New statement from Zabīhullah Mujāhid of the Islamic Emirate of Afghanistan: "Regarding Staffan de Mistura’s Comments"

 
The UN chief in Afghanistan, Staffan de Mistura, in response to the declaration of the Spring Offensive by Islamic Emirate, issued a statement yesterday in which he urged all parties involved in the conflict to restrain from causing any harm to civilians in their operations. I, as a representative of Islamic Emirate, back every move which protects the lives and property of civilians and would like to once again make clear the stance of Islamic Emirate regarding this issue:
Islamic Emirate of Afghanistan has always pressed its Mujahideen to take every possible measure in their operations so to avoid causing any harm or casualties to civilians and has repeatedly pointed to this very important issue. We made our position clear on this matter in the fourth guideline of the statement issued yesterday about our Spring Offensive in the entire country, which is as follows:
(4. Strict attention must be paid to the protection and safety of civilians during the spring operations by working out a meticulous military plan. Utilizing all proven military tactics, the operations will focus on usage of advanced weapons against the air and ground forces of the invaders, tip-and-run attacks, and group offensives, city attacks, advanced explosives attacks, effective group and martyrdom seeking attacks by warrior Mujahideen.)
The above standard is a part of our war tactic in which strong importance has been given to the protection of civilian lives. On the other hand we urge Mr. Mistura to gravely advocate to all foreign invaders in our country to refrain from attacking civilians, their national and Islamic values and from night raids, which always result in death and injury to women, children and innocent citizens. This point should be sternly pressed to block their way of deliberate targeting and harassment of civilians so that the crimes of the NATO forces is not concealed or pardoned in your future statements while wrongly leveling the blame on Mujahideen. Such propaganda and biased reporting only encourages the invading forces to increase their transgressions which in turn damages the image of UN.

New statement from Zabīhullah Mujāhid of the Islamic Emirate of Afghanistan: "Regarding the Establishment of District Governor’s Office at the Premises of Basic Health Unit in Laghmān Province"


Bad Pash area, which was previous part of Mehtarlam, the provincial center, has been given status of a new administrative unit and named as a district. Mujahideen had been having active presence in the area before that.
The Kabul Administration is intending to deploy detachments of foreign and local troops there to protect the district center. But the  district is lacking building to house the central office of the district, so the American troops and  the mercenary hirelings  now use the building of the basic health unit as the district headquarter office while , in fact, tens of  people come to the clinic for treatment daily.  The health basic unit having been transformed into building of the district headquarter and a military base now, the Mujahideen have to attack it. Therefore, we call on human rights advocacy entities and Heads of world health program and the Red Cross to condemn this illegal step of the Kabul Administration and the foreign troops stationed in the country and urge them not to use public installations and health centers as shields for furthering their military goals.  If they fail to do so, then the future responsibility of damage to the health clinic ( currently headquarter of the district) will solely rest with the opposition side, because the Mujahideen will have no option except attacking it.
Unfortunately, they use a completely public installation, particularly a health clinic, which is being used by the common people as a shield. It is similar to the behavior of the foreign invaders who utilize communication antenna posts for spying while, in fact, they had been erected purely for commercial purposes and for public service. It was the reason that Mujahideen were compelled to order the networks to stop functioning during the   night and, in some areas, during the day. The purpose was to save lives of the common people because the antenna network help in facilitating American aerial bombardment and night raids. As a result,  the invaders callously martyr people, destroy their houses and properties. Even in the past, the enemy have frequently resorted to converting buildings of schools and seminaries into military centers and posts. When Mujahideen attack these military centers, the NGOs which are funded by NATO, raise their hue and cries, trying to project Mujahideen as having attacked a purely educational center. It seems they will use the clinics for the same propaganda stunt.

New statement from Zabīhullah Mujāhid of the Islamic Emirate of Afghanistan: "Clarification Regarding the Recent Assertions of the American General Petreaus"


General David Petraeus, top commander of NATO forces in Afghanistan, has returned to Washington to find answer to  questions and growing resentments of  American people and Congress regarding the War of Afghanistan.
According to an opinion poll published recently in The  Washington Post, a famous American daily, about two third of Americans   have no  confidence in the war of Afghanistan, considering it a fruitless mission. Similarly, hot debates are in full swing in the American Congress about the war expenditure in Afghanistan– reaching to the tune of billions of dollars.
Congressmen like the American people want to know, do these fruitless efforts deserve the  huge expenditure? General Petraeus, who is in charge of the war in Afghanistan,  tried at the  premises of the American Congress the other day during a hearing to give the Congressmen a spurious optimism.  He said, though the Americans have been  hearing about setbacks but there are some gains in the war of Afghanistan. These gains must be protected. General Petraeus  emphasized on  this point both during meeting with  the American President Obama and  American media, saying there were tangible advancements in the war. May be,  he was pointing to operations by the American troops in some areas in south Afghanistan in the past  recent months. We would like to say about the remarks of Petraeus that he is trying once again to give deceptive assurances to American people about the war of Afghanistan and quid pro quo, get  some  time and money for further prolongation of the war. However,  if we look at the ground realities in the country,  there is nothing to be called gains of the American troops. Not only they are losing the rural areas but also have become targets of effective attacks of Mujahideen in cities.
In the near past, the operation of Kandahar was one of the greatest ever carried out by the Americans. The Americans had had huge casualties  being unprecedented in terms of loss. They are still smarting from their casualties. Though, the Americans destroyed whole villages and vineyards of people in some areas of Kandahar and afterward,  built military bases there. Despite that, they were not able to wipe out  the writ of Mujahideen. The Mujahideen  are present in the areas and have blocked all ways and roads leading to the American bases. With the passage of every day, they  lay further blockades to the invaders.
 
