Like last year, UNAMA office in Kabul once again published its yearly report on civilian casualties in Afghanistan for 2013.
The composed report once again unfairly attributes 74% of civilian casualties as being caused by the Mujahideen with 11% attributed to the Kabul regime security apparatus which includes Arbaki forces (local militias) and 2% to the foreign occupying forces.
It must be made clear that these baseless and far from reality reports are directly produced by the US embassy and then published under the name of United Nations.
We strongly condemn this biased report by UNAMA. The esteemed Amir ul Mumineen (Commander of the Faithful) has given strict guidelines to our Mujahideen for preventing civilian casualties. Despite our operations for the current year having increased and covering vast regions however extreme caution was taken and civilian casualties were kept to a minimum as compared to the past.
The true causes of civilian casualties in our nation can be summarized below:
Blind and retaliatory airstrikes by the foreign forces, night raids, indiscriminate firing after attacks; breaking into homes of civilians by police and army in form of search operations, aggravating children and adults, looting homes, stealing valuables and jewelry of women from homes; killing of civilians by Arbakis in all corners of the country, oppression, transgressing against the life, wealth and honor of people, martyring innocent civilians due to personal feuds, the savagery and barbarism of Commander Shujai from Uruzgan province is not hidden from anyone – who has single handedly martyred over 200 civilians.
UNAMA always publishes reports biased towards the Americans under the guise of a neutral organ but our nation sees everything with their own eyes; they see who the perpetrators of savagery are, they see who kills and bombs – the latest example of which is the incident in Siyah Gerd – and who killed little children in Kunar under label of Al Qaida!
If UNAMA even had the slightest concern for civilian casualties and did not merely use this subject as a tool against Mujahideen then it would have whole heartedly decided on impartiality and would have accepted the offer for preventing civilian casualties put forward by Mujahideen to UNAMA three years prior.
The failure of UNAMA to give a timely answer to our initiative made it clear that UNAMA is not actually concerned about civilian casualties but rather only wants to help the American invaders in their propaganda war.
On top of considering the latest UNAMA civilian casualties report to be completely the other way around, we reaffirm our commitment to take care of the life of civilians as part of our Islamic mission, our religious obligation and Afghan sympathy towards our oppressed nation. Taking care of the life of civilians in war is our responsibility more than that of the Americans which our nation can testify to in our actions.

The American invaders announced on Wednesday the blacklisting of three Mujahideen of Islamic Emirate namely Yahya (Haqqani), Maulawi Sayedullah and Muhammad Omar (Zadran).
We condemn this ineffective and theatrical blacklisting by America on top of which we also believe it to be an illustration of the abject failure and defeat of America as it is absolutely obvious that no Mujahideen of Islamic Emirate either have trade relationships with America nor any accounts in their interest plagued banks which could be effected by these superficial seizures.
The reality is that America has lost militarily in Afghanistan and now wants to atone this military defeat with petty propaganda war.
The defeated Americans must realize that the Mujahideen of Islamic Emirate take pride in having their names included in such blacklists while those Mujahideen who were blacklisted by America a few years ago have been at the forefront of fighting the invaders and have dealt them a heavy blow militarily.
We can confidently say that such blacklistings do not affect the Jihadi moral and activities of our Mujahideen in the slightest but works paradoxically by strengthening their Jihadi resolves.
To end we must state that all three of the named Mujahideen are from Khost and Paktika provinces of Afghanistan and reports which allege that some are Pakistani nationals are completely baseless.

فإن العين لتدمع ، وإن القلب ليحزن مما يجري في الشام من سفك للدماء وإهدار للجهود والأرواح ، وبغض النظر عن التفاصيل الكثيرة التي تعرفونها ونعرفها ويعرفها المتابعون فإن الأمور أخذت بُعداً لا يُحمد عواقبه ..
أخي الكريم ..
