.

إن الأشخاص الذين يمتلكون المعلومات الحقيقية يخفونها، وحتى الآن هم قدموا للأمة أكثر من مرة تهاني وأوامر المزيفة تحمل إسمه. وبالتحديد، نحن – المهاجرون من وراء النهر – الذين كان أمير المؤمنين يهتم بهم، ويحبهم ويقدرهم بشدة لم يتلقوا سوى رسالتين مزيفتين كتبتا بالكمبيوتر بدون توقيعه! بالرغم من أنه عندنا بعض الأدلة الواقعية بأن أمير المؤمنين قد اختفى خلال سقوط الإمارة الإسلامية.
فخلال سنوات طويلة ونحن جماعة مسلمة قمنا بالكثير من الجهود لنبحث عنه ولكن لم نعثر عليه، لذلك ليس من المستغرب أنه يبدو أن بسطاء المسلمين قد توقفوا عن التفكير في وضعه. نحن ليس فقط لم نستطع أن نقابل الملا عمر، بل كذلك لم نجد أحدا يمكنه أن يقول لنا “أنا قد رأيته”!. بل لدينا معلومات أن أهله وأقاربه لم يروه حتى الآن، فما بالك بالغرباء!

اليوم لا أثر لقيادة الملا محمد عمر في عالم السياسة والأحداث المهمة، ولا في أحزان وأفراح الأمة. وأنا أصف ذلك كخيانة لشخصيته بأن نقول أن “أمير المؤمنين حي ولا يزال يعمل” في هذا الوضع. لأنه، نحن – بحمدالله – نعلم كيف كانت الإمارة الإسلامية عندما عشنا وتمتعنا فيها طوال تلك السنين ونحن نعرف شخصية الملا عمر جيدا.

إنه كان رجلا عظيما في وقت كانت فيها الأمة في غفلة فقد برز إلى ساحة وحده وفي فترة قصيرة تمكن من اقامة دولة إسلامية لا مثيل لها في القرون الماضية وكان هو أمير يتوق للشهادة. ولا يقبل عقلا أو نقلا أنه جالس مختبئ في مكان ما من الكفار، بل وعن الأمة الإسلامية، وهو لن يقبل على نفسه مثل هذه الحالة من الجبن.

روى أبو مريم الجهني أنه سمع النبي صلى الله عليه وسلم يقول: “من ولاه الله شيئا من أمور المسلمين فإحتجب دون حاجتهم وفقرهم إحتجب الله دون حاجته وخلته وفقره يوم القيامة”. وفي أثر آخر يقول: “من ولي من أمر الناس ثم أغلق بابه دون المسكين والمظلوم وذي الحاجة أغلق الله أبواب الرحمة دون حاجته وفقره أفقر ما يكون إليها”.

أن يتخفى لسنوات طويلة هو عمل خائن وجبان ولا يقبل له عذر، والحمدالله الذي حفظ أمراؤنا من مثل هذه الخيانة. فعندما كان أمراؤنا يعملون كانوا يستقبلون أهلهم يوميا وكانوا هناك ينتظرون في صفوف ويستقبلون الضيوف.

إن هذه القصة الخيالية الدنيئة أمر لا يمكن المرء أن يظنه في نفسه فكيف به لأمير المؤمنين؟ إذا هذا الشخص لا يزال حيا لما كان هناك فراغ سياسي في شؤون الأمة وما أغلق عينيه عن الأحداث المهمة. فكيف للأمير أن لا يكون لديه ديوان لإستقبال المسلمين بينما لديه بيت لإستقبال وفود الكفار في قطر؟!

الآن بعد أن ظهرت حقيقة لن أطلب أي دليل من أولئك الذين يدعون أن الملا محمد عمر لا يزال حيا. فنحن لن نقبل أي رسائل مفبكرة وألاعيب سياسية! أنا مع رفاقي زرت هذا الشخص وأنا أعرفه جيدا. ولذلك لن أغير قراري حتى أراه وجها لوجه! ووفقا للشريعة نأسف أن حكم أمير المؤمنين الملا محمد عمر هو غائب.

