Since the Taliban took over Kabul last August, the group has sought international recognition for its Islamic Emirate in Afghanistan. When Taliban forces first held the country from 1996 to 2001, only Pakistan, Saudi Arabia, and the United Arab Emirates recognized their rule. Today, no government has officially done so.
On March 13, however, Turkish foreign minister Mevlut Cavusoglu told the Antalya Diplomacy Forum that humanitarian aid on its own cannot adequately address Afghanistan’s problems, and that countries should offer diplomatic recognition of the Islamic Emirate as well—the first time a foreign political leader has publicly called for this step. The remark was delivered in the context of Turkey and Qatar reportedly nearing a deal with the Taliban to run the international airports in Kabul and other cities.

In the name of Allah, the Most Beneficent, the Most Merciful
Honorable participants of Antalya Diplomatic Forum,
I would like to start off by thanking President of the Turkish Republic, His Excellency Regip Teyyep Erdogan, and my honorable brother, the Minister of Foreign Affairs Mevlut Cavusoglu for bringing us all together through this initiative, the Antalya Diplomatic Forum.
The theme of this Forum ‘Recoding Diplomacy’ was truly striking for me, because despite the presence of thousands of diplomatic missions and hundreds of thousands of diplomats across the globe – the existence of wars and its detrimental effect on lives and livelihoods in multiple states, and the failure of diplomacy by countries and the world order in preventing and finding just resolutions to conflicts, along with the hand of negative diplomacy in igniting, escalating and broadening wars indicates that there exists a profound flaw in the current form of diplomacy, and there exists a genuine need to review the present methods and constructs of diplomacy.
This deep flaw in diplomacy can rightly be understood by a country like Afghanistan which has suffered from the detrimental effects of four decades of conflict.
We believe diplomacy should not be employed to legitimize wars, but to prevent outbreak of violence. It should not be a mere tool to promote the ideologies and interests of great powers, rather it should be utilized to protect the sovereignty, identity and legitimate interest of all countries without taking into account their military might. We believe that diplomacy should not only be a necessity for the weak, but also a requirement for great powers.
It was on this exact basis that in the year 2001 our late leader, Amir-ul-Mumineen Mullah Muhammad Umar Mujahid, proposed dialogue with America, but the then US administration was adamant about a military invasion. Armed struggle against an armed invasion was our duty and a necessity. But in spite of that, when the United States elected talks in 2010, interactions revived and sincere diplomacy was pursued, an agreement was struck on the 29th of February 2020 resulting in withdrawal of foreign forces from Afghanistan and an assurance to the world that the territory of Afghanistan would not be used against others.
Honorable participants,
We continue to pursue the path of diplomacy and dialogue with all parties even after the developments of 15th of August 2021. We have announced an amnesty to all our political and military rivals and have implemented such in practice. We have maintained sincere engagement with all those countries that waged a war inside our country for twenty years.
Afghanistan seeks to turn a page on the past and move forward in tandem with the world on the basis of understanding, legitimate mutual interests and cooperation. As we again reassure all regional and world governments that the territory of Afghanistan will not be used to threaten international peace and security, we look forward to reciprocal treatment from other countries.
As a nation coming out of a four-decade conflict, we seek cooperation of world countries in building a politically stable and economically self-reliant Afghanistan, and we also seek their assistance in the unconditional release of Afghan central bank reserves and an end to all economic sanctions on Afghanistan.
In parallel to expressing our appreciation for humanitarian assistance to the people of Afghanistan by friendly nations, we request world countries to extend development aid to Afghanistan to lay the foundations of a durable economy.
With comprehensive security, end of corruption and blessing of a committed government, Afghanistan stands ready to become the beacon of peace and a center for regional economic connectivity and prosperity through implementation of mega economic projects.
The Ministry of Foreign Affairs of Afghanistan, through diplomacy, will remain your partner in all positive actions and will accompany you in promoting loftier accepted diplomatic principles.

