Representatives of a number of European and other countries have baselessly asserted through a statement that the Islamic Emirate is continuing a senseless war, is killing civilians, is destroying public infrastructure and is involved in assassinations.

The Islamic Emirate of Afghanistan rejects all such allegations.

All charges which they have leveled are unsubstantiated. The Islamic Emirate of Afghanistan has absolutely no hand in civilian killings and neither is it involved in the destruction of public infrastructure, rather it considers safeguarding and securing public infrastructure its own responsibility.

The policy of the Islamic Emirate of Afghanistan from the very outset has been to resolve issues through dialogue.

The principle and leading cause for the ongoing crisis in Afghanistan is foreign occupation from which the Afghans have died for a full two decades, which has imposed on our people an impotent administration and which is still continuing to lend support to this corrupt regime.

Unfortunately, most countries including the European Union are either directly or indirectly involved in the tragedies, destruction, bombings, killings and various other crimes being experienced by our people for the past twenty years, and some are still exerting efforts to extend the presence of foreign occupation forces in Afghanistan and to prolong the ongoing conflict.

The Islamic Emirate has a legal right to free its homeland from the presence of occupying forces with every lawful means necessary.

If the Doha agreement is implemented, it will prove beneficial and in the interest of America along with other involved countries as well as the Afghans. However, if some discard the Doha accord and keep searching for excuses to continue the war and protract the occupation, then history has proven that the Afghan Mujahid nation can valiantly defend its values, soil, homeland and rights.

Our proclamations about negotiations and dialogue must not be exploited nor mistaken for a weakness.

We have the backing of a proud and free nation that is willing to take a stand against all plots and foreign conspiracies, Allah willing.

A recent report by the US Treasury Department states that Al Qaeda organization retains presence in Afghanistan and is gaining strength.

We strongly reject this report. The report has been compiled by partisan and warmongering circles based on false information.

In the year 2001 when a large-scale war broke out in Afghanistan and the subsequent uprisings in parts of the Arab world, members of Al Qaeda and other foreign nationals that had previously sought refuge in Afghanistan returned back to their homelands.

Currently, there are no Al Qaeda operatives present in Afghanistan and neither does there remain a need for any foreign national to live in Afghanistan.

Unfortunately, some circles are seeking the extension of this imposed war on the Afghan nation in pursuit of their interests and malicious objectives, are thus seeking to corrupt minds and create unwarranted fears with propaganda, and are sourcing information from warmongering individuals and parties before forwarding it to other departments.

We consider the full implementation of the Doha agreement a logical solution to the ongoing problem, and also in the interest of both the American and Afghan people.

The Islamic Emirate once again declares that it shall remain committed to all clauses of the Doha agreement, not allow anyone to pose a threat to the security of the United States and its allies from the soil of Afghanistan or build bases here.

The Islamic Emirate maintains that all concerned parties must remain committed to the Doha agreement and their stated responsibilities.

A number of religious scholars, journalists and political figures have recently lost their lives in targeted attacks in different parts of the country.

The Islamic Emirate has rejected such killings each time and labeled it detrimental for the country. It once again proclaims to both our compatriots and the world that such people are not included in our military target lists.

The Mujahideen of Islamic Emirate solely target enemy that is actively engaged in fighting or carrying out espionage activities.

Barring this, lethal action against other people is neither an objective nor in the interest of the future of our homeland.

The Islamic Emirate has had specific targets from the outset of its struggle and unfailingly accepted responsibility for those actions. The Islamic Emirate has never attacked non-military and unarmed personnel over the past two decades, hence allegations by the Kabul administration of baselessly implicating the Islamic Emirate in such attacks are unsubstantiated.

The Islamic Emirate calls on its fellow citizens and the world to identify elements and circles that are engaging in these activities at this critical juncture in order to muddy water and catch fish.

We believe these attacks are perpetrated by those whom oppose the establishment of peace and Islamic system in our homeland. They want to besmirch Mujahideen with such attacks and lay groundwork for the prolongation of occupation of the country.
