Roche was trained in an al-Qaeda camp in Afghanistan and was arrested in November 2002 for a plot against the Israeli Embassy in Canberra, Australia. Roche later said that he did not intend to carry out the plot. After his arrest Roche helped provide vital information and intelligence on al-Qaeda and Jamā’ah Islāmiyyah. Roche was convicted to four and a half years in prison, and was released in May 2007 after serving his time. Below he explains Jamā’ah Islāmiyyah’s constitution based on his perspective and background. He also has provided an English translation of the entire constitution, which you can read here.

PUPJI: Pedoman Umum Perjuangan Jamaah Islamiyah (General Guidelines for the Struggle of (an/the) Islāmic Group)

PUPJI was a document produced by the Indonesian based group JI, that is, Jamaah Islamiyah – the Islāmic Group. Once produced, production was merely the photo-copying, scanning or retyping of an extant original. It was only available to high-ranking members within the group (as attested to by Nasir Abas [a former high ranking member of JI] in his book)…‘the Amir of Al Jamaah al Islāmiyah, daily executive Amir (a person who has authority like the Amir), members of the Markaziy (Majlis Qiyādah Markazīyah) – Central Command Administration, and regional leaders as well as staff members (Majlis Qiyādah Wakālah – Proxy Command Administration)’.[1] [2]
In order to partially answer why it was that PUPJI was not made available to rank and file members, it is perhaps prudent to refer to a statement given by Nasir Abas:
‘…knowledge of PUPJI is restricted to the level of leader and above alone. Other members are guided and given instructions without the knowledge that those guidelines and instructions originate from the book of guidelines for the daʿwah of Al Jamaah al Islāmiyah, namely PUPJI, and without in fact having any knowledge of PUPJI. Likewise also, not all members of the Al Jamaah al Islāmiyah organization have ever physically seen the book of PUPJI but there are those who have knowledge of its existence or have heard of it but never actually seen it.’[3]
Whilst this does not completely answer the question of why the restricted availability of PUPJI, it does signpost guidance and instruction within JI being given by those personnel that have been made privy to PUPJI. Were it to be the case that copies of PUPJI were made available to each and every member of JI, then without correct supervision all manner of individual interpretations would abound. Such a system would be no system at all other than a form of anarchy. The distribution of PUPJI is therefore a managerial strategy, one that aligns itself with Islāmic methodology (namely that command comes from above) and ‘those personnel that have been made privy’, that is those individuals who possess a reasonably high degree of Islāmic knowledge and/or knowledge of the mechanisms and objectives of JI as a whole as well as leadership skills, are tasked with disseminating the precepts contained within PUPJI towards those members of JI tasked under their care.
PUPJI describes itself as,…‘a general objective that is able to provide a systematic overview for the motivational steps of a jamāʿah that integrates careful, objective standardized principles and operational measures’. This clause of PUPJI gels with the description given by Nasir Abas, that it was ‘…conferral of a systematic illustration of the Jamaah’s steps which are cohesive between the principal values (Islām) and the undertaking of actions that are prudent, guided, and regulated’.[4] It is within this context that it acts as a ‘guide-book’ or ‘book of guidelines’ for the workings of a/the jamā‘ah – that is a group that functions within and along Islāmic principles. For these reasons one often hears it described as JI’s constitution.
JI was officially formed around January of 1993 when some members of NII (Negara Islām Indonesia – Islāmic State of Indonesia) group broke away from its leadership. The breakaway members were ‘lead’ by ‘Abdullāh Sungkar and Abū Bakar Ba’asyir. Many of the members of NII had undergone training in Afghanistan under the auspices of such individuals as Shaikh ‘Abdur-Rabb rasul Sayyaf. Whilst the members of JI were now detached from NII, they were still able to make use of whatever facilities were available for training in Afghanistan.