وفيما يلي سأقدم بعض الأدلة الرعية على أن الشخص الغائب لا يمكنه أن يكون أميرا للمسلمين.

TTP Says That Baghdadi’s Caliphate Is Not Islamic—But Is Anyone Listening?

On June 15, 2015, the Taliban in Pakistan released a 66 page document in Urdu detailing why Baghdadi’s caliphate is not Islamic. While organized in the form of an academic paper, with a central thesis and scholarly citations, the document itself is hastily written and is an exercise in repetition. Nevertheless, it gives a glimpse into the strategic thinking of TTP, and indicates that they feel threatened enough by Baghdadi to release this statement.
The introductory paragraphs discuss the time of the Prophet, and contrasts Baghdadi’s actions against it. For example, when the Prophet was militarily weak in Mecca, he did not break any idols in the Kaaba since this would have opened up a war on multiple fronts. Moreover, he did not kill those hypocrites who claimed to be Muslims but were actually enemies of Islam, as people would have accused him of killing his friends and starting a civil war. In short, he was a pragmatic military strategist, and doing so didn’t entail that he was giving in to the kuffar (infidels). Today, the Taliban in Afghanistan and Pakistan see themselves as following this path by only fighting the occupying forces, while both Hanafi and Salafi Muslims reside on this land. However, ISIS’s actions against other Muslims, especially in the Nangahar province, from the Taliban’s perspective is benefitting the enemies of Islam.
The document then lists 24 reasons laced with religious references, both from the Islamic history of different caliphates, as well as the opinions of various Salafi and non-Salafi scholars. The central theme is that a caliph cannot be appointed without the consensus of the majority of the Umma. In the case of Baghdadi, neither the majority of the Muslim Umma, nor the majority of the Jihadi Umma, have pledged allegiance to him. The document lists examples of people such as Mullah Omar, Ayman al-Zawahiri, Abu Mohammad al-Maqdisi, Abdollah Mohsini, Abu Qatada al-Falasteeni, as well as emirs of Al-Shabaab, AQAP, and South-east Asian militant groups, whose lack of support has rendered his caliphate to be invalid. Finally, even if Baghdadi claims to be elected by a Shura of representatives, how can a caliph that is supposed to be the leader of Muslims worldwide be selected only by a regional Shura?
The document goes on to discuss certain responsibilities of a caliph that Baghdadi is not equipped to carry out. For example, a caliph is supposed to defend all Muslims and create conditions where they can live in peace.  However, considering that Baghdadi himself is in involved in war, how can he protect Muslims worldwide, from Xinjiang to Morocco, who are embroiled in different conflicts? Furthermore, a caliph has to be involved in the day to day affairs of his people such as resolving disputes, collecting zakat from the rich to give to the poor, and making people follow Sharia. Baghdadi on the other hand, can’t even appear in public. While talking about these issues, the document refers to a Prophet’s saying, which states that “Both me (the Prophet) and God curse him who forcefully imposes his rule without the consent of the Muslims.”
The final part of the document challenges specific interpretations of ISIS with regards to the primary Islamic sources. TTP argue that all the “misguided” sects throughout history have quoted the texts to justify their ideological positions. For example, Mu’tazila believe that Quran is a created book because God says in the Quran that “God created everything.” Similarly, Barelvis claim that Prophet is present everywhere because Quran mentions, “And among you is his Messenger.” However, the TTP argues, these interpretations are still wrong. Therefore, when Baghdadi quotes the hadith which urges Muslims to pledge allegiance to their caliph or they would die in ignorance, it does not refer to his caliphate. It only refers to the caliphate of a specific Imam who is appointed according to Sharia, and whose appointment fulfills all the conditions of the bayah. As we (the TTP) have shown, that is not the case.
But is this document going to be effective in persuading people to not join ISIS? It is very unlikely. As both Graeme Wood and Hassan Hassan have argued, one of the important characteristics of ISIS’s ideology is that it is anti-clerical. Hence, going against centuries of established Islamic traditions, and directly to the text of Quran and the Hadith gives them a certain purity. As a result, when others claim that ISIS is not Islamic, they are not only immune to this messaging, but actually enjoy it. ISIS refers to the Prophet’s hadith which states that during the end of times, there will be 73 sects of Muslims, and only one of them will be the true one. Seeing so many other Muslim sects united against them actually proves their point. Therefore, when it comes to the new generation of jihadists, even those in Afghanistan and Pakistan can get motivated by ISIS’s peculiar religious ideology, accompanied by a winning narrative, illusions of grandeur, and a promise to be part of an historical project.
However, because Pakistan in particular has a plethora of jihadist groups, their core members are unlikely to shift their allegiance to ISIS, especially if they have fought for a particular cause for a long time (e.g. against India, against Coalition forces in Afghanistan, against Pakistani state etc.), and that cause has become central to their identity. Being part of a coherent organizational structure increases the likelihood that those members are clearheaded of what their short term goals are, and being part of a worldwide caliphate doesn’t appear near the top of their lists.
Finally, while this is true that some of the defectors from these established groups, such as the TTP itself, have pledged allegiance to ISIS; it should be noted that those members defected at a time when they were dissatisfied with their positions in the existing organization, and the organization was going through infighting. In other words, there might be an underlying opportunistic motivation for their defection, as opposed to an ideological one. Not to mention that Taliban comes from a Deobandi tradition within Islam, which is distinctive from the Salafist background of ISIS. This can spell good and bad news for ISIS. The good news is that they have helped ISIS in establishing a presence in the Af-Pak region. The bad news is that opportunistic fighters are more likely to accelerate the divisions within ISIS’s ranks as well, as they compete for money and power (the reasons that they left their previous organizations for). Moreover, they are more likely to neglect or disobey ISIS’s orders over the long run, especially if the ideological commitment to ISIS’s cause is absent.
Therefore for now, as far as this document goes, TTP might be preaching to an already convinced audience.

