New video message from Ḥarakat al-Shabāb al-Mujāhidīn’s Shaykh Abū ‘Ubaydah (Aḥmad ‘Umar): “But If They Turn Away, Then Say, ‘Bear Witness That We Are Muslims [Submitting To Him]'”

The title of this release is in reference to Qur’anic verse 3:64. Here it is in full: “Say, ‘O People of the Scripture, come to a word that is equitable between us and you – that we will not worship except God and not associate anything with Him and not take one another as lords instead of God.’ But if they turn away, then say, “Bear witness that we are Muslims [submitting to Him].””

In the year since Hamas launched the October 7 attack, the senior leadership of al-Qaeda (AQ) has attempted to nudge its way back into relevancy by coopting international anger toward Israel’s subsequent military response. It has done so by situating itself closer to Hamas—a group it has historically criticized—and by providing new guidance for AQ members and supporters. It has even reportedly created a startup affiliate in Gaza to take advantage of the current vacuum there.