As a group/organization, NII possessed ‘state statutes’.[5] This is something that is often overlooked when examining the genealogy of JI, that is it is seldom made mention of. These ‘state statutes’ had been drawn up by, amongst others, S. M. Kartosoewirjo when he proclaimed the Islāmic Nation of Indonesia (NII) in a regional area in West Java on the 7th of August 1949. According to Nasir Abas, they were in book form and known as ‘Pedoman Dharma Bhakti’ (Negara Islam Indonesia) – ‘Manual of Devotional Obligations’ (Islāmic State of Indonesia) and ‘Qanun Asasi’ (sometimes referred to as Qanun Azasi) – ‘Founding Principles’ or ‘Statutes’, ‘Constitution’).[6]
In fact, ‘Pedoman Dharma Bhakti’ was a conglomeration of a number of smaller publications. These included, ‘Qanun Azasi’, ‘UU Hukum Pidana’ (Criminal Laws), ‘Maklumat Imam’ (Edicts of the Leader), ‘Maklumat Militer’ (Military Edicts), ‘Maklumat Komandemen Tertinggi’ (High Command Edicts), ‘Statement Pemerintah’ (Government Statement), and ‘Manifesto Politik’ (Political Manifesto). It is reasonable to determine that PUPJI was in fact a revised version of those publications.
Whilst ‘Pedoman Dharma Bhakti’ was written in Indonesian, PUPJI was written in both Indonesian and Arabic, wherein the main text is Indonesian and ‘references’ being in Arabic. ‘References’ within the document are quotations from Al Qur‘ān and the aḥādīth (‘sayings’) or Sunnah (sayings, non-sayings, actions or non-actions of the Prophet Muḥammad).
I was taught in 1996/97 that the principles upheld by JI towards the individuals within the group, and as such inculcated and practiced, were in accordance with those adhered to and upheld as belonging to the ‘aqīdah (belief) of the Ahlus Sunnah wa’l Jamā‘ah minhajus-Salafuṣ-Ṣāliḥ. The beliefs of the Ahlus Sunnah wa’l Jamā‘ah is the belief and method of that which the Messenger of Allāh came with, and how his Ṣaḥābat understood this belief and their application of this method.
Ahlus Sunnah wa’l Jamāfiah minhajus-Salafuṣ-Ṣāliḥ is explainable as:
Those who adhere to the Sunnah [of the Prophet Muḥammad] and who are assembled together in a group and who follow the methodology and practices of the Pious Predecessors. The ‘Pious Predecessors’ are the 1st three generations of Muslims, namely:
The basis of Ahlus Sunnah wa’l Jamā‘ah is upon such aḥādīth as:
It was narrated from ‘Awf bin Mālik that the Messenger of Allāh said: “The Jews split into seventy-one sects, one of which will be in Paradise and seventy in Hell. The Christians split into seventy-two sects, seventy-one of which will be in Hell and one in Paradise. I swear by the One in Whose Hand is the soul of Muḥammad, my nation will split into seventy-three sects, one of which will be in Paradise and seventy-two in Hell.” It was said: “O Messenger of Allāh who are they?” He said: “Al Jamā‘ah – The main body.” (Sunan Ibnu Mājah 3992).
And:
“…adhere to my sunnah and the sunnah of the rightly guided caliphs…” (Sunan At-Tirmidhī 2685).
The general principles espoused within PUPJI are influenced by the likes of such people as Muḥammad bin ‘Abdul-Wahhāb, Abū’l A‘lā Maudūdī, and Sayyid Qutb. This would also have been the case for many of the precepts contained within the ‘state statutes’ of NII. However, since PUPJI was drawn up in 1996, its precepts were also influenced by the likes of ‘Abdullāh fiAzzam, Ayman Aẓ-Ẓawāhirī, and Usāmah bin Lādin, amongst others. This influence is in no small part due to the presence of NII members under training
Segala puji Syukur ke Hadirat Allah Rabb semesta alam, yang telah menganugerahi kita kenikmatan Iman dan Islam serta masih dipertemukan dengan Bulan Suci Ramadhan, Bulan Ribath dan Jihad, Bulan Kemenangan dan Tamkin, Bulan yang penuh Keberkahan dan Kemuliaan bagi mereka yang mengisi Bulan ini dengan Taqorrub Ibadah I’dad dan Istisyhad fie Sabielillah, serta mengadakan Amaliyah-amaliyah Jihadi lainnya, baik di dunia Nyata maupun di dunia Maya, yang kesemuanya itu demi keberlangsungan Jihad ini dan menjadikan Kalimat Allah “Laa Ilaaha illallah” ini menjadi Tinggi dan tiada ada yang menandinginya.
