NOTE: Shaykh Abū ‘Umar al-Sayf is a Saudi who fought in Afghanistan from 1986–1988 and later in the North Caucasus from 1996–2005. Following the death of the famous Amīr Ibn al-Khaṭāb who died in 2002, al-Sayf succeeded him. al-Sayf was considered the muftī (a Sunni Islamic scholar who is an interpreter or expounder of Islamic law) of the Arabs in Chechnya and allegedly had close ties to al-Qā’idah. al-Sayf was suspected to be connected with the 1999 apartment bombings in Moscow and Volgodonsk, as well as a financier of the 2004 Beslan school hostage crisis. al-Sayf eventually was killed in Dagestan in December 2005.