Today, the 10th of Hoot 1338 Hijri Solar, marks the day on which Islamic Emirate of Afghanistan and the United States of America signed a historic deal of ending invasion in Doha the capital of Qatar.
The day on which the treaty was signed, and due to the jihad and sacrifices of our nation, paved the path for the withdrawal of American troops after 20 years, was recorded as another proud day in the history of our dear country. The Islamic Emirate of Afghanistan congratulates all the proud and Mujahid Nation of Afghanistan.
The 10th of Hooth, alike other historical days of our country, reflects the masterpieces and bravery of the Afghan Mujahid Nation and is the day of preserving the identity of the Afghan Muslim and Freedom Loving Nation.
All prise be to Allah, the Afghan Muslim nation has passed a great test in the field of jihad and struggle by making unprecedented sacrifices three times during the last one century and proudly achieved the freedom and independence of its country.
This day proved that Afghans have a strong will to gain freedom and a strong determination of protecting their religion and country.
The fact that Afghans over the past one century have consistently forced invading forces to their knees and expelled them from their country and gained their country’s independence, suggests that other aggressor countries abandon the path of enmity and hatred towards Afghans. based on mutual respect initiate interaction with the Islamic Emirate.
Afghans are a peace-loving nation, and now that they are experiencing a fresh and comfortable life, the world must interact and help them in creating opportunities.
The Islamic Emirate of Afghanistan, according to its position and policy, does not intend to harm or threaten any other country, also urges other countries to open all doors of positive engagement with the Afghan people so that all challenges that are likely to be accrued can be avoided.
As in the past the Mujahid Nation under the leadership of the Islamic Emirate of Afghanistan, will be vigilant against all kinds of plots and conspiracies of the enemies in future as well and will follow the Jihadi legacy and freedom seeking path of its forefathers, Allah willing.

New statement from the Islamic Emirate of Afghanistan’s Dhabīḥ Allah Mujāhid: “Remarks Regarding the Commencement of Clearing Operations in Kabul and Surrounding Provinces”

The security forces of the Islamic Emirate’s three ministries (Ministry of Defense, Ministry of Interior and Intelligence) under the leadership of Deputy Minister of Defense, Alhaj Mullah Mohammad Fazil Mazloom, launched a large-scale clearing operation in Kabul and other nearby provinces.
The purpose of the operation is to catch and eliminate all kinds of robbers, kidnappers, evil elements and other criminals who have already been detected and monitored by the security forces.
No civilian persons or homes will be affected during the operation, all precautionary measures will be taken and people will be treated well.
We urge the residents of these provinces and regions to assist in providing information to their security forces, and not to feel intimidated by the operation, as it is aimed for better security, reassurance and satisfaction of the people and the citizens of Kabul, businessmen and other citizens.
If someone is not a criminal or has no connection with the criminals, they will have no problem, all the people should stay calm in their homes and places and help their security forces.

New statement from the Islamic Emirate of Afghanistan: “Regarding the 33rd Anniversary of the Expulsion of the Red Army of the Former Soviet Union from Afghanistan”

Today marks the 33rd anniversary of the defeat and withdrawal of the Soviet Union’s Red Army from Afghanistan.
Islamic Emirate of Afghanistan considers this day a proud day in the history of Afghanistan for which it congratulates its Muslim and Mujahid nation.
Infect, freedom and identity of the countries depend on their heroism and achievement. All praise belongs to Allah, Afghans have passed this test three times during the last century and have achieved and maintained the freedom and independence of their country.
This third time libration of our country from occupation shows that the sense of independence among Afghans is still strong enough and they have determination and firm testament to protect their religion and country.
We hope the invading countries will learn a lot in the future from the continuous invasions of our country and regaining independence in the last 100 years and will not chose the path of enmity and hatred towards our country and nation any more.
Afghans are peace loving people, but every time their peace has been turned into war by foreign invasions and disruptions and opportunities have been taken away from them.
We have no intention of aggression on territory and land of any country and we expect to live in mutual respect and peace with other countries.
The Muslim and zealous people of Afghanistan must be as sensitive and vigilant against all kinds of conspiracies and plots as they have been in the past and follow the path of your forefathers by maintaining strong Islamic commitment and national unity and preserve the freedom and independence of your country, Insha’Allah (God willing).

New statement from the Islamic Emirate of Afghanistan: “Regarding Irresponsible Treatment of Afghanistan’s National Assets in the United States”

US President Biden in defiance of all international norms initially frozen Afghanistan’s assets, which were deposited in his country’s banks, and now wants to use it irresponsibly.
The Islamic Emirate strongly condemns Biden’s unjustified actions as a violation of the rights of all Afghans.
The 9/11 attacks had nothing to do with Afghans.
Any tempering of the assets of the Afghan people under the pretext of 9/11 incident is a blatant abuse and injustice which is a clear violation of the agreement reached with the Islamic Emirate of Afghanistan as well as an attempt to cover up the 20 years of its crimes committed in Afghanistan.
The United States in order to avoid international reproach, and not to damage its relations with the Afghan people, it must relinquish its decision.
Unfreez the wealth of Afghans unconditionally and further refrain from any provocative actions that can lead to more mistrust.
If the United States does not deviate from its position and continue its provocative actions, the Islamic Emirate will also be forced to reconsider its policy towards its country.
