بسم الله الرحمن الرحيم

الحمد لله مالك الملك القادر القاهر فوق عباده ، ثم الصلاة والسلام على من بُعث بين يدي الساعة بالحُسام لقتال الناس حتى يعبدوا الله وحده أو يصيبهم الذل والصغار لمخالفتهم أمره .. أما بعد ..

تواترت الأخبار عن النبي المختار بأن الخلافة كائنة في آخر الزمان ، وأنها بعد الحكم الجبري البغيض ، ولم يخبرنا صلى الله عليه وسلم عن كيفية إحياء هذه الخلافة ، إلا أنه قال بأن مآلها “خلافة على منهاج النبوة” .. متى ستكون هذه الخلافة بهذه الصفة ؟ وكيف ستصل الأمور من الحكم الجبري إلى المنهج النبوي ؟

ليس في أحاديث النبي صلى الله عليه وسلم ما يشير إلى هذا التسلسل أو إلى حلقة الوصل ، إلا أن الأحاديث تخبرنا بأن آخر هؤلاء الخلفاء “محمد بن عبد الله” المهدي الحسني القرشي الذي في عهده ينزل المسيح عيسى بن مريم عليه السلام على المنارة البيضاء بدمشق ، فالأخبار توحي بأن الشام ستكون تحت الحكم الإسلامي إلا فلسطين سيكون فيها اليهود الذين سيقاتلهم الجيش الإسلامي ، واليمن وجزيرة العرب فيها المجاهدون وخيار المسلمين الذين سيبايعون المهدي عند الكعبة ، وستكون ملحمة كبرى مع الروم (ربما الغرب حالياً) الذين سيأتون بأساطيلهم الحربية لقتال المسلمين الذين سبوا منهم ، ففي هذه الأخبار إشارة أن سنّة السبي سترجع في آخر الزمان ، وأن الغرب الصليبي أعداء هذه الأمة إلى آخر الزمان ، وأن الخلافة سترجع قبل المهدي بزمان ..

إذاً الخلافة ستقوم ، شاء من شاء وأبى من أبى ، ولكن هل بداية رجوع الخلافة هي التي على منهاج النبوة ، أم نهايتها أم خلالها ؟ لا أعلم نصوصاً تطرقت لهذه المسألة ، فالأمر من علم الغيب ، ولكن الذي نعرفه أن النبوّة قد مضت على صاحبها أفضل الصلاة والسلام ، والخلافة الأولى التي على منهاج النبوّة هي فترة خلافة الخلفاء الراشدين الأربعة (وقد ضم بعضهم فترة خلافة الحسن بن علي رضي الله عنه) ، وهذه الخلافة قامت على البيعة الشرعية ، وهذا بعض تفصيلها :

توفي الرسول صلى الله عليه وسلم ولم يستخلف أحداً ، وإنما أشار إشارات ولمّح تلميحات توحي بأفضلية الصدّيق رضي الله عنه ، ولما اجتمع الأنصار في السقيفة ذهب إليهم صدّيق هذه الأمة وفاروق هذه الأمة وأمين هذه الأمة وتناقشوا برهة ثم اختاروا الصدّيق رضي الله عنه وبايعوه ، ثم بايعه كبار الصحابة وأهل الحل والعقد فصار بذلك خليفة للمسلمين .. لما أحسّ الصدّيق بدنو أجله شاور كبار الصحابة في استخلاف عمر ، فرضي أكثرهم واعترض البعض ، فما زال بهم الصديق حتى وافق الجميع ، ثم خاطب الصديق أهل المدينة وطلب منهم الموافقة على من يستخلف ، فوافقوا ، فاستخلف عمر ، فصار عمر خليفة بعد أن بايعه ورضيه أهل الحل والعقد في الأمة ..