كنتُ من أوائل من وافق على “مبادرة الأمة” التي أطلقها الشيخ المحيسني وفّقه الله ، وقد دعاكم إلى أمر لا يعدو الخير ، وليس مثلي يبيّن لكم ما ارتضاه رسول الله صلى الله عليه وسلم في صلح الحديبية ، والحكمة التي غابت عن جلّ الصحابة ، وتلك الشروط المجحفة ، فهذا مما لا يغيب على أمثالكم ، ولكن ما أردناه من قبولكم المبادرة أن يعلم الناس مسارعتكم إلى جمع الكلمة وحرصكم على وحدة الصف ، وإيجاد أرضية مشتركة بينكم وبين الفصائل المجاهدة الصادقة ، وأن تكون هذه المحكمة الجامعة نواة للحكم الإسلامي في الشام ، فالأمر كان – ولا زال – أعظم من صلح بينكم وبين بعض إخوانكم ، وكشف ستر بعض الجماعات المحسوبة على الجهاد ..
كلماتي هذه تلبية لوصيّة نبينا صلى الله عليه وسلم “الدين النصيحة” ، تلك النصيحة الواجبة علينا ، والتي هي حقكم نؤديه إليكم ، فأرجو أن يتسع لها الصدر ، ويمحصها العقل ، فقد جمعت لبّ ما قرره أكثر العلماء والقادة في الأمة ..
أدعوكم أخي الكريم إلى أمور :
أولها : قبول التحكيم لما فيه من مصالح للأمة عامة وللمجاهدين خاصة ، ولما فيه من تفويت الفرصة على بعض الجماعات والأحزاب المشبوهة ، ولما فيه من اجتماع الإخوة ، ولا أعرف عالماً صادقاً إلا وهو يؤيد هذا الأمر ويحض عليه ، وما يضركم : إن كان الحق لكم أخذتموه ، وإن كان عليكم بذلتموه ، فأنتم طلاب حق كما عهدناكم ..
ثانياً : إننا نُطلق على البقية لقب جماعات ، وأنتم تُطلقون على جماعتكم لقب “دولة” وليس من شأن الدول أن يكون لها متحدثون يلقون البيانات المتضاربة ، فهذا مما يضر بكم ، والمصلحة تقتضي توحيد البيانات عن طريق إيجاد فريق يجمع طلبة العلم مع إعلاميين ، ويكون للدولة متحدّث رسمي يجمع بين الحكمة والأداء ، وأن يمتنع البقية عن إصدار بيانات مشوّشة يستغلها الأعداء ، وتحيّر الأنصار ..
ثالثاً : أرجو إصدار بيان عام لأتباعكم وأنصاركم بالكف عن النيل من علماء الإسلام ودعاتهم ، وأن تبينوا في هذا البيان الخطوط العريضة لمنهج أهل السنة والجماعة في التعامل مع المخالفين ، وأن تُلزموا الأتباع والأنصار بهذا المنهج حتى لا تحدث فوضى ، فبعض العلماء الناصحين قوبلوا بأمور جانبت العدل والأدب ..
رابعاً : ينبغي أن تكون هناك لجنة شرعية من أهل العلم والدراية والعقل تُستَفتى في الأمور الهامة المُبهمة ، فأمر الإقتتال الداخلي لا يجتهد فيه إلا الراسخون في العلم ، ولا يصلح أن يجتهد قائد سرية أو كتيبة بمفرده ، فالأمر أعظم من ذلك “لا يزالُ المؤمنُ في فسحةٍ من دينِه ، ما لم يصبْ دمًا حرامًا” (البخاري) ، وضرر مثل هذا الإجتهاد يعود على الأمة كلها ..
خامساً : لا يمكنكم تصوّر فرحة الأمة بعملكم العظيم في العراق من اقتحامٍ للسجون وتخليص للمسلمات من الأسر ، ولكن مَن للمسلمات في سجون النصيرية وقد اشتغل المجاهدون عنهم !! من لحمص وحلب واليرموك !! من يدكّ معاقل النصيرية في الساحل ويذيقهم بأس جند الإسلام !! كم من مسلمة أسيرة تستصرخ إخوانها ولا من مجيب ، وماذا نقول لهذه الطاهرة العفيفة التي أحاط بها كلاب النصيرية وقد انشغل عنها إخوانها بخلافاتهم !!