Sholawat dan salam akan selalu terlimpah terhadap Imam Mujahidin SAW yang telah memimpin Pasukan perangnya di Bulan Ramadhan yang Mulia ini, hingga Allah berikan Anugerah kemenangan dan tamkin di muka bumi ini, juga terlimpah kepada keluarga, para sahabat serta orang-orang yang mengikuti jejak-jejak beliau hingga hari kiamat.
Berkenaan dengan hadirnya Bulan yang Suci ini, kami dari Pengurus Forum Islam Al-Busyro mengucapkan Selamat kepada Ummah Muslimin sekalian akan hadirnya Bulan untuk beramaliyah ini, dan kami juga menyerukan kepada segenap ikhwan sekalian, khususnya kepada mereka yang masih memiliki Ghiroh untuk membela saudari Muslimah mereka yang dilecehkan dan diperkosa di belahan bumi sini dan sana untuk meningkatkan Amaliyah Jihadnya, apapun itu bentuknya di bulan yang penuh Pertolongan ini. Buatlah amaliyah-amaliyah khusus baik perorangan maupun dalam kelompok-kelompok kecil hingga menjadikan musuh-musuh Allah menjadi gentar dan Allah Ta’ala menanamkan dalam hati mereka ar-Ru’ba (ketakutan).
Kami sampaikan pula Kabar Gembira, bahwa kami membuka Pendaftaran untuk bisa bergabung dalam Forum kita yang tercinta, tempat berbagi ilmu dan ghiroh, tempat mengumpulkan energy dan potensi dalam memberikan Pelayanan terhadap Jihad dan Para Mujahidin dimanapun mereka berada serta memberikan kesempatan untuk berkiprah menempa kejujuran diri masing-masing dalam usaha untuk bisa Berjihad di Medan-medan Tempur dan meraih Kematian Syahid sebagai cita-cita yang sangat didambakan.
Adapun teknis pendaftarannya bisa langsung mengakses pada halaman Forum yang beralamatkan di www.al-busyro.org/vb serta mengisi field yang telah disediakan, dan setelah bisa masuk, diwajibkan mengisi Alasan dan apa yang diinginkan di Forum Al-Busyro ini, baru setelah itu kami akan mengaktifkan keanggotaan full di Forum ini. Dan pendaftaran ini akan kami tutup hingga tanggal 7 Syawal 1433 H insya Allah, serta keanggotaan yang tidak aktif selama 3 bulan berturut-turut akan kami non-aktifkan, kecuali ada alasan yang tepat untuk itu, waffaqonallah.
Syaikh Aiman Adz-Dzowahiri hafidzohullah wa ro’aahu Amir Tandhim Qoidatul Jihad berkata :
ومعركة البيان قد انفتحت لها ميادينٌ كثيرة بفضل الله, فوسائل الاتصال الحديثة قد أتاحت فرصًا كبيرةً للنشر والتبليغ, وجزى الله فرسان الجهاد الإعلامي خير الجزاء, أولئك الجنود الأخفياء الذين لا يعرفهم كثيرٌ من الناس, ومع ذلك فقد بلغت آثارهم أقاصي الأرض ليبلِّغوا رسالة الحق صافيةً نقيةً ولو كره المجرمون, وعليهم أن يحشدوا جهودهم، ويستجمعوا طاقاتهم، ويتقنوا رسم خططهم، وينظموا أعمالهم، ويبذلوا أقصى ما في وسعهم، فإنّ المعركة على أشدها، وإنّ الله لا يضيع أجر من أحسن عملاً.