بعد أن طُعن عمر رضي الله عنه ، ترك الأمر شورى في الستّة ، وكلّهم من المبشرين بالجنة ومن كبار الصحابة الذين يرضاهم الناس ، فجعل الستّة الأمر لعبد الرحمن بن عوف يختار بين علي وعثمان رضي الله عنهم أجمعين ، فشاور عبد الرحمن أهل المدينة كبارهم وصغارهم فلم يعدلوا عن عثمان ، فبايع عثمانَ وبايعه الناس في المدينة فصار خليفة بعد مبايعة أهل الحل والعقد .. ثم قُتل عثمان ، وعَرض الثوار الخلافة على بعض كبار الصحابة فأبوا ، ثم ألحّوا على علي فوافق بشرط أن يبايعه الناس علانية في المسجد ، فخرج الناس لمبايعته وراسل امراء الأمصار فبايعوه إلا أهل الشام ، فصار علي – بمبايعة أهل الحل والعقد في المدينة ، ومبايعة عموم المسلمين – خليفة شرعي ، ولم ينازعه أهل الشام في الخلافة كما يعتقد البعض ، وإنما قالوا بضرورة تسليم قتلة عثمان للقصاص ..
أما خامس الخلفاء الراشدين “عمر بن عبد العزيز” رضي الله عنه لما آل إليه الأمر بالإستخلاف : خلع نفسه وجعل الأمر للمسلمين وأرجعها شورى ، فبايعه المسلمون من أهل الحل والعقد ، فصار بذلك خليفة شرعي ، بل خليفة راشد ومجدّد للخلافة على منهاج النبوّة ..

هذا اختصار قصة المبايعة في عهد الخلافة التي على منهاج النبوّة ، ولم تكن بينها مبايعة بالسيف رغم الناس ، فكلها مبايعات بالرضى من أهل الحل والعقد ومن عموم المسلمين ، ولعلّ أوّل خلافة بالغلبة كانت لعبد الملك بن مروان الذي قاتَل منافسه ابن الزبير وقتله في مكّة ، وقد أفتى العلماء بجواز حكم المتغلّب حقناً للدماء ، وليس هذا الحكم أصلاً في اختيار الخليفة ، بل هو اجتهاد لضرورة ألمّت بالأمة ، وإلا فإن الأصل في اختيار الخليفة أن يكون من قبل أهل الحل والعقد في الأمة ، وهذا يزيد بن أبي سفيان لما بويع بالخلافة أرسل إلى والي المدينة ليأتيه ببيعة ابن الزبير والحسين رضي الله عنهم بأي ثمن ، وذلك لعلمه أن حكمه لا يستقر إلا ببيعة أمثال هؤلاء المتبوعين من أهل الحل والعقد في الأمة ، وهذا ما كان متعارفاً عليه بين الصحابة والتابعين وتابعيهم ، وإلا لاكتفى يزيد ببيعة من عنده ، خاصة وأن عنده الشوكة والقوة ، وهذان رجلان فقط في المسلمين ..

إن إرجاع الخلافة على منهاج النبوّة لا يكون إلا بما كان في عهد الخلافة الأولى من أحكام ، ولا يصلح أخر هذه الأمة إلا بما صلح به أولها ، فلا بد من مبايعة أهل الحل والعقد في الأمة حتى يكون الخليفة شرعياً ، وقد ذكرنا في غير هذا الموضع أن أهل الحل والعقد اليوم هم العلماء الربانون وقادة الجهاد في خراسان والقوقاز وجزيرة العرب والمغرب والصومال وغيرها من الثغور التي فيها القتال تحت راية إسلامية واضحة ، ولو بايع هؤلاء فإن البيعة تكون صحيحة وملزمة للمسلمين في الأرض ، ولا مجال بعدها للاجتهاد ولا الجدال ..

لقد طالبني البعض بذكر موقفي الواضح الجلي من إعلان “الدولة الإسلامية” للخلافة ، ومبايعة البغدادي – حفظه الله – ، وهل هي شرعية ، وهل تلزمنا البيعة ، ولأن هذه المسألة من أعظم المسائل وأخطرها ، لا بد أن يكون البيان واضحاً جلياً مستوفياً حتى لا تكون ضبابية ، فأقول مستعيناً بالله :

أولاً : لست شيخاً للإسلام ولا مفتياً للأنام ، وإنما أنا رجل من المسلمين أجتهد بعقلي القاصر وعلمي البسيط ، فما كان حقاً فبفضل الله ، وما كان خطأً فمني ومن الشيطان ، والدين من الخطأ براء ..