Another project of Pettaeus was the training of the Afghan hireling forces to rely on themselves in terms of quality and quantity. This is also a failed effort. High ranking officials of the Kabul regime openly complain that no progress has been made in the way of boosting the hireling Afghan forces, and even it is not expected that the target could  be achieved during the next five years,  to put the forces  in a position to defend themselves on their own.
The common Afghans have rejected the Arbaki program launched by General Petraeus.  However, it is operational in a few areas, that too, with  a very low  capability. Contrarily, the Mujahideen of the Islamic Emirate enjoy a high morale and warfare spirit. The Mujahideen continued their military operations successfully in this winter, and did not  let the enemy to take a breath of relief. Moreover, the martyrdom-seeking Mujahideen of the Islamic Emirate have carried out effective attacks against the enemy in various parts of the country, sending a jittery through the ranks of the enemy.
The Mujahideen of the Islamic Emirate continue their armed Jihad against the enemy, enjoying a high morale. They have the initiative of  the battle in their hands, being always in the aggressive position while the enemy is retreating from or evacuating their bases in many areas in the country as the have  withdrawn from Pech Valley. Thus  they flee the areas.
I would like to point out my opinion about  the assertions of Petraeus. Let’s sum up the results and the losses. The Americans had launched one of their greatest operations in Gerisk  district of Helmand province. It continued for one month. According to a survey conducted by Mujahideen, the Americans lost 54 tanks and armed vehicles as a result of road side bombs and attacks. But after the end of the operation, the situation did not change. The status quo is the same as before. The Americans went back to their bases after suffering huge casualties and losses. The Mujahideen are in control of the area. The same is the fate of other operations conducted by the forces of General Petraeus. It is very surprising that despite that,  the general tauts these failures as military gains.
Like the American people, two-third of whom believe this war is  fruitless war, the Islamic Emirate too believes that the current war of Afghanistan will bring in nothing for the Americans except defeat. We have faith in our God and believe, this legitimate Jihad of the Afghan people will ultimately result in the complete rout of the invaders. The surge and prolongation of the war will only add to financial loss and military casualties of America. Nothing more than that, if God willing.

New interview from the Islamic Emirate of Afghanistan: "With the Spokesperson of Islamic Emirate Zabīhullah Mujāhid Regarding Afghanistan’s Current Political and Military Situation"