وفيما يلي سأقدم بعض الأدلة الشرعية على أن الشخص الغائب لا يمكنه أن يكون أميرا للمسلمين.

كما تعلمون أنه في فقه الجهاد، جاء في حالة “متى يكون للمسلمين الحق في إختيار أمير لهم؟”:

“عندما يغيب أو يقتل أو يؤسر أو يصاب بعجز، الأمير أو القائد الذي عينه الخليفة أو يكون غائبا لأي سبب آخر في هذه الحالة يكون واجبا على المسلمين أن يختاروا لأنفسهم أميرا بدون إذن الخليفة”.

الحجة: أنه في غزوة مؤتة بعد أن استشهد الأمراء الثلاثة الذين اختارهم النبي صلى الله عليه وسلم المسلمون بدون إجازة منه جعلوا خالد بن الوليد أميرا عليهم وقد رضي النبي صلى الله عليه وسلم عن هذا العمل.

وعندما يكون هناك خليفة يمكن للمسلمين أن يختاروا لهم أميرا بدون إجازة منه فماذا لو حصلت نفس الحالة مع الأمام الأعظم فعندها

Everybody is aware that the Islamic Emirate has various specific administrative bodies tasked with advancing its affairs. Each administrative body carries out its duties in accordance with the principles and policy of the Islamic Emirate. It is also vividly clear that the Islamic Emirate has a Political Office for its political affairs which is responsible for handling all the internal and external political activities related to the Islamic Emirate. Ever since the inauguration of this Political Office, no one else has been granted permission to meet and discuss political affairs with anyone as a representative of Islamic Emirate without receiving prior authorization by either the leader of Islamic Emirate or the Political Office itself. If something as such has happened or is planned for the future then it is mere personal infraction which can in no way ever represent the Islamic Emirate.