ثانياً : رأيي واجتهادي القاصر لا يُلزم أحداً ، وإنما هو ما أدين الله به ، وما أرضاه لنفسي ، فلا يقول أحد بأن هذا هو رأي الشرع ، وإنما هو رأيي واجتهادي القاصر الذي يحتمل الخطأ والصواب ..

ثالثاً : رأيي في البيعة هو رأي عبد الله بن عمر رضي الله عنه حين قال : “إنما أنا رجل من المسلمين ، ابايع إذا بايعوا” أو كما

On the first night of Ramadan, the spokesman for the Islamic State of Iraq and al-Sham (ISIS) announced a step that he described as “a dream that lives in the depths of every Muslim believer”: the re-establishment of the Caliphate. “It is a hope that flutters in the heart of every mujahid [one who does jihad] muwahhid [monotheist],”spokesman Shaykh Abu Muhammad al-Adnani al-Shami went on. “It is the caliphate. It is the caliphate — the abandoned obligation of the era…. We clarify to the Muslims that with this declaration of the caliphate, it is incumbent upon all Muslims to pledge allegiance to the caliph [Abu Bakr al-Baghdadi].”
The announcement by the group, which is now calling itself simply the Islamic State (IS), will accelerate the backlash against it in Iraq. The Islamic State has worked with other insurgent factions, such as the ex-Baathists in the JRTN (Army of the Men of the Naqshbandi Order), in its recent offensive in Iraq — but has no intention of power-sharing in the captured areas. There were already signs that JRTN and IS were beginning to fight one another, and this announcement will likely push things into an open confrontation. The Islamic State, however, views this as a positive development because it will separate those who believe inhaqq [truth] from batil [falsehood]. It believes the announcement will also serve as another direct shot at al Qaeda and its official branches.

For jihadists, the Syrian war recalls Afghanistan in the 1980s and 1990s for various reasons. Perhaps most notably, in both conflicts groups traveled from other battlefields to fight and train for future jihad upon returning home. This comparison truly signals Syria’s emergence as the epicenter of the global jihadist movement, even if more attention has rightly been given in recent weeks to Iraq. Just as events in Afghanistan spawned many later insurgencies and terrorist attacks, many future threats will now likely emanate from or have a connection back to Syria.

LEGACY OF THE “AFGHAN ARABS”

During the latter years of the anti-Soviet jihad in the 1980s and, later, the fight against the Afghan puppet communist regime and the Taliban’s rise in the 1990s, individuals from jihadist national groups and, in some cases, the groups themselves traveled to Afghanistan to set up camp, train, and acquire new skills. Most often, these groups used the Afghan safe haven to escape harassment within their home countries. The groups also used Afghanistan as a planning site for insurgencies and terrorist attacks at home, with some such endeavors receiving seed money from al-Qaeda’s Usama bin Laden. Unlike the national jihadist groups, al-Qaeda focused on providing training for foreign-fighter insurgencies in central Asia, the Caucasus, and the Balkans. Al-Qaeda was also involved in planning terrorist attacks against Western targets, interests, or the states themselves.
Beyond the known cases of al-Qaeda terrorist attacks, national jihadist groups that graduated from Afghanistan include the Libyan Islamic Fighting Group, Algerian Armed Islamic Group, and Egyptian al-Gamaa al-Islamiyah. All were involved in multiyear insurgencies in the early- to mid-1990s that killed many innocents. Other low-level insurgencies or terrorist attacks played out in Tunisia with the Tunisian Combat Group, in Morocco with the Moroccan Islamic Combat Group, in Uzbekistan with the Islamic Movement of Uzbekistan (IMU), in China with the East Turkestan Islamic Movement, in Indonesia with Jemaah Islamiyah, and in Yemen with the Aden-Abyan Islamic Army. Whereas many of these groups evoke the past, Syria is producing its own new generation of national jihadist groups, in addition to the global leaders, the Islamic State of Iraq and al-Sham (ISIS) — now the Islamic State (IS) — and Jabhat al-Nusra (JN).