Question: Mr. Mujahid, after months of disputes, Hamid Karzai finally announced the so called ‘peoples congregation’ (Jargah), could you please share with us your view regarding it?
Zabihullah Mujahid: Yes, in Afghanistan the foreign invaders and their puppets, like before, are trying to put into practice various processes in order to cover up the invasion of Afghanistan, and enforce their ‘prescription’ of so called democracy. Once again they repeated their misleading efforts and conducted parliamentary election. From the beginning Islamic Emirate considered this particular election as ‘a demand and process set by foreigners’. The invaders covered the expenses of the election so that they can benefit from it.
Through this ‘show’ of election, the invaders wanted to deceive the Afghan Nation and the world that they have achieved their objectives, and now there is a popular, elected government and parliament, hence no one has the right to continue their struggle against the elected government.
The foreigners believed that through such staged and corrupt elections they can easily put in place their purchased puppet individuals and appoint them in the fake parliament, through which they thought that they can continue their occupation and from such a parliament they will be able to easily get their hands on a long term strategic alliance contract.
In addition to this the invaders also had the intentions of appointing in the parliament those individuals who do not believe in united Afghanistan. Through these puppets the foreign invaders will try on a high level to divide Afghanistan and cultivated mistrust amongst different ethnic groups.
From the beginning Islamic Emirate had considered this process a struggle by foreign invaders and detrimental to the Afghan Nation and Muslims, and the results of this process reveal’s the same truth about the invaders deceptive upcoming plans and efforts.
Question: United States of America, her allies and also United Nations had a warm welcoming response towards the parliamentary elections, how do you view their particular response?
Zabihullah Mujahid: I made it clear that the parliament in Kabul and the elections that were held are not conducted in order to serve the legislative needs of the country; instead it was part of invaders military strategy. As we know NATO is a military alliance, and it must be noticed that Rasmussen was compelling Hamid Karzai to bring about a new parliament, thus instead of government diplomats the ceremony of the new parliament was conducted by the military commanders of different countries which shows that the new parliament was a strategic military need of the American invading forces that ought to be completed. In reality the Americans want to use this parliament in order to fulfill their military strategy in the region. As far as The United Nation’s warm welcoming of the new parliament is concerned, then it is apparent that the UN cannot take any step against America and that is a known fact.
Question: Do you think that new parliament will have any effect on the current situation in Afghanistan?
Zabihullah Mujahid: No not at all, because this parliament like the earlier ones is neither an Afghani parliament nor legitimate, most of its members are elected on the basis of ethnicity by the invaders and their puppets, so like the earlier parliaments, it will only be limited to pocketing salaries and will not have any evident effect on the current circumstances.
Question: Can you describe briefly the view of Islamic Emirate regarding this parliament?
Zabihullah Mujahid: Islamic Emirate of Afghanistan does not give any importance to the existence or absence of such parliaments; most of its members are accountable for crimes and corruption which is part of this puppet regime. We see the so called newly ‘elected’ parliament as a part of the continuous stage show, which the Americans want to benefit from by using it as propaganda in order to deceive the populace.
Question: Coming to other issues Mr.Mujahid, recently the American General Petraeus claimed that they have some evident progress in Afghanistan, how do you view these claims?
Zabihullah Mujahid:  Yes we hear this propaganda circulating in the media which is very astonishing. Our nation witnesses that the invaders are under more pressure than ever before. From one side, despite of the increase in number of invading forces they are under continuous attacks of Mujahideen all over the country which results in high casualty on daily basis. From the other side, the invading forces particularly their leaders and army generals are under great political pressure of their country’s general public, that despite of great expenses; enormous cost of life and public wealth, why have they not been able to fulfill their promises, which was to bring stability and a countable progress in Afghanistan. It is a known fact that the invaders have been defeated in Afghanistan, but they continue their propaganda through which they want to compel the world to believe in their so called progress in Afghanistan. As far as general Petraeus’s claim is concerned, we have been following his claims from past couple of months which in reality are politically motivated. For instance, when Obama was preparing scenario of his yearly speech for the Nation, according to a report general Petraeus was obliged to make new claims of progress in Afghanistan which had no authenticity. These claims were only made so that Barack Obama can refer to it and mention them as a proof in his speech. Therefore, in order to know the current situation in Afghanistan and the fantasy of progress in Afghanistan, we can refer to the many surveys that were recently conducted by some media sources, for instance the survey that was conducted by Reuters News Agency at the expense of European Union exposes to some extent the fantasy of progress in Afghanistan.
According to a report by Reuters news agency, an European security firm which is responsible for the security of NGOs in Afghanistan has mentioned in their investigated report; that the claims made by the American military Generals about the military progress in Afghanistan is contradictory to the reality on the ground, according to report there is no doubt that in 2010 there was 2/3increase in armed resistance compare to 2009, and in some northern provinces there is a threefold increase in armed resistance. Furthermore it is mentioned that the American president Barack Obama pointed towards the war in Afghanistan very differently, by saying that there was military progress on the ground and activities of Taliban have been limited in many parts of the country, whereas the progress that has been made is not secure enough and might fall back into the hands of Taliban. According to the report, the American general Mike Mullen’s visit to Afghanistan one day after the publicizing of white House review of Afghan war strategy where the General claimed about the progress in Afghanistan, however these claims had clear motives behind it, which was to influence the views and thoughts of the American and European public, and to prepare the situation in Afghanistan prior to the withdrawal of their forces from Afghanistan. It is also mentioned in the report that in 2010 there was 64 percent increase in the attacks of Taliban.
The above mentioned reports are according to a western media firm and I believe that if we make an even independent survey it will be more damaging to the invading forces.
Question: General Petraeus has been claiming for couple of months that they have detained or martyred majority of Mujahideen leaders in different parts of the country. Can you please give our readers some information about the reality of these incidents?
Zabihullah Mujahid:   I can only say that our virtuous Jihad will indeed require sacrifice from us, and whether it be a leader or an ordinary Talib, sacrifice in this sacred path is our pride, and we believe that martyrdom for the sake of God Almighty is not death, but it is a life with dignity for us. However, as far as the enemy’s claim of martyring or capturing alive of majority of our leaders, it is very far from reality, because we can see that day by day there is increase in our Jihadi activities, and our armed forces are more disciplined than ever before. We are countering the enemy and opening new Jihadi fronts, we occupy more and more territory day by day. This in itself is a proof, prays be to Allah there is no such grave harm caused to our Jihadi leadership, and God forbid if these claims were to be true then we wouldn’t be having all these victories in the battlefields, and I believe that this is one-sided propaganda of our enemy, and right now there is totally an opposite situation on the ground, a general belief is that comparing to the previous years, this winter there are more attacks of Mujahideen, which unveils the fake propaganda of our enemy.
Question: Recently Karzai’s government has been reported claiming that in some northern provinces a number of Mujahideen have surrendered to the government and the process is gaining momentum, can you please give us some information regarding it?
Zabihullah Mujahid: We believe that such claims are part of organized misleading propaganda. As a matter of fact even our enemy believes that the Jihad and resistance is gaining momentum in the north. So in order to reduce the resistance in north, the Kabul government with the help and guidance of foreign intelligence agencies are trying to introduce some warlords as Taliban