“Dan Peperangan Statement telah banyak terbuka di beberapa front dengan karunia Allah Ta’ala, karena Media Komunikasi Modern telah banyak memberikan peluang yang besar untuk bisa menyampaikan dan menyebarluaskannya. Semoga Allah memberikan balasan setinggi-tingginya kepada Para Ksatria Media, merekalahPara Tentara Tersembunyi yang tidak banyak diketahui oleh kebanyakan manusia, padahal pengaruh mereka telah mencapai ujung-ujung bumi dalam menyampaikan Risalah Kebenaran yang bersih lagi jernih, walaupun memang tidak disukai oleh Para Penjahat. Maka hendaknya bagi mereka, untuk menghimpun kerja keras mereka, mengumpulkan kemampuan mereka, menekuni sketsa proyek-proyek mereka, mengorganisir pekerjaan mereka, dan mengerahkan segala kemampuan yang mereka bisa, karena sesungguhnya Perang (Statement) ini akan sangat Dahsyat, dan sesungguhnya Allah tidak akan menyia-nyiakan Pahala orang yang memperbagus pekerjaannya”
Beliau hafidzohullah juga berkata :
على الأمة المسلمة عامة والحركة المجاهدة خاصة أن تخوض معركة البيان كما تخوض معركة السنان, وحاجتها لمعركة البيان أشد من حاجة سائر الأمة له, لأنها الأبصر بمواطن الخطر, فهي التي تواجهها وتتعرض لها كل يوم, ولأنها الأخبر بطبيعة العدو الشرسة الدنيئة, ولأنها الأكثر تعرضًا للتشويه والكذب, ولأنها الأعلم أنَّ الهجوم عليها إنما يُراد به الهجوم على الإسلام واستئصال شريعته, ولأنها أيضًا الأصرح في النطق بالحق والمجاهرة به, فقد دفعت ثمن حريتها وصراحتها وجرأتها هجرةً وأسرًا، ورباطًا وقتالاً، وفِراقًا للأهل والوطن والمال، وصبرًا في القتال والمعتقلات.
كان الشيخ أسامة بن لادن -رحمه الله- يذكر أنَّ حريتنا لا يحُدُّها غير الشريعة سقف؛ لأننا نستنشق أكسجين الحرية النقي, ويصدِّق هذا قولُ الحق تبارك وتعالى: (وَمَن يُهَاجِرْ فِي سَبِيلِ اللَّهِ يَجِدْ فِي الأَرْضِ مُرَاغَمًا كَثِيرًا وَسَعَةً).
“Hendaknya bagi Ummat Islam pada umumnya, dan khususnya lagi bagi Para Gerakan Jihad (Para Mujahidin yang Berjihad), untuk bisa memfokuskan diri pada Peperangan Statement sebagaimana mereka memfokuskan diri mereka dalam Peperangan Konvensional. Dan sesungguhnya Para Mujahidin itu lebih sangat membutuhkan Peperangan Statement ini daripada kebutuhan dan harapan Ummat terhadap mereka, karena Perang tersebut (Perang Statement) akan bisa lebihmenampakkan front-front yang berbahaya. Ia juga lah yang akan mereka hadapi dan akan muncul tiap harinya, karena dengan perang ini akan menyingkap berita tentang tabiat musuh yang buruk lagi hina. Karena dengannya pula akan lebih bisamenampakkan Informasi yang menyimpang dan Kedustaan musuh. Juga akan lebih memperjelas bahwa sesungguhnya Penyerangan terhadap mereka (Para Mujahidin) itu maksud dan tujuannya adalah untuk menyerang Islam itu sendiri dan memberangus Syari’at-Nya. Karena dengannya juga akan bisa lebih Lantang dalam mengatakan Kebenaran dan lebih bisa Tampak dengannya, karena sesungguhnya Perang (Statement) ini akan membayar harga Kebebasan mereka (Para Mujahidin / Gerakan Jihad), Kelantangan serta Keberanian mereka, dalam keadaan Berhijrah maupun Tertawan, baik dalam keadaan Ribath maupun Peperangan, serta dalam kondisi berpisah dari Keluarga, Negeri, Harta dan dalam kondisi Sabar dalam Peperangan maupun Tertawan.
