New statement from the Islamic Emirate of Afghanistan: “Ministry of the Economy: Explanations Regarding Contracts With Russia”

Considering dire economic situation, poverty and high prices of raw materials in the country, the leadership of the Islamic Emirate decided to search for quality and cheap sources of raw materials for domestic consumption. Therefore a team consisting of relevant departments led by the Minister of Industry and Trade traveled to Russia in the month of Cancer 1401.

Following negotiations with Russia, they managed to sign various contracts for purchase of raw materials such as wheat and petroleum products for period of one year and is planned to enter the Afghan markets in the next few weeks as a test case for the imported raw materials including this contract.

The Islamic Emirate of Afghanistan hopes that the extensive business relations it has with all its business partners and close cooperation with the private sector, the economic problems of the people will be addressed, the price level in the market will decrease and the price of raw materials in the market will be in accordance with to the economic ability of the people.

New statement from the Islamic Emirate of Afghanistan: “Ministry of Foreign Affairs: On the Da Afghanistan Bank (DAB) Reserves”

IEA-MoFA deems recent decision by the US to transfer a part ($3.5 billion) of the reserves of DAB to Switzerland & use it for targeted disbursement without any input by Afghanistan as unacceptable & a violation of international norms.

IEA, as an accountable gov. to its people, expresses its explicit opposition to the specific iteration of this mechanism.

DAB reserves, like those of other states, are used for currency stabilization, strengthening financial systems & facilitating international transactions.

These reserves can never be used for any disbursement purposes. Disbursing these reserves for other purposes without the express agreement of the Afghan people is a negative step against Afghan economic stability taken by the United States.

The Islamic Emirate of Afghanistan would like to clarify that during bilateral talks with the United States, the independence and professionalism of the Central Bank, and openness to third party monitoring of AML/CFT regime was proven both in words and deeds.

US has taken this step without finalizing negotiations or reaching an agreement with us, showing ill-faith to undermine economic stability & well-being of the Afghans. Despite commitments to & compliance with international financial practices by the Central Bank of Afghanistan,

a decision has been made to forcibly transfer the wealth of the Afghan people to another country. We therefore call on all individuals & sides to condemn this illegal & oppressive action, & support the Afghan people on this issue.

Through this statement, we would like to present our objection to the countries and institutions involved in this issue and we will continue to monitor the situation through diplomatic channels.

The principle causes of the humanitarian crisis in Afghanistan are the twenty-year American war, endemic corruption by the US-backed administration, and, following the change in government, the imposition of sanctions against Afghanistan & its banking sector, which has prevented investors benefitting from newly created economic opportunities.

If the reserves are disbursed without taking into consideration legitimate demands of the Afghans, the Islamic Emirate will be forced to impose fines against, and ban activities of, all individuals, institutions and companies that facilitate this illegal venture & seek to misuse DAB reserves for humanitarian & other purposes.

We again urge US to unfreeze reserves and lift restrictions on financial systems of the Afghan people so that they may have access to banking systems & stabilize their economy.

New statement from the Islamic Emirate of Afghanistan’s Dhabīḥ Allah Mujāhid: “Declaration On the Claim of U.S. President Joe Biden”

On the 2nd of Muharram، 1444, an air strike was carried out on a residential house in Kabul city, two days later, US President Joe Biden claimed that US troops had targeted Al-Qaeda leader Dr. Ayman al-Zawahiri in this attack, the Islamic Emirate of Afghanistan has no information about Ayman al-Zawahiri’s arrival and stay in Kabul.

The leadership of the Islamic Emirate of Afghanistan has instructed the investigative and intelligence agencies to conduct a comprehensive and serious investigation into the various aspects of the incident.

There is no threat to any country, including America, from the soil of Afghanistan, the Islamic Emirate wants to implement the Doha pact and the violation of the pact must end.

The fact that America invaded our territory and violated all international principles, we strongly condemn the action once again.

If such action is repeated, the responsibility of any consequences will be on the United States of America.

New statement from the Islamic Emirate of Afghanistan’s Dhabīḥ Allah Mujāhid: “Regarding the Drone Attack in Kabul City”

On August 1, 2022, an air strike was carried out on a residential house in the Shirpur area of Kabul city.

At the outset, the nature of the incident was not revealed.

The security and intelligence agencies of the Islamic Emirate investigated the incident and found in their preliminary investigations that the attack was carried out by American drones.

IEA strongly condemns this attack on any cause and calls it a clear violation of international principles and the Doha Agreement.