سادساً : نعلم الهجمة الإعلامية الشرسة عليكم ، ونعلم ما في ذلك من تضليل وتهويل ، ولكن بعض ما يُنسب إليكم هو نتاج أعمال واجتهادات بعض الإخوة ، فهناك أخطاء يجب التعامل معها بحزم وقوة ، فالأمر ليس أمر جماعة ولا فئة ، بل أمر الأمة ، فالله الله لا تؤتى الأمة من قبلكم ..
سابعاً : لا أعرف عالماً ولا عاقلاً فرح بما يحدث في الشام من اقتتال ، الكل مُستاء ، وكثير منهم حيران ، وبغض النظر عن الحقائق ، فلا بد أن يتوقف هذا الإقتتال ، وأن يعود الأمر إلى قتال النصيرية .. لعلكم تبادرون إلى عمل أو رأي يرضاه من تعرفون دينه وتثقون به من الجماعات ، فيحصل إتفاق الأغلبية ، وتكسرون بهذه الأغلبية شوكة العملاء ، وهم قلة حقيرة لولا اختلافكم ما أطلوا برؤوسهم .. كونوا من يبدأ بالسلام ، وتألّفوا إخوانكم ، وضعوا أيديكم في أيديهم وقاتلوا أعداء الله صفاً واحداً كالبنيان المرصوص ، فهذا والله مما يُعجب المؤمنين ، ويُغيظ الكافرين ، ويُعلي شأنكم بين المسلمين ..
ثامناً : أدعوكم وإخوانكم من القادة إلى إعادة النظر في طريقة التعامل مع الخلافات ، فلا يصلح أن تكون النقاشات علنيّة ، بل يجب أن يحتوي القادة هذه الخلافات بينهم ، وأن تحيطها السرية التامة ، فمثل هذه الأمور إذا خرجت للملأ تناهشها السفهاء ، واستغلها الأعداء ، وطار بها من يريد تصفية بعض الحسابات من مرضى القلوب ..
تاسعاً : إن كان الأمر يستدعي انحياز جنود الدولة إلى العراق وتركهم الثغر الشامي في أيدي النصرة ، وبقاء مَن شاء من الجنود في الشام ، فليس في هذا ضير على المجاهدين ، فما استجد في العراق يحتاج إلى وقفات ، وقد رميتم النصيرية بسيف الدولة الجولاني ، وهو من تعرفون ، ولعل في قرب الجنود منكم مصلحة لهم وللأمة .. لعلكم تتركون ما يحتاج الجولاني في الشام وتلتفتوا للعراق بثقلكم لتُنهوا حكم الرافضة وترجع حاضرة الخلافة العباسية إلى المسلمين ، وان استنجد بكم الجولاني فقد سننتم للناس إلغاء الحدود بين الأقطار الإسلامية ..
إن العاقل لا يأنف أن يخطو خطوة إلى الوراء لينظر إلى موطئ خطويته القادمتين إلى الأمام ، وخالد بن الوليد رضي الله عنه انحاز في مؤتة بجنوده ليرجع إلى اليرموك ويُنهي اسطورة دولة الروم .. الحرب كرٌ وفرّ ، والإنحياز لا يعني الإنهزام بقدر ما يعني إعادة انتشار وتمركز ، وحربنا اليوم إعلامية بقدر ما هي عسكرية ، وقضية كسب الرأي العام هو شغل الإعلام الشاغل ، وأهل الجهاد أحق من يشتغل بهذا الأمر ، فالحاضنة الشعبية لا تقل أهمية عن السلاح والذخيرة ، ومن خسر هذه الحاضنة فعليه أن يراجع أمره ليقع على موطن الخلل في عمله ..
لقد كسبت الأمة حربها العسكرية في أفغانستان والعراق والصومال والبوسنة ، ولكنها خسرت الحرب الإعلامية ، وهذه الخسارة كلّفت الأمة الكثير من الأرواح والتضحيات ، فلا يجوز إهمال هذا الجانب الخطير من الحرب ، ولا ينبغي تكليف غير أهل الخبرة والدراية والحنكة والحكمة والدهاء بهذا