يَا أَيُّهَا الَّذِينَ آمَنُوا كُونُوا قَوَّامِينَ لِلَّهِ شُهَدَاءَ بِالْقِسْطِ  وَلَا يَجْرِمَنَّكُمْ شَنَآنُ قَوْمٍ عَلَىٰ أَلَّا تَعْدِلُوا اعْدِلُوا هُوَ أَقْرَبُ لِلتَّقْوَىٰ  وَاتَّقُوا اللَّهَ  إِنَّ اللَّهَ خَبِيرٌ بِمَا تَعْمَلُونَ ). المائده ـ ۸( ) صدق الله العظیم).
Translation: (O ye who believe! Be steadfast in the cause of ALLAH, bearing witness in equity; and let not a people’s enmity incite you to act otherwise than with justice. Be always just. That is nearer to righteousness. And fear ALLAH. Surely, ALLAH is Aware of what you do.)
Prior to my expressions according the scheduled agenda of this Forum, I would like to clarify and renounce, to the present Afghans in our native Pashto language, the wrong perception that instead of reconciling with Afghans, the Islamic Emirate is negotiating with foreigners. For the last five years, due to some relaxation in the circumstances, the Islamic Emirate has initiated a series of meetings with various Afghan individuals and circles. Several sessions have been held and the process is incessant. The reason for not holding direct talks with the Kabul administration is their lack of authority in solving strategic issues as the essential element of the present Afghan dilemma and various other issues is America and her foreign allies. It is a bitter fact which should be realized. Now I would like to address the foreigners in their own language.
Respected participants! Regretfully saying that two of our prominent colleagues each Moulavi Shahabbudin Dilawar and Qari Deen Mohammad Hanif could not come here to participate in this meeting due to the ‘Black-List’ restrictions. Now, I would like to come to the main issue.
If you ponder over the recent past history of Afghanistan, it is quite clear that the Islamic Movement of Taliban inside Afghanistan came into being to safeguard the lives and properties of our own people, to preserve the integrity of our country, to control the anarchy and to end the warlord system.
The Islamic Movement of Taliban was an indigenous Afghan and national movement whose source of strength was the overwhelming support and devotion of our own people and this was the main reason in their successful restoration of peace and stability in most parts of the country. The properties, lives and honor of the people were protected, opium cultivation and drug trafficking were banned, the country was unified and a single stable Islamic System was implemented in the country. But unfortunately, from the very beginning, negative propaganda was launched against it and their progress was halted by various lame excuses. Eventually America invaded Afghanistan without any legal justification and occupied it.
During the entire span of previous fourteen years of occupation, a military strategy was adopted by America against Afghanistan and Mujahidin, in which thousands of innocent Afghans who had no links with the 9/11 incident were martyred, injured and made to suffer from various fatal diseases due to the indiscriminate use of chemical weapons.
Numerous innocent people were imprisoned in Bagram, Guantanamo and various other visible and hidden detention centers and were brutally tortured. They were kept in these jails for years without any trial, many of them are still living there in excruciating and oppressed conditions. Our houses and orchards were demolished, our religious sanctities and dead bodies of martyrs were desecrated, even the funeral and wedding processions were indiscriminately bombed. But this strategy of force and suppression had no outcome except killing and demolition which left behind an irredeemable human catastrophe inside Afghanistan.
On the other hand, with the occupation of Afghanistan, America was dragged into a prolonged futile war. They suffered heavy casualties and colossal financial losses and the repercussions were not confined to America only but the whole world was shocked by worst economic recession. Similarly, the international political role of America was significantly undermined. They violated the very basic human rights which were highly claimed and boasted by them in the past. And their short and long term colonial plans remained deficient. If this strategy remains persistent, it will achieve them nothing except prolonging the sufferings of the oppressed Afghans. It will also incur, just like the past, irremediable losses and casualties for both America and her allies. If the invading countries sincerely want a change inside Afghanistan, first of all, a reality based policy must be adopted. The sovereignty of Afghanistan and the formation of self-governed system, which is the legitimate right of all Afghans, should be realized as peace can only be restored when justice is assured. Peace can never be restored in Afghanistan by domination, suppression and protraction of military invasion and the Islamic Emirate do believe in peaceful solution of all issues including the end of foreign occupation.
Peace and stability are the most basic needs of every individual, community and country. Tranquil life, economic, educational, cultural, social and political development cannot be achieved without peace.
Afghans are not fond of fighting. Actually, they hate the war. They are not involved in any detrimental activities anywhere in the world rather they have always been attacked and violated by others.
Afghans are deeply devoted to their creed and country. They have bravely defended their homeland and national values throughout the history and are ready to defend their just rights even today.
Afghans do believe in reciprocity though they need support in all the economic, educational, social and cultural walks of life.
The Islamic Emirate of Afghanistan, which has evolved from its people, has simultaneously undertaken both military and diplomatic endeavors to defend the country and to get rid of foreign occupation. The objective is the restoration and implementation of an Afghan-inclusive Islamic system of life which could preserve the previous tremendous sacrifices of the people and could guarantee justice, stability, progress, economic prosperity while representing all the people.
In 2010, for the first time the Islamic Emirate agreed, after getting approval from honorable Amir-ul-Momineen Mulla Mohammad Umar Mujahid, to sit on the negotiating table with the United States of America for finding a peaceful solution for the Afghan problem. As confidence building measures, the following issues were discussed:

  1. Exchange of prisoners.
  2. The nullification of ‘Black List’ and ‘Award List’.
  3. Inauguration of a Political Office.

 
But it was the Kabul based administration which created hurdles against the implementation of above measures. In 2011, when America and the Islamic Emirate agreed upon opening the office and exchange of Guantanamo prisoners, the Kabul administration protested and summoned their ambassador from Doha back to Kabul.
In 2013, when the political office of the Islamic Emirate was re-initiated, the Kabul admin protested again that having a flag and title of ‘The Islamic Emirate’ implies parallel government and these inconsistent excuses were accepted by America which inevitably resulted in closing the office and cessation of this process.
Every likely peace process should include the restoration of Islamic system, the end of occupation and the abolition of all hurdles mentioned above.
In this perspective, we inferred that the decisive and main role player in the Afghan dilemma is America therefore, negotiation with Kabul administration without holding talks with the Americans are useless.
Islamic Emirate do believe in all rights of women which are conferred by the sacred religion of Islam. She is the founder of our Muslim society. The Holy Prophet (peace be upon him) said, ‘The best amongst you is the one who is the most benevolent to his family (i.e. spouse)’. The Islamic Emirate is determined to abolish all the prevailing un-Islamic traditions against women and provide them a secure and conforming circumstances where they could live a peaceful and serene life.
The Islamic Emirate is committed to all human, political, economic, social and cultural rights of every individual Afghan. We have struggled for it and this process is incessant.
The Islamic Emirate follows a clear and well-organized policy and strategy for the prevention of civilian losses and casualties which is made public from time to time. It has been conveyed to all Mujahidin and severe measures have been taken for its effective implementation.
The Islamic Emirate is never interested in dragging its own people into the flames of war. Since it has emerged amongst the people and works for the people therefore, whosoever suffers, the Islamic Emirate equally feels and suffers. On the contrary, recent reports and surveys testify that in the previous fourteen years of American occupation, nearly two hundred thousand (200,000) people have been killed and wounded inside Afghanistan and this process of slaughter is incessant.
Similarly, building of public welfare foundations is considered as an inevitable and essential requirement for our war ravaged homeland. Bridges, tunnels, dams, irrigation systems, power stations, mines extraction, oil refineries, educational institutions, madrassas, mosques, schools, universities, health centers, clinics, hospitals and likewise other places of public welfare are considered as public property by the Islamic Emirate whose protection is amongst one of its foremost obligations.