Sesungguhnya Syaikh Usamah bin Laden rahimahullah pernah menyebutkan bahwa Kebebasan kita tidak ada batasnya hingga Syari’at ini menjadi Naungan, karena dengan itulah kita akan bisa menghirup Oksigen Kebebasan yang benar-benar jernih, hal ini dibenarkan oleh firman Allah Ta’ala : “Barangsiapa yang berhijrah di jalan Allah (fie Sabilillah), niscaya ia akan mendapatkan Tempat Hijroh yang Banyak dan (rizki) yang luas”
(QS. An-Nisa : 100)”

بسم الله الرحمن الرحيمالحمد لله رب العلمين, والصلاة والسلام على خاتم النبيين والمرسلين وعلى آله وصحبه ومن تبعه بإحسان إلى يوم الدين, أما بعد :
لقد دار في زماننا هذا, المعركة بين الحق والباطل, وبين المسلمين ضد أعداءهم من اليهوديين والصليبيين والشيوعيين وغيرها من الأعداء. والمعركة دارت في زمان الفتنة واللومة وفي الزمان الذي فيه المسلمون كثيرون العدد بل هم غثاء كغثاء السيل, زمن تتداعى أعداء الإسلام إلى قصعتها وهي قصعة الأمة المسلمة, حيث قتلوا من شاؤوا وسلبوا ما شاؤوا واغتصبوا من شاؤوا –ولا حول ولا قوة إلا بالله-. وحينئذ تقع هذه المعركة, إما المعركة القتالية وإما المعركة الكيبوردية –أي المعركة الإعلامية-, وههنا نقف الآن.
وبعد فترة حوالي شهرين من التوقف, تم بحمد الله تعالى عودة منتديات البشرى الإسلامية بين المسلمين تحريضا للمؤمنين للجهاد ودعما للمجاهدين بنشر بيانات وتقاريرهم وإعدادا لنا لكي يكون من الذين أرادوا الخروج للجهاد في سبيل الله ونبتعد من عدد المنافقين, والعياذ بالله.
قال تعالى : ولو أرادوا الخروج لأعدوا له عدة
وبحلول هذه العودة نهدي الأمة المسلمة عامة والمجاهدين خاصة الإصدار المميز والمرهب الذي سنصدره عن قريب إن شاء الله وهو الترجمة الأندونيسية من إصدار دار الجبهة و الجبهة الإعلامية الإسلامية العالمية بعنوان “THE EXPLOSIVE COURSE” أو كما ترجمنا بعنوان “KURSUS PELEDAKAN”.
مقال مميز يبحث في كيفية صناعة المتفجرات والقنابل, عمدة يجب ملكه وحفظه على كل مجاهد ذي غيرة إلى الأمة المسلمة الذين استضعفوا وهم الذين ذي شعور فلما سمعوا فاطمة العراقي والأخوات المسلمة العفيفات اللاتي أسرن في سجن أبو غريب في العراق ثم اغتصابهن جيوش الصليب تسع مرات في اليوم أو العالمة المسلمة الدكتور عافية صدقي التي خطفت منذ أبريل 2003 وسجنت بأكثر من ثمنين سنة أسرا في السجون السرية الأمريكية ولم يعرف وجودها إلا في السنوات الأخيرة وهي أصابت بالسرطان وحملت بسبب سوء المعاملة من الجيوش الأمريكيين – ولا حول ولا قوة إلا بالله-.
فالأول نقدم هذا الإصدار إلى أميرنا أمير تنظيم قائدة الجهاد الشيخ أيمن الظواهري حفظه الله الذي قد ظهر وصدق وثبت في ضد روم هذا الزمان وهو أمريكا وتمكن بإذنه من النصر بعد النصر في بعض الأماكن الذين ساروا على نهج القاعدة.
لا ننسى لأن نقدم هذا الإصدار إلى كل المسجونين الذين أسروا في سجون الكفار وسجون عملائهم من المرتدين والمنافقين, منهم الشيخ عمر عبد الرحمن والأخت الأسيرة الدكتور عافية صديقي والأستاذ أبو بكر بعاشير والأستاذ عمان عبد الرحمن والإخوان والأخوات الآخرين الذين أسروا في قبض أعداء الله لعنة الله عليهم.
فهذا الإصدار نقدم إلى المجاهدين والمرابطين والمعدين في سبيل الله, عسى الله أن يثبتكم ويسدد رميكم.
نسأل الله تعالى أن يثبتنا في هذا الدرب المبارك ويرزقنا الشهادة كما نحسبها, اللهم آمين.

This ‘Eidul Adha is closely related with the Qurban in the history of Prophet Ibrahim ‘alaihissalam. This ‘Eidul Adhaemphasizes to us the command to follow the Millah Ibrahim as He says :
“Then We revealed to you, [O Muhammad], to follow the Millah of Ibrahim, a hanif…” (Qs. An-Nahl 123).