Such actions are a repetition of the failed experiences of the past 20 years and are against the interests of the USA, Afghanistan and the region.

Repeating such actions will damage the existing opportunities.

د اسلامي لارښوونو  مطابق پر مسئولینو باندې بې ځایه تورونه ویل او له واقعیت څخه لرې نقد کول شرعا جواز نه لري.

ارجاف او شائعات خپرول په اسلام کې ځای نه لري او د مسلمانانو تر منځ هم د کرکې او نفرت سبب کیږي، اعتبار او باور له منځه وړي او همتونه کمزوري کوي.

الله تعالی فرمایي؛ وَلاَ تَقْفُ مَا لَيْسَ لَكَ بِهِ عِلْمٌ إِنَّ السَّمْعَ وَالْبَصَرَ وَالْفُؤَادَ كُلُّ أُولـئِكَ كَانَ عَنْهُ مَسْؤُولا، [الاسراء:۳۶]

ژباړه: هغه څه مه لټوه چې علم ورباندې نه لرې؛ بې شکه غوږ، سترګه او زړه هر یو له دوی څخه پوښتل کیږي. په دې هکله رسول الله صلی الله علیه و سلم فرمایي: کفی بالمرء کذبا ان یحدث بکل ما سمع، [رواه مسلم] یعنی رسول الله صلی الله علیه وسلم هغه څوک دروغجن بللی، چې کومه خبره واوري او پرته له دې چې سپیناوی یې وکړي، نورو ته یې رسوي. دغه ډول منفي تبلیغات په ټولنه کې اضطراب پیدا کوي او په غیر شعوري توګه له دښمنانو سره مرسته کوي. رسول الله صلی الله علیه وسلم فرمایي؛ من کان یؤمن بالله و الیوم الاخر فالیقل خیرا او لیصمت[متفق علیه] ژباړه؛ څوک چې په الله او اخرت ایمان لري؛ نو یادې حق خبره وکړي، یادې پټه خوله و اوسي. په بل حدیث کې پیغمبر علیه السلام فرمایي؛ بئس مطیة الرجل زعموا [رواه ابوداود] ژباړه؛ د سړي بد عادت دادی، چې  په (دوی ویل/چا ویل) باندې استدلال کوي. د اسلام له نظره دغه کار د تعزیر(سزا) وړ ګرځي.په دې هکله فقهاء رحمهم الله لیکي: التعدي علی المؤظفین العمومیین و المکلفین بخدمة عامة یستحق التعزیر و من الامثلة التی اوردها الفقهاء فی هذا المجال اهانة العلماء او رجال الدولة بما لا یلیق سواء کان ذلک بالاشارة او القول او بغیر ذلک و التعدي علی احد الجنود بالید او تمزیق ثیابه او سبه ففیه التعزیر و التضمین عن التلف و من ذلک اهانة محکمة قضائیة و کذلک جرائم الجلسة فالقاضي له فیها التعزیر و ان عفی فحسن … الموسوعة الفقهیة، ج ۱۲ ص۲۸۳ الفتاوی الاسعدیة ج ۱ ص ۱۶۶ ـ ۱۶۷

ژباړه؛ پر عامو (حکومتي) کارمندانو او هغوی چې پر عمومي خدماتو ګومارل شوي وي، تیری کول د تعزیر(سزا) ورکولو لامل ګرځي، له دې جملې څخه فقهاء کرامو د علماوو اوحکومتي کارکونکو سپکاوی، چې د دوی له شان سره مناسب نه وي، هغه که په اشاره، وینا او یا بل څه وي، د بیلګې په توګه یاد کړي دي.

همدا راز کوم عسکر ته لاس اچول، یا یې جامې څیرل او یا هم بد رد ورته ویل، نو په دې کې تعزیر(سزا) ورکول کیږي او د جامو څیرلو تاوان ورڅخه اخیستل کیږي.

همدارنګه د قضایي محکمې سپکاوی او قضایي مجلس اخلالول، نو په دې صورتونو کې قاضي تعزیر(سزا) ورکولای شي؛ خو عفو بهتره ده.

پورته اسلامي لارښوونې  د ټولو هیوادوالو، مجاهدینو او خبري رسنیو له پاره شرعي مسئولیت جوړیږي، چې عمل ورباندې وکړي.

والسلام؛  د اسلامي امارت زعیم عالیقدر امیر المؤمنین شیخ القرآن والحدیث مولوي هبة الله آخندزاده حفظه الله