What is Millah Ibrahim? These two words are usually translated into the Religion of Ibrahim. The true meaning is,Millah Ibrahim is the attitude of Nabiyullah in having the religion, namely: al-wala and al-baro. We were asked to follow these two principles.
THE WALA’ (LOYALTY) OF PROPHET IBRAHIM
The technical term of the Wala’ of Prophet Ibrahim is a loyalty that is steady. So if it is steady, there is no more thought and calculation of the world. As long as there is ability, it must be practiced!
First example, when Prophet Ibrahim married for the second time and then was granted with the first child, Ismail.
When his son was born, Prophet Ibrahim was commanded by Allah so that he leave the mother (her wife Hajar – ed.) along with her small child in the desert. According to common sense, Ismail would have surely died because there was no water nor vegetation in the desert. To be thought over with the mind would make one stressed. But Prophet Ibrahim was “sami’na wa atho’na” (we hear and we obey).
When that of her son was in thirst, she was running here and there to look for water, that’s what become the ibaadahof sa’i. In the end, with the movement of the feet of Prophet Ismail, there appeared what now becomes the sources of the Zamzam well and it became a prosperous place, many people came to visit there until it turned into Masjidil Haram to these days.
That was the wala’ of Prophet Ibrahim. Although according to calculations when the command was given, death was imminent. But due to the command of Allah, then with thesami’na wa atho’na there should be no consideration of any kind as long as there is capability.
A second example, when Ismail grew up, he helped his father building the Ka’bah. Imagine, a father who was already old and only had one child, a very attractive child, going to become a Prophet, but the command of Allah came down: “Slaughter you son..!”
If thought over with the common sense, he could be sressed for the second time. But Prophet Ibrahim had an attitude of being submissive to the command of Allah, sami’na wa atho’na.
Then, he said to his son, “O my child, I am receiving this command, I am commanded to slaughter you.”
What did Ismail say? “Do it O my father, I will be patient.”This is the wala’ that must be emulated by the Muslims which has its connection with the ‘Eidul Adha.
So if we already hear the command of Allah or the law of Allah, so our attitude must be “sami’na wa atho’na.” Let there be no reconsideration of any kind, because the law of Allah has to be the best. If we are able, we must do it, but if we are unable, yes, just do to the best of our ability.
THE BARO’ (ANTI-LOYALTY) OF PROPHET IBRAHIM
The baro’ of Prophet Ibrahim is clearly recorded in surah Al-Mumtahanah verse 4:
“There has already been for you an excellent pattern in Abraham and those with him, when they said to their people, “Indeed, we are disassociated from you and from whatever you worship other than Allah . We have denied you, and there has appeared between us and you animosity and hatred forever until you believe in Allah alone…”
The principle is, all that is contrary to Islam must be rejected! No reconsideration of any kind, the reconsideration is only whether we are able or not, but the principle is, it is rejected!
This principle of Millah Ibrahim, if we want to practice now, the wala’ of the Islamic ummah is that they must hold firmly the law of Islam, and reject any other beside it. Whereas, the practice of its baro’ is rejecting the Pancasilastate!
This is the consequence of following the Millah Ibrahim. The country of the Muslims must be an Islamic State, fullstop! For that, there is no need to negotiate with the kafir. If you want, let’s join us, if not, please leave! This had been practiced by the Islamic ummah in India before, resulting in the separation that became Pakistan.
Therefore, if the Islamic ummah want to make sense of their lives with the true ‘Eidul Adha, they must follow the MillahIbrahim i.e. hold firm the Shari’ah without the judgement of the kafir, then the state must be based on Islam one hundred percent. This is a fixed price, there is no bargaining. Whoever wants to accept the Pancasila state, the ruling is that he is mushrik, or even murtad!
The country of the Islamic ummah must be ab Islamic State, this is a fixed price. Just as we are acknowledging thekalimah of Laa ilaha illallah (there is no god except Allah), is it not a fixed price? It should not be tweaked and twitched. We cannot force the kafir, although their belief is wrong, we can give advice but we cannot force. We ourselves cannot be forced, the country must be Islamic because that is the requirement of tawheed, not a political issue. This is important, that’s the conclusion.
